In this study, the pressure differential, test dust capacity, quality factor and operating life of class F8 pleat–plate and multi-bag type chemical fiber filters were evaluated using an air filter performance test system. The results showed that the resistance increase rate of multi-bag filter (0.49 Pa/g·(cm/s)) was lower than that of pleat–plate filter (1.94 Pa/g·(cm/s)), the quality factor of the multi-bag filter was lower than that of pleat–plate filter, and the dust capacity of the multi-bag filter was much higher than that of the pleat–plate filter. The operating life of the multi-bag filter was 8 times as that of the pleat–plate filter with the measured PM2.5 of outdoor. The energy consumption of the pleat–plate filter was 2.2 times that of the multi-bag filter. Analyzing the electron microscope photos after dust loading, the dust depth of pleat–plate filter into filter material was thinner than that of multi-bag filter. The research results could provide data support for the design optimization and selection of ventilation filters and the treatment of the particulate matter in indoor environments.

Almost all SHPs in this region are being developed as run of the river mode which generally causes less/no submergence and quite less displacement of people as compared to large reservoir based hydropower production mode. However, in the absence of proper planning and monitoring mechanism, these projects are causing implacable tunnelling of hills, choking of streams, conversion of streams into dry ditches and long term socio-environmental impacts. This paper presents a SHP development study from hydro rich Beas river basin of Himachal Pradesh, a state nestled in western Himalayan region of India. In depth field studies, focus group discussions with the project affected people and interaction with project proponents of five SHPs in this region suggest that sustainability issues with respect to SHPs are not small vis-a-vis size of their installed capacity. There is an urgent need to take steps to include SHPs having an installed capacity of above 10 MW into the ambit of environment clearance process which is absent in many countries of the world at present.

Abstract In Australia, the government spending on public buildings’ energy and water consumption is considerable; however the building energy and water retrofit market potential has been diminished by a number of barriers, especially financial. In contrast, in other advanced economies there are several reported financing strategies that have been shown to accelerate retrofit projects implementation. In this study, a coupled Bayesian Network – System Dynamics model was developed with the core aim to assess the likely influence of those novel financing options and procurement procedures on public building retrofit outcomes scenarios in the Australian context. A particular case-study focusing on Australian public hospitals was showcased as an example in this paper. Stakeholder engagement was utilised to estimate likely preferences and to conceptualise causal relationships of model parameters. The scenario modelling showed that a revolving loan fund supporting an energy performance contracting procurement procedure was preferred. Subsequently, the specific features of this preferred framework were optimised to yield the greatest number of viable retrofit projects over the long term. The results indicated that such a financing scheme would lead to substantial abatement of energy and water consumption, as well as carbon emissions. The strategic scenario analysis approach developed herein provides evidence-based support to policy-makers advocating novel financing and procurement models for addressing a government’s sustainability agenda in a financially responsible and net-positive manner.

Insurance pricing is a crucial factor restricting the market share of environment pollution liability insurance, from the perspective of the Black–Scholes pricing model, which in turn has influenced the solvency of insurance companies in China. Firstly, this study analyzes the problems existing in compulsory liability insurance for environmental pollution in China. It proceeds with analyzing the price of compulsory environmental pollution liability insurance using the Black–Scholes pricing model, and derives a high premium insurance rate of 2.44%. Moreover, it performs a multivariate regression analysis using the asset and liability data, taken from the annual report, to identify three key factors affecting the solvency adequacy ratio, namely, capital debt ratio, reflecting the company asset structure; net interest rate on assets, reflecting the asset scale with actual solvency; and claim ratio, reflecting the business quality. Based on the results of regression analysis and robustness test for the China Insurance Clauses (CIC) company, People’s Insurance Company of China (PICC), and Asia-Pacific Property & Casualty Insurance (API) company, it is shown that the effect of total asset, total debt, capital debt ratio, claim ratio, and net interest rate on assets on the solvency adequacy ratio is significant, with respect to the size of the coefficients. Based on the Black–Scholes pricing model found in the previous cycle of liability insurance, and keeping in view the existing problems of environmental pollution liability insurance expenditure, this paper presents suggestions that are conducive to improving the solvency of insurance companies in China.

Community sociologists have examined community attachment through an almost exclusive focus on people’s social relations. Recent research efforts have noted the neglect of the physical place in traditional community sociological studies. Doing this has brought the physical environment into their discussions of community attachment. Despite this progress, we remain limited in our understanding of the physical environment’s contribution to peoples’ attachment to their communities and whether its effect on community attachment is applicable in the context of urban settings. In an effort to expand our knowledge of this topic, this study explored the contributions of the urban physical environment on community attachment. By selecting the Discovery Green Park as a typical form of physical environment in Houston, Texas, this study sought to investigate how people’s levels of community attachment could be predicted by: (1) peoples’ interactions with an urban park; (2) people’s emotional connections with such a park; and (3) peoples’ social interactions with others within the park. After conducting a series of block model regression analyses, we found that community attachment was not completely defined by social factors, but also depended upon peoples’ emotional connections with the local physical environment and the social interactions happening in those settings.

However, the main reason for the increasing uptake of this type of solution is their many benefits for the local inhabitants, including recreational value. Previous studies on recreational value focus on studies of existing nature sites that are often much larger than what is considered as new NBS for flood adaptation studies in urban areas. We thus prioritized studies with smaller areas and nature types suitable for urban flood adaptation and divided them into four common nature types for urban flood adaptation: sustainable urban drainage systems, city parks, nature areas and rivers. We identified 23 primary valuation studies, including both stated and revealed preference studies, and derived two value transfer functions based on meta-regression analysis on existing areas. We investigated trends between values and variables and found that for the purpose of planning of new NBS the size of NBS and population density were determining factors of recreational value. For existing NBS the maximum travelling distance may be included as well. We find that existing state-of-the-art studies overestimate the recreational with more than a factor of 4 for NBS sizes below 5 ha. Our results are valid in a European context for nature-based solutions below 250 ha and can be applied across different NBS types and sizes.

Zhou; Hongye Wei;Effectively analyzing and then treating energy-related air pollution requires examining every factor, from the pollution source to the end of treatment. This paper applies index decomposition analysis and a whole process treatment perspective to identify the factors facilitating air pollution reduction across three stages: source prevention, process control, and end-of-pipe treatment. Empirical research using data from China’s Jiangsu Province and its 13 cities reveals differences in local approaches to pollution prevention. At the provincial level, end-of-pipe treatment remains the primary approach to control air pollution emissions, indicating that the pattern of “pollute first, govern later” has not yet been fundamentally reversed. At the city level, 13 cities can be divided into four types, based on their approach to air pollution treatment: the leading type, process-dependent type, end-dependent type, and lagging type. Of these, 7 cities are using multiple control approaches, reflecting the comprehensive effect of whole process treatment. The Jiangsu Province should consider further strengthening effective whole process air pollution treatment models, by transitioning to pollution control, adjusting industrial structure, promoting technological progress, and consuming clean energy.

This study analyzes farmers’ perception of grazing restriction policies, grassland environment and ecological management following the implementation of environmental protection policies in northern China. Understanding farmers’ attitudes and their causes will hopefully aid in the creation and execution of future policies. One hundred and thirty-five households were surveyed at three occasions over the course of a decade to explore the causes and processes of farmers’ perception. Farmers’ ecological awareness tends to be short term. In areas with a degraded environment, farmers were eager to implement policies to improve the environment and recognized the positive impact of the grazing ban policy (GBP). However, as conditions improved, farmers’ recognition and acceptance of the GBP became negative. Although farmers recognized the benefits of the GBP, they showed little awareness of the long-term process of environmental governance. As can be seen from the farmers’ ecological awareness and their attitudes toward the GBP, they are more inclined to value short-term economic interest than ecological protection. We suggest that good environmental protection policy must take into account the ecological and economic interests of farmers.

Public transport systems in different parts of the world are currently undergoing a change characterised by the introduction of battery-powered electric buses in everyday operations. The introduction of electric buses brings new challenges such as high investment costs and technology concerns, as well as new forms of collaboration between both established and new actors. The aim of this paper is to disentangle different actors’ rationale for the transition, identifying underlying interests in and expectations of the electric bus system. With a focus on the Swedish context, we found that whilst common rationales exist, these are influenced by collective expectations and different underlying interests for the actor groups. We found that the interests of the actors are grounded in expectations of future developments, but also relate to the experience that the transition is occurring faster than previously anticipated. The results show a high degree of consensus regarding the transition to electric buses, although the actors have varying resources and action spaces with which to influence the transition, which is largely determined by the institutional and local context.

In this study, the pressure differential, test dust capacity, quality factor and operating life of class F8 pleat–plate and multi-bag type chemical fiber filters were evaluated using an air filter performance test system. The results showed that the resistance increase rate of multi-bag filter (0.49 Pa/g·(cm/s)) was lower than that of pleat–plate filter (1.94 Pa/g·(cm/s)), the quality factor of the multi-bag filter was lower than that of pleat–plate filter, and the dust capacity of the multi-bag filter was much higher than that of the pleat–plate filter. The operating life of the multi-bag filter was 8 times as that of the pleat–plate filter with the measured PM2.5 of outdoor. The energy consumption of the pleat–plate filter was 2.2 times that of the multi-bag filter. Analyzing the electron microscope photos after dust loading, the dust depth of pleat–plate filter into filter material was thinner than that of multi-bag filter. The research results could provide data support for the design optimization and selection of ventilation filters and the treatment of the particulate matter in indoor environments.

Almost all SHPs in this region are being developed as run of the river mode which generally causes less/no submergence and quite less displacement of people as compared to large reservoir based hydropower production mode. However, in the absence of proper planning and monitoring mechanism, these projects are causing implacable tunnelling of hills, choking of streams, conversion of streams into dry ditches and long term socio-environmental impacts. This paper presents a SHP development study from hydro rich Beas river basin of Himachal Pradesh, a state nestled in western Himalayan region of India. In depth field studies, focus group discussions with the project affected people and interaction with project proponents of five SHPs in this region suggest that sustainability issues with respect to SHPs are not small vis-a-vis size of their installed capacity. There is an urgent need to take steps to include SHPs having an installed capacity of above 10 MW into the ambit of environment clearance process which is absent in many countries of the world at present.

Abstract In Australia, the government spending on public buildings’ energy and water consumption is considerable; however the building energy and water retrofit market potential has been diminished by a number of barriers, especially financial. In contrast, in other advanced economies there are several reported financing strategies that have been shown to accelerate retrofit projects implementation. In this study, a coupled Bayesian Network – System Dynamics model was developed with the core aim to assess the likely influence of those novel financing options and procurement procedures on public building retrofit outcomes scenarios in the Australian context. A particular case-study focusing on Australian public hospitals was showcased as an example in this paper. Stakeholder engagement was utilised to estimate likely preferences and to conceptualise causal relationships of model parameters. The scenario modelling showed that a revolving loan fund supporting an energy performance contracting procurement procedure was preferred. Subsequently, the specific features of this preferred framework were optimised to yield the greatest number of viable retrofit projects over the long term. The results indicated that such a financing scheme would lead to substantial abatement of energy and water consumption, as well as carbon emissions. The strategic scenario analysis approach developed herein provides evidence-based support to policy-makers advocating novel financing and procurement models for addressing a government’s sustainability agenda in a financially responsible and net-positive manner.

Insurance pricing is a crucial factor restricting the market share of environment pollution liability insurance, from the perspective of the Black–Scholes pricing model, which in turn has influenced the solvency of insurance companies in China. Firstly, this study analyzes the problems existing in compulsory liability insurance for environmental pollution in China. It proceeds with analyzing the price of compulsory environmental pollution liability insurance using the Black–Scholes pricing model, and derives a high premium insurance rate of 2.44%. Moreover, it performs a multivariate regression analysis using the asset and liability data, taken from the annual report, to identify three key factors affecting the solvency adequacy ratio, namely, capital debt ratio, reflecting the company asset structure; net interest rate on assets, reflecting the asset scale with actual solvency; and claim ratio, reflecting the business quality. Based on the results of regression analysis and robustness test for the China Insurance Clauses (CIC) company, People’s Insurance Company of China (PICC), and Asia-Pacific Property & Casualty Insurance (API) company, it is shown that the effect of total asset, total debt, capital debt ratio, claim ratio, and net interest rate on assets on the solvency adequacy ratio is significant, with respect to the size of the coefficients. Based on the Black–Scholes pricing model found in the previous cycle of liability insurance, and keeping in view the existing problems of environmental pollution liability insurance expenditure, this paper presents suggestions that are conducive to improving the solvency of insurance companies in China.

Community sociologists have examined community attachment through an almost exclusive focus on people’s social relations. Recent research efforts have noted the neglect of the physical place in traditional community sociological studies. Doing this has brought the physical environment into their discussions of community attachment. Despite this progress, we remain limited in our understanding of the physical environment’s contribution to peoples’ attachment to their communities and whether its effect on community attachment is applicable in the context of urban settings. In an effort to expand our knowledge of this topic, this study explored the contributions of the urban physical environment on community attachment. By selecting the Discovery Green Park as a typical form of physical environment in Houston, Texas, this study sought to investigate how people’s levels of community attachment could be predicted by: (1) peoples’ interactions with an urban park; (2) people’s emotional connections with such a park; and (3) peoples’ social interactions with others within the park. After conducting a series of block model regression analyses, we found that community attachment was not completely defined by social factors, but also depended upon peoples’ emotional connections with the local physical environment and the social interactions happening in those settings.

However, the main reason for the increasing uptake of this type of solution is their many benefits for the local inhabitants, including recreational value. Previous studies on recreational value focus on studies of existing nature sites that are often much larger than what is considered as new NBS for flood adaptation studies in urban areas. We thus prioritized studies with smaller areas and nature types suitable for urban flood adaptation and divided them into four common nature types for urban flood adaptation: sustainable urban drainage systems, city parks, nature areas and rivers. We identified 23 primary valuation studies, including both stated and revealed preference studies, and derived two value transfer functions based on meta-regression analysis on existing areas. We investigated trends between values and variables and found that for the purpose of planning of new NBS the size of NBS and population density were determining factors of recreational value. For existing NBS the maximum travelling distance may be included as well. We find that existing state-of-the-art studies overestimate the recreational with more than a factor of 4 for NBS sizes below 5 ha. Our results are valid in a European context for nature-based solutions below 250 ha and can be applied across different NBS types and sizes.

Zhou; Hongye Wei;Effectively analyzing and then treating energy-related air pollution requires examining every factor, from the pollution source to the end of treatment. This paper applies index decomposition analysis and a whole process treatment perspective to identify the factors facilitating air pollution reduction across three stages: source prevention, process control, and end-of-pipe treatment. Empirical research using data from China’s Jiangsu Province and its 13 cities reveals differences in local approaches to pollution prevention. At the provincial level, end-of-pipe treatment remains the primary approach to control air pollution emissions, indicating that the pattern of “pollute first, govern later” has not yet been fundamentally reversed. At the city level, 13 cities can be divided into four types, based on their approach to air pollution treatment: the leading type, process-dependent type, end-dependent type, and lagging type. Of these, 7 cities are using multiple control approaches, reflecting the comprehensive effect of whole process treatment. The Jiangsu Province should consider further strengthening effective whole process air pollution treatment models, by transitioning to pollution control, adjusting industrial structure, promoting technological progress, and consuming clean energy.

This study analyzes farmers’ perception of grazing restriction policies, grassland environment and ecological management following the implementation of environmental protection policies in northern China. Understanding farmers’ attitudes and their causes will hopefully aid in the creation and execution of future policies. One hundred and thirty-five households were surveyed at three occasions over the course of a decade to explore the causes and processes of farmers’ perception. Farmers’ ecological awareness tends to be short term. In areas with a degraded environment, farmers were eager to implement policies to improve the environment and recognized the positive impact of the grazing ban policy (GBP). However, as conditions improved, farmers’ recognition and acceptance of the GBP became negative. Although farmers recognized the benefits of the GBP, they showed little awareness of the long-term process of environmental governance. As can be seen from the farmers’ ecological awareness and their attitudes toward the GBP, they are more inclined to value short-term economic interest than ecological protection. We suggest that good environmental protection policy must take into account the ecological and economic interests of farmers.

Public transport systems in different parts of the world are currently undergoing a change characterised by the introduction of battery-powered electric buses in everyday operations. The introduction of electric buses brings new challenges such as high investment costs and technology concerns, as well as new forms of collaboration between both established and new actors. The aim of this paper is to disentangle different actors’ rationale for the transition, identifying underlying interests in and expectations of the electric bus system. With a focus on the Swedish context, we found that whilst common rationales exist, these are influenced by collective expectations and different underlying interests for the actor groups. We found that the interests of the actors are grounded in expectations of future developments, but also relate to the experience that the transition is occurring faster than previously anticipated. The results show a high degree of consensus regarding the transition to electric buses, although the actors have varying resources and action spaces with which to influence the transition, which is largely determined by the institutional and local context.
