'Sustainability is not simply about changing practices but more centrally about agreeing to change practices together' (Flanagan et al. 2011). To achieve such ends, groups need to improve processes for making complex decisions together. The challenge faced recently in Copenhagen (including a large number of diverse participants in policy discussions) indicates the need for new ways to improve discursive democracy. Poverty and climate change are 'wicked' problems (Rittel and Webber 1984) that comprise many diverse interrelated variables and that have a strong value and emotional dimension. The shortcomings of many approaches to these problems is that they are expert driven, do not involve the public in decision making, and have a narrow focus on technical issues. They do not consider issues in terms of their interrelated complexity with human cultural issues and values. This paper addresses the transboundary conundrum of how to address complex social and environmental challenges while engaging with people's diverse values and emotions.

После проведенного открытого диалога между заинтересованными сторонами и широкой общественностью участники совещания перешли к обсуждению последствий пандемии коронавирусной болезни (COVID-19) для повестки дня в области окружающей среды и охраны здоровья, программы работы ЦГОСЗ на следующий год, системы мониторинга прогресса в выполнении обязательств, принятых в Остравской декларации, и начала подготовки к Седьмой министерской конференции ВОЗ по окружающей среде и охране здоровья; также были приняты изменения в Правилах процедуры ЦГОСЗ.

Европейское региональное бюро ВОЗ опубликовало руководство по составлению планов действий по защите здоровья населения от воздействия жары, которое оно намерено обновить с целью включения в них самых последних фактических данных. Было инициировано проведение подробного обзора результатов последних эпидемиологических и экологических исследований и опыта применения планов на практике. В настоящей публикации сведены воедино и обобщены наиболее актуальные фактические данные, опубликованные после 2008 г., при этом основное внимание уделяется государствам-членам в Европейском регионе ВОЗ. Новые сведения сгруппированы вокруг элементов, которые в первоначальном руководстве были определены как «ключевые» для всеобъемлющего плана действий по защите здоровья населения от воздействия жары (ПДЗЖ), и каждая глава дополнена результатами обследования ВОЗ по вопросам планирования действий по защите населения в периоды жары, проведенного в 2019 г., в тех случаях, когда это имеет отношение к рассматриваемой теме. Несмотря на существующие пробелы в знаниях, представленные фактические данные четко указывают на необходимость расширения числа, охвата и масштабов выполнения ПДЗЖ в Регионе. Обновленное руководство будет полезным для поддержки расширенного осуществления ПДЗЖ.

В данном документе подчеркивается важность принятия государствами-членами в Европейском регионе ВОЗ упреждающих мер по противодействию изменению климата и его влиянию на здоровье людей, дабы не сожалеть в будущем об упущенных возможностях. В нем говорится о необходимости осуществлять стратегии, которые не только снижают уровень выбросов парниковых газов, но и повышают способность систем здравоохранения противостоять негативным последствиям и быть готовыми к ним и содействуют экологической устойчивости и укреплению здоровья сообществ. Цель документа − представить общее положение дел и поддержать положительное восприятие и выполнение обязательств по борьбе с изменением климата и охране здоровья, выдвинутых государствами-членами на Седьмой министерской конференции по окружающей среде и охране здоровья в Будапеште 5−7 июля 2023 г., а также распространение основных тезисов, касающихся здоровья, во время предстоящих мероприятий по вопросам изменения климата и его влияния на здоровье.

When designing gas turbines, it is important to integrate gas-dynamic calculations with thermal finite-element calculations. In practice, the conjugation of temperature fields in solids and liquids, as well as the transfer of thermal loads between the media are carried out using several approaches: direct, non-conjugate and sequential coupled. Numerical simulation of the coupled heat transfer in a cavity formed by the gap between the rotor and stator is carried out. To calculate the flow characteristics of a viscous compressible fluid and heat transfer. The degree of influence on the results of the type of turbulence model used, the influence of taking into account the conjugate heat transfer, is studied. The effect of the mass flow rate of the cooler on the flow structure and the cooling efficiency of the walls of the rotor and stator is investigated. A comparison is made with experimental data. Numerical experiments have shown that in typical cases the flow in the cavity is turbulent. The cooling efficiency has a limit on the flow rate of the cooler. The temperature distribution along the length of the rotor has a noticeable minimum in the region of the middle of the length of the rotor. The significance of the obtained results lies in the fact that the choice of the turbulence model weakly affects the calculation results and taking into account the conjugate nature of heat transfer is necessary.

When designing gas turbines, it is important to integrate gas-dynamic calculations with thermal finite-element calculations. In practice, the conjugation of temperature fields in solids and liquids, as well as the transfer of thermal loads between the media are carried out using several approaches: direct, non-conjugate and sequential coupled. Numerical simulation of the coupled heat transfer in a cavity formed by the gap between the rotor and stator is carried out. To calculate the flow characteristics of a viscous compressible fluid and heat transfer. The degree of influence on the results of the type of turbulence model used, the influence of taking into account the conjugate heat transfer, is studied. The effect of the mass flow rate of the cooler on the flow structure and the cooling efficiency of the walls of the rotor and stator is investigated. A comparison is made with experimental data. Numerical experiments have shown that in typical cases the flow in the cavity is turbulent. The cooling efficiency has a limit on the flow rate of the cooler. The temperature distribution along the length of the rotor has a noticeable minimum in the region of the middle of the length of the rotor. The significance of the obtained results lies in the fact that the choice of the turbulence model weakly affects the calculation results and taking into account the conjugate nature of heat transfer is necessary.
