    This dataset and codebook correspond to the initial round of survey data gathered in France in 2022, within the project FULFILL - Fundamental Decarbonisation Through Sufficiency By Lifestyle Changes. As part of Work Package 3 (WP3) in the FULFILL project, we collected quantitative data from six countries: Denmark, France, Germany, Italy, Latvia, and India. In the first round of the survey, we recruited a representative sample of approximately 2000 households in each country, taking into account both the individual and household perspectives. The survey includes a quantitative assessment of the carbon footprint in various domains of life, such as housing, mobility, and diet. In addition to this, the survey also measures socio-economic factors such as age, gender, income, education, household size, life stage, and political orientation. Furthermore, the survey includes measures of quality of life, encompassing aspects such as health and well-being, environmental quality, financial security, and comfort.

    The abstract gives an overview over geographical, environmental and political changes in Tunisia from 2000 to 2018. The focus is on wildfire evolution and climate change processes in Tunisia. L' augmentation des incendies de forêts, la littoralisation, la californisation, risque de voir les espèces invasives se multiplier-telle fut le résultat de l'étude GTZ « Stratégie nationale d'adaptation de l'agriculture tunisienne et des écosystèmes aux changements climatiques» sottie en 2007 - et dont l'auteur fut le responsable du groupe d'analyse des écosystèmes. Le diagnostic concernant l'évolution de risques de feux de forêts fut assez alarmant : « Nous pensons que les changements climatiques vont accroître considérablement les risques de feux de végétation. Le Nord de la Tunisie serait particulièrement affecté par cette évolution car en plus de l'augmentation des températures le stock combustible pourrait considérablement augmenter ... La progression des incendies, surtout de grands incendies nécessitant des grands stocks de combustibles, dans le Nord tunisien, peut avoir des conséquences particulièrement négatives pour toute l'économie tunisienne car elle met en danger les systèmes des barrages et l'approvisionnement en eau d'une grande partie de la Tunisie. (Neff, C. 2007., p.37-38)».Dix ans après la sortie de l' étude l' auteur essai d'évaluerà quel point les scenarios dessinés dans l'étude de 2007 sont encore d'actualité en Tunisie contemporaine (2017/18). Est-ce que les changements politiques, la révolution tunisienne de 2011 et la phase transitoire vers une démocratielibérale qui suivait cette révolution, ont pesé sur l' état de l'environnement. Quel est la tendance des fréquences d'incendies de forêts des dernières années en Tunisie.     Little research has been done to date on French households’ preferences for energy retrofits in the dwelling. However, the economic role of these choices is crucial for implementing an effective and realistic energy policy in the residential sector, both in terms of proposed aid and targets. Are households interested in retrofits with high energy-savings potential? How much are they willing to pay and is it sufficient to cover the up-front costs? How many households have no choice of heating system, and what is their profile?This work sets out to answer these questions empirically using discrete choice models. It starts by analyzing the technical, socio-demographic and spatial constraints that face households and create barriers to domestic energy choices. A method to detect household constraint is devised and applied to the choice of space heating system in 2006 and 2013. The second stage analyzes household preferences for heating equipment and retrofits. This second part is based on a discrete choice experiment specially carried out for this research among 2,000 households. This work sheds light on households’ preferences and heterogeneity, as well as their willingness to pay, the implicit discount rate and other economic impacts. Les préférences des ménages français pour les travaux de rénovation énergétique dans le logement ont été peu étudiées jusqu’à présent. Or, elles sont la clé d’une politique énergétique efficace et réaliste pour le secteur résidentiel, tant au niveau des aides proposées, qu’au niveau des objectifs à réaliser. Les ménages sont-ils intéressés par des travaux à fort potentiel d’économie d’énergie ? Combien sont-ils prêt à payer et est-ce que c’est suffisant pour couvrir les coûts réels ? Combien de ménages n’ont pas le choix de leur mode de chauffage et quel est leur profil ?La thèse s'attache à répondre à ces questions de façon empirique à l’aide de modèles de choix discrets. Il s’agit, dans un premier temps, d’analyser les contraintes techniques, sociodémographiques et spatiales que rencontrent les ménages et qui entravent les choix énergétiques dans le logement. Une méthodologie de détection des ménages contraints a été proposée, puis appliquée au choix du chauffage en 2006 et 2013. Dans un deuxième temps, les préférences des ménages pour les équipements de chauffage et les travaux de rénovation ont été analysées. Cette deuxième partie utilise une enquête expérimentale qui a été réalisée spécialement pour ce travail de recherche auprès de 2000 ménages. Ce travail a permis de comprendre les préférences des ménages, leur hétérogénéité, et d’en déduire les consentements à payer, les taux d’actualisation implicites et les différents effets économiques.

    This dataset and codebook correspond to the second round of survey data gathered in France in 2023, within the project FULFILL - Fundamental Decarbonisation Through Sufficiency By Lifestyle Changes. As part of Work Package 3 (WP3) in the FULFILL project, we collected quantitative data from six countries: Denmark, France, Germany, Italy, Latvia, and India. The first round of the survey, consisted of recruiting a representative sample of approximately 2000 households in each country. In this second survey round, we recruit around 500 respondents from the initial survey round, ensuring representativity is maintained. This survey is very similar to the survey in the first round and includes a lot of identical items, including a quantitative assessment of the carbon footprint in the housing, mobility, and diet sectors, socio-economic factors such as age, gender, income, education, household size, life stage, and political orientation. Furthermore, the survey includes measures of quality of life, encompassing aspects such as health and well-being, environmental quality, financial security, and comfort. New for this second round, we have incorporated questions regarding the measures respondents adopted in response to the 2022 energy crisis.

    Le présent CCDR comporte trois messages principaux: (i) En premier lieu, le maintien du statu quo ne permettra plus de soutenir la croissance économique de la Côte d'Ivoire et ses ambitions de devenir un pays à revenu intermédiaire de la tranche supérieure à l’horizon 2030, tout en réduisant considérablement la pauvreté. Toutes choses étant égales par ailleurs, et dans le cadre d’un scénario de climat sec/plus chaud, le changement climatique devrait réduire le produit intérieur brut (PIB) réel de 13 pour cent d’ici à 2050, ce qui empêcherait 1,63 million de personnes de s’affranchir de la pauvreté. Quoique dispendieuses, les mesures d’adaptation peuvent potentiellement compenser une grande partie de l’impact négatif du climat, notamment sur les populations démunies; (ii) Deuxièmement, des secteurs économiques clés, dont le cacao et l’énergie, courent le risque de connaître des contre-performances si aucune mesure n’est prise maintenant même pour faire face aux impacts climatiques et tirer parti des mutations technologiques ou des changements réglementaires. En outre, les centres urbains, qui sont des pôles économiques, sont exposés aux dommages climatiques subis par les infrastructures et aux pertes considérables de moyens de subsistance subies par les populations démunies vivant dans des communautés à faibles revenus. Des menaces planent également sur les routes, les réseaux numériques et les autres infrastructures qui assurent l’interconnectivité au plan national, garantissant l’efficacité des déplacements et l’accès aux marchés et aux services; (iii) Troisièmement, la Côte d'Ivoire n’est pas actuellement prête à faire face aux conséquences du changement climatique. Sa capacité d’adaptation en est encore à ses balbutiements, ses institutions et sa coordination de l’action en faveur du climat sont fragmentaires, et ses politiques et programmes ne sont pas à la hauteur du défi climatique auquel sont confrontées les populations vulnérables. Entre-temps, la mise en œuvre des stratégies et plans existants reste limitée. Les composantes réglementaires, institutionnelles et climatiques nécessaires à la gestion des impacts climatiques doivent être revues ou mises en place. Certes, la croissance du secteur privé a connu une tendance positive, mais elle n’atteint pas encore son potentiel en termes de portée et d’échelle, si bien qu’elle doit encore se développer pour jouer son rôle essentiel à l’adaptation aux effets du changement climatique et à leur atténuation. Côte d'Ivoire is at a crossroads. Despite good progress over the last decade, recent global economic and health shocks have aggravated existing problems including lack of fiscal space, limited access to concessional and cheap financing, and a fragile political neighborhood. But Côte d'Ivoire now has an opportunity to put its growth on a more sustainable path, both realizing the aspirations of a growing population and better adapting to the growing impacts of climate change. Climate change impacts are already affecting Côte d'Ivoire, as temperatures increase, rainfall and other weather events become more extreme and less predictable, and sea levels rise. This World Bank Group Country Climate and Development Report (CCDR) shows negative impacts from climate change will reduce economic performance and over proportionally impact the poor. The report examines specific opportunities in energy, agriculture, and land use as well as urban development and interconnectivity that could render the country’s development more sustainable and inclusive, raising standards of living while increasing resilience in face of climate change. Dealing with a changing climate is a national imperative, where choices need to be made for the structural transformation of the economy, transitioning from outdoor low‑earning sectors such as agriculture to more value‑added industrial and service activities.

    Les réservoirs résultant de la construction de barrages noient de la végétation et des sols. Leur évolution suit trois phases.[br/] - Dynamique initiale : les nouvelles niches écologiques ouvertes ainsi que les stocks de carbone et de nutriments contenus dans la végétation vivante et morte contribuent à une hausse brutale du niveau trophique et de la productivité des réservoirs. Ce phénomène, appelé « trophic upsurge », est d’importance et de durée variables. Il s’accompagne d’une désoxygénation et d’émissions de CO2 et de CH4, d’autant plus fortes que la température est élevée.[br/] - Dynamique à moyen terme : le marnage induit par l’exploitant exonde temporairement les sols noyés, qui sont alors soumis à l’érosion par le batillage des vagues. Dès que la pente dépasse 5 %, les matériaux érodés sont redistribués dans la zone toujours en eau, contribuant au « trophic upsurge » et à la sédimentation. Ces phénomènes ont été très peu quantifiés. Des résultats récents obtenus sur la retenue de Sarrans (Aveyron) suggèrent que ce phénomène est à l’origine d’une proportion importante de l’accumulation sédimentaire. L’influence écologique de l’apport de nutriments associé à la redistribution des sols pourrait être significative dans les environnements oligotrophes. On connaît très mal l’évolution des sols ennoyés au fond des retenues. Des observations préliminaires effectuées sur la retenue de Sarrans montrent que les sols conservent leur structure d’origine. Elles suggèrent aussi que des sols bruns de prairie, ennoyés en permanence depuis 80 ans, ou exondés occasionnellement, ont perdu 30 % de leur carbone, par minéralisation.[br/] - Dynamique à long terme : A long terme, ce sont les sols du bassin versant et de la zone de marnage en pente faible qui influencent l’écologie des retenues. Les sols du bassin versant dans la mesure où le contexte écologique influence l’érosion et l’apport de nutriments. Les sols de la zone littorale dans la mesure où ils soutiennent une production végétale, qui peut contribuer à filtrer l’eau, mais aussi à l’alimenter en carbone organique minéralisable. Il semble que l’émission de gaz à effet de serre par les réservoirs est, toutes choses égales par ailleurs, plus importante que celle des lacs naturels, probablement en raison de la forte sédimentation, et des variations de pression qui favorisent l’émission de CH4, en particulier lors du passage en turbine. Reservoir establishment results in the submersion of soils and vegetation. Their ecological evolution follows 3 main phases.[br/] - Initial: carbon and nutrients stored in living and dead vegetation biomass supply for a rise of the trophic level and productivity of the lake. During this phase, named « trophic upsurge », which duration and intensity are variable, water anoxia, CO2 and CH4 emissions also rise especially when temperature is high.[br/] - Mean Term: Water level fluctuates according to seasonal energy needs. Waves erode submerged soils along the shoreline. If the slope is steeper than 5%, soils are redistributed downslope and this flux contributes to the trophic upsurge and to sediment accumulation. These phenomena have been poorly studied and quantified. Our measurements at Sarrans reservoir suggest that soil redistribution is a major contributor to sediment accumulation. The ecological influence of carbon and nutrient inputs to the lake may be significant in oligotrophic environments. The evolution of permanently submerged soils is poorly known. Preliminary measurements at Sarrans reservoirs show that grassland cambisols (almost) permanently submerged have lost 30% of their original carbon store since impoundment.[br/] - On the long term, both catchment soils, through erosion and nutrient supply, and soils of the littoral zone, which support vegetation communities, influence reservoir ecology. The accumulation of sedimentary carbon in reservoirs appears much higher than in natural lakes, even eutrophic, and reasons for this are many. Greenhouse gas emission is also higher, because of higher sedimentation rate and increased water level fluctuations that favour methane bubbling and water degassing at the turbine outlet.

    Les forêts du Bassin du Congo constituent l’un des plus importants réservoirs de biodiversité dans le monde. Elles fournissent des moyens de subsistance à plus de 75 millions de personnes qui comptent sur les ressources naturelles locales. Mais à cause de la mauvaise gouvernance observée, cette richesse tend à disparaître au fil des temps, ce qui représente une menace pour la survie des populations qui y sont installées. De nombreuses initiatives ont vu le jour pour pallier cette situation parmi lesquelles la certification forestière, REDD+ et les APV-FLEGT. Les pays du bassin du Congo ont fait de la gouvernance forestière une priorité au sein de la Commission des Forêts d’Afrique Centrale (COMIFAC). Pour y parvenir, il est évident que toutes les parties prenantes à la gestion durable des forêts se sentent concernées et doivent s’impliquer. Dans cette perspective, le projet C4CV, cofinancé par l’Union européenne et le DFID a organisé le Forum régional sur la Gouvernance Forestière (FGF) en République du Congo. Ce projet est mis en œuvre au Cameroun, en République centrafricaine, en République démocratique du Congo, au Gabon et en République du Congo. Sous la direction du CIDT de l’université de Wolverhampton, les organisations partenaires dudit projet dans les cinq pays sont : le Centre pour l’Information Environnementale et le Développement Durable (CIEDD), le centre pour l’Environnement et le Développement (CED) et Forêts et développement Rural (FODER) au Cameroun ; l’Observatoire de la Gouvernance Forestière (OGF) en RDC ; Brainforest au Gabon ; le Cercle d’Appui à la Gestion Durable des Forêts (CAGDF) en République du Congo, y compris le Field Legality Advisory Group (FLAG) en tant que partenaire régional et le World Resources Institute (WRI) en tant que partenaire international. Calqué sur le modèle des réunions semestrielles de mise à jour sur l’exploitation illégale à Chatham House, le FGF vise à contribuer aux buts plus étendus du projet CV4C à travers le partage d’expériences et la sensibilisation, et en promouvant le profil des processus APV-FLEGT et REDD+. La 11ème édition du FGF a été organisée en collaboration avec le Partenariat pour les Forêts du Bassin du Congo (PFBC), en vue de la préparation de la Rencontre des Parties de haut niveau, prévue pour la semaine du 26 novembre 2018 à Bruxelles. ; Forum sur la gouvernance forestière, 30-31 octobre 2018, Brazzaville, DR Congo.

    This dataset and codebook correspond to the initial round of survey data gathered in France in 2022, within the project FULFILL - Fundamental Decarbonisation Through Sufficiency By Lifestyle Changes. As part of Work Package 3 (WP3) in the FULFILL project, we collected quantitative data from six countries: Denmark, France, Germany, Italy, Latvia, and India. In the first round of the survey, we recruited a representative sample of approximately 2000 households in each country, taking into account both the individual and household perspectives. The survey includes a quantitative assessment of the carbon footprint in various domains of life, such as housing, mobility, and diet. In addition to this, the survey also measures socio-economic factors such as age, gender, income, education, household size, life stage, and political orientation. Furthermore, the survey includes measures of quality of life, encompassing aspects such as health and well-being, environmental quality, financial security, and comfort.

    The abstract gives an overview over geographical, environmental and political changes in Tunisia from 2000 to 2018. The focus is on wildfire evolution and climate change processes in Tunisia. L' augmentation des incendies de forêts, la littoralisation, la californisation, risque de voir les espèces invasives se multiplier-telle fut le résultat de l'étude GTZ « Stratégie nationale d'adaptation de l'agriculture tunisienne et des écosystèmes aux changements climatiques» sottie en 2007 - et dont l'auteur fut le responsable du groupe d'analyse des écosystèmes. Le diagnostic concernant l'évolution de risques de feux de forêts fut assez alarmant : « Nous pensons que les changements climatiques vont accroître considérablement les risques de feux de végétation. Le Nord de la Tunisie serait particulièrement affecté par cette évolution car en plus de l'augmentation des températures le stock combustible pourrait considérablement augmenter ... La progression des incendies, surtout de grands incendies nécessitant des grands stocks de combustibles, dans le Nord tunisien, peut avoir des conséquences particulièrement négatives pour toute l'économie tunisienne car elle met en danger les systèmes des barrages et l'approvisionnement en eau d'une grande partie de la Tunisie. (Neff, C. 2007., p.37-38)».Dix ans après la sortie de l' étude l' auteur essai d'évaluerà quel point les scenarios dessinés dans l'étude de 2007 sont encore d'actualité en Tunisie contemporaine (2017/18).     Little research has been done to date on French households’ preferences for energy retrofits in the dwelling. However, the economic role of these choices is crucial for implementing an effective and realistic energy policy in the residential sector, both in terms of proposed aid and targets. Are households interested in retrofits with high energy-savings potential? How much are they willing to pay and is it sufficient to cover the up-front costs? How many households have no choice of heating system, and what is their profile?This work sets out to answer these questions empirically using discrete choice models. It starts by analyzing the technical, socio-demographic and spatial constraints that face households and create barriers to domestic energy choices. A method to detect household constraint is devised and applied to the choice of space heating system in 2006 and 2013. The second stage analyzes household preferences for heating equipment and retrofits. This second part is based on a discrete choice experiment specially carried out for this research among 2,000 households. This work sheds light on households’ preferences and heterogeneity, as well as their willingness to pay, the implicit discount rate and other economic impacts. Les préférences des ménages français pour les travaux de rénovation énergétique dans le logement ont été peu étudiées jusqu’à présent. Or, elles sont la clé d’une politique énergétique efficace et réaliste pour le secteur résidentiel, tant au niveau des aides proposées, qu’au niveau des objectifs à réaliser. Les ménages sont-ils intéressés par des travaux à fort potentiel d’économie d’énergie ? Combien sont-ils prêt à payer et est-ce que c’est suffisant pour couvrir les coûts réels ? Combien de ménages n’ont pas le choix de leur mode de chauffage et quel est leur profil ?La thèse s'attache à répondre à ces questions de façon empirique à l’aide de modèles de choix discrets. Il s’agit, dans un premier temps, d’analyser les contraintes techniques, sociodémographiques et spatiales que rencontrent les ménages et qui entravent les choix énergétiques dans le logement. Une méthodologie de détection des ménages contraints a été proposée, puis appliquée au choix du chauffage en 2006 et 2013. Dans un deuxième temps, les préférences des ménages pour les équipements de chauffage et les travaux de rénovation ont été analysées. Cette deuxième partie utilise une enquête expérimentale qui a été réalisée spécialement pour ce travail de recherche auprès de 2000 ménages. Ce travail a permis de comprendre les préférences des ménages, leur hétérogénéité, et d’en déduire les consentements à payer, les taux d’actualisation implicites et les différents effets économiques.

    This dataset and codebook correspond to the second round of survey data gathered in France in 2023, within the project FULFILL - Fundamental Decarbonisation Through Sufficiency By Lifestyle Changes. As part of Work Package 3 (WP3) in the FULFILL project, we collected quantitative data from six countries: Denmark, France, Germany, Italy, Latvia, and India. The first round of the survey, consisted of recruiting a representative sample of approximately 2000 households in each country. In this second survey round, we recruit around 500 respondents from the initial survey round, ensuring representativity is maintained. This survey is very similar to the survey in the first round and includes a lot of identical items, including a quantitative assessment of the carbon footprint in the housing, mobility, and diet sectors, socio-economic factors such as age, gender, income, education, household size, life stage, and political orientation. Furthermore, the survey includes measures of quality of life, encompassing aspects such as health and well-being, environmental quality, financial security, and comfort. New for this second round, we have incorporated questions regarding the measures respondents adopted in response to the 2022 energy crisis.

    Le présent CCDR comporte trois messages principaux: (i) En premier lieu, le maintien du statu quo ne permettra plus de soutenir la croissance économique de la Côte d'Ivoire et ses ambitions de devenir un pays à revenu intermédiaire de la tranche supérieure à l’horizon 2030, tout en réduisant considérablement la pauvreté. Toutes choses étant égales par ailleurs, et dans le cadre d’un scénario de climat sec/plus chaud, le changement climatique devrait réduire le produit intérieur brut (PIB) réel de 13 pour cent d’ici à 2050, ce qui empêcherait 1,63 million de personnes de s’affranchir de la pauvreté. Quoique dispendieuses, les mesures d’adaptation peuvent potentiellement compenser une grande partie de l’impact négatif du climat, notamment sur les populations démunies; (ii) Deuxièmement, des secteurs économiques clés, dont le cacao et l’énergie, courent le risque de connaître des contre-performances si aucune mesure n’est prise maintenant même pour faire face aux impacts climatiques et tirer parti des mutations technologiques ou des changements réglementaires. En outre, les centres urbains, qui sont des pôles économiques, sont exposés aux dommages climatiques subis par les infrastructures et aux pertes considérables de moyens de subsistance subies par les populations démunies vivant dans des communautés à faibles revenus. Des menaces planent également sur les routes, les réseaux numériques et les autres infrastructures qui assurent l’interconnectivité au plan national, garantissant l’efficacité des déplacements et l’accès aux marchés et aux services; (iii) Troisièmement, la Côte d'Ivoire n’est pas actuellement prête à faire face aux conséquences du changement climatique. Sa capacité d’adaptation en est encore à ses balbutiements, ses institutions et sa coordination de l’action en faveur du climat sont fragmentaires, et ses politiques et programmes ne sont pas à la hauteur du défi climatique auquel sont confrontées les populations vulnérables. Entre-temps, la mise en œuvre des stratégies et plans existants reste limitée. Les composantes réglementaires, institutionnelles et climatiques nécessaires à la gestion des impacts climatiques doivent être revues ou mises en place. Certes, la croissance du secteur privé a connu une tendance positive, mais elle n’atteint pas encore son potentiel en termes de portée et d’échelle, si bien qu’elle doit encore se développer pour jouer son rôle essentiel à l’adaptation aux effets du changement climatique et à leur atténuation. Côte d'Ivoire is at a crossroads. Despite good progress over the last decade, recent global economic and health shocks have aggravated existing problems including lack of fiscal space, limited access to concessional and cheap financing, and a fragile political neighborhood. But Côte d'Ivoire now has an opportunity to put its growth on a more sustainable path, both realizing the aspirations of a growing population and better adapting to the growing impacts of climate change. Climate change impacts are already affecting Côte d'Ivoire, as temperatures increase, rainfall and other weather events become more extreme and less predictable, and sea levels rise. This World Bank Group Country Climate and Development Report (CCDR) shows negative impacts from climate change will reduce economic performance and over proportionally impact the poor. The report examines specific opportunities in energy, agriculture, and land use as well as urban development and interconnectivity that could render the country’s development more sustainable and inclusive, raising standards of living while increasing resilience in face of climate change. Dealing with a changing climate is a national imperative, where choices need to be made for the structural transformation of the economy, transitioning from outdoor low‑earning sectors such as agriculture to more value‑added industrial and service activities.

    Les réservoirs résultant de la construction de barrages noient de la végétation et des sols. Leur évolution suit trois phases.[br/] - Dynamique initiale : les nouvelles niches écologiques ouvertes ainsi que les stocks de carbone et de nutriments contenus dans la végétation vivante et morte contribuent à une hausse brutale du niveau trophique et de la productivité des réservoirs. Ce phénomène, appelé « trophic upsurge », est d’importance et de durée variables. Il s’accompagne d’une désoxygénation et d’émissions de CO2 et de CH4, d’autant plus fortes que la température est élevée.[br/] - Dynamique à moyen terme : le marnage induit par l’exploitant exonde temporairement les sols noyés, qui sont alors soumis à l’érosion par le batillage des vagues. Dès que la pente dépasse 5 %, les matériaux érodés sont redistribués dans la zone toujours en eau, contribuant au « trophic upsurge » et à la sédimentation. Ces phénomènes ont été très peu quantifiés. Des résultats récents obtenus sur la retenue de Sarrans (Aveyron) suggèrent que ce phénomène est à l’origine d’une proportion importante de l’accumulation sédimentaire. L’influence écologique de l’apport de nutriments associé à la redistribution des sols pourrait être significative dans les environnements oligotrophes. On connaît très mal l’évolution des sols ennoyés au fond des retenues. Des observations préliminaires effectuées sur la retenue de Sarrans montrent que les sols conservent leur structure d’origine. Elles suggèrent aussi que des sols bruns de prairie, ennoyés en permanence depuis 80 ans, ou exondés occasionnellement, ont perdu 30 % de leur carbone, par minéralisation.[br/] - Dynamique à long terme : A long terme, ce sont les sols du bassin versant et de la zone de marnage en pente faible qui influencent l’écologie des retenues. Les sols du bassin versant dans la mesure où le contexte écologique influence l’érosion et l’apport de nutriments. Les sols de la zone littorale dans la mesure où ils soutiennent une production végétale, qui peut contribuer à filtrer l’eau, mais aussi à l’alimenter en carbone organique minéralisable. Il semble que l’émission de gaz à effet de serre par les réservoirs est, toutes choses égales par ailleurs, plus importante que celle des lacs naturels, probablement en raison de la forte sédimentation, et des variations de pression qui favorisent l’émission de CH4, en particulier lors du passage en turbine. Reservoir establishment results in the submersion of soils and vegetation. Their ecological evolution follows 3 main phases.[br/] - Initial: carbon and nutrients stored in living and dead vegetation biomass supply for a rise of the trophic level and productivity of the lake. During this phase, named « trophic upsurge », which duration and intensity are variable, water anoxia, CO2 and CH4 emissions also rise especially when temperature is high.[br/] - Mean Term: Water level fluctuates according to seasonal energy needs. Waves erode submerged soils along the shoreline. If the slope is steeper than 5%, soils are redistributed downslope and this flux contributes to the trophic upsurge and to sediment accumulation. These phenomena have been poorly studied and quantified. Our measurements at Sarrans reservoir suggest that soil redistribution is a major contributor to sediment accumulation. The ecological influence of carbon and nutrient inputs to the lake may be significant in oligotrophic environments. The evolution of permanently submerged soils is poorly known. Preliminary measurements at Sarrans reservoirs show that grassland cambisols (almost) permanently submerged have lost 30% of their original carbon store since impoundment.[br/] - On the long term, both catchment soils, through erosion and nutrient supply, and soils of the littoral zone, which support vegetation communities, influence reservoir ecology. The accumulation of sedimentary carbon in reservoirs appears much higher than in natural lakes, even eutrophic, and reasons for this are many. Greenhouse gas emission is also higher, because of higher sedimentation rate and increased water level fluctuations that favour methane bubbling and water degassing at the turbine outlet.

    Les forêts du Bassin du Congo constituent l’un des plus importants réservoirs de biodiversité dans le monde. Elles fournissent des moyens de subsistance à plus de 75 millions de personnes qui comptent sur les ressources naturelles locales. Mais à cause de la mauvaise gouvernance observée, cette richesse tend à disparaître au fil des temps, ce qui représente une menace pour la survie des populations qui y sont installées. De nombreuses initiatives ont vu le jour pour pallier cette situation parmi lesquelles la certification forestière, REDD+ et les APV-FLEGT. Les pays du bassin du Congo ont fait de la gouvernance forestière une priorité au sein de la Commission des Forêts d’Afrique Centrale (COMIFAC). Pour y parvenir, il est évident que toutes les parties prenantes à la gestion durable des forêts se sentent concernées et doivent s’impliquer. Dans cette perspective, le projet C4CV, cofinancé par l’Union européenne et le DFID a organisé le Forum régional sur la Gouvernance Forestière (FGF) en République du Congo. Ce projet est mis en œuvre au Cameroun, en République centrafricaine, en République démocratique du Congo, au Gabon et en République du Congo. Sous la direction du CIDT de l’université de Wolverhampton, les organisations partenaires dudit projet dans les cinq pays sont : le Centre pour l’Information Environnementale et le Développement Durable (CIEDD), le centre pour l’Environnement et le Développement (CED) et Forêts et développement Rural (FODER) au Cameroun ; l’Observatoire de la Gouvernance Forestière (OGF) en RDC ; Brainforest au Gabon ; le Cercle d’Appui à la Gestion Durable des Forêts (CAGDF) en République du Congo, y compris le Field Legality Advisory Group (FLAG) en tant que partenaire régional et le World Resources Institute (WRI) en tant que partenaire international. Calqué sur le modèle des réunions semestrielles de mise à jour sur l’exploitation illégale à Chatham House, le FGF vise à contribuer aux buts plus étendus du projet CV4C à travers le partage d’expériences et la sensibilisation, et en promouvant le profil des processus APV-FLEGT et REDD+. La 11ème édition du FGF a été organisée en collaboration avec le Partenariat pour les Forêts du Bassin du Congo (PFBC), en vue de la préparation de la Rencontre des Parties de haut niveau, prévue pour la semaine du 26 novembre 2018 à Bruxelles. ; Forum sur la gouvernance forestière, 30-31 octobre 2018, Brazzaville, DR Congo.
