В качестве наиболее важных факторов повышения эффективности горного железнодорожного транспорта отмечаются факторы организационного и экономического характера, которые могут быть реализованы в рамках процессного подхода в корпоративном управлении горнотранспортными работами с внедрением в практику элементов соответствующей экономики. Принципиально важным указывается развитие и практическое применение единой методологической и инструментальной базы на этапах проектирования, планирования и эксплуатации, что обеспечивает единые подходы, более глубокую оптимизацию и возможность практической реализации всего потенциала на всех перечисленных этапах управления функционированием геотехнологического комплекса с использованием железнодорожного транспорта. Это в существенной мере повышает качество и эффективность самих процессов проектирования, планирования, прогнозирования и оптимизации работы геотехнологических комплексов. Научно-практическую ценность статьи составляет и перечень направлений и факторов реализации потенциала повышения эффективности функционирования геотехнологических комплексов с применением железнодорожного типа транспортирования горной массы. The article substantiates the relevance of development of methodological and instrumental support of effective operation of mining railway transport, as well as reveals the existing potential and possible directions of its implementation on a new information and technical basis. As the most important factors of increase of efficiency of a mining railway transport the organizational and economic factors which can be realized within the limits of the process approach in corporate management of mining transport works with introduction in practice of elements of the appropriate economy are marked. Development and practical application of unified methodological and instrumental base at the stages of design, planning and operational is fundamentally important, which provides unified approaches, deeper optimization and possibility of practical realization of all potential at all above mentioned stages of management of geotechnological complex functioning with the use of railway transport. This significantly increases the quality and efficiency of the processes of designing, planning, forecasting and optimization of geotechnological complexes operation. Scientific and practical value of the article is also a list of directions and factors of realization of the potential to increase the efficiency of geotechnological complexes functioning with the use of railway rock mass transportation.

Приводится определение экономического прогноза, структура поисковых функций информационной системы экологического прогноза и схема экологического прогноза как системы, состоящей из нескольких блоков, связанных целевым назначением: социально-экономических, природных и собственно геоэкологических. Особое внимание в геоэкологическом прогнозировании уделяется изучению тенденций и трендов использования энергоносителей (нефть, газ, уголь), оказывающих наибольшее влияние на состояние природной среды, особенно на урбанизированных территориях, где экологические проблемы автотранспорта за последнее десятилетие заняли лидирующее положение, что уже чревато серьезными последствиями для проживающего на них населения. Приводятся доводы за и против перевода автотранспорта на газомоторное топливо и электричество. Прогноз носит в значительной степени неоднозначный характер. Приводятся данные, свидетельствующие о больших перспективах использования электромобилей и прежде всего для сохранения природной среды. Свидетельством тому является пик продаж за последние годы электрокаров и гибридных автомобилей в развитых странах Европы, США и Китае. Последний уже сейчас начал располагать примерно третью всех электромобилей и гибридов, имеющихся в мире. Вместе с тем отмечается, что увеличение потребности в электроэнергии может привести к увеличению нагрузки теплоэлектростанций (ТЭС) на природную среду и ее негативному изменению. Возможности альтернативной энергетики пока в силу ряда причин являются скромными, и резкий рост ее в ближайшие годы не предвидится. В сложившейся ситуации в мире сбалансированный подход к взаимодействию общества и природы может в значительной степени приостановить деградацию природной среды и улучшить ее состояние. The purpose of this study is to develop methodological approaches to geoecological forecasting. The definition of the economic forecast, the structure of the search functions of the ecological forecast information system, and the ecological forecast scheme as a system consisting of several blocks connected by the purpose are given: socio-economic, natural and geoecological. Particular attention in environmental forecasting is given to studying the trends and trends in the energy use (oil, gas, coal), which have the greatest impact on the state of the environment and, especially, in urban areas, where the environmental problems of motor vehicles have taken a leading position over the past decade, which is already fraught with serious consequences for the population living on them. The arguments for and against the transfer of vehicles to gas engine fuel and electricity are presented. The forecast is largely ambiguous. Data are given indicating the great prospects for the use of electric vehicles, and above all for the preservation of the natural environment. Evidence of this is the peak of sales in recent years of electric cars and hybrid cars, especially in developed countries in Europe, the USA and China. The latter has already begun to have about a third of all electric vehicles and hybrids available in the world. At the same time, it is noted that an increase in the demand for electricity can lead to an increase in the load of thermal power plants (TPPs) on the natural environment and its negative change. For a number of reasons, the possibilities of alternative energy are still modest and its sharp growth is not expected in the coming years. In the current situation in the world, a balanced approach to the interaction of society and nature can significantly stop the degradation of the natural environment and improve its condition.

В последние годы в научной литературе активно дискутируется проблема выбора альтернативных моделей развития современных наземных транспортных систем, соответствующих как растущим экологическим требованиям, так и критериям коммерческой целесообразности. Цель данного исследования – проведение сравнительного анализа наиболее зрелых конкурирующих технологий автомобильного транспорта – электромобилей, автомобилей, работающих на компрессированном природном газе, и автомобилей, использующих чистый биодизель в качестве топлива, одновременно как по экономическим (полная стоимость владения и эксплуатации), так и по экологическим критериям (выбросы загрязняющих веществ в атмосферу в CO2-эквиваленте). Предложен подход к прогнозированию изменения комплексного показателя эколого-экономической эффективности в динамике для каждой пары сравниваемых альтернатив. Стоимостные параметры каждой конкурирующей технологии рассчитаны с привязкой к рынку топлива США как одному из наиболее диверсифицированных в мире. Моделирование показало, что наиболее предпочтительной альтернативой традиционному бензиновому автомобилю по комплексному показателю эколого-экономической эффективности, рассчитанному на основе методологии анализа жизненного цикла без учета этапа утилизации автомобиля, является электромобиль. Второй по предпочтительности альтернативой бензиновому автомобилю является автомобиль, работающий на чистом биодизеле. Автомобиль на природном газе как альтернатива традиционному бензиновому варианту становится более предпочтительным примерно с четвертого года эксплуатации. Результаты исследования могут быть использованы в процессе разработки различных государственных программ стимулирования развития того или иного вида транспортных средств, в том числе при расчете величины требуемых налоговых льгот или налоговых дестимуляторов. Особенностью исследования является учет выбросов загрязняющих веществ на всех стадиях жизненного цикла – «от колыбели до колеса», т. е. всех выбросов в атмосферу, которые были произведены непосредственно до эксплуатационного периода. Такой учет негативных экологических эффектов особенно важен в том случае, когда автомобильное топливо производится на той же территории (в пределах той же страны или региона), где и потребляется. Currently, academic and specialized analytical literature is actively discussing the problem of choosing alternative models for the developing modern land transport systems that would satisfy both the growing environmental requirements and the commercial feasibility criteria. The goal of this paper is to perform a comparative analysis of the best-developed competing technologies of road transport, such as electric vehicles, cars operating on compressed natural gas, and cars using pure biodiesel as fuel, both by economic (full cost of ownership and operation) and environmental criteria (emissions of pollutants into the atmosphere in the CO2 equivalent). The paper suggests an approach to forecasting the change in the complex index of environmental and economic efficiency in dynamics for each pair of compared alternatives. The cost parameters of each competing technology are calculated with reference to the US fuel market as one of the most diversified in the world. The simulation showed that the most preferable alternative to the traditional gasoline car based on the integrated indicator of environmental and economic efficiency is an electric vehicle. The second most preferable alternative to a gasoline car is a car running on pure biodiesel. A car with natural gas as an alternative to the traditional gasoline version becomes more preferable from about the fourth year of operation. The results of the work can be used in the process of developing various state policies to stimulate the development of a particular type of vehicle, including the calculation of the required tax incentives or disincentives. The peculiarity of the study is the calculation of pollutant emissions at all stages of the life cycle «from well to wheel», including all emissions to the atmosphere that were produced in upstream activities. Taking into account these negative environmental effects is especially important when car fuel is produced in the same territory (within the same country or region) where it is consumed.

V.;The article presents estimates regarding the scale of changes arising from the mass introduction of electric vehicles. The relevance of this paper is determined by the increasing demands for the environmental cleanliness of transport energy sources. It is obvious that in the future alternative fuel vehicles will crowd out oil fuel transport. I propose an original approach to the economic evaluation of the alternative resources' use in transport taking into account regional conditions and initial data's uncertainty. It allows comparing new technologies in transport and choosing the most efficient options for power supply of passengers and freight vehicles in the country's different regions. The main feature of the proposed model is the combination of optimization and simulation methods based on the Monte Carlo technique. The study identifies the trends in the dynamics of motorization and the structure of energy resources in the transport sector and assesses the possible consequences of the electric vehicles' introduction in Russia. It also includes the results of experimental calculations using various combinations of expected conditions and forecasting prices in accordance with the demand for motor fuel in major macro regions of Russia. The article has demonstrated that the economic efficiency of the use of alternative fuels and energy in transport will depend on regional characteristics, in particular, on the dynamics of changes in prices for energy resources. Приводится определение экономического прогноза, структура поисковых функций информационной системы экологического прогноза и схема экологического прогноза как системы, состоящей из нескольких блоков, связанных целевым назначением: социально-экономических, природных и собственно геоэкологических. Особое внимание в геоэкологическом прогнозировании уделяется изучению тенденций и трендов использования энергоносителей (нефть, газ, уголь), оказывающих наибольшее влияние на состояние природной среды, особенно на урбанизированных территориях, где экологические проблемы автотранспорта за последнее десятилетие заняли лидирующее положение, что уже чревато серьезными последствиями для проживающего на них населения. Приводятся доводы за и против перевода автотранспорта на газомоторное топливо и электричество. Прогноз носит в значительной степени неоднозначный характер. Приводятся данные, свидетельствующие о больших перспективах использования электромобилей и прежде всего для сохранения природной среды. Свидетельством тому является пик продаж за последние годы электрокаров и гибридных автомобилей в развитых странах Европы, США и Китае. Последний уже сейчас начал располагать примерно третью всех электромобилей и гибридов, имеющихся в мире. Вместе с тем отмечается, что увеличение потребности в электроэнергии может привести к увеличению нагрузки теплоэлектростанций (ТЭС) на природную среду и ее негативному изменению. Возможности альтернативной энергетики пока в силу ряда причин являются скромными, и резкий рост ее в ближайшие годы не предвидится. В сложившейся ситуации в мире сбалансированный подход к взаимодействию общества и природы может в значительной степени приостановить деградацию природной среды и улучшить ее состояние. The purpose of this study is to develop methodological approaches to geoecological forecasting. The definition of the economic forecast, the structure of the search functions of the ecological forecast information system, and the ecological forecast scheme as a system consisting of several blocks connected by the purpose are given: socio-economic, natural and geoecological. Particular attention in environmental forecasting is given to studying the trends and trends in the energy use (oil, gas, coal), which have the greatest impact on the state of the environment and, especially, in urban areas, where the environmental problems of motor vehicles have taken a leading position over the past decade, which is already fraught with serious consequences for the population living on them. The arguments for and against the transfer of vehicles to gas engine fuel and electricity are presented. The forecast is largely ambiguous. Data are given indicating the great prospects for the use of electric vehicles, and above all for the preservation of the natural environment. Evidence of this is the peak of sales in recent years of electric cars and hybrid cars, especially in developed countries in Europe, the USA and China. The latter has already begun to have about a third of all electric vehicles and hybrids available in the world. At the same time, it is noted that an increase in the demand for electricity can lead to an increase in the load of thermal power plants (TPPs) on the natural environment and its negative change. For a number of reasons, the possibilities of alternative energy are still modest and its sharp growth is not expected in the coming years. In the current situation in the world, a balanced approach to the interaction of society and nature can significantly stop the degradation of the natural environment and improve its condition.

В последние годы в научной литературе активно дискутируется проблема выбора альтернативных моделей развития современных наземных транспортных систем, соответствующих как растущим экологическим требованиям, так и критериям коммерческой целесообразности. Цель данного исследования – проведение сравнительного анализа наиболее зрелых конкурирующих технологий автомобильного транспорта – электромобилей, автомобилей, работающих на компрессированном природном газе, и автомобилей, использующих чистый биодизель в качестве топлива, одновременно как по экономическим (полная стоимость владения и эксплуатации), так и по экологическим критериям (выбросы загрязняющих веществ в атмосферу в CO2-эквиваленте). Предложен подход к прогнозированию изменения комплексного показателя эколого-экономической эффективности в динамике для каждой пары сравниваемых альтернатив. Стоимостные параметры каждой конкурирующей технологии рассчитаны с привязкой к рынку топлива США как одному из наиболее диверсифицированных в мире. Моделирование показало, что наиболее предпочтительной альтернативой традиционному бензиновому автомобилю по комплексному показателю эколого-экономической эффективности, рассчитанному на основе методологии анализа жизненного цикла без учета этапа утилизации автомобиля, является электромобиль. Второй по предпочтительности альтернативой бензиновому автомобилю является автомобиль, работающий на чистом биодизеле. Автомобиль на природном газе как альтернатива традиционному бензиновому варианту становится более предпочтительным примерно с четвертого года эксплуатации. Результаты исследования могут быть использованы в процессе разработки различных государственных программ стимулирования развития того или иного вида транспортных средств, в том числе при расчете величины требуемых налоговых льгот или налоговых дестимуляторов. Особенностью исследования является учет выбросов загрязняющих веществ на всех стадиях жизненного цикла – «от колыбели до колеса», т. е. всех выбросов в атмосферу, которые были произведены непосредственно до эксплуатационного периода. Такой учет негативных экологических эффектов особенно важен в том случае, когда автомобильное топливо производится на той же территории (в пределах той же страны или региона), где и потребляется. Currently, academic and specialized analytical literature is actively discussing the problem of choosing alternative models for the developing modern land transport systems that would satisfy both the growing environmental requirements and the commercial feasibility criteria. The goal of this paper is to perform a comparative analysis of the best-developed competing technologies of road transport, such as electric vehicles, cars operating on compressed natural gas, and cars using pure biodiesel as fuel, both by economic (full cost of ownership and operation) and environmental criteria (emissions of pollutants into the atmosphere in the CO2 equivalent). The paper suggests an approach to forecasting the change in the complex index of environmental and economic efficiency in dynamics for each pair of compared alternatives. The cost parameters of each competing technology are calculated with reference to the US fuel market as one of the most diversified in the world. The simulation showed that the most preferable alternative to the traditional gasoline car based on the integrated indicator of environmental and economic efficiency is an electric vehicle. The second most preferable alternative to a gasoline car is a car running on pure biodiesel. A car with natural gas as an alternative to the traditional gasoline version becomes more preferable from about the fourth year of operation. The results of the work can be used in the process of developing various state policies to stimulate the development of a particular type of vehicle, including the calculation of the required tax incentives or disincentives. The peculiarity of the study is the calculation of pollutant emissions at all stages of the life cycle «from well to wheel», including all emissions to the atmosphere that were produced in upstream activities. Taking into account these negative environmental effects is especially important when car fuel is produced in the same territory (within the same country or region) where it is consumed.

V.;The article presents estimates regarding the scale of changes arising from the mass introduction of electric vehicles. The relevance of this paper is determined by the increasing demands for the environmental cleanliness of transport energy sources. It is obvious that in the future alternative fuel vehicles will crowd out oil fuel transport. I propose an original approach to the economic evaluation of the alternative resources' use in transport taking into account regional conditions and initial data's uncertainty. It allows comparing new technologies in transport and choosing the most efficient options for power supply of passengers and freight vehicles in the country's different regions. The main feature of the proposed model is the combination of optimization and simulation methods based on the Monte Carlo technique. The study identifies the trends in the dynamics of motorization and the structure of energy resources in the transport sector and assesses the possible consequences of the electric vehicles' introduction in Russia. It also includes the results of experimental calculations using various combinations of expected conditions and forecasting prices in accordance with the demand for motor fuel in major macro regions of Russia. The article has demonstrated that the economic efficiency of the use of alternative fuels and energy in transport will depend on regional characteristics, in particular, on the dynamics of changes in prices for energy resources.
