Although the United Nations’ Sustainable Development Goals (SDGs) advocate, through SDG 4 and SDG 10, equitable quality education and the reduction of inequalities within and between countries, respectively, few studies have examined how inequalities in regional sustainability influence higher education. Therefore, this study aims to examine the relationship between regional sustainability and higher education in China using fixed-effects panel modelling. A systematic force framework showing how regional sustainability drives higher education was constructed from economic, social, and environmental perspectives, and the endogeneity in the process of how regional sustainability affects higher education was explored by introducing one-year lagged values as instrumental variables. Our results show that regional sustainability has a significant impact on higher educational attainment in China, with differing effects in the eastern, central, and western regions, respectively. In central China, economic sustainability plays a significant positive role in higher educational attainment; in the western region, economic and social sustainability have stronger positive effects, while environmental sustainability has significantly negative effects. In terms of policy implications, our findings can be used to support regional development policies to promote regional higher education.

SUMMARYThis article discusses how decentralisation policies are enacted in the planning and implementation of natural resource management interventions in rural Ethiopia. A key element of decentralisation policy is the emphasis on greater participation by local communities. Drawing on qualitative research conducted with government staff and farmers, this paper illustrates how different actors perceive and implement national policy and how these actions affect the longer‐term sustainability of land management interventions. The basins of the Indus and Ganges rivers cover 2.20 million km2 and are inhabited by more than a billion people. The region is under extreme pressures of population and poverty, unregulated utilization of the resources and low levels of productivity. The needs are: (1) development policies that are regionally differentiated to ensure resource sustainability and high productivity; (2) immediate development and implementation of policies for sound groundwater management and energy use; (3) improvement of the fragile food security and to broaden its base; and (4) policy changes to address land fragmentation and improved infrastructure. Meeting these needs will help to improve productivity, reduce rural poverty and improve overall human development.

Climate disasters affect human security and development, moreso in fragile and conflict-affected contexts where population’ capacities to cope with climate change are compromised. Responses to such crises lie at the nexus of humanitarian assistance, development, and peacebuilding. Yet, there are still too few integrated programmatic responses coordinating peacebuilding and climate actions to ensure a progressive human development. This research develops a multi-scalar model to help actors identify thematic areas to inform synergistic efforts and programs at different scales to better coordinate their actions. Findings suggest that climate action and peacebuilding sectors can coordinate actions around climate and conflict risk assessments, the management of land and water resources, ecosystem restoration, nature-based climate adaptation, climate and conflict smart agriculture, natural resources governance, and sustainable market development. These collaborative efforts have the potential to generate co-benefits, such as increased social cohesion and livelihood creation.

Pakistan is an energy deficient country with depleting energy reserves and increasing energy demand. Due to excessive population growth, the domestic and commercial energy sectors are experiencing rising demand. To meet the requisite demand, renewables are favored rather than conventional counterparts. In this study, we model hybrid power systems using solar, wind and biomass resources for electrifying remote areas. The four locations are chosen for the study around a developing country, Pakistan, where each site is designed according to an isolated microgrid with maximum indigenous resources potential as per the requisite demands. A survey is conducted for the load demand and biomass availability. Optimization is conducted across objectives of minimum levelized cost of the generated energy, least the net present cost and lesser payback period. The optimal results were achieved in-terms of required objectives across southern sites as compared to northern counterparts. The cost of generated energy is comparable to grid electricity and ensures 24 h power supply without cut off and load shedding to the un-electrified rural area. The hybrid power system has a low carbon footprint across emissions due to the use of renewable resources. All the estimated load of rural communities is met with the available resources and mid-career impact has also been conducted across 10 years of the project life to fulfill the increasing load demand of the communities after installation. The results are validated via comparative analysis and show the effectiveness of the proposed study.

However, cost-effective production of optically pure L-lactic acid is needed to achieve the full potential of PLA. Currently, starch-based glucose is used for L-lactic acid fermentation by lactic acid bacteria. Due to its competition with food resources, an alternative non-food substrate such as cellulosic biomass is needed for L-lactic acid fermentation. Nevertheless, the substrate (sugar stream) derived from cellulosic biomass contains significant amounts of xylose, which is unfermentable by most lactic acid bacteria. However, the microorganisms that do ferment xylose usually carry out heterolactic acid fermentation. As a result, an alternative strain should be developed for homofermentative production of optically pure L-lactic acid using cellulosic biomass. Results In this study, an ethanologenic Escherichia coli strain, SZ470 (ΔfrdBC ΔldhA ΔackA ΔpflB ΔpdhR ::pflBp6-acEF-lpd ΔmgsA), was reengineered for homofermentative production of L-lactic acid from xylose (1.2 mole xylose = > 2 mole L-lactic acid), by deleting the alcohol dehydrogenase gene (adhE) and integrating the L-lactate dehydrogenase gene (ldhL) of Pediococcus acidilactici. The resulting strain, WL203, was metabolically evolved further through serial transfers in screw-cap tubes containing xylose, resulting in the strain WL204 with improved anaerobic cell growth. When tested in 70 g L-1 xylose fermentation (complex medium), WL204 produced 62 g L-1 L-lactic acid, with a maximum production rate of 1.631 g L-1 h-1 and a yield of 97% based on xylose metabolized. HPLC analysis using a chiral column showed that an L-lactic acid optical purity of 99.5% was achieved by WL204. Conclusions These results demonstrated that WL204 has the potential for homofermentative production of L-lactic acid using cellulosic biomass derived substrates, which contain a significant amount of xylose.

Water resource management in the UK is multifaceted, with a complexity of issues arising from acute and chronic stressors. Below average rainfall in spring 2020 coincided with large-scale changes to domestic water consumption patterns, arising from the first UK-wide COVID-19 lockdown, resulting in increased pressure on nationwide resources. A sector wide survey, semi-structured interviews with sector executives, meteorological data, water resource management plans and market information were used to evaluate the impact of acute and chronic threats on water demand in the UK, and how resilience to both can be increased. The COVID-19 pandemic was a particularly acute threat: water demand increased across the country, it was unpredictable and hard to forecast, and compounding this, below average rainfall resulted in some areas having to tanker in water to ‘top up’ the network. This occurred in regions of the UK that are ‘water stressed’ as well as those that are not. We therefore propose a need to look beyond ‘design droughts’ and ‘dry weather average demand’ to characterise the management and resilience of future water resources. As a sector, we can learn from this acute threat and administer a more integrated approach, combining action on the social value of water, the implementation of water trading and the development of nationwide multi-sectoral resilience plans to better respond to short and long-term disruptors.

Este documento presenta una investigación de estudio de caso centrada en el condado de Kitui, una de las principales zonas de producción de carbón vegetal en Kenia. Quelles sont les implications des politiques et des pratiques de charbon de bois durable pour parvenir à une voie à faible émission de carbone et protéger l'environnement ? Cet article présente des études de cas axées sur le comté de Kitui, l'une des principales zones de production de charbon de bois au Kenya. As cities in East Africa keep growing, so too will demand for charcoal – the region's preferred urban fuel – placing increasing pressure on rural landscapes where it is produced. How can charcoal production and supply be made sustainable? What are the implications of sustainable charcoal policies and practices for achieving a low-carbon pathway and protecting the environment? This paper presents case study research focusing on Kitui County, one of the main charcoal production areas in Kenya. Risk and uncertainty of sustainable charcoal policies in Kitui were assessed using complementary methods of stakeholder workshops, informant interviews and agent-based modelling. This interdisciplinary approach combined policy research and simulation modelling, where local perspectives and data were included directly in the modelling. These methods facilitated critique of behaviour concerning agency and corruption. Although the United Nations’ Sustainable Development Goals (SDGs) advocate, through SDG 4 and SDG 10, equitable quality education and the reduction of inequalities within and between countries, respectively, few studies have examined how inequalities in regional sustainability influence higher education. Therefore, this study aims to examine the relationship between regional sustainability and higher education in China using fixed-effects panel modelling. A systematic force framework showing how regional sustainability drives higher education was constructed from economic, social, and environmental perspectives, and the endogeneity in the process of how regional sustainability affects higher education was explored by introducing one-year lagged values as instrumental variables. Our results show that regional sustainability has a significant impact on higher educational attainment in China, with differing effects in the eastern, central, and western regions, respectively. In central China, economic sustainability plays a significant positive role in higher educational attainment; in the western region, economic and social sustainability have stronger positive effects, while environmental sustainability has significantly negative effects. In terms of policy implications, our findings can be used to support regional development policies to promote regional higher education.

The basins of the Indus and Ganges rivers cover 2.20 million km2 and are inhabited by more than a billion people. The region is under extreme pressures of population and poverty, unregulated utilization of the resources and low levels of productivity. The needs are: (1) development policies that are regionally differentiated to ensure resource sustainability and high productivity; (2) immediate development and implementation of policies for sound groundwater management and energy use; (3) improvement of the fragile food security and to broaden its base; and (4) policy changes to address land fragmentation and improved infrastructure. Meeting these needs will help to improve productivity, reduce rural poverty and improve overall human development.

Climate disasters affect human security and development, moreso in fragile and conflict-affected contexts where population’ capacities to cope with climate change are compromised. Responses to such crises lie at the nexus of humanitarian assistance, development, and peacebuilding. Yet, there are still too few integrated programmatic responses coordinating peacebuilding and climate actions to ensure a progressive human development. This research develops a multi-scalar model to help actors identify thematic areas to inform synergistic efforts and programs at different scales to better coordinate their actions. Findings suggest that climate action and peacebuilding sectors can coordinate actions around climate and conflict risk assessments, the management of land and water resources, ecosystem restoration, nature-based climate adaptation, climate and conflict smart agriculture, natural resources governance, and sustainable market development. These collaborative efforts have the potential to generate co-benefits, such as increased social cohesion and livelihood creation.

Pakistan is an energy deficient country with depleting energy reserves and increasing energy demand. Due to excessive population growth, the domestic and commercial energy sectors are experiencing rising demand. To meet the requisite demand, renewables are favored rather than conventional counterparts. In this study, we model hybrid power systems using solar, wind and biomass resources for electrifying remote areas. The four locations are chosen for the study around a developing country, Pakistan, where each site is designed according to an isolated microgrid with maximum indigenous resources potential as per the requisite demands. A survey is conducted for the load demand and biomass availability. Optimization is conducted across objectives of minimum levelized cost of the generated energy, least the net present cost and lesser payback period. The optimal results were achieved in-terms of required objectives across southern sites as compared to northern counterparts. The cost of generated energy is comparable to grid electricity and ensures 24 h power supply without cut off and load shedding to the un-electrified rural area. The hybrid power system has a low carbon footprint across emissions due to the use of renewable resources. All the estimated load of rural communities is met with the available resources and mid-career impact has also been conducted across 10 years of the project life to fulfill the increasing load demand of the communities after installation. The results are validated via comparative analysis and show the effectiveness of the proposed study.

However, cost-effective production of optically pure L-lactic acid is needed to achieve the full potential of PLA. Currently, starch-based glucose is used for L-lactic acid fermentation by lactic acid bacteria. Due to its competition with food resources, an alternative non-food substrate such as cellulosic biomass is needed for L-lactic acid fermentation. Nevertheless, the substrate (sugar stream) derived from cellulosic biomass contains significant amounts of xylose, which is unfermentable by most lactic acid bacteria. However, the microorganisms that do ferment xylose usually carry out heterolactic acid fermentation. As a result, an alternative strain should be developed for homofermentative production of optically pure L-lactic acid using cellulosic biomass. Results In this study, an ethanologenic Escherichia coli strain, SZ470 (ΔfrdBC ΔldhA ΔackA ΔpflB ΔpdhR ::pflBp6-acEF-lpd ΔmgsA), was reengineered for homofermentative production of L-lactic acid from xylose (1.2 mole xylose = > 2 mole L-lactic acid), by deleting the alcohol dehydrogenase gene (adhE) and integrating the L-lactate dehydrogenase gene (ldhL) of Pediococcus acidilactici. The resulting strain, WL203, was metabolically evolved further through serial transfers in screw-cap tubes containing xylose, resulting in the strain WL204 with improved anaerobic cell growth. When tested in 70 g L-1 xylose fermentation (complex medium), WL204 produced 62 g L-1 L-lactic acid, with a maximum production rate of 1.631 g L-1 h-1 and a yield of 97% based on xylose metabolized. HPLC analysis using a chiral column showed that an L-lactic acid optical purity of 99.5% was achieved by WL204. Conclusions These results demonstrated that WL204 has the potential for homofermentative production of L-lactic acid using cellulosic biomass derived substrates, which contain a significant amount of xylose.

Water resource management in the UK is multifaceted, with a complexity of issues arising from acute and chronic stressors. Below average rainfall in spring 2020 coincided with large-scale changes to domestic water consumption patterns, arising from the first UK-wide COVID-19 lockdown, resulting in increased pressure on nationwide resources. A sector wide survey, semi-structured interviews with sector executives, meteorological data, water resource management plans and market information were used to evaluate the impact of acute and chronic threats on water demand in the UK, and how resilience to both can be increased. The COVID-19 pandemic was a particularly acute threat: water demand increased across the country, it was unpredictable and hard to forecast, and compounding this, below average rainfall resulted in some areas having to tanker in water to ‘top up’ the network. This occurred in regions of the UK that are ‘water stressed’ as well as those that are not. We therefore propose a need to look beyond ‘design droughts’ and ‘dry weather average demand’ to characterise the management and resilience of future water resources. As a sector, we can learn from this acute threat and administer a more integrated approach, combining action on the social value of water, the implementation of water trading and the development of nationwide multi-sectoral resilience plans to better respond to short and long-term disruptors.

Este documento presenta una investigación de estudio de caso centrada en el condado de Kitui, una de las principales zonas de producción de carbón vegetal en Kenia. El riesgo y la incertidumbre de las políticas sostenibles de carbón vegetal en Kitui se evaluaron utilizando métodos complementarios de talleres con las partes interesadas, entrevistas con informantes y modelos basados en agentes. Comment rendre la production et l'approvisionnement en charbon durables ? Quelles sont les implications des politiques et des pratiques de charbon de bois durable pour parvenir à une voie à faible émission de carbone et protéger l'environnement ? Cet article présente des études de cas axées sur le comté de Kitui, l'une des principales zones de production de charbon de bois au Kenya. Les risques et l'incertitude des politiques de charbon de bois durable à Kitui ont été évalués à l'aide de méthodes complémentaires d'ateliers avec les parties prenantes, d'entretiens avec les informateurs et de modélisation basée sur les agents. As cities in East Africa keep growing, so too will demand for charcoal – the region's preferred urban fuel – placing increasing pressure on rural landscapes where it is produced. How can charcoal production and supply be made sustainable? What are the implications of sustainable charcoal policies and practices for achieving a low-carbon pathway and protecting the environment? This paper presents case study research focusing on Kitui County, one of the main charcoal production areas in Kenya. Risk and uncertainty of sustainable charcoal policies in Kitui were assessed using complementary methods of stakeholder workshops, informant interviews and agent-based modelling. This interdisciplinary approach combined policy research and simulation modelling, where local perspectives and data were included directly in the modelling. These methods facilitated critique of behaviour concerning agency and corruption.
