In the transition from linear production systems, unsustainable from the point of view of resources, to a model that finds strength in environmental, social and economic sustainability, the circular economy paradigm is the foundation that facilitates the planetary agro-ecological transition. The European Union has taken a number of steps (including the Circular Economy Package of Directives) shaping circularity as a wide-ranging driver measure involving many sectors. The paper intends to provide a regulatory framework on the current general situation regarding circularity in European Union, in order to extrapolate and give evidence to the aspects that intersect the agri-food sector. This is not only because they are poorly addressed in the literature, but also because there is a lack of regulatory instruments on the circular economy specifically addressing this area of interest. For this purpose, the analysis focuses on waste and residue/scrap management issues, recognized by law as by-products and end-of-waste status, as they are covered by circular economy legislation and as they can be applied to the agri-food sector. The latter allow the implementation of circularity strategies in the agri-food sector and, given the numerousness of production chains and the peculiarities of each of them, various regeneration and/or reuse processes of specific resources may be depicted. The intent is to provide useful knowledge on how to implement sustainable waste management, also proposing a concrete case on a by-product of olive oil processing, through which it is possible to highlight how the correct application of regulations favors the adoption of circular economic and management models in the firms involved, as well as informing the relevant economic operators on the possible profiles of legal liability that may arise from insufficient knowledge. Furthermore, this paper delves into the European Green Deal’s Strategy as it enriches the circular economy paradigm with new facets. NextGenerationEU and the National Recovery and Resilience Plan financially support this strategy in the aftermath of the socioeconomic crisis from COVID-19 in the EU Member States. This is in order to achieve the objective of achieving the agro-ecological transition.

This paper analyzes the causes and effects of the COVID-19 crisis, with a specific focus on the food system. Food consumption and production has not only been impacted by the crisis, but it may have also contributed to causing the pandemic. After providing a brief introductory framework, the paper presents the results of a pilot study on the link between COVID-19 and the food system, as indicated by the social media activity of selected European Union (EU) Twitter accounts, measured using an original “theme popularity” metric. Thereafter, a systematic review of the literature is proposed to identify the causes of the rise in popularity of a sustainable food system theme, the potential consequences of the COVID-19 crisis for the food system (targeting the production, consumption and waste disposal phases) and possible solutions, focusing on the circular economy. Challenges and opportunities for policymakers in the short and long term are discussed. A holistic approach is advocated, as the global food system is intimately connected with society and requires deep cooperation among nation states and economic actors.

Built heritage resources (BHRs) are multidimensional assets that need to be conceived under a sustainability and circular economy framework. Whereas it is essential that their conservation, management, and enjoyment are sustainable, it is also necessary that the environmental, cultural, and socio-economic contexts in which they are integrated are sustainable too. Like other amenities, BHRs can improve the quality of the urban environment and generate externalities; additionally, they may influence sectors such as real estate, hospitality, and tourism. In this framework, this contribution aims to identify spatial relationships occurring between BHRs and short-term rentals (STRs), i.e., a recent economic phenomenon facilitated by platforms such as Airbnb. Through the application of Exploratory Spatial Data Analysis techniques and taking Turin (Italy) as a case study, this article provides evidence that spatial correlation patterns between BHRs and STRs exist, and that the areas most affected by STRs are the residential neighborhoods located in the proximity of the historic center of the city. Relations with other sets of socio-economic variables are highlighted too, and conclusions suggest that future studies are essential not only to monitor sustainability issues and reflect on new housing models and sustainable uses of buildings, but also to understand the evolution of the phenomenon in light of the pandemic Covid-19.

In 2020, tourism was highly affected by COVID-19 and its restrictions, such as tourist traffic. Decisions related to trips were made in a state of high risk and uncertainty. This article’s main aim is to present the results of research on decision making by people practising sailing tourism during COVID-19. The survey was conducted in the first quarter of 2021 on 580 sailors from Poland, Germany, Croatia, Italy, France, and Turkey. This is interesting because of the specificity of this form of nautical tourism, which is characterised by high flexibility in the planning and implementation of the cruise. Sailing tourism is also environmentally friendly due to the type of propulsion used and the low noise levels generated. Research has shown that country-specific travel restrictions impact sailing tourism and cruise decisions. The obtained results are important for developing sailing tourism and may contribute to rationalising decisions taken during crises.

All of these have pronounced effects on the sustainability and operations of research infrastructures (RIs), several of which face difficulties in providing continuous service. To address these topics, the European Strategy Forum on Research Infrastructures (ESFRI) has established a dedicated drafting group to look into the energy and supply challenges, also responding to a call by Competitiveness Council to do so. This report highlights the significant impact of the Russian aggression on Ukraine on the sustainability and operations of research infrastructures (RIs) in the EU. The energy crisis resulting from the Russian aggression poses a severe challenge to the RIs, predominantly analytical RIs, with energy-intensive RIs such as synchrotrons, computing centres, accelerator-driven particle sources, neutron facilities, research reactors, and lasers being the most affected. The shortage of critical resources and materials, such as some gases, rare isotopes, and permanent magnets, also presents a significant challenge to RIs, although they may not be a consequence of the war. The report presents recommendations to ESFRI, Member States, and the European Commission based on good practices from ESFRI member countries and the discussion within the drafting group to address these challenges and enhance the future resilience of RIs. The recommendations include allocating additional funds and energy price capping for the most energy-intensive RIs, developing response plans that include actions aimed at greening the operations of RIs, considering the needs of the RI communities in the activities linked to the Critical Raw Materials Regulation, and setting up specific measures to support the Ukrainian research community. The report emphasizes the importance of preparing for future crises, increasing the resilience and preparedness of European society to cope with any present and future crisis.

AbstractFace masks are currently considered essential devices that people must wear today and in the near future, until the COVID-19 pandemic will be completely defeated through specific medicines and vaccines. Such devices are generally made of thermoplastic polymers, as polypropylene and polyethylene and are single use products. Even if in this period the sanitary emergency must have the maximum priority, the world society should not completely forget the environmental problem that are causing more and more obvious climate changes with correlated damages to ecosystems and human health. Despite the well-known correlation among anti-COVID protective equipment (or more generally medical devices) and environmental issues, the Life Cycle Assessment (LCA) and eco-design-based studies in this field is very scarce. The present study aims to derive the most important environmental criticalities of such products, by using LCA and product circularity indicators of five different common masks. The final aim is to provide eco-design guidelines, useful to design new face masks by preventing negative impact on the environment.

Having rapidly contained the health emergency in the immediate period, Seoul arguably mitigated the economic fallouts more successfully than the majority of advanced economies but could not avoid substantial losses. The far-reaching fallout of COVID-19 has been testing the country’s energy transition pathway, as actors involved are facing difficult decisions amid more stringent financial constraints to deliver their ambitious targets, including achieving carbon neutrality by 2050. Amid the combined effects of the pandemic and the global energy prices shocks, addressing the nexus between energy security on the supply side, affordability, and the safety of people’s lives and property, has become even more pressing. Against this backdrop, natural gas has tailored a special role to bridge the low carbon re-alignment of the entire Korean energy system, also in the face of the current and future challenges to Korea’s energy security. But long-drawn hurdles stemming from rather unsuccessful efforts to reform the gas system risk weakening its ability to cope with present uncertainties and heightened volatilities.

In light of the advancing energy transition and an increasing amount of intermittent renewable energy to be integrated, flexibility from distributed energy resources will be key. In this paper, the Italian UVAM (Unità Virtuali Abilitate Miste, i.e., virtually aggregated mixed units) project, one of the biggest pilots in Europe to serve this purpose, is critically reviewed and mapped after two years of operation. The pilot is analyzed on a global level as well as the individual participant level. Based on the extensive analysis of actual market data, different strategies of participating companies to obtain capacity in accordance with the pilot project’s design are identified. Furthermore, the specific bidding strategies of individual participating units on the balancing market are outlined. Alongside this, the overall pilot project’s market integration, in terms of offered and accepted bids, is depicted. The thorough data analysis, therefore, serves as an input and fundamental building block for future electricity market modeling. Comprehending specific data from the coronavirus disease 2019 (COVID-19) pandemic, provides insights for future high renewable-energy scenarios. Based on the analysis findings, valuable deliverables are devised for both policy-makers and decision-makers who aim to leverage the flexibility potential of distributed resources.

We empirically investigate how power systems in five European countries have dealt with this unexpected shock, drastically changing electricity load, the scheduling of dispatchable generation technologies, electricity day-ahead wholesale prices, and balancing costs. We find that low-cost dispatchable generation from hydro and nuclear sources has fulfilled most of the net-load even during peak hours, replacing more costly fossil-based generation. In Germany, the UK, and Spain coal power plants stood idle, while gas-fired generation has responded in heterogeneous ways across power systems. Falling operational costs of generators producing at the margin and lower demand, both induced by COVID-19 lockdowns, have significantly decreased wholesale prices. Balancing and other ancillary services’ markets have provided the flexibility required to respond to the exceptional market conditions faced by the grid. Balancing costs for flexibility services have increased heterogeneously across countries, while ancillary markets’ costs, measured only in the case of Italy, have increased substantially. Results provide valuable evidence on current systems’ dynamics during high renewables’ shares and increased demand volatility. New insights into the market changes countries will be facing in the transition towards a clean, secure, and affordable power system are offered.

In the transition from linear production systems, unsustainable from the point of view of resources, to a model that finds strength in environmental, social and economic sustainability, the circular economy paradigm is the foundation that facilitates the planetary agro-ecological transition. The European Union has taken a number of steps (including the Circular Economy Package of Directives) shaping circularity as a wide-ranging driver measure involving many sectors. The paper intends to provide a regulatory framework on the current general situation regarding circularity in European Union, in order to extrapolate and give evidence to the aspects that intersect the agri-food sector. This is not only because they are poorly addressed in the literature, but also because there is a lack of regulatory instruments on the circular economy specifically addressing this area of interest. For this purpose, the analysis focuses on waste and residue/scrap management issues, recognized by law as by-products and end-of-waste status, as they are covered by circular economy legislation and as they can be applied to the agri-food sector. The latter allow the implementation of circularity strategies in the agri-food sector and, given the numerousness of production chains and the peculiarities of each of them, various regeneration and/or reuse processes of specific resources may be depicted. The intent is to provide useful knowledge on how to implement sustainable waste management, also proposing a concrete case on a by-product of olive oil processing, through which it is possible to highlight how the correct application of regulations favors the adoption of circular economic and management models in the firms involved, as well as informing the relevant economic operators on the possible profiles of legal liability that may arise from insufficient knowledge. Furthermore, this paper delves into the European Green Deal’s Strategy as it enriches the circular economy paradigm with new facets. NextGenerationEU and the National Recovery and Resilience Plan financially support this strategy in the aftermath of the socioeconomic crisis from COVID-19 in the EU Member States. This is in order to achieve the objective of achieving the agro-ecological transition.

This paper analyzes the causes and effects of the COVID-19 crisis, with a specific focus on the food system. Food consumption and production has not only been impacted by the crisis, but it may have also contributed to causing the pandemic. After providing a brief introductory framework, the paper presents the results of a pilot study on the link between COVID-19 and the food system, as indicated by the social media activity of selected European Union (EU) Twitter accounts, measured using an original “theme popularity” metric. Thereafter, a systematic review of the literature is proposed to identify the causes of the rise in popularity of a sustainable food system theme, the potential consequences of the COVID-19 crisis for the food system (targeting the production, consumption and waste disposal phases) and possible solutions, focusing on the circular economy. Challenges and opportunities for policymakers in the short and long term are discussed. A holistic approach is advocated, as the global food system is intimately connected with society and requires deep cooperation among nation states and economic actors.

Built heritage resources (BHRs) are multidimensional assets that need to be conceived under a sustainability and circular economy framework. Whereas it is essential that their conservation, management, and enjoyment are sustainable, it is also necessary that the environmental, cultural, and socio-economic contexts in which they are integrated are sustainable too. Like other amenities, BHRs can improve the quality of the urban environment and generate externalities; additionally, they may influence sectors such as real estate, hospitality, and tourism. In this framework, this contribution aims to identify spatial relationships occurring between BHRs and short-term rentals (STRs), i.e., a recent economic phenomenon facilitated by platforms such as Airbnb. Through the application of Exploratory Spatial Data Analysis techniques and taking Turin (Italy) as a case study, this article provides evidence that spatial correlation patterns between BHRs and STRs exist, and that the areas most affected by STRs are the residential neighborhoods located in the proximity of the historic center of the city. Relations with other sets of socio-economic variables are highlighted too, and conclusions suggest that future studies are essential not only to monitor sustainability issues and reflect on new housing models and sustainable uses of buildings, but also to understand the evolution of the phenomenon in light of the pandemic Covid-19.

In 2020, tourism was highly affected by COVID-19 and its restrictions, such as tourist traffic. Decisions related to trips were made in a state of high risk and uncertainty. This article’s main aim is to present the results of research on decision making by people practising sailing tourism during COVID-19. The survey was conducted in the first quarter of 2021 on 580 sailors from Poland, Germany, Croatia, Italy, France, and Turkey. This is interesting because of the specificity of this form of nautical tourism, which is characterised by high flexibility in the planning and implementation of the cruise. Sailing tourism is also environmentally friendly due to the type of propulsion used and the low noise levels generated. Research has shown that country-specific travel restrictions impact sailing tourism and cruise decisions. The obtained results are important for developing sailing tourism and may contribute to rationalising decisions taken during crises.

All of these have pronounced effects on the sustainability and operations of research infrastructures (RIs), several of which face difficulties in providing continuous service. To address these topics, the European Strategy Forum on Research Infrastructures (ESFRI) has established a dedicated drafting group to look into the energy and supply challenges, also responding to a call by Competitiveness Council to do so. This report highlights the significant impact of the Russian aggression on Ukraine on the sustainability and operations of research infrastructures (RIs) in the EU. The energy crisis resulting from the Russian aggression poses a severe challenge to the RIs, predominantly analytical RIs, with energy-intensive RIs such as synchrotrons, computing centres, accelerator-driven particle sources, neutron facilities, research reactors, and lasers being the most affected. The shortage of critical resources and materials, such as some gases, rare isotopes, and permanent magnets, also presents a significant challenge to RIs, although they may not be a consequence of the war. The report presents recommendations to ESFRI, Member States, and the European Commission based on good practices from ESFRI member countries and the discussion within the drafting group to address these challenges and enhance the future resilience of RIs. The recommendations include allocating additional funds and energy price capping for the most energy-intensive RIs, developing response plans that include actions aimed at greening the operations of RIs, considering the needs of the RI communities in the activities linked to the Critical Raw Materials Regulation, and setting up specific measures to support the Ukrainian research community. The report emphasizes the importance of preparing for future crises, increasing the resilience and preparedness of European society to cope with any present and future crisis.

AbstractFace masks are currently considered essential devices that people must wear today and in the near future, until the COVID-19 pandemic will be completely defeated through specific medicines and vaccines. Such devices are generally made of thermoplastic polymers, as polypropylene and polyethylene and are single use products. Even if in this period the sanitary emergency must have the maximum priority, the world society should not completely forget the environmental problem that are causing more and more obvious climate changes with correlated damages to ecosystems and human health. Despite the well-known correlation among anti-COVID protective equipment (or more generally medical devices) and environmental issues, the Life Cycle Assessment (LCA) and eco-design-based studies in this field is very scarce. The present study aims to derive the most important environmental criticalities of such products, by using LCA and product circularity indicators of five different common masks. The final aim is to provide eco-design guidelines, useful to design new face masks by preventing negative impact on the environment.

Having rapidly contained the health emergency in the immediate period, Seoul arguably mitigated the economic fallouts more successfully than the majority of advanced economies but could not avoid substantial losses. The far-reaching fallout of COVID-19 has been testing the country’s energy transition pathway, as actors involved are facing difficult decisions amid more stringent financial constraints to deliver their ambitious targets, including achieving carbon neutrality by 2050. Amid the combined effects of the pandemic and the global energy prices shocks, addressing the nexus between energy security on the supply side, affordability, and the safety of people’s lives and property, has become even more pressing. Against this backdrop, natural gas has tailored a special role to bridge the low carbon re-alignment of the entire Korean energy system, also in the face of the current and future challenges to Korea’s energy security. But long-drawn hurdles stemming from rather unsuccessful efforts to reform the gas system risk weakening its ability to cope with present uncertainties and heightened volatilities.

In light of the advancing energy transition and an increasing amount of intermittent renewable energy to be integrated, flexibility from distributed energy resources will be key. In this paper, the Italian UVAM (Unità Virtuali Abilitate Miste, i.e., virtually aggregated mixed units) project, one of the biggest pilots in Europe to serve this purpose, is critically reviewed and mapped after two years of operation. The pilot is analyzed on a global level as well as the individual participant level. Based on the extensive analysis of actual market data, different strategies of participating companies to obtain capacity in accordance with the pilot project’s design are identified. Furthermore, the specific bidding strategies of individual participating units on the balancing market are outlined. Alongside this, the overall pilot project’s market integration, in terms of offered and accepted bids, is depicted. The thorough data analysis, therefore, serves as an input and fundamental building block for future electricity market modeling. Comprehending specific data from the coronavirus disease 2019 (COVID-19) pandemic, provides insights for future high renewable-energy scenarios. Based on the analysis findings, valuable deliverables are devised for both policy-makers and decision-makers who aim to leverage the flexibility potential of distributed resources.

We empirically investigate how power systems in five European countries have dealt with this unexpected shock, drastically changing electricity load, the scheduling of dispatchable generation technologies, electricity day-ahead wholesale prices, and balancing costs. We find that low-cost dispatchable generation from hydro and nuclear sources has fulfilled most of the net-load even during peak hours, replacing more costly fossil-based generation. In Germany, the UK, and Spain coal power plants stood idle, while gas-fired generation has responded in heterogeneous ways across power systems. Falling operational costs of generators producing at the margin and lower demand, both induced by COVID-19 lockdowns, have significantly decreased wholesale prices. Balancing and other ancillary services’ markets have provided the flexibility required to respond to the exceptional market conditions faced by the grid. Balancing costs for flexibility services have increased heterogeneously across countries, while ancillary markets’ costs, measured only in the case of Italy, have increased substantially. Results provide valuable evidence on current systems’ dynamics during high renewables’ shares and increased demand volatility. New insights into the market changes countries will be facing in the transition towards a clean, secure, and affordable power system are offered.
