In Zimbabwe trade has been a driver of economic growth, rising incomes, and progressive empowerment of Zimbabweans through rising standards of living and the promise of better jobs. Since 1980, through good years and bad years, increases in exports have been positively associated with increases in national income. Zimbabwe's location and resource base, together with a low-cost but relatively well educated labor force, have endowed it with a naturally high trade ratio built on a diversified base that facilitates using trade as an engine of growth. While trade volumes have rebounded smartly from the deep recession of 2007-2008, these do not offset other worrisome longer-term trends: 1) export growth during the last decade has been lackluster and failed to drive high growth; 2) agricultural exports, other than tobacco, have lost their once dominant role in the region, and are no longer a source of diversification; 3) manufacturing has withered in a continuing secular decline; and 4) Zimbabwe's export basket has become less diversified and more dependent on a narrow range of mineral and, to a lesser extent, agricultural products. In short, exports have become less diversified, less-technologically sophisticated, and less labor-intensive, and ever more dependent on a few large mining activities to provide foreign exchange and employment. This report traces the roots of this poor performance to several policy issues: poor predictability of macroeconomic policy and economic governance has created an unfavorable climate for private investment and trade; a tariff structure that dampens export profitability; industrial policies (indigenization policy in particular) that undermine investor confidence and inhibits private investment; and finally, competition-limiting policies toward services that limit connectivity of Zimbabweans and raise trade costs. The good news arising from the study is that the remedies for these policy shortcomings lie in Zimbabwean hands. If the government were to adopt reforms that reconfigure economy-wide incentives and trade and industrial policies, it could promote sustained growth, economic diversification and empowerment of poor people.

Freight transport has emerged as one of the most critical and dynamic aspects of the transport sector where change has become the norm. It is now the main element supporting global commodity and more generally supply chains. Yet the lack of seamlessness and inefficiencies in general as well as the rising costs and complexities of shipping and delivering goods are adding to profit pressures faced by manufacturers across the globe. Our paper first discusses the concept of seamlessness, and then examines some of the consequences of the lack of seamlessness in terms of freight transport inefficiencies. We then begin to examine the new developments in which intermodality, technology (e-commerce), and logistics are changing and will have the impact of heightening competitive advantage and reducing constraint points in production value chains and global production networks. Finally the intent is to show how research on this theme might be advanced in a trans-Atlantic framework.

Over the past decade, China has built 25,000 km of dedicated high-speed railway—more than the rest of the world combined. What can we learn from this remarkable experience? China’s High-Speed Rail Development examines the Chinese experience to draw lessons for countries considering investing in high-speed rail. The report scrutinizes the planning and delivery mechanisms that enabled the rapid construction of the high-speed rail system. It highlights the role of long-term planning, consistent plan execution, and a joint venture structure that ensures active participation of provincial and local governments in project planning and financing. Traffic on China’s high-speed trains has grown to 1.7 billion passengers a year. The study examines the characteristics of the markets for which high-speed rail is competitive in China. It discusses the pricing and service design considerations that go into making high-speed rail services competitive with other modes and factors such as good urban connectivity that make the service attractive to customers. One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results. Finally, the report analyzes the financial and economic sustainability of the investment in high-speed rail. It finds that a developing country can price high-speed rail services affordably and still achieve financial viability, but this requires very high passenger density. Economic viability similarly depends on high passenger density.

<span lang="EN-US">A multi-point model predictive control (MPMPC) is widely used for many applications, including wind energy system (WES), notably enhanced power characteristics and oscillation regulation. In this work, MPMPC is adapted to condense the fatigue load of the WES and improve the lifetime of the turbine assembly. The lifetime examination is carried out by considering the three chief parameters: basic lifetime until failure, short-time damage equivalent loads (DELs), and lifetime DELs. The simulation study is performed for two cases: blade root bending moments and tower top bending. Further, fatigue load examination is demonstrated to analyze the effectiveness of the proposed controller. The observed results show that the lifetime analysis of the wind turbine system displayed more excellent characteristics, i.e., 49.50% greater than MPC. Also, the fatigue load mitigation showed greater magnitude due to the control action of the proposed controller, about 37.38% grander than MPC. Therefore, the attained outcomes exhibit outstanding performance compared with conventional controllers.</span>

The authors have assembled 1960–2012 infrastructure stock data from 145 countries to estimate the demand for infrastructure services in emerging markets and developing economies. This paper identifies that the required resource flows to satisfy new demand while maintaining service for existing infrastructure amounts to $836 billion or 6.1 percent of current gross domestic product per year over the period 2014–20. The annual infrastructure investment gap for emerging markets and developing economies is $452 billion per year, which implies that emerging markets and developing economies should almost double their current spending. The paper also estimates that half of the spending should be allocated to maintenance of existing assets. Acknowledging the challenges to compare infrastructure investment estimates across different methodologies, the authors recognize this result as a lower bound estimate and compare the results with others available in the literature.

Three-dimensional (3-D) spatial data of a transportation infrastructure contain useful information for civil engineering applications, including as-built documentation, on-site safety enhancements, and progress monitoring. Several techniques have been developed for acquiring 3-D point coordinates of infrastructure, such as laser scanning. Although the method yields accurate results, the high device costs and human effort required render the process infeasible for generic applications in the construction industry. A quick and reliable approach, which is based on the principles of stereo vision, is proposed for generating a depth map of an infrastructure. Initially, two images are captured by two similar stereo cameras at the scene of the infrastructure. A Harris feature detector is used to extract feature points from the first view, and an innovative adaptive window-matching technique is used to compute feature point correspondences in the second view. A robust algorithm computes the nonfeature point correspondences. Thus, the correspondences of all the points in the scene are obtained. After all correspondences have been obtained, the geometric principles of stereo vision are used to generate a dense depth map of the scene. The proposed algorithm has been tested on several data sets, and results illustrate its potential for stereo correspondence and depth map generation.

Design of an effective and reliable communication network supporting smart grid applications requires a selection of appropriate communication technologies and protocols. The objective of this paper is to study and quantify the capabilities of an Advanced Metering Infrastructure (AMI) to support the simultaneous operation of major smart grid functions. These include smart metering, price-induced controls, distribution automation, demand response and electric vehicle charging/discharging applications in terms of throughput and latency. OPNET is used to simulate the performance of selected communication technologies and protocols. Research findings indicate that smart grid applications can operate simultaneously by piggybacking on an existing AMI infrastructure and still achieve their latency requirements.

Wave energy is among the many renewable energy technologies being researched and developed to address the increasing demand for low-emissions energy. The unique design challenges for wave energy converter design—integrating complex and uncertain technological, economic, and ecological systems, overcoming the structural challenges of ocean deployment, and dealing with complex system dynamics—have lead to a disjointed progression of research and development. There is no common design practice across the wave energy industry and there is no published synthesis of the practices that are used by developers. In this paper, we summarize the methods being employed in WEC design as well as promising methods that have yet to be applied. We contextualize these methods within an overarching design process. We present results from a survey of WEC developers to identify methods that are common in industry. From the review and survey results, we conclude that the most common methods of WEC design are iterative methods in which design parameters are defined, evaluated, and then changed based on evaluation results. This leaves a significant space for improvement of methods that help designers make better-informed decisions prior to sophisticated evaluation, and methods of using the evaluation results to make better design decisions during iteration. Despite the popularity of optimization methods in academic research, they are less common in industry development. We end this paper with a summary of the areas of WEC design in which the testing and development of new methods is necessary, and where more research is required to fully understand the influence of design decisions on WEC performance.

Smart grids are an essential element in improving efficiency that is relevant to utilities in all countries - from advanced utilities with robust grids to those whose grids barely keep up with demand. This note provides practical guidance for stakeholders in defining smart-grid goals, identifying priorities, and structuring investment plans. While most of these principles apply to any part of the electricity grid (transmission, distribution, off-grid), the note focuses on the distribution network. Modernizing the grid can help utilities address issues in service delivery such as reducing technical and commercial losses, promoting energy conservation, managing peak demand, improving reliability, integrating high levels of distributed generation (such as mini-grids and power sources with variable output), and accommodating the rising use of electric vehicles. To harness these benefits, it is essential that well-designed plans be developed for the implementation of smart-grid goals and objectives. Smart elements in a grid will differ greatly depending on the state of the power system and the country context. A smart-grid roadmap will therefore vary considerably across countries, but smart technology is essential for successful modernization of any grid.

Urban transport systems are essential for economic development and improving citizens' quality of life. To establish high-quality and affordable transport systems, cities must ensure their financial sustainability to fund new investments in infrastructure while also funding maintenance and operation of existing facilities and services. However, many cities in developing countries are stuck in an "underfunding trap" for urban transport, in which large up-front investments are needed for new transport infrastructure that will improve the still small-scale, and perhaps, poor-quality systems, but revenue is insufficient to cover maintenance and operation expenses, let alone new investment projects. The urban transport financing gap in these cities is further widened by the implicit subsidies for the use of private cars, which represent a minority of trips but contribute huge costs in terms of congestion, sprawl, accidents, and pollution. Using an analytical framework based on the concept of "Who Benefits Pays," 24 types of financing instruments are assessed in terms of their social, economic and environmental impacts and their ability to fund urban transport capital investments, operational expenses, and maintenance. Urban transport financing needs to be based on an appropriate mix of complementary financing instruments. In particular for capital investments, a combination of grants –from multiple levels of government– and loans together with investments through public private partnerships could finance large projects that benefit society. Moreover, the property tax emerges as a key financing instrument for capital, operation, and maintenance expenses. By choosing the most appropriate mix of financing instruments and focusing on wise investments, cities can design comprehensive financing for all types of urban transport projects, using multi-level innovative revenue sources that promote efficient pricing schemes, increase overall revenue, strengthen sustainable transport, and cover capital investments, operation, and maintenance for all parts of a public transport system, "from the sidewalk to the subway."

In Zimbabwe trade has been a driver of economic growth, rising incomes, and progressive empowerment of Zimbabweans through rising standards of living and the promise of better jobs. Since 1980, through good years and bad years, increases in exports have been positively associated with increases in national income. Zimbabwe's location and resource base, together with a low-cost but relatively well educated labor force, have endowed it with a naturally high trade ratio built on a diversified base that facilitates using trade as an engine of growth. While trade volumes have rebounded smartly from the deep recession of 2007-2008, these do not offset other worrisome longer-term trends: 1) export growth during the last decade has been lackluster and failed to drive high growth; 2) agricultural exports, other than tobacco, have lost their once dominant role in the region, and are no longer a source of diversification; 3) manufacturing has withered in a continuing secular decline; and 4) Zimbabwe's export basket has become less diversified and more dependent on a narrow range of mineral and, to a lesser extent, agricultural products. In short, exports have become less diversified, less-technologically sophisticated, and less labor-intensive, and ever more dependent on a few large mining activities to provide foreign exchange and employment. This report traces the roots of this poor performance to several policy issues: poor predictability of macroeconomic policy and economic governance has created an unfavorable climate for private investment and trade; a tariff structure that dampens export profitability; industrial policies (indigenization policy in particular) that undermine investor confidence and inhibits private investment; and finally, competition-limiting policies toward services that limit connectivity of Zimbabweans and raise trade costs. The good news arising from the study is that the remedies for these policy shortcomings lie in Zimbabwean hands. Freight transport has emerged as one of the most critical and dynamic aspects of the transport sector where change has become the norm. It is now the main element supporting global commodity and more generally supply chains. Yet the lack of seamlessness and inefficiencies in general as well as the rising costs and complexities of shipping and delivering goods are adding to profit pressures faced by manufacturers across the globe. Our paper first discusses the concept of seamlessness, and then examines some of the consequences of the lack of seamlessness in terms of freight transport inefficiencies. We then begin to examine the new developments in which intermodality, technology (e-commerce), and logistics are changing and will have the impact of heightening competitive advantage and reducing constraint points in production value chains and global production networks. Finally the intent is to show how research on this theme might be advanced in a trans-Atlantic framework.

Over the past decade, China has built 25,000 km of dedicated high-speed railway—more than the rest of the world combined. What can we learn from this remarkable experience? China’s High-Speed Rail Development examines the Chinese experience to draw lessons for countries considering investing in high-speed rail. The report scrutinizes the planning and delivery mechanisms that enabled the rapid construction of the high-speed rail system. It highlights the role of long-term planning, consistent plan execution, and a joint venture structure that ensures active participation of provincial and local governments in project planning and financing. Traffic on China’s high-speed trains has grown to 1.7 billion passengers a year. The study examines the characteristics of the markets for which high-speed rail is competitive in China. It discusses the pricing and service design considerations that go into making high-speed rail services competitive with other modes and factors such as good urban connectivity that make the service attractive to customers. One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results. Finally, the report analyzes the financial and economic sustainability of the investment in high-speed rail. It finds that a developing country can price high-speed rail services affordably and still achieve financial viability, but this requires very high passenger density. Economic viability similarly depends on high passenger density.

<span lang="EN-US">A multi-point model predictive control (MPMPC) is widely used for many applications, including wind energy system (WES), notably enhanced power characteristics and oscillation regulation. In this work, MPMPC is adapted to condense the fatigue load of the WES and improve the lifetime of the turbine assembly. The lifetime examination is carried out by considering the three chief parameters: basic lifetime until failure, short-time damage equivalent loads (DELs), and lifetime DELs. The simulation study is performed for two cases: blade root bending moments and tower top bending. Further, fatigue load examination is demonstrated to analyze the effectiveness of the proposed controller. The observed results show that the lifetime analysis of the wind turbine system displayed more excellent characteristics, i.e., 49.50% greater than MPC. Also, the fatigue load mitigation showed greater magnitude due to the control action of the proposed controller, about 37.38% grander than MPC. Therefore, the attained outcomes exhibit outstanding performance compared with conventional controllers.</span>

The authors have assembled 1960–2012 infrastructure stock data from 145 countries to estimate the demand for infrastructure services in emerging markets and developing economies. This paper identifies that the required resource flows to satisfy new demand while maintaining service for existing infrastructure amounts to $836 billion or 6.1 percent of current gross domestic product per year over the period 2014–20. The annual infrastructure investment gap for emerging markets and developing economies is $452 billion per year, which implies that emerging markets and developing economies should almost double their current spending. The paper also estimates that half of the spending should be allocated to maintenance of existing assets. Acknowledging the challenges to compare infrastructure investment estimates across different methodologies, the authors recognize this result as a lower bound estimate and compare the results with others available in the literature.

Three-dimensional (3-D) spatial data of a transportation infrastructure contain useful information for civil engineering applications, including as-built documentation, on-site safety enhancements, and progress monitoring. Several techniques have been developed for acquiring 3-D point coordinates of infrastructure, such as laser scanning. Although the method yields accurate results, the high device costs and human effort required render the process infeasible for generic applications in the construction industry. A quick and reliable approach, which is based on the principles of stereo vision, is proposed for generating a depth map of an infrastructure. Initially, two images are captured by two similar stereo cameras at the scene of the infrastructure. A Harris feature detector is used to extract feature points from the first view, and an innovative adaptive window-matching technique is used to compute feature point correspondences in the second view. A robust algorithm computes the nonfeature point correspondences. Thus, the correspondences of all the points in the scene are obtained. After all correspondences have been obtained, the geometric principles of stereo vision are used to generate a dense depth map of the scene. The proposed algorithm has been tested on several data sets, and results illustrate its potential for stereo correspondence and depth map generation.

Design of an effective and reliable communication network supporting smart grid applications requires a selection of appropriate communication technologies and protocols. The objective of this paper is to study and quantify the capabilities of an Advanced Metering Infrastructure (AMI) to support the simultaneous operation of major smart grid functions. These include smart metering, price-induced controls, distribution automation, demand response and electric vehicle charging/discharging applications in terms of throughput and latency. OPNET is used to simulate the performance of selected communication technologies and protocols. Research findings indicate that smart grid applications can operate simultaneously by piggybacking on an existing AMI infrastructure and still achieve their latency requirements.

Wave energy is among the many renewable energy technologies being researched and developed to address the increasing demand for low-emissions energy. The unique design challenges for wave energy converter design—integrating complex and uncertain technological, economic, and ecological systems, overcoming the structural challenges of ocean deployment, and dealing with complex system dynamics—have lead to a disjointed progression of research and development. There is no common design practice across the wave energy industry and there is no published synthesis of the practices that are used by developers. In this paper, we summarize the methods being employed in WEC design as well as promising methods that have yet to be applied. We contextualize these methods within an overarching design process. We present results from a survey of WEC developers to identify methods that are common in industry. From the review and survey results, we conclude that the most common methods of WEC design are iterative methods in which design parameters are defined, evaluated, and then changed based on evaluation results. This leaves a significant space for improvement of methods that help designers make better-informed decisions prior to sophisticated evaluation, and methods of using the evaluation results to make better design decisions during iteration. Despite the popularity of optimization methods in academic research, they are less common in industry development. We end this paper with a summary of the areas of WEC design in which the testing and development of new methods is necessary, and where more research is required to fully understand the influence of design decisions on WEC performance.

Smart grids are an essential element in improving efficiency that is relevant to utilities in all countries - from advanced utilities with robust grids to those whose grids barely keep up with demand. This note provides practical guidance for stakeholders in defining smart-grid goals, identifying priorities, and structuring investment plans. While most of these principles apply to any part of the electricity grid (transmission, distribution, off-grid), the note focuses on the distribution network. Modernizing the grid can help utilities address issues in service delivery such as reducing technical and commercial losses, promoting energy conservation, managing peak demand, improving reliability, integrating high levels of distributed generation (such as mini-grids and power sources with variable output), and accommodating the rising use of electric vehicles. To harness these benefits, it is essential that well-designed plans be developed for the implementation of smart-grid goals and objectives. Smart elements in a grid will differ greatly depending on the state of the power system and the country context. A smart-grid roadmap will therefore vary considerably across countries, but smart technology is essential for successful modernization of any grid.

Urban transport systems are essential for economic development and improving citizens' quality of life. To establish high-quality and affordable transport systems, cities must ensure their financial sustainability to fund new investments in infrastructure while also funding maintenance and operation of existing facilities and services. However, many cities in developing countries are stuck in an "underfunding trap" for urban transport, in which large up-front investments are needed for new transport infrastructure that will improve the still small-scale, and perhaps, poor-quality systems, but revenue is insufficient to cover maintenance and operation expenses, let alone new investment projects. The urban transport financing gap in these cities is further widened by the implicit subsidies for the use of private cars, which represent a minority of trips but contribute huge costs in terms of congestion, sprawl, accidents, and pollution. Using an analytical framework based on the concept of "Who Benefits Pays," 24 types of financing instruments are assessed in terms of their social, economic and environmental impacts and their ability to fund urban transport capital investments, operational expenses, and maintenance. Urban transport financing needs to be based on an appropriate mix of complementary financing instruments. In particular for capital investments, a combination of grants –from multiple levels of government– and loans together with investments through public private partnerships could finance large projects that benefit society. Moreover, the property tax emerges as a key financing instrument for capital, operation, and maintenance expenses. By choosing the most appropriate mix of financing instruments and focusing on wise investments, cities can design comprehensive financing for all types of urban transport projects, using multi-level innovative revenue sources that promote efficient pricing schemes, increase overall revenue, strengthen sustainable transport, and cover capital investments, operation, and maintenance for all parts of a public transport system, "from the sidewalk to the subway."
