O biodiesel tem sido o produto considerado mais promissor para substituir parte do diesel fóssil consumido no Brasil para reduzir a emissão de carbono. Este trabalho procurou analisar os dois mercados (biodiesel e óleo vegetal), identificar a mistura de biodiesel para cada região brasileira e caracterizar a produção de biodiesel e as processadoras de óleo vegetal. Os resultados mostram que o consumo do biodiesel está concentrado nas regiões Sul e Sudeste. Já as fábricas esmagadoras de óleos vegetais estão estruturadas para processarem soja e se concentram nas regiões Centro-oeste e Sul--------------------The Brazilian government had discussed about alternative energetic matrix to reduce petroleum dependence and carbon emission at atmosphere. Thus, the biodiesel had been main product to replace part of diesel consuming in Brazil. The present paper looked for analysis two markets and to identify the bland of biodiesel each region of Brazil, to describe de biodiesel production and to locate crushing oil vegetable. The results shows that biodiesel consume is concentrated in south and southeast region of Brazil, and the crushing of vegetable oil is structured to process soybean and the main regions are center ester and south of Brazil.

Objetivou-se, neste artigo, principalmente, analisar a influência de três dimensões da economia solidária: cooperação, desenvolvimento humano e sustentabilidade, entre produtores rurais que integram a chamada “Justa Trama” - Rede Solidária do Algodão Agroecológico–. Essa rede atua desde a produção do algodão até a confecção e comercialização das roupas e acessórios. O estudo caracteriza-se como qualitativo. A coleta de dados foi realizada por meio de entrevistas semiestruturadas aplicadas a diversos informantes-chave e a vinte e cinco agricultores. Os entrevistados atuam na primeira etapa de produção do algodão agroecológico no estado do Ceará. Os dados coletados revelaram que as dimensões estudadas, apesar de serem articuladas e compreendidas de forma incipiente pelos trabalhadores rurais, fazem parte das suas práticas cotidianas. A inserção dos produtores rurais no contexto dessa rede tem trazido vários benefícios para os agricultores, como o aumento da renda e consciência ambiental, e incentivado a solidariedade e cooperação mútua.

A análise foi realizada na Região do Vale do Rio Pardo (RS), tradicional produtora de tabaco que concentra as principais multinacionais do setor e possui alta dependência em relação ao produto. O recrudescimento das campanhas antitabagistas e a criação de legislações mais rigorosas serviram de alerta à região para os riscos da dependência em relação à cadeia produtiva do tabaco. Atualmente, são desenvolvidos localmente dois projetos baseados na produção de biocombustíveis que buscam o desenvolvimento local sustentável, aproveitando as potencialidades da região. A metodologia de pesquisa utilizada caracteriza-se como uma abordagem qualitativa, e a coleta de dados foi realizada através de entrevistas em profundidade com os atores envolvidos nos projetos em desenvolvimento. O estudo revela que os projetos podem gerar importantes complementos de renda para os agricultores familiares da região, apesar do envolvimento histórico com o tabaco e a alta renda que o produto gera atualmente. Os projetos de produção de biocombustíveis foram adaptados à realidade local e não buscam substituir a produção de tabaco enquanto esta for rentável, mas oferecer renda complementar e capaz de estimular a diversificação produtiva.---------------------------------------------------The present paper explores the role of biofuels production for endogenous local development. The analysis was accomplished in the Vale do Rio Pardo Region, located in Rio Grande do Sul State. As a traditional tobacco producer, the region concentrates the most important multinational tobacco companies and is highly dependent on this product. The worsening of anti-tobacco campaigns and the intent to create laws more rigorous to the sector has alerted the region to the risks of high dependence on tobacco productive chain. Nowadays, in Vale do Rio Pardo Region, two projects based on biofuels are being developed, seeking a local sustainable development construct by regional potentialities. The article’s research methodology is characterized as a qualitative approach, and the data have been collected through in-depth interviews with the actors involved in the ongoing projects. The study highlights that these projects can generate important income complements for the family farmers, even with the historical involvement with tobacco production and the high incomes currently generated by this product. The biofuels projects have been adapted to local reality and do not aim to substitute tobacco production, while this is profitable. However, the projects can offer complemental incomes and stimulate productive diversification.

In order to achieve this goal, a survey was conducted to identify the consumption of the main resources (inputs) and product creation (outputs) in a random sample of twenty six units, which allowed for their classification according to size. This enabled the creation of an efficiency ranking, using Data Envelopment Analysis (DEA), whose variables were chosen by the stepwise method. The results suggest that, for the plants studied, there is no direct relation between size and operational efficiency, which can be explained by technical aspects associated to the inputs. The results provide subsides to the managers in the sugar and ethanol plants, who can then better structure their operational strategies.

The Economic Transaction Cost (ETC) was used as theoretical support. Fifteen entrepreneurs or company directors were interviewed to identify and characterize the transactions between the chain’s segments and to analyze the governance structure adopted by the agents. The companies involved in this study are located in twenty four municipal districts in the region. Analysis of the transactions between the agents demonstrated an increasing search for contracts, determined mainly by the need to guarantee the supply of raw material. This governance structure tends to be increasingly adopted by different segments of the production chain, especially in transactions involving residues, either for energy generation or other more noble uses.

O Brasil também se apoiou nessas fontes energéticas para o desenvolvimento de atividades industriais, agrícolas, de serviços e da própria sociedade. Entretanto, vive-se hoje uma crise no abastecimento energético, em função da problemática geopolítica, econômica e ambiental em torno da extração e comercialização desses recursos, uma vez que possuem ainda, caráter não renovável, portanto, finito na natureza. Os escassos investimentos governamentais e a abertura econômica do setor energético resultou no fim do monopólio energético, o que favoreceu a implantação de sistemas alternativos, na maioria, advindos da biomassa. Dentre esses, destaca-se a co-geração de energia a partir do bagaço da cana-de-açúcar, cuja implantação é assegurada por uma safra constante, que libera elevada quantidade de resíduos (palha, bagaço e vinhoto). E em períodos de estiagem há a possibilidade de se produzir excedentes que poderão aproveitar as estruturas de transmissão de energia já existentes para distribuição. Essa atividade tem se tornado foco alternativo de renda e energia para muitas usinas, que juntamente com órgãos de pesquisa vêm desenvolvendo tecnologias que favoreçam o processo de queima para gerar excedentes. Sendo assim, esse artigo tem como objetivo principal discutir as vantagens e desvantagens da utilização da biomassa no Brasil, especificamente, da geração de energia a partir do bagaço da cana-de-açúcar, revelando também as problemáticas em torno da utilização de fontes energéticas tradicionais. ---------------------------------------------For a long time, fossil fuels and water were the major propellants of civilization and the economy. Brazil has also supported these energy sources for the development of industrial activities, agricultural, services and the society itself. Therefore, living up today a crisis in energy supply, depending on the geopolitical problems, economic and environmental around the extraction and marketing of these resources, since they have not yet renewed character, so finite in nature. The meager governmental investments in the energy sector of economic openness resulted in the end of the energy monopoly, which favored the deployment of alternative systems, in the majority, arising from biomass. Among these includes the co-generation of power from sugar cane bagasse, whose deployment is ensured by a constant harvest, which releases large quantities of waste (straw, bagasse and vinhoto). And in drought periods there is the possibility to produce surpluses that could take the structures of existing overhead power for distribution. This activity has become focus of alternative income and energy for many plants, which together with research bodies have been developing technologies that promote the process of burning to generate surpluses. Therefore, this article aims to discuss the main advantages and disadvantages of the use of biomass in Brazil, particularly, the generation of energy from sugar cane bagasse, revealing also the problems surrounding the use of traditional energy sources.

A demanda e a oferta por este biocombustível são crescentes nos últimos anos e com grande possibilidade de se manter forte e dinâmica por vários anos. Neste contexto, o estudo teve como objetivo analisar quais as variáveis que afetaram a oferta e a demanda de etanol no Brasil, no período de 1995 a 2006. O método de análise utilizado foi o modelo de equilíbrio simultâneo por meio de mínimos quadrados em dois estágios, com correção de variância via métodos de momentos generalizados (GMM). Para ilustrar o uso do modelo em simulações de políticas, investiga-se o efeito de um aumento relativo no preço do petróleo no mercado do etanol, ceteris paribus. Os resultados do modelo foram significativos, mas o interessante é que o álcool não se mostrou substituto perfeito da gasolina no período analisado, pois o seu papel fundamental foi de aditivo da gasolina. ----------------------------------------------The great necessity for reducing the dependency upon oil due to its price, which is constantly increasing, the concern about the environment (Kyoto Protocol) and the increasing demand for flex cars have highlighted the role of ethanol - a totally renewable source of energy. The supply and demand for this biofuel are increasing in the past years and with a great chance to keep strong and dynamic for many years. In this context, the objective of the study was to analyse which variables affected the supply and demand for ethanol in Brazil, considering the period from 1995 to 2006. The method of analysis used was a simultaneous equilibrium model by means of two stages, least squares with correction of the variance by the generalized method of moments (GMM). To illustrate the use of the model in policy simulation it is studied the effect of a relative increase in oil price in the market of ethanol, ceteris paribus. The results of the model were significant, but what is interesting is that the alcohol did not appear to be a perfect substitutive for gasoline in the mentioned period, since his fundamental role was of an additive of gasoline.

Objetivou-se, neste artigo, principalmente, analisar a influência de três dimensões da economia solidária: cooperação, desenvolvimento humano e sustentabilidade, entre produtores rurais que integram a chamada “Justa Trama” - Rede Solidária do Algodão Agroecológico–. Essa rede atua desde a produção do algodão até a confecção e comercialização das roupas e acessórios. O estudo caracteriza-se como qualitativo. A coleta de dados foi realizada por meio de entrevistas semiestruturadas aplicadas a diversos informantes-chave e a vinte e cinco agricultores. Os entrevistados atuam na primeira etapa de produção do algodão agroecológico no estado do Ceará. Os dados coletados revelaram que as dimensões estudadas, apesar de serem articuladas e compreendidas de forma incipiente pelos trabalhadores rurais, fazem parte das suas práticas cotidianas. A inserção dos produtores rurais no contexto dessa rede tem trazido vários benefícios para os agricultores, como o aumento da renda e consciência ambiental, e incentivado a solidariedade e cooperação mútua.

A análise foi realizada na Região do Vale do Rio Pardo (RS), tradicional produtora de tabaco que concentra as principais multinacionais do setor e possui alta dependência em relação ao produto. O recrudescimento das campanhas antitabagistas e a criação de legislações mais rigorosas serviram de alerta à região para os riscos da dependência em relação à cadeia produtiva do tabaco. Atualmente, são desenvolvidos localmente dois projetos baseados na produção de biocombustíveis que buscam o desenvolvimento local sustentável, aproveitando as potencialidades da região. A metodologia de pesquisa utilizada caracteriza-se como uma abordagem qualitativa, e a coleta de dados foi realizada através de entrevistas em profundidade com os atores envolvidos nos projetos em desenvolvimento. O estudo revela que os projetos podem gerar importantes complementos de renda para os agricultores familiares da região, apesar do envolvimento histórico com o tabaco e a alta renda que o produto gera atualmente. Os projetos de produção de biocombustíveis foram adaptados à realidade local e não buscam substituir a produção de tabaco enquanto esta for rentável, mas oferecer renda complementar e capaz de estimular a diversificação produtiva.---------------------------------------------------The present paper explores the role of biofuels production for endogenous local development. The analysis was accomplished in the Vale do Rio Pardo Region, located in Rio Grande do Sul State. As a traditional tobacco producer, the region concentrates the most important multinational tobacco companies and is highly dependent on this product. The worsening of anti-tobacco campaigns and the intent to create laws more rigorous to the sector has alerted the region to the risks of high dependence on tobacco productive chain. Nowadays, in Vale do Rio Pardo Region, two projects based on biofuels are being developed, seeking a local sustainable development construct by regional potentialities. The article’s research methodology is characterized as a qualitative approach, and the data have been collected through in-depth interviews with the actors involved in the ongoing projects. The study highlights that these projects can generate important income complements for the family farmers, even with the historical involvement with tobacco production and the high incomes currently generated by this product. The biofuels projects have been adapted to local reality and do not aim to substitute tobacco production, while this is profitable. However, the projects can offer complemental incomes and stimulate productive diversification.

In order to achieve this goal, a survey was conducted to identify the consumption of the main resources (inputs) and product creation (outputs) in a random sample of twenty six units, which allowed for their classification according to size. This enabled the creation of an efficiency ranking, using Data Envelopment Analysis (DEA), whose variables were chosen by the stepwise method. The results suggest that, for the plants studied, there is no direct relation between size and operational efficiency, which can be explained by technical aspects associated to the inputs. The results provide subsides to the managers in the sugar and ethanol plants, who can then better structure their operational strategies.

The Economic Transaction Cost (ETC) was used as theoretical support. Fifteen entrepreneurs or company directors were interviewed to identify and characterize the transactions between the chain’s segments and to analyze the governance structure adopted by the agents. The companies involved in this study are located in twenty four municipal districts in the region. Analysis of the transactions between the agents demonstrated an increasing search for contracts, determined mainly by the need to guarantee the supply of raw material. This governance structure tends to be increasingly adopted by different segments of the production chain, especially in transactions involving residues, either for energy generation or other more noble uses.

O Brasil também se apoiou nessas fontes energéticas para o desenvolvimento de atividades industriais, agrícolas, de serviços e da própria sociedade. Entretanto, vive-se hoje uma crise no abastecimento energético, em função da problemática geopolítica, econômica e ambiental em torno da extração e comercialização desses recursos, uma vez que possuem ainda, caráter não renovável, portanto, finito na natureza. Os escassos investimentos governamentais e a abertura econômica do setor energético resultou no fim do monopólio energético, o que favoreceu a implantação de sistemas alternativos, na maioria, advindos da biomassa. Dentre esses, destaca-se a co-geração de energia a partir do bagaço da cana-de-açúcar, cuja implantação é assegurada por uma safra constante, que libera elevada quantidade de resíduos (palha, bagaço e vinhoto). E em períodos de estiagem há a possibilidade de se produzir excedentes que poderão aproveitar as estruturas de transmissão de energia já existentes para distribuição. Essa atividade tem se tornado foco alternativo de renda e energia para muitas usinas, que juntamente com órgãos de pesquisa vêm desenvolvendo tecnologias que favoreçam o processo de queima para gerar excedentes. Sendo assim, esse artigo tem como objetivo principal discutir as vantagens e desvantagens da utilização da biomassa no Brasil, especificamente, da geração de energia a partir do bagaço da cana-de-açúcar, revelando também as problemáticas em torno da utilização de fontes energéticas tradicionais. ---------------------------------------------For a long time, fossil fuels and water were the major propellants of civilization and the economy. Brazil has also supported these energy sources for the development of industrial activities, agricultural, services and the society itself. Therefore, living up today a crisis in energy supply, depending on the geopolitical problems, economic and environmental around the extraction and marketing of these resources, since they have not yet renewed character, so finite in nature. The meager governmental investments in the energy sector of economic openness resulted in the end of the energy monopoly, which favored the deployment of alternative systems, in the majority, arising from biomass. Among these includes the co-generation of power from sugar cane bagasse, whose deployment is ensured by a constant harvest, which releases large quantities of waste (straw, bagasse and vinhoto). And in drought periods there is the possibility to produce surpluses that could take the structures of existing overhead power for distribution. This activity has become focus of alternative income and energy for many plants, which together with research bodies have been developing technologies that promote the process of burning to generate surpluses. Therefore, this article aims to discuss the main advantages and disadvantages of the use of biomass in Brazil, particularly, the generation of energy from sugar cane bagasse, revealing also the problems surrounding the use of traditional energy sources.

A demanda e a oferta por este biocombustível são crescentes nos últimos anos e com grande possibilidade de se manter forte e dinâmica por vários anos. Neste contexto, o estudo teve como objetivo analisar quais as variáveis que afetaram a oferta e a demanda de etanol no Brasil, no período de 1995 a 2006. O método de análise utilizado foi o modelo de equilíbrio simultâneo por meio de mínimos quadrados em dois estágios, com correção de variância via métodos de momentos generalizados (GMM). Para ilustrar o uso do modelo em simulações de políticas, investiga-se o efeito de um aumento relativo no preço do petróleo no mercado do etanol, ceteris paribus. Os resultados do modelo foram significativos, mas o interessante é que o álcool não se mostrou substituto perfeito da gasolina no período analisado, pois o seu papel fundamental foi de aditivo da gasolina. ----------------------------------------------The great necessity for reducing the dependency upon oil due to its price, which is constantly increasing, the concern about the environment (Kyoto Protocol) and the increasing demand for flex cars have highlighted the role of ethanol - a totally renewable source of energy. The supply and demand for this biofuel are increasing in the past years and with a great chance to keep strong and dynamic for many years. In this context, the objective of the study was to analyse which variables affected the supply and demand for ethanol in Brazil, considering the period from 1995 to 2006. The method of analysis used was a simultaneous equilibrium model by means of two stages, least squares with correction of the variance by the generalized method of moments (GMM). To illustrate the use of the model in policy simulation it is studied the effect of a relative increase in oil price in the market of ethanol, ceteris paribus. The results of the model were significant, but what is interesting is that the alcohol did not appear to be a perfect substitutive for gasoline in the mentioned period, since his fundamental role was of an additive of gasoline.
