description Publicationkeyboard_double_arrow_right Article , Journal 2013Publisher:Elsevier BV Abstract The industry in China has been developing extensively in the last few decades. Large investments in China's industry may cause congestion because congestion is a widely observed economic phenomenon in such a scenario. In order to know the performance and allocate resources well, it is necessary for the Chinese government to measure congestion of the industry. Many scholars have studied this topic by means of data envelopment analysis (DEA). However, previous studies only pay attention to the framework of desirable outputs. In fact, undesirable outputs often accompany desirable outputs in production. Thus, in this study, a new approach for measuring congestion with undesirable outputs is proposed and applied to analyzing congestion of the industry in 31 administrative regions of China. The results show that five regions have congestion in their industry in 2010. Besides, the regions located in the east of the country perform the best in ecological efficiency, followed by regions in central and west China. Based on these findings, this paper proposes some political schemes to improve regional industrial efficiency.

In this paper, based on the beneficiary pays principle, we use biogas production from crop straw as an example and analyze households' willingness to pay (WTP) for the local government-led project on energy utilization of crop straw. “Interpersonal trust” and “institutional trust” variables are introduced to improve the unified theory of acceptance and use of technology (UTAUT) model, on the basis of which, Probit and Interval Regression Models are employed to explore the determinants of households' WTP. Results show that: 1) Most households are willing to pay for biogas utilization of crop straw, and the average expected value of households' WTP is about 20.72 RMB per household monthly; 2) Crop straw program cost and benefit trade-offs, convenience of logistics and technology, and trust factors all play an important role in households’ WTP; 3) If the cultivation of trust is neglected, even if households have high expectations for the ecological performance of biogas production from crop straw, their WTP will not be improved. Conclusions are summarized to provide an important reference for the formulation of policies to improve energy utilization of crop straw in developing countries or regions.

The paper focuses on the interaction effect between energy consumption and trade in intermediate goods on carbon emission. The empirical results presented suggest that international trade in intermediate goods decreases the positive impact on carbon emission of energy consumption. When compared with the trade in final goods, intermediate goods trade contributes to a greater decrease in carbon pollution resulting from energy consumption. These results confirm that the link between energy consumption and carbon pollution in East Asia is significantly affected by international production fragmentation-induced trade in intermediate goods. The results presented in this paper have some important policy implications.

Sustainable development can only be realized by reducing energy intensity. Although some general factors that influence energy intensity have been described, less information is available to compare energy intensity in different regions. Here we use existing literature to assess the effects of three internal factors (economic structure, energy consumption structure, and technological progress) on energy intensity in three regions of China. We use panel data from 2000 to 2009 and find that the effects of each factor differ in each region. We further differentiate these effects by decomposing technological progress into three parts using the DEA-Malmquist approach. We find three components of technological change have completely different effects in each region. Furthermore, these findings are applied to propose relevant suggestions to reduce energy intensity in different regions of China.

We analyze data from a 2009 survey of more than 400 owner-occupiers of single-family detached, semidetached, and row houses in Germany, that was conducted as a computer-assisted personal interview (CAPI). In the survey, respondents were asked directly for reasons for and against retrofitting their homes, but also faced a choice experiment involving different energy retrofit measures. Overall, both the descriptive and econometric results show that house owners who are able to afford it financially, for whom it is profitable, and for whom there is a favorable opportunity, are more likely to undertake energy retrofit activities. Based on an estimated mixed logit error component model, we also simulate the incentive effects of different policy options, such as public subsidies and energy tax increases.

Peng Jiang in OpenAIREAbstract The European Union (EU) has the world's most extensive regional power trade, making it essential for the EU environmental energy policies. Understanding the nexus amongst water, power and CO2 emissions is essential for sustainable water and energy resource management. Although a number of related studies on the nexus have been conducted, integrating virtual water and CO2 emission footprints for the power sector requires further attention. The current study analyses the virtual water and CO2 emissions embodied in the power supply, demand and regional trade. A network model is developed to track the virtual water and CO2 emissions of the inter-regional power trade for the case of EU-27 countries in 2017. The total virtual CO2 emissions and the embodied virtual water in the EU inter-regional power trade are estimated as 7.0 × 104 t CO2 and 5.6 × 108 m3, with a hydropower contribution of 37.8%. The largest virtual water and CO2 emissions exporters are identified by France (8.8 × 107 m3) and Germany (2 × 104 t), whilst the largest virtual CO2 importer is Austria (1 × 104 t). The identified synergy of climate mitigation and water scarcity provides a benchmark for policymakers to develop strategies for sustainable power development considering the virtual footprint in trade flow simultaneously.

Against the backdrop of the "Big Data Era," social media is an appealing and promising tool for a timely and complete understanding of public perception and attitudes towards climate policies. This paper examines the public's spontaneous attention and awareness about carbon emissions trading (ETS). Tweets related to the EU-ETS, published between 2008 and 2019, were collected for multi-dimensional analysis. Empirical results show several important findings. First, public attention on the EU-ETS has increased significantly since 2011. Second, government officials and industry practitioners have a stronger influence in the discussions than the public and industrial enterprises. Third, topic followers mostly gathered in Belgium (16.65%), the UK (11.6%), and some non-regulated countries like the US and Australia. Fourth, the public mainly focused on the policies and legislation, allowance price, and allocation. The innovation of this study rests in the development of a social media data-based research framework to examine the public's cognition of climate policies, which integrates the advantages of public social media, social network analysis, and text topic analysis. This study provides comprehensive analysis and support for climate policy implementation and public acceptance improvement.

This paper points out the technical weaknesses of China's current numerical management system. In the process of target disaggregation, the national target cannot be fully disaggregated to local governments, sectors and enterprises without omissions. At the same time, governments at lower levels face pressure for reducing energy intensity that exceeds their respective jurisdictions. In the process of information feedback, information failure is inevitable due to statistical inaccuracy. Furthermore, the monitoring system is unable to correct all errors, and data verification plays a limited role in the examination system. To address these problems, we recommend that the government: use total energy consumption as the primary indicator of energy management; reform the accounting and reporting of energy statistics toward greater consistency, timeliness and transparency; clearly define the responsibility of the higher levels of government.

Chuanwang Sun in OpenAIREAbstract: This paper adopts data envelopment analysis, namely the range adjusted measure (RAM) which is based on the additive structure, to measure the technical efficiency and productivity change. Note that we distinguish among energy and non-energy inputs in the analysis. The Luenberger productivity indicator is decomposed for the provinces of China for the period of 2006–2015. Specifically, we seek to identify the key directions for energy conservation and emission reduction by analyzing the environmental productivity change decomposition. The results show that sulfur dioxide and carbon dioxide emissions from primary energy consumption along with primary energy consumption are important variables contributing to atmospheric environmental inefficiency in Chinese provinces. Furthermore, static efficiency scores associated with energy consumption and atmospheric emission (sulfur dioxide, nitrogen oxides and carbon dioxide emissions) are lower for Hebei, Shandong, Henan and Shanxi in North China, whereas Beijing, Tianjin, Shanghai, Guangdong and Fujian show higher values of this kind of efficiency. Atmospheric emissions contribute to the growth in the atmospheric environmental productivity to a higher extent if compared to energy consumption. Therefore, Chinese energy policy should address the environmental regulation of energy consumption.

Based on the technological paradigm theory and employing a novel data analysis system (DAS), this paper provides an overview of wind energy technological developments. With key energy law and policy decisions highlighted, the visualization process clearly identified the three technological paradigmatic stages; competition, diffusion and shift; from which it is found that wind-based hybrid energy systems appear to give better promising trajectory in the future than wind energy technologies that rely only on onshore or offshore winds. However, with market maturation, the challenges associated with increasing share, energy storage, motivational conflicts, demand responses and optimal scheduling emerge and are expected to be resolved. From the paradigm shift investigation, a comprehensive sustainable framework for a six-stage hybrid wind-photovoltaic energy system is proposed. Recommendations on policy shifts to encourage technological innovation, regional differentiation, improve monitoring & evaluation systems and the implementation of smart grid are also given to address the incentives that need to be provided.
