Successful catch-up is an important channel to achieve sustainable development for emerging economies; however, it is a great challenge to catch up in complex products and systems (CoPS). Studies show limited evidence on how successful catch-up occurred in CoPS for emerging economies. This study holds the view that CoPS catch-up means a narrower gap in the innovation ecosystem between latecomers and leaders. This study disentangles the CoPS innovation ecosystem and uses China’s high-speed railway (HSR) as a longitudinal case with abundant data to explore how successful catch-up in CoPS is achieved. The results show that the CoPS innovation ecosystem presents a dynamic evolution in the technology innovation subsystem, the value creation subsystem, and the habitat. Four types of forces from the innovation ecosystem mix together to drive CoPS catch-up. Finally, this study proposes a CoPS catch-up process model following the basic logic of start point, activities, and performance, and CoPS industrial standards are used to measure CoPS catch-up performance. The study on CoPS catch-up from an innovation ecosystem perspective provides new insights and useful implications for governments and entities in CoPS of emerging economies.

<span lang="EN-US">A multi-point model predictive control (MPMPC) is widely used for many applications, including wind energy system (WES), notably enhanced power characteristics and oscillation regulation. In this work, MPMPC is adapted to condense the fatigue load of the WES and improve the lifetime of the turbine assembly. The lifetime examination is carried out by considering the three chief parameters: basic lifetime until failure, short-time damage equivalent loads (DELs), and lifetime DELs. The simulation study is performed for two cases: blade root bending moments and tower top bending. Further, fatigue load examination is demonstrated to analyze the effectiveness of the proposed controller. The observed results show that the lifetime analysis of the wind turbine system displayed more excellent characteristics, i.e., 49.50% greater than MPC. Also, the fatigue load mitigation showed greater magnitude due to the control action of the proposed controller, about 37.38% grander than MPC. Therefore, the attained outcomes exhibit outstanding performance compared with conventional controllers.</span>

The construction of the high-speed rail (HSR) network in China has greatly weakened the spatial barriers to the flow of production resources, which has become a key factor affecting the spatial layout of the producer service industry. Based on the panel data of 26 cities in the Yangtze River Delta urban agglomeration from 2005 to 2018, this paper uses a multi-phase difference-in-difference (DID) model to examine the impacts of HSR services on the agglomerations of the producer service industry and its subdivision industries from two perspectives, namely, specialized agglomeration and diversified agglomeration. The results show that: (1) on the whole, the opening of an HSR has a significant positive effect on the specialized agglomeration of the producer service industry and a significant negative effect on the diversified agglomeration; (2) in terms of subdivision industries, there exists significant industrial heterogeneity in the agglomeration effect of the producer service industry under HSR services, regardless of whether it is a specialized agglomeration or a diversified agglomeration; among them, the financial industry belongs to the “highly significant promotion” industry, while the other four subdivision industries belong to the “highly significant inhibition” industry.

The difficulty of travel for the elderly is a challenge for urban management. Quantifying the satisfaction of public transport services from the perspective of the elderly is a people-oriented scientific research method. Based on the survey data of 2019 and 2020 and by selecting the interview data of people over retirement age before analyzing the non-linear relationship between bus service elements and elderly satisfaction by the impact-asymmetry analysis and gradient boosting decision trees, the optimization strategy of ground public transportation for the elderly in Harbin was obtained. The results show that the following five factors have the greatest impact on overall satisfaction, namely, site broadcasting, complaint handling, awning facilities, driver driving habits, and the punctuality of bus operation. Among them, “awning,” the “punctuality of bus operation,” and “drivers’ driving habits” should be given priority to improve. The conclusion of this study provides a theoretical basis for the accurate optimization of public transport services.

Building a low-carbon city has been pursued by people with a high degree of enthusiasm in China. Different from actions at the national level and distinct from practices of developed countries, low-carbon development in Chinese cities should be placed on diverse concerns. Taking Suzhou of Jiangsu Province of China as a case city, this paper adopts a scenario analysis approach to explore strategic focal points in the transition to a low-carbon city. Within this transition, we mainly focus on the different contributions from two factors-economic restructuring and technological upgrading. Scenario analysis results show that 1) in the case of no breakthrough technologies, it is difficult to achieve absolute emission reductions; 2) technologies involved in optimizing energy structure and improving energy efficiency of basic service sectors should be highly emphasized in local planning; 3) in comparison with technological upgrading, economic structural adjustment could be a stronger contributor to mitigation, which is one of the main differences from developed countries. However, the key issue of economic restructuring is to promote the growth of emerging low-carbon industries, which requires not only a strategic choice of new industries but also an introduction of advanced low-carbon technologies. It is also found that establishing a local carbon emissions accounting system is a prerequisite and the first priority for realizing a low-carbon transition and government capacity buildings should be strengthened accordingly.

The implementation of China’s Belt and Road Initiative macro strategy has promoted exchanges and cooperation between China and Europe and countries along the route. The operation of the China Railway Express provides a new transportation platform for China–Europe trade. The sustainable development of the China Railway Express has a great significance in terms of promoting the growth of China–Europe trade and meeting the demand for freight in Asia and Europe. Its time-saving advantage over shipping and its economic advantage over air transport cannot be ignored. This paper is based on the discrete selection model of stochastic utility theory. The paper constructs a multi-logit model based on generalized cost functions, including economics, timeliness, reliability, convenience, safety, and environmental protection. To calculate the market share of the China Railway Express and China–Europe Shipping, the paper conducts a quantitative analysis of the market competitiveness of the China Railway Express. Then, the sensitivity analysis and elastic analysis are carried out on the China Railway Express freight rate, the Chinese road freight rate, the China Railway Express service fee, the China Railway Express travelling speed, the China Railway Express sending operation time at the departure station, the China Railway Express transportation time error, the China Railway Express transportation frequency, and the China Railway Express carbon emissions per unit. Finally, based on the analysis results, suggestions for promoting the sustainable development of the China Railway Express are given.

This paper develops and uses a combined policy and firm-level theoretical framework to derive policy implications from a case study of the development of battery, hybrid and fuel cell electric vehicles (BEVs, HEVs and FCVs) in Japan. Among the implications of the study, it is argued that Japanese national policy has so far had a limited direct role in the electrification of vehicles; this has been very largely decided and carried out in-house at the automakers. Policymakers need to consider this as well as the inherently international nature of the automotive industry. One key factor behind Toyota's and Honda's early and sustained lead in the electrification trajectory is the intense and in some aspects quite specific type of competition on the domestic market, which has nurtured firms with a strong product development capability. Finally, it is argued that the proposed theoretical framework contributes to a more balanced view of the role of policy in this potential paradigmatic shift in technology in a mature industry, compared to traditional policy or firm-level approaches.

High-quality development of the economy is an important guarantee for economic and business sustainability, and the construction of transportation infrastructure is an important channel to achieving high-quality development. Thus, we take the opening of China’s high-speed railway (HSR) as a quasi-natural experiment and use the difference-in-difference model to explore the impact and mechanism of HSR on firms’ high-quality development. By using the total factor productivity of enterprises as the proxy for high-quality development, the empirical results show that: (1) the opening of the HSR can significantly promote high-quality development of enterprises; (2) the quality of information disclosure plays a mediating role in such relationships; and (3) the impact of HSR on enterprises’ high-quality development is more significant for enterprises that are located in cities with better business environments. Overall, this research indicates that local infrastructure construction is an important factor to achieve high-quality development of enterprises as well as economic sustainability that cannot be ignored, and this conclusion will be helpful for corporate managers in enhancing the quality of information disclosure, as well as for local governments to attach more importance to optimizing business environments to achieve high-quality development and economic sustainability.

This research proposed an input–output structural decomposition analysis (IO-SDA) model to explain the growth of FD with the changes in economic aggregate, structural factor, transport demand intensity, and industry connection. This method enables us to quantify and compare the contribution of industrial development to FD growth of five freight modes and determine the role of the structural factor in the growth of FD. An empirical study was conducted based on China’s 2002 to 2017 input–output tables. The results showed that the construction industry was the most important sector leading to the growth of FD, and the role of the service industry in promoting the growth of FD became more evident. There was a clear trend of concentration to the road freight industry, which may undermine the coordination of the transport industry. The structural factor became an important factor in reducing FD in 2007 to 2017. Based on the findings, it is suggested that China should promote the upgrading of IS and emphasize the importance of green road transport and multimodal transport.

Private sector investment, the mainstream financing method for procuring public road transport development projects, has encountered several profound difficulties and risks during execution, particularly in developing countries. However, there needs to be more extensive investigations on the major barriers facing road transport infrastructure projects in these countries. In this vein, the present study aims to identify and assess the perceived barriers inhibiting private sector investment in delivering public road transport infrastructure projects in the developing country of Iran. The research method adopted is based on a descriptive survey with a three-round Delphi technique with 35 experts from both the private and public sector in Iran. According to the research study results, four main groups of legal and organizational, political, economic, and operational barriers have been found to significantly impact the attraction of private sector investment in such projects. The three most significant obstacles for public road transport infrastructure projects in developing countries include: (i) a lack of financial and investment safety; (ii) a lack of proficient managers and policies of public organizations in order to facilitate the process of privatization; and (iii) corruption in the privatization process. The survey findings can help the government and policymakers to eliminate or alleviate the potential barriers towards private sector participation in future public road infrastructure projects, particularly in those developing countries such as Iran.

Successful catch-up is an important channel to achieve sustainable development for emerging economies; however, it is a great challenge to catch up in complex products and systems (CoPS). Studies show limited evidence on how successful catch-up occurred in CoPS for emerging economies. This study holds the view that CoPS catch-up means a narrower gap in the innovation ecosystem between latecomers and leaders. This study disentangles the CoPS innovation ecosystem and uses China’s high-speed railway (HSR) as a longitudinal case with abundant data to explore how successful catch-up in CoPS is achieved. The results show that the CoPS innovation ecosystem presents a dynamic evolution in the technology innovation subsystem, the value creation subsystem, and the habitat. Four types of forces from the innovation ecosystem mix together to drive CoPS catch-up. Finally, this study proposes a CoPS catch-up process model following the basic logic of start point, activities, and performance, and CoPS industrial standards are used to measure CoPS catch-up performance. The study on CoPS catch-up from an innovation ecosystem perspective provides new insights and useful implications for governments and entities in CoPS of emerging economies.

<span lang="EN-US">A multi-point model predictive control (MPMPC) is widely used for many applications, including wind energy system (WES), notably enhanced power characteristics and oscillation regulation. In this work, MPMPC is adapted to condense the fatigue load of the WES and improve the lifetime of the turbine assembly. The lifetime examination is carried out by considering the three chief parameters: basic lifetime until failure, short-time damage equivalent loads (DELs), and lifetime DELs. The simulation study is performed for two cases: blade root bending moments and tower top bending. Further, fatigue load examination is demonstrated to analyze the effectiveness of the proposed controller. The observed results show that the lifetime analysis of the wind turbine system displayed more excellent characteristics, i.e., 49.50% greater than MPC. Also, the fatigue load mitigation showed greater magnitude due to the control action of the proposed controller, about 37.38% grander than MPC. Therefore, the attained outcomes exhibit outstanding performance compared with conventional controllers.</span>

The construction of the high-speed rail (HSR) network in China has greatly weakened the spatial barriers to the flow of production resources, which has become a key factor affecting the spatial layout of the producer service industry. Based on the panel data of 26 cities in the Yangtze River Delta urban agglomeration from 2005 to 2018, this paper uses a multi-phase difference-in-difference (DID) model to examine the impacts of HSR services on the agglomerations of the producer service industry and its subdivision industries from two perspectives, namely, specialized agglomeration and diversified agglomeration. The results show that: (1) on the whole, the opening of an HSR has a significant positive effect on the specialized agglomeration of the producer service industry and a significant negative effect on the diversified agglomeration; (2) in terms of subdivision industries, there exists significant industrial heterogeneity in the agglomeration effect of the producer service industry under HSR services, regardless of whether it is a specialized agglomeration or a diversified agglomeration; among them, the financial industry belongs to the “highly significant promotion” industry, while the other four subdivision industries belong to the “highly significant inhibition” industry.

The difficulty of travel for the elderly is a challenge for urban management. Quantifying the satisfaction of public transport services from the perspective of the elderly is a people-oriented scientific research method. Based on the survey data of 2019 and 2020 and by selecting the interview data of people over retirement age before analyzing the non-linear relationship between bus service elements and elderly satisfaction by the impact-asymmetry analysis and gradient boosting decision trees, the optimization strategy of ground public transportation for the elderly in Harbin was obtained. The results show that the following five factors have the greatest impact on overall satisfaction, namely, site broadcasting, complaint handling, awning facilities, driver driving habits, and the punctuality of bus operation. Among them, “awning,” the “punctuality of bus operation,” and “drivers’ driving habits” should be given priority to improve. The conclusion of this study provides a theoretical basis for the accurate optimization of public transport services.

Building a low-carbon city has been pursued by people with a high degree of enthusiasm in China. Different from actions at the national level and distinct from practices of developed countries, low-carbon development in Chinese cities should be placed on diverse concerns. Taking Suzhou of Jiangsu Province of China as a case city, this paper adopts a scenario analysis approach to explore strategic focal points in the transition to a low-carbon city. Within this transition, we mainly focus on the different contributions from two factors-economic restructuring and technological upgrading. Scenario analysis results show that 1) in the case of no breakthrough technologies, it is difficult to achieve absolute emission reductions; 2) technologies involved in optimizing energy structure and improving energy efficiency of basic service sectors should be highly emphasized in local planning; 3) in comparison with technological upgrading, economic structural adjustment could be a stronger contributor to mitigation, which is one of the main differences from developed countries. However, the key issue of economic restructuring is to promote the growth of emerging low-carbon industries, which requires not only a strategic choice of new industries but also an introduction of advanced low-carbon technologies. It is also found that establishing a local carbon emissions accounting system is a prerequisite and the first priority for realizing a low-carbon transition and government capacity buildings should be strengthened accordingly.

The implementation of China’s Belt and Road Initiative macro strategy has promoted exchanges and cooperation between China and Europe and countries along the route. The operation of the China Railway Express provides a new transportation platform for China–Europe trade. The sustainable development of the China Railway Express has a great significance in terms of promoting the growth of China–Europe trade and meeting the demand for freight in Asia and Europe. Its time-saving advantage over shipping and its economic advantage over air transport cannot be ignored. This paper is based on the discrete selection model of stochastic utility theory. The paper constructs a multi-logit model based on generalized cost functions, including economics, timeliness, reliability, convenience, safety, and environmental protection. To calculate the market share of the China Railway Express and China–Europe Shipping, the paper conducts a quantitative analysis of the market competitiveness of the China Railway Express. Then, the sensitivity analysis and elastic analysis are carried out on the China Railway Express freight rate, the Chinese road freight rate, the China Railway Express service fee, the China Railway Express travelling speed, the China Railway Express sending operation time at the departure station, the China Railway Express transportation time error, the China Railway Express transportation frequency, and the China Railway Express carbon emissions per unit. Finally, based on the analysis results, suggestions for promoting the sustainable development of the China Railway Express are given.

This paper develops and uses a combined policy and firm-level theoretical framework to derive policy implications from a case study of the development of battery, hybrid and fuel cell electric vehicles (BEVs, HEVs and FCVs) in Japan. Among the implications of the study, it is argued that Japanese national policy has so far had a limited direct role in the electrification of vehicles; this has been very largely decided and carried out in-house at the automakers. Policymakers need to consider this as well as the inherently international nature of the automotive industry. One key factor behind Toyota's and Honda's early and sustained lead in the electrification trajectory is the intense and in some aspects quite specific type of competition on the domestic market, which has nurtured firms with a strong product development capability. Finally, it is argued that the proposed theoretical framework contributes to a more balanced view of the role of policy in this potential paradigmatic shift in technology in a mature industry, compared to traditional policy or firm-level approaches.

High-quality development of the economy is an important guarantee for economic and business sustainability, and the construction of transportation infrastructure is an important channel to achieving high-quality development. Thus, we take the opening of China’s high-speed railway (HSR) as a quasi-natural experiment and use the difference-in-difference model to explore the impact and mechanism of HSR on firms’ high-quality development. By using the total factor productivity of enterprises as the proxy for high-quality development, the empirical results show that: (1) the opening of the HSR can significantly promote high-quality development of enterprises; (2) the quality of information disclosure plays a mediating role in such relationships; and (3) the impact of HSR on enterprises’ high-quality development is more significant for enterprises that are located in cities with better business environments. Overall, this research indicates that local infrastructure construction is an important factor to achieve high-quality development of enterprises as well as economic sustainability that cannot be ignored, and this conclusion will be helpful for corporate managers in enhancing the quality of information disclosure, as well as for local governments to attach more importance to optimizing business environments to achieve high-quality development and economic sustainability.

This research proposed an input–output structural decomposition analysis (IO-SDA) model to explain the growth of FD with the changes in economic aggregate, structural factor, transport demand intensity, and industry connection. This method enables us to quantify and compare the contribution of industrial development to FD growth of five freight modes and determine the role of the structural factor in the growth of FD. An empirical study was conducted based on China’s 2002 to 2017 input–output tables. The results showed that the construction industry was the most important sector leading to the growth of FD, and the role of the service industry in promoting the growth of FD became more evident. There was a clear trend of concentration to the road freight industry, which may undermine the coordination of the transport industry. The structural factor became an important factor in reducing FD in 2007 to 2017. Based on the findings, it is suggested that China should promote the upgrading of IS and emphasize the importance of green road transport and multimodal transport.

Private sector investment, the mainstream financing method for procuring public road transport development projects, has encountered several profound difficulties and risks during execution, particularly in developing countries. However, there needs to be more extensive investigations on the major barriers facing road transport infrastructure projects in these countries. In this vein, the present study aims to identify and assess the perceived barriers inhibiting private sector investment in delivering public road transport infrastructure projects in the developing country of Iran. The research method adopted is based on a descriptive survey with a three-round Delphi technique with 35 experts from both the private and public sector in Iran. According to the research study results, four main groups of legal and organizational, political, economic, and operational barriers have been found to significantly impact the attraction of private sector investment in such projects. The three most significant obstacles for public road transport infrastructure projects in developing countries include: (i) a lack of financial and investment safety; (ii) a lack of proficient managers and policies of public organizations in order to facilitate the process of privatization; and (iii) corruption in the privatization process. The survey findings can help the government and policymakers to eliminate or alleviate the potential barriers towards private sector participation in future public road infrastructure projects, particularly in those developing countries such as Iran.
