This section of the Journal, Review Notes, is a continuous update about emerging topics concerning relationships among urban planning, mobility and environment thanks to a collection of short scientific papers written by young researchers. The Review Notes are made up of five parts. Each section examines a specific aspect of the broader information storage within the main interests of the TeMA Journal. In particular: The Town Planning International Rules and Legislation Overview section aims at presenting the latest updates in the territorial and urban legislative sphere. The Covid-19 pandemic is causing a major impact on energy systems. Improving the energy efficiency of urban areas is now the cornerstone of scientific community and the European Commission discussions. Thus, the content of this review note aims at carrying out an analysis of the latest documents of the European Commission before and during the slow recovery from Covid-19 with the aim of identifying the priorities and areas on which to intervene to reduce energy consumption in different territorial contexts. Journal of Land Use, Mobility and Environment Authors: Fistola, Romano;Prefigurare assetti urbani futuri nei quali le tecnologie consentano azioni e interazioni fra gli individui inimmaginabili solo pochi anni fa, ha da sempre rappresentato una delle tematiche di ricerca ed approfondimento più interessanti delle scienze della città anche se, probabilmente, non sufficientemente considerate nel dibattito urbanistico del nostro paese degli ultimi venti anni. L’accelerazione verso tali tematiche è stata consistente a partire dai recenti bandi della Comunità Europea e del Ministero dell’Istruzione e della Ricerca Italiano sulle: Smart City. In questa importante svolta, supportata dalle numerose aziende produttrici di tecnologie, dispositivi e media, sembra tuttavia verificarsi una discontinuità nell’ambito della definizione teorica dei processi connessi alla strutturazione ed alla gestione della Smart City. I numerosi approfondimenti sul tema sembrano svilupparsi lontano dalle scienze del governo delle trasformazioni della città e distanti dal principale ambito disciplinare di riferimento: l’urbanistica. Tale discrasia è probabilmente riconducibile a due fattori: da una parte la marginalizzazione del tema relativo a città ed innovazione tecnologica nel dibattito urbanistico nazionale concentratosi su altri, pur importanti, argomenti e, dall’altra l’approccio marcatamente aziendale che la recente accelerazione ha subito e che, in una logica di mercato, tende ad evitare possibili razionalizzazioni dei processi. All’interno del testo verranno proposti approcci, ipotesi e riflessioni probabilmente non strutturate per definire un ordinato sviluppo teorico ma, probabilmente in grado di aprire dimensioni del ragionamento ed indicare possibili scenari che possano essere successivamente ripresi, confutati e riarticolati dagli altri studiosi delle scienze urbane per definirne un nuovo modo di interpretare e tentare di orientare lo sviluppo urbano. Molte delle riflessioni presentate nel seguito rappresentano semplici spunti che necessitano di ulteriori approfondimenti e sviluppi maggiormente strutturati. Ma pare utile avviare un ragionamento che dimostri come la proposizione del modello “smart” per i moderni sistemi urbani non derivi unicamente da necessità tecnicisticamente aziendali, che spingono all’utilizzo di device di controllo urbano, ma possano essere visti come uno stadio evolutivo della città del quale già da tempo si erano prefigurati gli sviluppi. In altre parole obiettivo di questo paper è quello di tentare di ricondurre le dinamiche di sviluppo della SC nel loro naturale alveo di sviluppo teorico-operativo, anche recuperando approcci e riferimenti metodologici riconducibili allo studio del rapporto fra nuove tecnologie e trasformazioni del sistema urbano da tempo sviluppati in sede di ricerca ma mai concretamente adottati per la definizione di nuovi processi di governo della città. Urban transport is currently based on car use; the transition to the use of more sustainable means of transport is happening slowly. Bicycles used as main way of transport, combined with walking, it’s a successful solution for many towns to really bring traffic and congestion down. For their high density and their short time travels, towns are the best places (in comparison to long time travels as merchandise transport) to reduce the green houses gasses emitted promoting walking, cycling and public transport. For this reason the European Union is directly founding different projects that boost urban cycling. Many examples presented in this paper where collected by an European project. This project sectioned best practices and excellences in cycling as the so called cycle cities: Amsterdam, Copenhagen, Seville,…cities that have recognized the importance of cycling as a solution to traffic congestion. But how is it possible to transfer these experiences to others realities? The scope of this article is to show the sustainability of cycling according to socio-economic (social and economic sustainability) and environmental terms (environmental sustainability). For this reason is proposed a CBA (Cost and Benefits Analysis) methodology specific to evidence the advantages of investments in cycling made by public authorities or private companies both, to promote and realize ecological infrastructures. Planning the best path for the energy system decarbonization is currently one of the issues of high global interest. At the European level, the recent policies dealing with the transportation sector have decided to ban the registration of light-duty vehicles powered by internal combustion engines fed by fossil fuels, from 2035. Regardless of the official positions, the major players (industries, politicians, economic and statistical institutions, etc.) manifest several opinions on this decision. In this paper, a mathematical model of a nation’s energy system is used to evaluate the economic impact of this decision. The model considers a superstructure that incorporates all energy conversion and storage units, including the entire transportation sector. A series of succeeding simulations was run and each of them was constrained to the achievement of the decarbonization level fixed, year by year, by the European community road-map. For each simulation, an optimization algorithm searches for a less costly global energy system, by including/excluding from the energy system the energy conversion units, storage devices, using a Mixed Integer Linear approach. Three optimization scenarios were considered: (1) a “free” scenario in which the only constraint applied to the model is the achievement of the scheduled decarbonization targets; (2) an “e-fuels” scenario, in which all new non-battery-electric light-duty vehicles allowed after 2035 must be fed with e-fuels; (3) a “pure electric” scenario, in which all new light-duty vehicles allowed after 2035 are battery-electric vehicles. The comparison of the optimum solutions for the three scenarios demonstrates that the less costly transition to a fully renewable energy system decarbonizes the transportation sector only when the share of renewable energy sources exceeds 90%. E-fueled light-duty vehicles always turn out to be a less expensive alternative than the electric vehicles, mainly because of the very high cost of the energy supply infrastructure needed to charge the batteries. Most of all, the costs imposed to society by the “e-fuels” and “pure electric” light-duty-vehicle decarbonizing scenarios exceed by 20% and 60%, respectively, the “free” transition scenario.

Understanding the effect of governance network structures on fishery sustainability can help guide governance to achieve desired outcomes. Data on resource users, fishing methods, governance networks and classifications of stock health were compiled for 17 sea cucumber fisheries in the Indian Ocean. The subjective influence of the actors and the complexity of governance networks on the health of wild stocks were analyzed. The fisheries differed widely in their resource users, fishing methods and governance networks. Little correspondence was found between the number of nodes in the governance networks and the health (exploitation status) of wild stocks. Government entities dominated the networks but neither their relative influence in the networks nor their proportionate contribution to the number of entities in the networks greatly affected stock health. These findings do not refute the benefits of inclusive governance, but rather suggest that multiple other factors (e.g. inadequate regulations, weak enforcement, high number of fishers) are also likely to play a role in influencing sea cucumber fishery sustainability. These factors must be tackled in tandem with good governance.

Public transport systems can be characterised by a schedule-based or a frequency-based framework according to the kind of service to be operated. In the former case, specific departure and arrival times are set for each run and disclosed to the users; in the latter, instead, it is necessary to maintain a certain headway between two successive runs, rather than a specific timetable structure. This paper focuses on modelling frequency-based systems, which can be described by means of the so-called Merry-Go-Round (MGR) paradigm. The paradigm is first discussed and the related analytical formulation is presented; the role of the terminal station layout is then investigated within this framework. Finally, in order to show the effectiveness of the proposed formulation, it was implemented in the case of a real-scale metro line.

This paper is aimed at modelling of a distinct smart charging station for electric vehicles (EVs) that is suitable for DC quick EV charging while ensuring minimum stress on the power grid. Operation of the charging station is managed in such a way that it is either supplied by photovoltaic (PV) power or the power grid, and the vehicle-to-grid (V2G) is also implemented for improving the stability of the grid during peak load hours. The PV interfaced DC/DC converter and grid interfaced DC/AC bidirectional converter share a DC bus. A smooth transition of one operating mode to another demonstrates the effectiveness of the employed control strategy. Modelling and control of the different components are explained and are implemented in Simulink. Simulations illustrate the feasible behaviour of the charging station under all operating modes in terms of the four-way interaction among PV, EVs and the grid along with V2G operation. Additionally, a business model is discussed with comprehensive analysis of cost estimation for the deployment of charging facilities in a residential area. It has been recognized that EVs bring new opportunities in terms of providing regulation services and consumption flexibility by varying the recharging power at a certain time instant. The paper also discusses the potential financial incentives required to inspire EV owners for active participation in the demand response mechanism.

The effects of changes in climate predicted for 2100—reduction in recharge, increase in water demand and sea-level rise—on groundwater volume and saltwater intrusion have been quantified in the Maltese Islands, an archipelago located at the center of the Mediterranean Sea. A three-dimensional density dependent and heterogeneous model, working in transient conditions, was developed based on morphological and geological information. The hydraulic conductivity and porosity of the lithological formations were derived from previous tests and studies conducted on the islands. The complex fault system intersecting the area has also been included in the model. The results show that among the three considered factors affecting groundwater resources, the most significant is the increase in water demand, which is closely followed by the decrease in groundwater recharge. Sea-level rise plays a marginal role. The 80-year simulation period showed that these combined impacts would cause a loss of more than 16% of groundwater volume.

Lithium-ion batteries are considered the most suitable option for powering electric vehicles in modern transportation systems due to their high energy density, high energy efficiency, long cycle life, and low weight. Nonetheless, several safety concerns and their tendency to lose charge over time demand methods capable of determining their state of health accurately, as well as estimating a range of relevant parameters in order to ensure their safe and efficient use. In this framework, non-destructive inspection methods play a fundamental role in assessing the condition of lithium-ion batteries, allowing for their thorough examination without causing any damage. This aspect is particularly crucial when batteries are exploited in critical applications and when evaluating the potential second life usage of the cells. This review explores various non-destructive methods for evaluating lithium batteries, i.e., electrochemical impedance spectroscopy, infrared thermography, X-ray computed tomography and ultrasonic testing, considers and compares several aspects such as sensitivity, flexibility, accuracy, complexity, industrial applicability, and cost. Hence, this work aims at providing academic and industrial professionals with a tool for choosing the most appropriate methodology for a given application.

The diffusion of electric vehicles will be strongly related to the capacity to charge them in short times. To do so, the necessity of widespread fast charging stations arises. However, their intermittent demand represents a challenging load for grid operators. In order to relieve their impact on the electrical grid operation, integrating storage systems in the charging stations represents a potential solution, although it complicates the overall system management. Moreover, standard converter architectures for the MV grid interface require the installation of bulky transformers and filters. In order to cope with the mentioned problems, this paper proposes an ultra-fast charging station topology based on a modular multilevel converter (MMC) structure and dual-active bridge (DAB) converters. Thanks to the multilevel converter properties, the proposed charging station can be directly interfaced with the MV grid without requiring transformers or filters. Additionally, exploiting the degree of freedom in the converter control system, such as circulating components, offers uneven power distribution among the converter submodules that can be managed. Along with the MMC control strategy, the article addresses a straightforward methodology to select the main parameters of the DAB converter as a function of the involved grid power and circulating power contributions, with the primary goal of obtaining a trade-off between internal balancing performances and a broad soft-switching region without incurring in converter oversizing. The effectiveness of the proposed charging station is finally discussed through numerical simulations, where its behavior during a power demand cycle is analyzed.

L’accelerazione verso tali tematiche è stata consistente a partire dai recenti bandi della Comunità Europea e del Ministero dell’Istruzione e della Ricerca Italiano sulle: Smart City. In questa importante svolta, supportata dalle numerose aziende produttrici di tecnologie, dispositivi e media, sembra tuttavia verificarsi una discontinuità nell’ambito della definizione teorica dei processi connessi alla strutturazione ed alla gestione della Smart City. I numerosi approfondimenti sul tema sembrano svilupparsi lontano dalle scienze del governo delle trasformazioni della città e distanti dal principale ambito disciplinare di riferimento: l’urbanistica. Tale discrasia è probabilmente riconducibile a due fattori: da una parte la marginalizzazione del tema relativo a città ed innovazione tecnologica nel dibattito urbanistico nazionale concentratosi su altri, pur importanti, argomenti e, dall’altra l’approccio marcatamente aziendale che la recente accelerazione ha subito e che, in una logica di mercato, tende ad evitare possibili razionalizzazioni dei processi. All’interno del testo verranno proposti approcci, ipotesi e riflessioni probabilmente non strutturate per definire un ordinato sviluppo teorico ma, probabilmente in grado di aprire dimensioni del ragionamento ed indicare possibili scenari che possano essere successivamente ripresi, confutati e riarticolati dagli altri studiosi delle scienze urbane per definirne un nuovo modo di interpretare e tentare di orientare lo sviluppo urbano. Molte delle riflessioni presentate nel seguito rappresentano semplici spunti che necessitano di ulteriori approfondimenti e sviluppi maggiormente strutturati. Ma pare utile avviare un ragionamento che dimostri come la proposizione del modello “smart” per i moderni sistemi urbani non derivi unicamente da necessità tecnicisticamente aziendali, che spingono all’utilizzo di device di controllo urbano, ma possano essere visti come uno stadio evolutivo della città del quale già da tempo si erano prefigurati gli sviluppi. Urban transport is currently based on car use; the transition to the use of more sustainable means of transport is happening slowly. Bicycles used as main way of transport, combined with walking, it’s a successful solution for many towns to really bring traffic and congestion down. For their high density and their short time travels, towns are the best places (in comparison to long time travels as merchandise transport) to reduce the green houses gasses emitted promoting walking, cycling and public transport. For this reason the European Union is directly founding different projects that boost urban cycling. Many examples presented in this paper where collected by an European project. This project sectioned best practices and excellences in cycling as the so called cycle cities: Amsterdam, Copenhagen, Seville,…cities that have recognized the importance of cycling as a solution to traffic congestion. But how is it possible to transfer these experiences to others realities? The scope of this article is to show the sustainability of cycling according to socio-economic (social and economic sustainability) and environmental terms (environmental sustainability). For this reason is proposed a CBA (Cost and Benefits Analysis) methodology specific to evidence the advantages of investments in cycling made by public authorities or private companies both, to promote and realize ecological infrastructures. Planning the best path for the energy system decarbonization is currently one of the issues of high global interest. At the European level, the recent policies dealing with the transportation sector have decided to ban the registration of light-duty vehicles powered by internal combustion engines fed by fossil fuels, from 2035. Regardless of the official positions, the major players (industries, politicians, economic and statistical institutions, etc.) manifest several opinions on this decision. In this paper, a mathematical model of a nation’s energy system is used to evaluate the economic impact of this decision. The model considers a superstructure that incorporates all energy conversion and storage units, including the entire transportation sector. A series of succeeding simulations was run and each of them was constrained to the achievement of the decarbonization level fixed, year by year, by the European community road-map. For each simulation, an optimization algorithm searches for a less costly global energy system, by including/excluding from the energy system the energy conversion units, storage devices, using a Mixed Integer Linear approach. Three optimization scenarios were considered: (1) a “free” scenario in which the only constraint applied to the model is the achievement of the scheduled decarbonization targets; (2) an “e-fuels” scenario, in which all new non-battery-electric light-duty vehicles allowed after 2035 must be fed with e-fuels; (3) a “pure electric” scenario, in which all new light-duty vehicles allowed after 2035 are battery-electric vehicles. The comparison of the optimum solutions for the three scenarios demonstrates that the less costly transition to a fully renewable energy system decarbonizes the transportation sector only when the share of renewable energy sources exceeds 90%. E-fueled light-duty vehicles always turn out to be a less expensive alternative than the electric vehicles, mainly because of the very high cost of the energy supply infrastructure needed to charge the batteries. Most of all, the costs imposed to society by the “e-fuels” and “pure electric” light-duty-vehicle decarbonizing scenarios exceed by 20% and 60%, respectively, the “free” transition scenario.

Understanding the effect of governance network structures on fishery sustainability can help guide governance to achieve desired outcomes. Data on resource users, fishing methods, governance networks and classifications of stock health were compiled for 17 sea cucumber fisheries in the Indian Ocean. The subjective influence of the actors and the complexity of governance networks on the health of wild stocks were analyzed. The fisheries differed widely in their resource users, fishing methods and governance networks. Little correspondence was found between the number of nodes in the governance networks and the health (exploitation status) of wild stocks. Government entities dominated the networks but neither their relative influence in the networks nor their proportionate contribution to the number of entities in the networks greatly affected stock health. These findings do not refute the benefits of inclusive governance, but rather suggest that multiple other factors (e.g. inadequate regulations, weak enforcement, high number of fishers) are also likely to play a role in influencing sea cucumber fishery sustainability. These factors must be tackled in tandem with good governance.

Public transport systems can be characterised by a schedule-based or a frequency-based framework according to the kind of service to be operated. In the former case, specific departure and arrival times are set for each run and disclosed to the users; in the latter, instead, it is necessary to maintain a certain headway between two successive runs, rather than a specific timetable structure. This paper focuses on modelling frequency-based systems, which can be described by means of the so-called Merry-Go-Round (MGR) paradigm. The paradigm is first discussed and the related analytical formulation is presented; the role of the terminal station layout is then investigated within this framework. Finally, in order to show the effectiveness of the proposed formulation, it was implemented in the case of a real-scale metro line.

This paper is aimed at modelling of a distinct smart charging station for electric vehicles (EVs) that is suitable for DC quick EV charging while ensuring minimum stress on the power grid. Operation of the charging station is managed in such a way that it is either supplied by photovoltaic (PV) power or the power grid, and the vehicle-to-grid (V2G) is also implemented for improving the stability of the grid during peak load hours. The PV interfaced DC/DC converter and grid interfaced DC/AC bidirectional converter share a DC bus. A smooth transition of one operating mode to another demonstrates the effectiveness of the employed control strategy. Modelling and control of the different components are explained and are implemented in Simulink. Simulations illustrate the feasible behaviour of the charging station under all operating modes in terms of the four-way interaction among PV, EVs and the grid along with V2G operation. Additionally, a business model is discussed with comprehensive analysis of cost estimation for the deployment of charging facilities in a residential area. It has been recognized that EVs bring new opportunities in terms of providing regulation services and consumption flexibility by varying the recharging power at a certain time instant. The paper also discusses the potential financial incentives required to inspire EV owners for active participation in the demand response mechanism.

The effects of changes in climate predicted for 2100—reduction in recharge, increase in water demand and sea-level rise—on groundwater volume and saltwater intrusion have been quantified in the Maltese Islands, an archipelago located at the center of the Mediterranean Sea. A three-dimensional density dependent and heterogeneous model, working in transient conditions, was developed based on morphological and geological information. The hydraulic conductivity and porosity of the lithological formations were derived from previous tests and studies conducted on the islands. The complex fault system intersecting the area has also been included in the model. The results show that among the three considered factors affecting groundwater resources, the most significant is the increase in water demand, which is closely followed by the decrease in groundwater recharge. Sea-level rise plays a marginal role. The 80-year simulation period showed that these combined impacts would cause a loss of more than 16% of groundwater volume.

Lithium-ion batteries are considered the most suitable option for powering electric vehicles in modern transportation systems due to their high energy density, high energy efficiency, long cycle life, and low weight. Nonetheless, several safety concerns and their tendency to lose charge over time demand methods capable of determining their state of health accurately, as well as estimating a range of relevant parameters in order to ensure their safe and efficient use. In this framework, non-destructive inspection methods play a fundamental role in assessing the condition of lithium-ion batteries, allowing for their thorough examination without causing any damage. This aspect is particularly crucial when batteries are exploited in critical applications and when evaluating the potential second life usage of the cells. This review explores various non-destructive methods for evaluating lithium batteries, i.e., electrochemical impedance spectroscopy, infrared thermography, X-ray computed tomography and ultrasonic testing, considers and compares several aspects such as sensitivity, flexibility, accuracy, complexity, industrial applicability, and cost. Hence, this work aims at providing academic and industrial professionals with a tool for choosing the most appropriate methodology for a given application.

The diffusion of electric vehicles will be strongly related to the capacity to charge them in short times. To do so, the necessity of widespread fast charging stations arises. However, their intermittent demand represents a challenging load for grid operators. In order to relieve their impact on the electrical grid operation, integrating storage systems in the charging stations represents a potential solution, although it complicates the overall system management. Moreover, standard converter architectures for the MV grid interface require the installation of bulky transformers and filters. In order to cope with the mentioned problems, this paper proposes an ultra-fast charging station topology based on a modular multilevel converter (MMC) structure and dual-active bridge (DAB) converters. Thanks to the multilevel converter properties, the proposed charging station can be directly interfaced with the MV grid without requiring transformers or filters. Additionally, exploiting the degree of freedom in the converter control system, such as circulating components, offers uneven power distribution among the converter submodules that can be managed. Along with the MMC control strategy, the article addresses a straightforward methodology to select the main parameters of the DAB converter as a function of the involved grid power and circulating power contributions, with the primary goal of obtaining a trade-off between internal balancing performances and a broad soft-switching region without incurring in converter oversizing. The effectiveness of the proposed charging station is finally discussed through numerical simulations, where its behavior during a power demand cycle is analyzed.
