Este documento presenta el reporte de la implementación de la metodología de Planes Prediales de Adaptación (PPA) frente a la variabilidad climática en los municipios de Betéitiva, Busbanzá, Corrales y Tasco, en el departamento de Boyacá durante los años 2020 y 2021. Se incluye la sistematización del proceso, la metodología, los pasos y actividades realizadas, resultados y proceso de implementación. Se documenta la estructura de la intervención, la cual se basa en el documento “Manual para la formulación de planes prediales de adaptación a la variabilidad climática” (Ortega, L, & Paz-B, 2014) Adicionalmente, se presentan los resultados del proceso de implementación en campo de tres prácticas priorizadas en los PPA: Cosecha de agua lluvia, instalación de reservorios y tanques para el almacenamiento de agua lluvia, y las huertas caseras. De igual forma, se presenta el portafolio de medidas de adaptación que surgió de los PPA que está compuesto por cuatro grupos: Seguridad alimentaria, producción pecuaria, producción agrícola y sostenibilidad ambiental, y contiene las prácticas priorizadas: Reservorios y tanques, cosecha de agua lluvia, sistemas de riego, huertas caseras, abonos orgánicos, cercas vivas, reforestación, mantenimiento de reservorios, diversificación cultivos, producción forrajes, ensilaje, y diversificación pecuaria.

From a North-South circulation of models perspective, sustainable mobility has also been adopted by Latin-American public policies. However, due to the strong social concerns among the continent, and above all its cities, the environmental issues are in the background of the social protests that occur there. This report carries out a comparison between two Latin-American metropolis, Bogotá and Lima, on the basis of the public policies of mobility adopted and then of the environmental externalities produced by transport, and their mitigation measures. Both cities experienced urban transition and unplanned growth during the second half of the 20th century, but have followed different development paths along the last decades. Especially, Bogotá set up an ambitious public transport reform as long as the promotion of cycling thanks to its strong governance, whereas institutional fragmentation in Lima only produces a widely informal development. However, the lack of clear definition of funding for the transport reform as long as of joint planning of transport and urbanism put constraints to reaching sustainability in Bogotá: on the one hand, informal transport spreading again fills the gap of the new service, on the other hand, private modes, among which the moto, are growing quickly. These are major stakes to think about looking for a development pathway in Lima. In both cities, the stock of vehicles is ancient and produces a lot of environmental externalities. The analysis of the climate action and air pollution plans of both cities reveals methodological limits regarding the quantification of the impact of the proposed actions. En el marco de un proyecto denominado “Planes de Inversión en Agricultura Sostenible Adaptada al Clima” implementado por CEDECO, HIVOS, Bioversity Internacional, el Centro Mundial de Agroforestería (ICRAF) y la Universidad de Vermont, Bioversity International llevó a cabo un estudio sobre el marco político e institucional que rodea la producción del café por pequeños productores en Nicaragua. Los objetivos del mismo fueron entender y documentar cómo las políticas públicas que regulan la caficultura en Nicaragua así como el modo de funcionar de las cooperativas agrícolas influyen en las prácticas agrícolas de los pequeños productores de café en Nicaragua, y en particular su capacidad para adoptar medidas que les permitan adaptar la producción cafetalera a los efectos del cambio climático.

Hoy en día, en América latina se presentan diversas iniciativas y formas de abrir espacios para la interacción ciencia-política y fortalecer esta colaboración de cara a los retos de cambio climático1. Estas iniciativas han tenido éxitos y limitaciones, pero dejan aprendizajes que permiten identificar buenas prácticas tomando en cuenta el contexto especifico de la región. En este sentido, es necesario facilitar diálogos para compartir las experiencias de estas interacciones y así, generar conocimientos desde la práctica que, integrados con la teoría, estén orientados a construir herramientas que permitan generar y fortalecer estas interacciones. Por esto, desde el Programa de Cambio Climático, Agricultura y Seguridad Alimentaria (CCAFS por sus siglas en inglés), con la colaboración de la Red de Políticas Públicas y Desarrollo Rural en América Latina (PP-AL), se realizó el Seminario Virtual Regional “Interacción Ciencia-Política Pública frente a los Desafíos del Cambio Climático: Experiencias y Lecciones Aprendidas para Sistemas Alimentarios Sostenibles en América Latina” los días 18, 19 y 24 de noviembre de 2020.

La Agricultura Sostenible Adaptada al Clima (ASAC) es un enfoque propuesto para gestionar del riesgo climático, pero su implementación requiere la comprensión y el uso sistemático de información y data climática aplicada al contexto local, para seleccionar e implementar prácticas agrícolas más resilientes. La ASAC es intensiva en conocimiento por lo que requiere facilitar el acceso a información climática traducida en recomendaciones accionables y oportunas, y desarrollar nuevos conocimientos y habilidades en los agricultores, y nuevas capacidades y enfoques en los sistemas de extensión agrícola. Este documento describe de manera explícita las capacidades que los agricultores y extensionistas requieren para gestionar el riesgo climático, utilizando el enfoque de modelo de competencias, con énfasis en la información climática necesaria para la toma de decisiones de corto, mediano y largo plazo en los sistemas de producción agrícola. Este modelo de competencias define el marco para el desarrollo de contenidos de formación, las herramientas de evaluación, y el diseño de modelos de extensión efectivos, a la medida y adaptados al contexto.

En este reporte se presenta la metodología para crear un programa de ciudad solar que sea aplicable a los municipios de Puerto Rico. Se realizó una revisión de literatura sobre las legislaciones, incentivos y programas existentes, se evaluó el potencial de desarrollo que tiene la ciudad de Mayagüez y se llevó a cabo un análisis económico para comprobar la viabilidad del programa. Además, se utilizaron dos instalaciones de la ciudad para demostrar la aplicabilidad de la metodología establecida. En general, este trabajo presenta una propuesta amplia de enfoque urbano hacia el desarrollo de la tecnología solar con el fin de facilitar su adopción. ; In this document the methodology to create a solar city program that is applicable to the municipalities of Puerto Rico is presented. A literature review of the existing laws, incentives and initiatives was conducted, and an analysis of the potential of development and economic feasibility analysis of the city of Mayagüez was performed to demonstrate the viability of the program. In addition, two municipal facilities were used to demonstrate the applicability of the methodology established. In general, this work presents a comprehensive proposal of urban approach toward the development of the solar technology to facilitate its adoption. ; 2010

Los biocombustibles introducen espacios agrÃcolas en la producción energética. Luego modifican la gobernanza de las redes energéticas y de los territorios productivos. Las principales crÃticas a los biocombustibles se dirigen a su producción a partir de cultivos tradicionales, pero interesa preguntarse también sobre la sostenibilidad de su producción a partir de cultivos alternativos, que no competirÃan con los cultivos alimentarios, puesto que se ubicarÃan en regiones agrÃcolas marginales. El texto trata sobre las producciones de biocombustibles de los paÃses de América del Sur, en sus contextos internacionales, nacionales y locales. Se profundiza la mirada sobre Argentina, Brasil y Colombia, lÃderes continentales en el sector. Se analizan la evolución del mercado energético, los actores involucrados y las polÃticas implementadas. A otra escala, se plantea la puesta en marcha de las cadenas de biocombustibles alternativos. ; Biofuels introduce agricultural spaces to power production. They modify power network and productive territories governance. Biofuels are mainly criticised because they are obtained from traditional crops; however, it is also interesting to find out whether this productivity is sustainable with alternative crops which would not compete with food crops, as they would be located in marginal agricultural regions. This text deals with the production of biofuels in South American countries, within their international, national and local contexts. We focus on Argentina, Brazil and Colombia, continental leaders of the sector. We also analyse the evolution of the power market, the actors involved and the implemented politics. Este documento presenta el reporte de la implementación de la metodología de Planes Prediales de Adaptación (PPA) frente a la variabilidad climática en los municipios de Betéitiva, Busbanzá, Corrales y Tasco, en el departamento de Boyacá durante los años 2020 y 2021. Se incluye la sistematización del proceso, la metodología, los pasos y actividades realizadas, resultados y proceso de implementación. Se documenta la estructura de la intervención, la cual se basa en el documento “Manual para la formulación de planes prediales de adaptación a la variabilidad climática” (Ortega, L, & Paz-B, 2014) Adicionalmente, se presentan los resultados del proceso de implementación en campo de tres prácticas priorizadas en los PPA: Cosecha de agua lluvia, instalación de reservorios y tanques para el almacenamiento de agua lluvia, y las huertas caseras. De igual forma, se presenta el portafolio de medidas de adaptación que surgió de los PPA que está compuesto por cuatro grupos: Seguridad alimentaria, producción pecuaria, producción agrícola y sostenibilidad ambiental, y contiene las prácticas priorizadas: Reservorios y tanques, cosecha de agua lluvia, sistemas de riego, huertas caseras, abonos orgánicos, cercas vivas, reforestación, mantenimiento de reservorios, diversificación cultivos, producción forrajes, ensilaje, y diversificación pecuaria.

From a North-South circulation of models perspective, sustainable mobility has also been adopted by Latin-American public policies. However, due to the strong social concerns among the continent, and above all its cities, the environmental issues are in the background of the social protests that occur there. This report carries out a comparison between two Latin-American metropolis, Bogotá and Lima, on the basis of the public policies of mobility adopted and then of the environmental externalities produced by transport, and their mitigation measures. Both cities experienced urban transition and unplanned growth during the second half of the 20th century, but have followed different development paths along the last decades. Especially, Bogotá set up an ambitious public transport reform as long as the promotion of cycling thanks to its strong governance, whereas institutional fragmentation in Lima only produces a widely informal development. However, the lack of clear definition of funding for the transport reform as long as of joint planning of transport and urbanism put constraints to reaching sustainability in Bogotá: on the one hand, informal transport spreading again fills the gap of the new service, on the other hand, private modes, among which the moto, are growing quickly. These are major stakes to think about looking for a development pathway in Lima. In both cities, the stock of vehicles is ancient and produces a lot of environmental externalities. The analysis of the climate action and air pollution plans of both cities reveals methodological limits regarding the quantification of the impact of the proposed actions. En el marco de un proyecto denominado “Planes de Inversión en Agricultura Sostenible Adaptada al Clima” implementado por CEDECO, HIVOS, Bioversity Internacional, el Centro Mundial de Agroforestería (ICRAF) y la Universidad de Vermont, Bioversity International llevó a cabo un estudio sobre el marco político e institucional que rodea la producción del café por pequeños productores en Nicaragua. Los objetivos del mismo fueron entender y documentar cómo las políticas públicas que regulan la caficultura en Nicaragua así como el modo de funcionar de las cooperativas agrícolas influyen en las prácticas agrícolas de los pequeños productores de café en Nicaragua, y en particular su capacidad para adoptar medidas que les permitan adaptar la producción cafetalera a los efectos del cambio climático.

Hoy en día, en América latina se presentan diversas iniciativas y formas de abrir espacios para la interacción ciencia-política y fortalecer esta colaboración de cara a los retos de cambio climático1. Estas iniciativas han tenido éxitos y limitaciones, pero dejan aprendizajes que permiten identificar buenas prácticas tomando en cuenta el contexto especifico de la región. En este sentido, es necesario facilitar diálogos para compartir las experiencias de estas interacciones y así, generar conocimientos desde la práctica que, integrados con la teoría, estén orientados a construir herramientas que permitan generar y fortalecer estas interacciones. La Agricultura Sostenible Adaptada al Clima (ASAC) es un enfoque propuesto para gestionar del riesgo climático, pero su implementación requiere la comprensión y el uso sistemático de información y data climática aplicada al contexto local, para seleccionar e implementar prácticas agrícolas más resilientes. La ASAC es intensiva en conocimiento por lo que requiere facilitar el acceso a información climática traducida en recomendaciones accionables y oportunas, y desarrollar nuevos conocimientos y habilidades en los agricultores, y nuevas capacidades y enfoques en los sistemas de extensión agrícola. Este documento describe de manera explícita las capacidades que los agricultores y extensionistas requieren para gestionar el riesgo climático, utilizando el enfoque de modelo de competencias, con énfasis en la información climática necesaria para la toma de decisiones de corto, mediano y largo plazo en los sistemas de producción agrícola. Este modelo de competencias define el marco para el desarrollo de contenidos de formación, las herramientas de evaluación, y el diseño de modelos de extensión efectivos, a la medida y adaptados al contexto.

En este reporte se presenta la metodología para crear un programa de ciudad solar que sea aplicable a los municipios de Puerto Rico. Se realizó una revisión de literatura sobre las legislaciones, incentivos y programas existentes, se evaluó el potencial de desarrollo que tiene la ciudad de Mayagüez y se llevó a cabo un análisis económico para comprobar la viabilidad del programa. Además, se utilizaron dos instalaciones de la ciudad para demostrar la aplicabilidad de la metodología establecida. En general, este trabajo presenta una propuesta amplia de enfoque urbano hacia el desarrollo de la tecnología solar con el fin de facilitar su adopción. ; In this document the methodology to create a solar city program that is applicable to the municipalities of Puerto Rico is presented. A literature review of the existing laws, incentives and initiatives was conducted, and an analysis of the potential of development and economic feasibility analysis of the city of Mayagüez was performed to demonstrate the viability of the program. In addition, two municipal facilities were used to demonstrate the applicability of the methodology established. Los biocombustibles introducen espacios agrÃcolas en la producción energética. Luego modifican la gobernanza de las redes energéticas y de los territorios productivos. Las principales crÃticas a los biocombustibles se dirigen a su producción a partir de cultivos tradicionales, pero interesa preguntarse también sobre la sostenibilidad de su producción a partir de cultivos alternativos, que no competirÃan con los cultivos alimentarios, puesto que se ubicarÃan en regiones agrÃcolas marginales. El texto trata sobre las producciones de biocombustibles de los paÃses de América del Sur, en sus contextos internacionales, nacionales y locales. Se profundiza la mirada sobre Argentina, Brasil y Colombia, lÃderes continentales en el sector. Se analizan la evolución del mercado energético, los actores involucrados y las polÃticas implementadas. A otra escala, se plantea la puesta en marcha de las cadenas de biocombustibles alternativos. ; Biofuels introduce agricultural spaces to power production.
