Dit moet leiden tot een aanzienlijke reductie in CO2-uitstoot en materiaalgebruik. Het is echter onduidelijk hoe de transitie naar een circulaire economie precies verloopt. Daarom heeft het Planbureau voor de Leefomgeving (PBL) een werkprogramma opgezet om deze transitie te monitoren en beleidsinformatie te verstrekken. Dit rapport, als onderdeel van de Productgroep Analyse Hernieuwbare Energie Technologieën, onderzoekt de staat van de transitie naar circulaire zonnepanelen, windturbines en autobatterijen in Nederland. Uitgevoerd in samenwerking met de Universiteit Leiden en de Technische Universiteit Delft, biedt het rapport inzichten vanuit het Missie-specifieke Innovatiesysteem (MIS) raamwerk. Het identificeert verschillende oplossingsrichtingen, barrières en beleidsinterventies om de transitie te versnellen. De bevindingen zullen worden gebruikt als input voor de Integrale CE Rapportage 2025.

Na het uitbrengen van het eerste advies ‘Niet alles kan’, het tussentijdse advies over ‘Bemesten en beweiden in 2020’ en het ‘Advies Luchtvaartsector’ is het Adviescollege van start gegaan met de tweede fase van de opdracht. Opdracht voor deze tweede fase betreft het adviseren over een structurele aanpak van de stikstofproblematiek op de lange termijn. Dit advies is verwoord in deze eindrapportage.

The literature study describes future developments for the themes climate change, river regime, nature, agriculture, housing, mobility, energy and economy. A landscape analysis has provided insight into the characteristics of the soil and water system in the region. The results of this analysis have been bundled in a map describing the main landscape types in the region. The map is accompanied by a SWOT analysis that summarizes the most important strengths, weaknesses, opportunities and threats of the soil and water system of the various landscape types. Deze rapportage beschrijft de resultaten van de analyses die ten grondslag liggen aan de visie ‘Groene Metropoolregio 2120’: een ruimtelijk toekomstbeeld voor de Groene Metropoolregio Arnhem-Nijmegen, gebaseerd op de draagkracht en kenmerken van het natuurlijke systeem. De literatuurstudie behandelt toekomstige ontwikkelingen voor de thema’s klimaatverandering, rivierregime, natuur, landbouw, wonen, mobiliteit, energie en economie. Middels een landschapsanalyse is inzicht verkregen in de karakteristieken van bodem, ondergrond en watersysteem in de regio. De resultaten hiervan zijn gebundeld in een landschappelijke typering van de regio met daarbij een SWOT-analyse die de belangrijkste huidige kwaliteiten, knelpunten, kansen en risico’s van het bodem- en watersysteem van de onderscheiden deelgebieden samenvat.

De huidige salderingsregeling (voor kleine PV systemen) of de Stimuleringsregeling Duurzame Energieproductie (SDE; voor grote PV systemen) en fiscale regelingen maakten het voor veel agrarische ondernemers aantrekkelijk om te investeren in zonnepanelen. Verwacht wordt dat deze groei verder zal doorzetten. Het plaatsingspotentieel op agrarische daken is enorm. Mede door het asbestverbod in 2024 zullen de komende jaren veel daken op schuren en loodsen vervangen moeten worden. Dit zal een toename van PV geïntegreerde daken betekenen. Voor de glastuinbouw zijn er nieuwe technologieën in ontwikkeling voor de opwekking van zonnestroom, die niet of nauwelijks ten koste gaan van de groei van het gewas. Teruglevering aan het net wordt op den duur onaantrekkelijk. Na 2020 dreigt de huidige salderingsregeling te verdwijnen en vanaf 2016 wordt niet langer SDE subsidie gegeven als de prijs van elektriciteit zes uur of langer negatief is. Ondernemers zullen hun verbruik dan zoveel mogelijk gaan afstemmen op de productiepieken van zonnestroom. De mogelijkheden verschillen per sector. Zo kan men in de melkveehouderij het overdag opwarmen van elektrische boilers en verder koelen van de melk (tot ± 2°C) zoveel mogelijk naar de dag verplaatsen. Bij de bewaring van o.a. aardappelen, groenten en fruit kan men met Demand Side Management (DSM) ofwel het aansturen van energieverbruikers in functie van het aanbod nog veel bereiken. Er zijn ook verschillende mogelijkheden om juist de productiepieken af te vlakken, bijvoorbeeld Oost-West opstellingen en/of het gebruik van kleinere omvormers. Vooralsnog is de opslag van zonnestroom in accu’s onrendabel. Maar bij verlaging van de terugleververgoedingen en de verwachte prijsdalingen voor opslagsystemen zal dit in de toekomst omslaan. Er zijn al een paar innovatieve agrarische ondernemers die een grote accu op hun bedrijf hebben voor tijdelijke opslag van zonnestroom. Voor de open teelten is het nu nog lastig om het gebruik van zonnestroom af te stemmen op de productie, doordat een groot deel van de stroom verbruikt wordt voor bewaring in de donkere maanden. Batterijen zijn tot op heden nog niet geschikt voor opslag gedurende het seizoen. Een groot deel van het energieverbruik in de open teelten bestaat uit dieselverbruik. Net als in de autoindustrie is ook voor de landbouw de verwachting dat er in de toekomst meer gebruik gemaakt gaat worden van elektriciteit. Elektrisch beregenen is nu al mogelijk en er zijn diverse nieuwe technologische ontwikkelingen in de landbouw gaande waarbij diesel vervangen wordt door stroom. Bijvoorbeeld de Multi Tool Trac, nu nog een hybride, maar in de toekomst mogelijk volledig elektrische trekker die met GPS besturing op vaste rijpaden kan werken. Andere voorbeelden zijn het Lasting Fields concept waarbij alle bewerkingen met ultra lichte en volledig zelfstandig werkende elektrische machines worden uitgevoerd en de Farmertronics onbemande cleantech trekker, met een motor die geschikt is voor waterstof, afkomstig uit elektriciteit van wind- en zonne-installaties.

Both surface bed area as well as total biomass stock were assessed. These surveys are part of the annual shellfish inventories, as commissioned by the Dutch Ministry of Economic Affairs (EZ) and carried out by IMARES, in collaboration with both the fisheries industry and the ministry of EZ. These surveys are conducted to aid policy makers with regard to the shellfish industry, and are an important source of information for further ecosystem studies.

De stoffen worden geproduceerd uit biomassa (glucose) en vormen alternatieven voor fossiele grondstoffen. Voor verdere ontwikkeling wordt samengewerkt met de Amerikaanse agrifoodproducent Archer Daniels Midland, leverancier voor de verfindustrie EOC Belgium en de Nederlandse verfproducent Van Wijhe Verf. Daan van Es, is senioronderzoeker bij Wageningen UR en treedt op als projectleider.

In the search for a cheaper alternative by a consortium of companies consisting of VDH Plastic Greenhouses, Van der Valk Horti Systems, AGC Chemicals Europe en Boal Systems a Glass-Film-greenhouse cover, better known as the 2SaveEnergy greenhouse concept was realized in summer 2014. The combination of clear glass with a diffuse ETFE film and a double screen mounted at a distance of only a few centimetres, in the year 2015, resulted in a low energy consumption and a better than expected good tomato production. During cultivation, the principles of the new cultivation methods were used. With respect to the common practice, the energy consumption was more than 50% lower at a minimum equal production. De combinatie van helder glas met een diffuse ETFE film en een dubbel scherm welke op slechts enkele centimeters afstand van elkaar gemonteerd is heeft in het teeltjaar 2015 tot een laag energiegebruik en een prima tomaten productie geleid. Tijdens de teelt zijn de principes van het nieuwe telen zoveel mogelijk aangehouden. Hierin worden de mogelijkheden van zuivering van brouwerijprocesafvalwater met behulp van microalgen onderzocht. Dit is gedaan in een samenwerkingsverband van Heineken Nederland BV, Algae Food & Fuel en WUR-ACRRES. De resultaten behaald in 2012 en 2013 zijn beschreven in afzonderlijke rapporten. In dit rapport zijn de resultaten van 2014 en 2015 beschreven. In 2014 is onderzocht of een voorbehandeling van het proceswater via cavitatie-flotatie het zuiveringsresultaat kan verbeteren en in 2015 of de energie-input van de LEDbelichting kan worden verminderd door te flashen (afwisselende licht-donker periodes op microseconde tijdschaal). Verder is in 2015 en 2016 via een literatuurstudie gekeken naar de verwaarding van de geproduceerde algenbiomassa en zijn de conclusies van het gehele project samengevat.

Dit moet leiden tot een aanzienlijke reductie in CO2-uitstoot en materiaalgebruik. Het is echter onduidelijk hoe de transitie naar een circulaire economie precies verloopt. Daarom heeft het Planbureau voor de Leefomgeving (PBL) een werkprogramma opgezet om deze transitie te monitoren en beleidsinformatie te verstrekken. Dit rapport, als onderdeel van de Productgroep Analyse Hernieuwbare Energie Technologieën, onderzoekt de staat van de transitie naar circulaire zonnepanelen, windturbines en autobatterijen in Nederland. Uitgevoerd in samenwerking met de Universiteit Leiden en de Technische Universiteit Delft, biedt het rapport inzichten vanuit het Missie-specifieke Innovatiesysteem (MIS) raamwerk. Het identificeert verschillende oplossingsrichtingen, barrières en beleidsinterventies om de transitie te versnellen. De bevindingen zullen worden gebruikt als input voor de Integrale CE Rapportage 2025.

Opdracht voor deze tweede fase betreft het adviseren over een structurele aanpak van de stikstofproblematiek op de lange termijn. Dit advies is verwoord in deze eindrapportage.

The literature study describes future developments for the themes climate change, river regime, nature, agriculture, housing, mobility, energy and economy. A landscape analysis has provided insight into the characteristics of the soil and water system in the region. The results of this analysis have been bundled in a map describing the main landscape types in the region. The map is accompanied by a SWOT analysis that summarizes the most important strengths, weaknesses, opportunities and threats of the soil and water system of the various landscape types. Deze rapportage beschrijft de resultaten van de analyses die ten grondslag liggen aan de visie ‘Groene Metropoolregio 2120’: een ruimtelijk toekomstbeeld voor de Groene Metropoolregio Arnhem-Nijmegen, gebaseerd op de draagkracht en kenmerken van het natuurlijke systeem. De literatuurstudie behandelt toekomstige ontwikkelingen voor de thema’s klimaatverandering, rivierregime, natuur, landbouw, wonen, mobiliteit, energie en economie. Middels een landschapsanalyse is inzicht verkregen in de karakteristieken van bodem, ondergrond en watersysteem in de regio. De resultaten hiervan zijn gebundeld in een landschappelijke typering van de regio met daarbij een SWOT-analyse die de belangrijkste huidige kwaliteiten, knelpunten, kansen en risico’s van het bodem- en watersysteem van de onderscheiden deelgebieden samenvat.

De huidige salderingsregeling (voor kleine PV systemen) of de Stimuleringsregeling Duurzame Energieproductie (SDE; voor grote PV systemen) en fiscale regelingen maakten het voor veel agrarische ondernemers aantrekkelijk om te investeren in zonnepanelen. Verwacht wordt dat deze groei verder zal doorzetten. Het plaatsingspotentieel op agrarische daken is enorm. Mede door het asbestverbod in 2024 zullen de komende jaren veel daken op schuren en loodsen vervangen moeten worden. Dit zal een toename van PV geïntegreerde daken betekenen. Voor de glastuinbouw zijn er nieuwe technologieën in ontwikkeling voor de opwekking van zonnestroom, die niet of nauwelijks ten koste gaan van de groei van het gewas. Teruglevering aan het net wordt op den duur onaantrekkelijk. Na 2020 dreigt de huidige salderingsregeling te verdwijnen en vanaf 2016 wordt niet langer SDE subsidie gegeven als de prijs van elektriciteit zes uur of langer negatief is. Ondernemers zullen hun verbruik dan zoveel mogelijk gaan afstemmen op de productiepieken van zonnestroom. De mogelijkheden verschillen per sector. Zo kan men in de melkveehouderij het overdag opwarmen van elektrische boilers en verder koelen van de melk (tot ± 2°C) zoveel mogelijk naar de dag verplaatsen. Bij de bewaring van o.a. aardappelen, groenten en fruit kan men met Demand Side Management (DSM) ofwel het aansturen van energieverbruikers in functie van het aanbod nog veel bereiken. Er zijn ook verschillende mogelijkheden om juist de productiepieken af te vlakken, bijvoorbeeld Oost-West opstellingen en/of het gebruik van kleinere omvormers. Vooralsnog is de opslag van zonnestroom in accu’s onrendabel. Maar bij verlaging van de terugleververgoedingen en de verwachte prijsdalingen voor opslagsystemen zal dit in de toekomst omslaan. Er zijn al een paar innovatieve agrarische ondernemers die een grote accu op hun bedrijf hebben voor tijdelijke opslag van zonnestroom. Voor de open teelten is het nu nog lastig om het gebruik van zonnestroom af te stemmen op de productie, doordat een groot deel van de stroom verbruikt wordt voor bewaring in de donkere maanden. Batterijen zijn tot op heden nog niet geschikt voor opslag gedurende het seizoen. Een groot deel van het energieverbruik in de open teelten bestaat uit dieselverbruik. Net als in de autoindustrie is ook voor de landbouw de verwachting dat er in de toekomst meer gebruik gemaakt gaat worden van elektriciteit. Elektrisch beregenen is nu al mogelijk en er zijn diverse nieuwe technologische ontwikkelingen in de landbouw gaande waarbij diesel vervangen wordt door stroom. Bijvoorbeeld de Multi Tool Trac, nu nog een hybride, maar in de toekomst mogelijk volledig elektrische trekker die met GPS besturing op vaste rijpaden kan werken. Andere voorbeelden zijn het Lasting Fields concept waarbij alle bewerkingen met ultra lichte en volledig zelfstandig werkende elektrische machines worden uitgevoerd en de Farmertronics onbemande cleantech trekker, met een motor die geschikt is voor waterstof, afkomstig uit elektriciteit van wind- en zonne-installaties.

These surveys are part of the annual shellfish inventories, as commissioned by the Dutch Ministry of Economic Affairs (EZ) and carried out by IMARES, in collaboration with both the fisheries industry and the ministry of EZ. These surveys are conducted to aid policy makers with regard to the shellfish industry, and are an important source of information for further ecosystem studies.

Deze zuren kunnen bouwstenen zijn voor hoogwaardige materialen, zoals biobased verf en drukinkt. De stoffen worden geproduceerd uit biomassa (glucose) en vormen alternatieven voor fossiele grondstoffen. Voor verdere ontwikkeling wordt samengewerkt met de Amerikaanse agrifoodproducent Archer Daniels Midland, leverancier voor de verfindustrie EOC Belgium en de Nederlandse verfproducent Van Wijhe Verf. Daan van Es, is senioronderzoeker bij Wageningen UR en treedt op als projectleider.

In the search for a cheaper alternative by a consortium of companies consisting of VDH Plastic Greenhouses, Van der Valk Horti Systems, AGC Chemicals Europe en Boal Systems a Glass-Film-greenhouse cover, better known as the 2SaveEnergy greenhouse concept was realized in summer 2014. The combination of clear glass with a diffuse ETFE film and a double screen mounted at a distance of only a few centimetres, in the year 2015, resulted in a low energy consumption and a better than expected good tomato production. During cultivation, the principles of the new cultivation methods were used. With respect to the common practice, the energy consumption was more than 50% lower at a minimum equal production. In de zoektocht naar een goedkoper alternatief is door een consortium van bedrijven bestaande uit VDH Plastic Greenhouses, Van der Valk Horti Systems, AGC Chemicals Europe en Boal Systems een Glas-FilmKasdek, beter bekend als het 2SaveEnergy concept ontwikkeld en in de zomer van 2014 ook gerealiseerd. De combinatie van helder glas met een diffuse ETFE film en een dubbel scherm welke op slechts enkele centimeters afstand van elkaar gemonteerd is heeft in het teeltjaar 2015 tot een laag energiegebruik en een prima tomaten productie geleid. Tijdens de teelt zijn de principes van het nieuwe telen zoveel mogelijk aangehouden. Ten opzichte van de gangbare praktijk was het energiegebruik meer dan 50% lager bij een minimaal gelijke productie.

Hierin worden de mogelijkheden van zuivering van brouwerijprocesafvalwater met behulp van microalgen onderzocht. Dit is gedaan in een samenwerkingsverband van Heineken Nederland BV, Algae Food & Fuel en WUR-ACRRES. De resultaten behaald in 2012 en 2013 zijn beschreven in afzonderlijke rapporten. In dit rapport zijn de resultaten van 2014 en 2015 beschreven. In 2014 is onderzocht of een voorbehandeling van het proceswater via cavitatie-flotatie het zuiveringsresultaat kan verbeteren en in 2015 of de energie-input van de LEDbelichting kan worden verminderd door te flashen (afwisselende licht-donker periodes op microseconde tijdschaal). Verder is in 2015 en 2016 via een literatuurstudie gekeken naar de verwaarding van de geproduceerde algenbiomassa en zijn de conclusies van het gehele project samengevat.
