Ð”Ð°Ð½Ð½Ð°Ñ Ñ€Ð°Ð±Ð¾Ñ‚Ð° поÑвÑщена иÑÑледованию дейÑтвующего законодательÑтва по раÑпределению земель и изучению бизнеÑ-Ñреды Ð´Ð»Ñ Ð¸Ð½Ð¾Ñтранных предпринимателей и возможноÑти инвеÑÑ‚Ð¸Ñ€Ð¾Ð²Ð°Ð½Ð¸Ñ Ð² Ñектор возобновлÑемой Ñнергии. ЦелÑми данной работы ÑвлÑÑŽÑ‚ÑÑ: 1. Изучение преимущеÑтв принципов Ð²ÐµÐ´ÐµÐ½Ð¸Ñ Ð±Ð¸Ð·Ð½ÐµÑа в РоÑÑии и их Ñоотношение Ñ Ð¿Ñ€Ð¸Ð½Ñ†Ð¸Ð¿Ð°Ð¼Ð¸ бизнеÑа в других Ñтранах; 2. Текущее положение Ñектора возобновлÑемой Ñнергии в РоÑÑии и его возможноÑти Ñ€Ð°Ð·Ð²Ð¸Ñ‚Ð¸Ñ Ð² будущем; 3. ИÑÑледование законодательÑтва по раÑпределению земель Ñ Ñ†ÐµÐ»ÑŒÑŽ их поÑледующего иÑпользованиÑ; 4. ИÑÑледование влиÑÐ½Ð¸Ñ COVID-19 на мировой ÑÐ¿Ñ€Ð¾Ñ Ð½Ð° Ñнергию в будущем; 5. Разработка рекомендаций по ведению бизнеÑа в Ñекторе возобновлÑемой Ñнергии в РоÑÑии. Работа была выполнена на оÑнове количеÑтвенных методов иÑÑледованиÑ, которые включают в ÑÐµÐ±Ñ Ð¸ÑÑледованиÑ: научных Ñтатей; онлайн реÑурÑов; результатов опроÑа, заполненного учаÑтниками, работающими в облаÑти возобновлÑемых иÑточников Ñнергии, которые имеют опыт как в РоÑÑии, так и за рубежом. Кроме того, проведено интервью Ñ Ð¿Ñ€ÐµÐ´ÑтавителÑми данного бизнеÑа, имеющими большой опыт работы в ветроÑнергетике в РоÑÑии. Результатом иÑÑÐ»ÐµÐ´Ð¾Ð²Ð°Ð½Ð¸Ñ Ñтал анализ роÑÑийÑкой бизнеÑ-Ñреды и культурных влиÑний, которые ее Ñформировали. Кроме того, анализируетÑÑ Ñ‚ÐµÐºÑƒÑ‰ÐµÐµ и будущее положение Ñектора возобновлÑемой Ñнергии в РоÑÑии. По результатам данного анализа, были разработаны рекомендации Ð´Ð»Ñ Ð¿Ñ€Ð¸Ð²Ð»ÐµÑ‡ÐµÐ½Ð¸Ñ Ð¸Ð½Ð¾Ñтранных инвеÑторов и предпринимателей в Ñектор возобновлÑемых иÑточников Ñнергии в РоÑÑии. Результатом иÑÑÐ»ÐµÐ´Ð¾Ð²Ð°Ð½Ð¸Ñ Ð¿Ð¾ ÑотрудничеÑтву Ñ BS-Green, Ñтало выÑвление возможноÑти Ð²Ð¾Ð·Ð½Ð¸ÐºÐ½Ð¾Ð²ÐµÐ½Ð¸Ñ Ð²Ñ‹ÑокориÑкового рынка Ñ Ð±Ð¾Ð»ÑŒÑˆÐ¾Ð¹ прибылью. In collaboration with the renewable wind energy company BS-Green, that has been active in the Russian renewables market for several years, research is done into the possibilities and feasibility of long-term projects in the renewable wind energy sector in Russia. The given work is devoted to studying the current legislation of land allocation in Russia and in finding out the environment for foreign business and investment in the renewable energy sector. The research set the following goals: 5. Studying features of Russian business culture and its relation to other global business cultures. 6. The current state of renewable energy in Russia and the possibilities for the future. 7. Analysis of Russian legislation concerning the allocation of land for specified purposes. 8. Analysis of COVID-19 effect on global energy demand in the future. 9. Development of guidelines for successful business in the renewable energy market in Russia. The work was fulfilled on the premises of quantitative research methods which included the research in the form of academic papers, online sources, a questionnaire concluded with participants working in the field of renewable energy and situated for a large part in Russia and of an in-depth interview with two men experienced in the Russian wind energy sector. The study resulted into analysis of the Russian business environment and the cultural influences that has shaped it. Furthermore, it analyses the current and future state of the Russian renewable energy sector. With the outcome of the analyses, recommendations are developed for the introduction of foreign investors and entrepreneurs in the renewable energy sector in Russia. The outcome of the research in collaboration with BS-Green was the likelihood of a high risk, high reward market given the current pandemic that has had global consequences.

В статье анализируется влияние затяжной пандемии COVID-19 на мировые топливно-энергетические рынки. Автор исследования, опираясь на статистические данные Международного энергетического агентства, доказал, что КНР быстрее других государств отреагировал на социально-политические и макроэкономические последствия пандемии. Китай демонстрирует мировому сообществу устойчивый и интенсивный рост объемов потребления всех видов топлива и энергии, включая энергию из возобновляемых источников. В Индии спрос на ключевые виды топлива и энергии возрос, однако темпы роста отстают от китайских показателей по причине того, что страна очень болезненно пережила первые волны коронавирусной инфекции. ЕС и США делают ставку на возобновляемые источники энергии, однако программы «зеленой энергетики» не приносят желаемого эффекта. The article analyzes the impact of the protracted COVID-19 pandemic on global fuel and energy markets. The author of the study, based on statistics from the International Energy Agency, proved that the PRC reacted faster than other states to the socio-political and macroeconomic consequences of the pandemic. China demonstrates to the world community a steady and intensive growth in the consumption of all types of fuels and energy, including renewable energy. In India, demand for key fuels and energy has increased, but the growth rate lags behind Chinese indicators due to the fact that the country has very painfully experienced the first waves of coronavirus infection. The EU and the US are betting on renewable energy, but green energy programs do not bring the desired effect.

В статье анализируется влияние Covid-19 на инвестиции в энергетический сектор в международном разрезе. Инвестиционные расходы являются не только весомой составляющей совокупного объема выпуска продукции, но и практически самой динамичной, что находит отражение на колебаниях экономической активности. Пандемия серьезно повлияла на снижение объемов инвестиций всех мировых нефтегазовых компаний на фоне сокращения спроса на углеводороды, главным образом на нефть. The article analyzes the impact of Covid-19 on investment in the energy sector in the international context. Investment expenditures are not only a significant component of total output, but also almost the most dynamic, which is reflected in the fluctuations in economic activity. The pandemic has seriously affected the decline in investment volumes of all global oil and gas companies against the background of reduced demand for hydrocarbons, mainly oil. Серьезным испытанием для южнокорейского общества стала пандемия COVID-19. Благодаря эффективным противоэпидемическим мерам и крупным бюджетным вливаниям правительству удалось со второй половины 2020 г. восстановить рост ВВП. При этом затяжной характер антиковидных ограничений негативно сказался на малом бизнесе, усилив социальное расслоение. Коронавирусный кризис совпал по времени с обострением американо-китайских отношений, поставившим Сеул в сложное положение выбора между основным торгово-экономическим партнером и главным военно-политическим союзником. Введенные Японией летом 2019 г. ограничения на экспорт стратегических материалов и попытки США вовлечь Республику Корея в переформатирование международных каналов сбыта высокотехнологичной продукции в обход Китая выявили болевые точки «сэндвичного» характера южнокорейской экономики. В свою очередь поставленная правительством задача достижения к 2050 г. углеродной нейтральности в рамках «четвертого энергетического перехода» при форсированном переводе экономики на возобновляемые источники энергии может привести к росту цен и увеличению издержек в производственном секторе, подрывая его конкурентоспособность на мировых рынках. В ответ на новые глобальные вызовы южнокорейское руководство летом 2020 г. приняло национальную стратегию развития — «Корейский новый курс», акцент в которой делается на цифровизации, зеленом росте и смягчении социальных противоречий. Конечной целью декларируется превращение Республики Корея из страны догоняющего типа в глобального лидера, «премиальный бренд» мировой экономики. При этом для достижения этой амбициозной цели южнокорейскому бизнесу и правительству в ближайшее время предстоит определиться с многомиллиардными «упреждающими» капиталовложениями на наиболее перспективных направлениях перехода мировой экономики к новому технологическому укладу. The article analyzes the economic situation in the Republic of Korea under new global challenges, which the country encountered at the turn of the second decade of XXI century. COVID-19 pandemic has become a severe test for South Korean society. Due to effective anti-epidemic measures and massive budget spending the government succeeded in recovering GDP growth from the second half of 2020. Nevertheless, prolonged antivirus restrictions damaged small businesses aggravating social differentiation. Coronavirus crises coincided with worsening of US-China relations, which put Seoul in a complicated position of choice between the largest trade partner and the key military and political ally. Export restriction on strategic material introduced by Japan in the summer of 2019 as well as US attempts to draw the Republic of Korea into reshaping of international value-added chains of high-tech products bypassing China exposed ‘sandwiched’ type of South Korean economy. At the same time the task to achieve carbon neutrality by 2050 set by the government within the “fourth energy transition” based on accelerated economic transfer to renewable energy resources could lead to the rise of prices and expenses in the manufacturing sector undermining its competitiveness on world markets. In response to the new global challenges in the summer of 2020 Korean leadership adopted a national development strategy — “Korean New Deal”, which stressed digitalization, ‘green’ growth and softening of social contradictions. The utmost goal declared in the strategy is the transfer from a catch-up country to a global leader, “premium brand” of the world economy. To achieve that ambitious aim, Korean business and government in the near future will have to decide on multibillion “lookahead” investments into the most prospective directions of the world economy’s transfer to a new technological mode.

The article analyzes the change in world economic growth caused by the situation of COVID-19, as well as the consequences that have arisen in the energy market. The main problems of economic sectors depending on energy resources in the country context are identified. Кроме того, проведено интервью Ñ Ð¿Ñ€ÐµÐ´ÑтавителÑми данного бизнеÑа, имеющими большой опыт работы в ветроÑнергетике в РоÑÑии. Результатом иÑÑÐ»ÐµÐ´Ð¾Ð²Ð°Ð½Ð¸Ñ Ñтал анализ роÑÑийÑкой бизнеÑ-Ñреды и культурных влиÑний, которые ее Ñформировали. Кроме того, анализируетÑÑ Ñ‚ÐµÐºÑƒÑ‰ÐµÐµ и будущее положение Ñектора возобновлÑемой Ñнергии в РоÑÑии. In collaboration with the renewable wind energy company BS-Green, that has been active in the Russian renewables market for several years, research is done into the possibilities and feasibility of long-term projects in the renewable wind energy sector in Russia. The given work is devoted to studying the current legislation of land allocation in Russia and in finding out the environment for foreign business and investment in the renewable energy sector. The research set the following goals: 5. Studying features of Russian business culture and its relation to other global business cultures. 6. The current state of renewable energy in Russia and the possibilities for the future. 7. Analysis of Russian legislation concerning the allocation of land for specified purposes. 8. Analysis of COVID-19 effect on global energy demand in the future. 9. Development of guidelines for successful business in the renewable energy market in Russia. The work was fulfilled on the premises of quantitative research methods which included the research in the form of academic papers, online sources, a questionnaire concluded with participants working in the field of renewable energy and situated for a large part in Russia and of an in-depth interview with two men experienced in the Russian wind energy sector. The study resulted into analysis of the Russian business environment and the cultural influences that has shaped it. Furthermore, it analyses the current and future state of the Russian renewable energy sector. With the outcome of the analyses, recommendations are developed for the introduction of foreign investors and entrepreneurs in the renewable energy sector in Russia. The outcome of the research in collaboration with BS-Green was the likelihood of a high risk, high reward market given the current pandemic that has had global consequences.

В статье анализируется влияние затяжной пандемии COVID-19 на мировые топливно-энергетические рынки. Автор исследования, опираясь на статистические данные Международного энергетического агентства, доказал, что КНР быстрее других государств отреагировал на социально-политические и макроэкономические последствия пандемии. Китай демонстрирует мировому сообществу устойчивый и интенсивный рост объемов потребления всех видов топлива и энергии, включая энергию из возобновляемых источников. В Индии спрос на ключевые виды топлива и энергии возрос, однако темпы роста отстают от китайских показателей по причине того, что страна очень болезненно пережила первые волны коронавирусной инфекции. ЕС и США делают ставку на возобновляемые источники энергии, однако программы «зеленой энергетики» не приносят желаемого эффекта. The article analyzes the impact of the protracted COVID-19 pandemic on global fuel and energy markets. The author of the study, based on statistics from the International Energy Agency, proved that the PRC reacted faster than other states to the socio-political and macroeconomic consequences of the pandemic. China demonstrates to the world community a steady and intensive growth in the consumption of all types of fuels and energy, including renewable energy. In India, demand for key fuels and energy has increased, but the growth rate lags behind Chinese indicators due to the fact that the country has very painfully experienced the first waves of coronavirus infection. The EU and the US are betting on renewable energy, but green energy programs do not bring the desired effect.

В статье анализируется влияние Covid-19 на инвестиции в энергетический сектор в международном разрезе. Инвестиционные расходы являются не только весомой составляющей совокупного объема выпуска продукции, но и практически самой динамичной, что находит отражение на колебаниях экономической активности. Пандемия серьезно повлияла на снижение объемов инвестиций всех мировых нефтегазовых компаний на фоне сокращения спроса на углеводороды, главным образом на нефть. The article analyzes the impact of Covid-19 on investment in the energy sector in the international context. Investment expenditures are not only a significant component of total output, but also almost the most dynamic, which is reflected in the fluctuations in economic activity. The pandemic has seriously affected the decline in investment volumes of all global oil and gas companies against the background of reduced demand for hydrocarbons, mainly oil. Серьезным испытанием для южнокорейского общества стала пандемия COVID-19. Благодаря эффективным противоэпидемическим мерам и крупным бюджетным вливаниям правительству удалось со второй половины 2020 г. восстановить рост ВВП. При этом затяжной характер антиковидных ограничений негативно сказался на малом бизнесе, усилив социальное расслоение. Коронавирусный кризис совпал по времени с обострением американо-китайских отношений, поставившим Сеул в сложное положение выбора между основным торгово-экономическим партнером и главным военно-политическим союзником. Введенные Японией летом 2019 г. ограничения на экспорт стратегических материалов и попытки США вовлечь Республику Корея в переформатирование международных каналов сбыта высокотехнологичной продукции в обход Китая выявили болевые точки «сэндвичного» характера южнокорейской экономики. В свою очередь поставленная правительством задача достижения к 2050 г. углеродной нейтральности в рамках «четвертого энергетического перехода» при форсированном переводе экономики на возобновляемые источники энергии может привести к росту цен и увеличению издержек в производственном секторе, подрывая его конкурентоспособность на мировых рынках. В ответ на новые глобальные вызовы южнокорейское руководство летом 2020 г. приняло национальную стратегию развития — «Корейский новый курс», акцент в которой делается на цифровизации, зеленом росте и смягчении социальных противоречий. Конечной целью декларируется превращение Республики Корея из страны догоняющего типа в глобального лидера, «премиальный бренд» мировой экономики. При этом для достижения этой амбициозной цели южнокорейскому бизнесу и правительству в ближайшее время предстоит определиться с многомиллиардными «упреждающими» капиталовложениями на наиболее перспективных направлениях перехода мировой экономики к новому технологическому укладу. The article analyzes the economic situation in the Republic of Korea under new global challenges, which the country encountered at the turn of the second decade of XXI century. COVID-19 pandemic has become a severe test for South Korean society. Due to effective anti-epidemic measures and massive budget spending the government succeeded in recovering GDP growth from the second half of 2020. Nevertheless, prolonged antivirus restrictions damaged small businesses aggravating social differentiation. Coronavirus crises coincided with worsening of US-China relations, which put Seoul in a complicated position of choice between the largest trade partner and the key military and political ally. Export restriction on strategic material introduced by Japan in the summer of 2019 as well as US attempts to draw the Republic of Korea into reshaping of international value-added chains of high-tech products bypassing China exposed ‘sandwiched’ type of South Korean economy. At the same time the task to achieve carbon neutrality by 2050 set by the government within the “fourth energy transition” based on accelerated economic transfer to renewable energy resources could lead to the rise of prices and expenses in the manufacturing sector undermining its competitiveness on world markets. In response to the new global challenges in the summer of 2020 Korean leadership adopted a national development strategy — “Korean New Deal”, which stressed digitalization, ‘green’ growth and softening of social contradictions. The utmost goal declared in the strategy is the transfer from a catch-up country to a global leader, “premium brand” of the world economy. To achieve that ambitious aim, Korean business and government in the near future will have to decide on multibillion “lookahead” investments into the most prospective directions of the world economy’s transfer to a new technological mode.
