    Climate change, adaptation and sustainable development are inextricably linked. These issues haunt the developing world Parties to the multilateral environmental agreements, who are trying hard to implement policies and plans within their national jurisdictions. These policies are required to be linked with overall economic growth and development objectives. With limited technical workforce and financial capacity, the developing world is facing a grave challenge of attaining inclusive growth and sustainable development, besides developing resilience to climate change. A parallel stream of activities for these three objectives is not the solution for poor countries. Some countries are already on the path of establishing linkages among climate change, development and sustainability activities. However, while grappling with these issues, most are still stuck at different levels of governance. Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs) under the United Nations Framework Convention on Climate Change (UNFCCC) have timelines until 2030. At least 60% of the NDCs, mostly those of the developing countries, contain an adaptation component which is closely linked to sustainable development. Convergence of NDC and SDG goals at the national level will assist in financing NDCs through SDG funds for achieving both mitigation and adaptation goals. The paper discusses barriers to good governance around these issues and opportunities available to link them at the national level. This includes improvement of knowledge base, and mainstreaming finance for both, adaptation and sustainable development, besides serving national needs.     Les modifications environnementales qui affectent aujourd'hui les milieux marins recouvrent des problématiques scientifiques et sociétales majeures, d'autant que ces changements devraient s'accélérer au cours du 21ème siècle. Comprendre et anticiper la réponse de la biodiversité marine à ces changements représente un enjeu scientifique d'actualité. Les approches biogéographiques et macroécologiques constituent un cadre scientifique dans lequel il est possible d'étudier, de décrire, et de comprendre les motifs de distribution des espèces à large échelle et d'estimer leur évolution possible face aux changements environnementaux. C'est notamment le cas dans l'océan Austral où les effets du changement climatique se font déjà sentir et où les modifications environnementales associées pourraient avoir des effets profonds sur la structure et le fonctionnement des écosystèmes. Malgré de récents efforts d'échantillonnage, nos connaissances sur la distribution des espèces dans l’océan Austral comptent encore de nombreuses lacunes attribuables au caractère récent des découvertes, à l'isolement et à l'éloignement de cet océan d'accès difficiles. Dans ce contexte, les objectifs de cette thèse consistaient à mieux comprendre les motifs de distribution d'espèces à l’échelle de l’océan Austral, à mettre en évidence les facteurs qui en sont à l’origine et enfin, à évaluer l’impact du changement climatique sur leur distribution. Pour cela,différents types de modèles de niche écologique (MNE) ont été employés. Les échinides (oursins), organismes communs des communautés benthiques de l’océan Austral ont servi de modèle d'étude pour ce travail. Afin de générer des MNE, notamment de type corrélatif, une base de données d’occurrence des espèces d'échinide a été actualisée. L’effort d’échantillonnage a ainsi pu être cartographié et quantifié pour l'ensemble de l'océan Austral ;il s'est révélé très hétérogène, principalement concentré aux abords des zones peu profondes et des bases scientifiques. Cela peut générer des biais dans la qualité et la performance prédictive des MNE ainsi que dans les projections spatiales associées. La robustesse des MNE corrélatifs a donc été testée au regard de l’effort d’échantillonnage mais aussi en tenant compte de la taille des niches écologiques des espèces étudiées ainsi que des contraintes biogéographiques existantes. Cette approche a permis de souligner l’importance de certains facteurs abiotiques pour expliquer la distribution des espèces à large échelle. Il apparaît aussi qu’une meilleure qualité d'échantillonnage génère des MNE plusrobustes mais que les résultats sont fortement dépendants de la taille des niches écologiques et de la présence de barrières biogéographiques.Ces MNE individuels réalisés pour de nombreuses espèces ont été combinés entre eux et ont permis de définir dix écorégions à l'échelle de l'océan Austral qui se distinguent par leur composition faunique et leurs caractéristiques environnementales. Les résultats montrent une forte individualisation des faunes antarctiques par rapport aux régions subantarctiques ainsi que l'existence de liens fauniques entre l’Amérique du Sud et les îles subantarctiques d'une part, ainsi qu’entre la nouvelle Zélande et la mer de Ross de l'autre. Ils soulignent également l’importance de facteurs environnementaux comme la température de fond, la profondeur et la géomorphologie pour expliquer les motifs de distribution des espèces. Enfin, des modèles prédictifs futurs ont été produits sur la base du scénario RCP 8.5 du GIEC. Ils montrent que les régions subantarctiques pourraient être particulièrement impactées par les changements environnementaux y compris au sein du réseau d’Aires Marines Protégées (AMP) mis en place dans l’océan Austral. Les MNE corrélatifs ont fait l’objet de critiques récurrentes dans la littérature scientifique du fait de leur incapacité à prendre en compte les dynamiques biologiques liant espèce et environnement, et de leurs limites pour l'extrapolation des données et la production de projections futures. Des MNE de types mécanistiques reposant sur l'approche des Dynamic Energy Budget ont donc été produits pour l'espèce Sterechinus neumayeri (Meissner, 1900) grâce aux nombreuses connaissances acquises sur le développement et la croissance de l'espèce. La comparaison entre MNE corrélatifs et mécanistiques a permis d’apprécier leur complémentarité et de proposer des projections robustes pour la période actuelle. En revanche, les projections futures ont montré de fortes divergences entre modèles, soulignant la nécessité d'utiliser plusieurs approches de modélisation pour mieux comprendre la distribution des espèces à large échelle et évaluer l’impact du changement climatique sur la biodiversité marine de l’océan Austral. info:eu-repo/semantics/nonPublished Doctorat en Sciences

    From the Sahel to the coastal zone, West Africa is experiencing a variety of environmental changes resulting from both slow processes and sudden shocks. These changes significantly influence migration patterns of populations within and outside of West Africa. In this region, where natural resources are the basis of livelihoods and food security, the relationship between environmental change and socio-economic vulnerability is of particular concern. Environmental degradation impacts the vulnerability of populations and their resiliency in complex ways. The presence of environmental and climatic stresses varies geographically. While desertification and drought are of primary importance for some areas, flooding, coastal erosion, and rising sea levels are the main dangers for others. Within the same population affected by the same climate threats, vulnerability and the likelihood of migration are influenced by socio-economic status, dependence on natural resources, and demographic characteristics. Given the differentiated vulnerabilities and resilience capacities, policies need to be adapted and implemented according to the particular needs of the populations. Policy-makers must also take account of vulnerability as perceived by the people concerned. Therefore, environmental mobility cannot be considered as strictly rational behavior based on real vulnerability. Local populations need to be informed of current and future environmental changes in order to accompany their mobility decisions. Migration can also be an important tool for resilience to socio-environmental change. Creating hosting infrastructure and putting in place mechanisms to protect migrants and displaced persons is a necessary step to mitigate future risks. Regional authorities need to work together to strengthen the resilience of communities of origin to climate shocks, but they must also facilitate migration as an adaptation strategy. Dans uncontexte où les ressources naturelles constituent la base des moyens de subsistance et de la sécurité alimentaire, la dégradation de l’environnement impacte de façon complexe la vulnérabilité des populations et ses capacités de résilience. Affectéspar les mêmes menaces climatiques, la vulnérabilité et la probabilité de migrer des individus/ménages sont influencées par leur dépendance aux ressources naturelles,leur statut socio-économique, et leurs caractéristiques démographiques. Compte tenu de ces différences, il est nécessaire que des politiques soient mises en œuvre pour répondre auxbesoins particuliers des populationslocales. Ces dernièresdoivent être informées des changements environnementaux actuels et futurs.La mobilité environnementale ne peut pas être considérée comme un comportement strictement rationnel basé sur la vulnérabilité réelle, les décideurs doivent également tenir compte de la vulnérabilité perçue par les personnes concernées. Créer des infrastructures d’accueil et mettre en place des mécanismes de protection des migrants et des personnesdéplacées est une étape nécessaire pour atténuer les risques futurs. Les autorités régionales doivent travailler ensemble pour renforcer la résilience des communautés d’origine aux chocs climatiques, mais ils doivent aussi faciliter la migration comme une stratégie d’adaptation.

    Belgium, even more than the rest of Europe, was hit very severely by the COVID-19 epidemic. The exact reasons for Europe’s poor performance will be debated for years to come, but available evidence already allows strong conjectures to be drawn. A first plausible factor is that the SARS-CoV-2 virus had a higher lethality potential, which acerbates underlying issues: Europe’s population is old and congregates in densely populated cities, Europeans travel extensively and commute by public transport, and many European countries have a culture of close social interactions. ; info:eu-repo/semantics/published

    La lutte contre le réchauffement climatique et pour la préservation de l’environnement est désormais une priorité que les pouvoirs publics, les entreprises et les particuliers se doivent de traduire en actions tangibles. Dans le champ de la commande publique, la forêt des circulaires, guides et autres vade-mecum consacrés aux marchés publics durables est chaque année plus dense. Ces recommandations, souvent illustrées de cas concrets, constituent une mine d’information et d’encouragement pour le praticien a priori intimidé par le poids de sa responsabilité sociale. Sur le plan strictement juridique, ces manuels multiplient néanmoins les variations sur un même thème. Les dispositions de droit dur spécifiquement consacrées à la question se comptent en effet sur les doigts des deux mains, et même le pianiste le plus virtuose n’y verra qu’une bien plate composition.

    Climate change, adaptation and sustainable development are inextricably linked. These issues haunt the developing world Parties to the multilateral environmental agreements, who are trying hard to implement policies and plans within their national jurisdictions. These policies are required to be linked with overall economic growth and development objectives. With limited technical workforce and financial capacity, the developing world is facing a grave challenge of attaining inclusive growth and sustainable development, besides developing resilience to climate change. A parallel stream of activities for these three objectives is not the solution for poor countries. Some countries are already on the path of establishing linkages among climate change, development and sustainability activities. However, while grappling with these issues, most are still stuck at different levels of governance. Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs) under the United Nations Framework Convention on Climate Change (UNFCCC) have timelines until 2030. At least 60% of the NDCs, mostly those of the developing countries, contain an adaptation component which is closely linked to sustainable development. Convergence of NDC and SDG goals at the national level will assist in financing NDCs through SDG funds for achieving both mitigation and adaptation goals. The paper discusses barriers to good governance around these issues and opportunities available to link them at the national level. This includes improvement of knowledge base, and mainstreaming finance for both, adaptation and sustainable development, besides serving national needs.     Les modifications environnementales qui affectent aujourd'hui les milieux marins recouvrent des problématiques scientifiques et sociétales majeures, d'autant que ces changements devraient s'accélérer au cours du 21ème siècle. Comprendre et anticiper la réponse de la biodiversité marine à ces changements représente un enjeu scientifique d'actualité. Les approches biogéographiques et macroécologiques constituent un cadre scientifique dans lequel il est possible d'étudier, de décrire, et de comprendre les motifs de distribution des espèces à large échelle et d'estimer leur évolution possible face aux changements environnementaux. C'est notamment le cas dans l'océan Austral où les effets du changement climatique se font déjà sentir et où les modifications environnementales associées pourraient avoir des effets profonds sur la structure et le fonctionnement des écosystèmes. Malgré de récents efforts d'échantillonnage, nos connaissances sur la distribution des espèces dans l’océan Austral comptent encore de nombreuses lacunes attribuables au caractère récent des découvertes, à l'isolement et à l'éloignement de cet océan d'accès difficiles. Dans ce contexte, les objectifs de cette thèse consistaient à mieux comprendre les motifs de distribution d'espèces à l’échelle de l’océan Austral, à mettre en évidence les facteurs qui en sont à l’origine et enfin, à évaluer l’impact du changement climatique sur leur distribution. Pour cela,différents types de modèles de niche écologique (MNE) ont été employés. Les échinides (oursins), organismes communs des communautés benthiques de l’océan Austral ont servi de modèle d'étude pour ce travail. Afin de générer des MNE, notamment de type corrélatif, une base de données d’occurrence des espèces d'échinide a été actualisée. L’effort d’échantillonnage a ainsi pu être cartographié et quantifié pour l'ensemble de l'océan Austral ;il s'est révélé très hétérogène, principalement concentré aux abords des zones peu profondes et des bases scientifiques. Cela peut générer des biais dans la qualité et la performance prédictive des MNE ainsi que dans les projections spatiales associées. La robustesse des MNE corrélatifs a donc été testée au regard de l’effort d’échantillonnage mais aussi en tenant compte de la taille des niches écologiques des espèces étudiées ainsi que des contraintes biogéographiques existantes. Cette approche a permis de souligner l’importance de certains facteurs abiotiques pour expliquer la distribution des espèces à large échelle. Il apparaît aussi qu’une meilleure qualité d'échantillonnage génère des MNE plusrobustes mais que les résultats sont fortement dépendants de la taille des niches écologiques et de la présence de barrières biogéographiques.Ces MNE individuels réalisés pour de nombreuses espèces ont été combinés entre eux et ont permis de définir dix écorégions à l'échelle de l'océan Austral qui se distinguent par leur composition faunique et leurs caractéristiques environnementales. Les résultats montrent une forte individualisation des faunes antarctiques par rapport aux régions subantarctiques ainsi que l'existence de liens fauniques entre l’Amérique du Sud et les îles subantarctiques d'une part, ainsi qu’entre la nouvelle Zélande et la mer de Ross de l'autre. Ils soulignent également l’importance de facteurs environnementaux comme la température de fond, la profondeur et la géomorphologie pour expliquer les motifs de distribution des espèces. Enfin, des modèles prédictifs futurs ont été produits sur la base du scénario RCP 8.5 du GIEC. Ils montrent que les régions subantarctiques pourraient être particulièrement impactées par les changements environnementaux y compris au sein du réseau d’Aires Marines Protégées (AMP) mis en place dans l’océan Austral. Les MNE corrélatifs ont fait l’objet de critiques récurrentes dans la littérature scientifique du fait de leur incapacité à prendre en compte les dynamiques biologiques liant espèce et environnement, et de leurs limites pour l'extrapolation des données et la production de projections futures. Des MNE de types mécanistiques reposant sur l'approche des Dynamic Energy Budget ont donc été produits pour l'espèce Sterechinus neumayeri (Meissner, 1900) grâce aux nombreuses connaissances acquises sur le développement et la croissance de l'espèce. La comparaison entre MNE corrélatifs et mécanistiques a permis d’apprécier leur complémentarité et de proposer des projections robustes pour la période actuelle. En revanche, les projections futures ont montré de fortes divergences entre modèles, soulignant la nécessité d'utiliser plusieurs approches de modélisation pour mieux comprendre la distribution des espèces à large échelle et évaluer l’impact du changement climatique sur la biodiversité marine de l’océan Austral. info:eu-repo/semantics/nonPublished Doctorat en Sciences

    From the Sahel to the coastal zone, West Africa is experiencing a variety of environmental changes resulting from both slow processes and sudden shocks. These changes significantly influence migration patterns of populations within and outside of West Africa. In this region, where natural resources are the basis of livelihoods and food security, the relationship between environmental change and socio-economic vulnerability is of particular concern. Environmental degradation impacts the vulnerability of populations and their resiliency in complex ways. The presence of environmental and climatic stresses varies geographically. While desertification and drought are of primary importance for some areas, flooding, coastal erosion, and rising sea levels are the main dangers for others. Within the same population affected by the same climate threats, vulnerability and the likelihood of migration are influenced by socio-economic status, dependence on natural resources, and demographic characteristics. Given the differentiated vulnerabilities and resilience capacities, policies need to be adapted and implemented according to the particular needs of the populations. Policy-makers must also take account of vulnerability as perceived by the people concerned. Therefore, environmental mobility cannot be considered as strictly rational behavior based on real vulnerability. Local populations need to be informed of current and future environmental changes in order to accompany their mobility decisions. Migration can also be an important tool for resilience to socio-environmental change. Creating hosting infrastructure and putting in place mechanisms to protect migrants and displaced persons is a necessary step to mitigate future risks. Regional authorities need to work together to strengthen the resilience of communities of origin to climate shocks, but they must also facilitate migration as an adaptation strategy. De la zone aride au nord à la zone tropicale humide au sud, l’Afrique de l’Ouestconnaît une variété de changements environnementaux quiinfluencent les schémas de migration,tant interne que vers l’extérieur, de ses populations.Alors que la désertification et la sécheresse affectent particulièrement certaines zones, les inondations, l’érosion côtière et l’élévation du niveau de la mer sont les principaux dangers dans d’autres. Dans uncontexte où les ressources naturelles constituent la base des moyens de subsistance et de la sécurité alimentaire, la dégradation de l’environnement impacte de façon complexe la vulnérabilité des populations et ses capacités de résilience. Affectéspar les mêmes menaces climatiques, la vulnérabilité et la probabilité de migrer des individus/ménages sont influencées par leur dépendance aux ressources naturelles,leur statut socio-économique, et leurs caractéristiques démographiques. Compte tenu de ces différences, il est nécessaire que des politiques soient mises en œuvre pour répondre auxbesoins particuliers des populationslocales. Ces dernièresdoivent être informées des changements environnementaux actuels et futurs.La mobilité environnementale ne peut pas être considérée comme un comportement strictement rationnel basé sur la vulnérabilité réelle, les décideurs doivent également tenir compte de la vulnérabilité perçue par les personnes concernées. Créer des infrastructures d’accueil et mettre en place des mécanismes de protection des migrants et des personnesdéplacées est une étape nécessaire pour atténuer les risques futurs. Les autorités régionales doivent travailler ensemble pour renforcer la résilience des communautés d’origine aux chocs climatiques, mais ils doivent aussi faciliter la migration comme une stratégie d’adaptation.

    Belgium, even more than the rest of Europe, was hit very severely by the COVID-19 epidemic. The exact reasons for Europe’s poor performance will be debated for years to come, but available evidence already allows strong conjectures to be drawn. A first plausible factor is that the SARS-CoV-2 virus had a higher lethality potential, which acerbates underlying issues: Europe’s population is old and congregates in densely populated cities, Europeans travel extensively and commute by public transport, and many European countries have a culture of close social interactions. ; info:eu-repo/semantics/published

    La lutte contre le réchauffement climatique et pour la préservation de l’environnement est désormais une priorité que les pouvoirs publics, les entreprises et les particuliers se doivent de traduire en actions tangibles. Dans le champ de la commande publique, la forêt des circulaires, guides et autres vade-mecum consacrés aux marchés publics durables est chaque année plus dense. Ces recommandations, souvent illustrées de cas concrets, constituent une mine d’information et d’encouragement pour le praticien a priori intimidé par le poids de sa responsabilité sociale. Sur le plan strictement juridique, ces manuels multiplient néanmoins les variations sur un même thème. Les dispositions de droit dur spécifiquement consacrées à la question se comptent en effet sur les doigts des deux mains, et même le pianiste le plus virtuose n’y verra qu’une bien plate composition.
