    Abstract The use of electric bus fleets has become a topical issue in recent years. Several companies and municipalities, either voluntarily or to comply with legal requirements, will transition to greener bus fleets in the next decades. Such transitions are often established by fleet electrification targets, which dictate the number of electric buses that should be in the fleet by a given time period. In this paper we introduce a comprehensive optimization-based decision making tool to support such transitions. More precisely, we present a fleet replacement problem which allows organizations to determine bus replacement plans that will meet their fleet electrification targets in a cost-effective way, namely considering purchase costs, salvage revenues, operating costs, charging infrastructure investments, and demand charges. We account for several charging infrastructure options, such as slow and fast plug-in stations, overhead pantograph chargers, and inductive (wireless) chargers. We refer to this problem as the electric bus fleet transition problem, and we model it as an integer linear program. We apply our model to conduct computational experiments based on several scenarios. We use real data provided by a public transit agency in order to draw insights into optimal transition plans.

    AbstractBecause of its low level of energy consumption and the small scale of its industrial development, the Tibet Autonomous Region has historically been excluded from China's reported energy statistics, including those regarding CO2 emissions. In this paper, we estimate Tibet's energy consumption using limited online documents, and we calculate the 2014 energy‐related and process‐related CO2 emissions of Tibet and its seven prefecture‐level administrative divisions for the first time. Our results show that 5.52 million tons of CO2 were emitted in Tibet in 2014; 33% of these emissions are associated with cement production. Tibet's emissions per capita amounted to 1.74 tons in 2014, which is substantially lower than the national average, although Tibet's emission intensity is relatively high at 0.60 tons per thousand yuan in 2014. Among Tibet's seven prefecture‐level administrative divisions, Lhasa City and Shannan Region are the two largest CO2 contributors and have the highest per capita emissions and emission intensities. The Nagqu and Nyingchi regions emit little CO2 due to their farming/pasturing‐dominated economies. This quantitative measure of Tibet's regional CO2 emissions provides solid data support for Tibet's actions on climate change and emission reductions.

    Abstract This paper provides an overview of economic issues involved in timing limitations on CO2 emissions from energy systems. It highlights issues relating to technology availability, development and diffusion, and the inertia of energy systems, as being particularly important. The paper sets this in the context of wider uncertainties surrounding the problem and briefly considers other aspects relevant to timing. The paper is stimulated by the debate in the USA about optimal abatement paths, in particular recent claims that it would be economically preferable to defer such abatement action, in favour of measures that support technology development but do not affect emission trends for many years. This paper categorizes the various economic issues involved and concludes that for each economic argument that has been advanced to justify deferring emission constraints, there are counter-vailing economic arguments that could be used in support of rapid near term emissions abatement. Rational policy lies between these extremes. A policy of deferring all emissions abatement exposes economic systems and industries, as well as the environment, to significantly greater costs and risks than those arising from a more balanced approach. Furthermore the modelling studies that have been used to justify deferring emissions abatement do so because they embody the economic factors favourable to delay and largely neglect the countervailing issues, to the point where their results have little relevance to the overall problem of timing emissions abatement.

    We previously developed a model for projection of heat-related mortality attributable to climate change. The objective of this paper is to improve the fit and precision of and examine the robustness of the model.We obtained daily data for number of deaths and maximum temperature from respective governmental organizations of Japan, Korea, Taiwan, the USA, and European countries. For future projection, we used the Bergen climate model 2 (BCM2) general circulation model, the Special Report on Emissions Scenarios (SRES) A1B socioeconomic scenario, and the mortality projection for the 65+-year-old age group developed by the World Health Organization (WHO). The heat-related excess mortality was defined as follows: The temperature-mortality relation forms a V-shaped curve, and the temperature at which mortality becomes lowest is called the optimum temperature (OT). The difference in mortality between the OT and a temperature beyond the OT is the excess mortality. To develop the model for projection, we used Japanese 47-prefecture data from 1972 to 2008. Using a distributed lag nonlinear model (two-dimensional nonparametric regression of temperature and its lag effect), we included the lag effect of temperature up to 15 days, and created a risk function curve on which the projection is based. As an example, we perform a future projection using the above-mentioned risk function. In the projection, we used 1961-1990 temperature as the baseline, and temperatures in the 2030s and 2050s were projected using the BCM2 global circulation model, SRES A1B scenario, and WHO-provided annual mortality. Here, we used the "counterfactual method" to evaluate the climate change impact; For example, baseline temperature and 2030 mortality were used to determine the baseline excess, and compared with the 2030 excess, for which we used 2030 temperature and 2030 mortality. In terms of adaptation to warmer climate, we assumed 0 % adaptation when the OT as of the current climate is used and 100 % adaptation when the OT as of the future climate is used. The midpoint of the OTs of the two types of adaptation was set to be the OT for 50 % adaptation.We calculated heat-related excess mortality for 2030 and 2050.Our new model is considered to be better fit, and more precise and robust compared with the previous model.

    The sudden increase in the concentration of carbon dioxide (CO2) in the atmosphere due to the high dependency on fossil products has created the need for an urgent solution to mitigate this challenge. Global warming, which is a direct result of excessive CO2 emissions into the atmosphere, is one major issue that the world is trying to curb, especially in the 21st Century where most energy generation mediums operate using fossil products. This investigation considered a number of materials ideal for the capturing of CO2 in the post-combustion process. The application of aqueous ammonia, amine solutions, ionic liquids, and activated carbons is thoroughly discussed. Notable challenges are impeding their advancement, which are clearly expatiated in the report. Some merits and demerits of these technologies are also presented. Future research directions for each of these technologies are also analyzed and explained in detail. Furthermore, the impact of post-combustion CO2 capture on the circular economy is also presented.

    Abstract One of the most significant current discussions in climate change is around the issue of low carbon emission and its effect on human health. It is becoming increasingly difficult to ignore the transport share of world emissions. Recent developments in this field have heightened the need for Driving Cycle establishment in order to understand and reduce vehicle emissions. However, a major problem with this Driving Cycle characteristic is that it varies from one city to another due to the type of principle activities (industrial, agricultural) present. Therefore, individual testing is necessary for each region in order to establish a representative tool for Local Authorities to identify the air quality in terms of traffic emissions. To date, there has been little discussion about Driving Cycle developments, so in this paper, experimental studies, which predict sufficient parameters in driving cycle modelling, were summarized in the literature review and gave comprehensive feedback to the field for further investigations. Subsequently, the author presented a simple method for establishing the driving cycle, and estimating vehicle emission. As COPERT software is one of the most commonly deployed tools in Europe, the methodology involved a formula that is being obtained from COPERT. Later this formula is being used in a program which makes use of bulk traffic movements and average vehicle speeds in order to estimate emissions. The combination of On-board diagnostic data extraction incorporated in all modern passenger cars and program used to allow real world vehicular activities to be recorded, in order to better estimate the contribution of private cars to local emissions inventories. Representative driving cycles reflecting the real-world driving conditions of two cities were proposed and estimated vehicle emissions were compared with measured results.

    Management of natural resources is pivotal for sustained economic growth—the increasing ecological footprints causing biocapacity deficit threaten the resource conversation agenda. The study identified the potential causes and consequences of natural resource depletion in a broad cross-section of 138 countries. Ecological footprints, international migrant stocks, industrial value-added, and population growth influenced natural resource capital across countries. The results show that ecological footprints, industrial value-added, and population growth are the detrimental factors of resource capital. In contrast, continued economic growth is helpful to conserve natural resources for future generations. The rise and fall in the natural resource degradation are evident in the wake of international migrants’ stocks to support an inverted U-shaped relationship between them. The Granger causality inferences confirmed the one-way linkages, running from international migrant stocks, economic growth, and population growth to natural resource degradation. It verifies migrants-led, affluence-led, and population-led resource degradation. Ecological footprints Granger causes industrial value-added across countries. The forecasting estimates suggested that economic growth would likely to influenced greater in magnitude to resource degradation by its innovation shocks of 4.791%, followed by international migrant stocks, population growth, ecological footprints, and industrial value added by their innovation shocks of 4.709%, 1.829%, 1.247%, and 0.700%, respectively. The study concludes that international migrant stocks should manage smartly, causing more resource degradation via a channel of increasing biocapacity deficit across countries.

    With increasing air traffic, rising fuel costs and tighter environmental targets, efficient airport ground operations are one of the key aspects towards sustainable air transportation. This complex system includes elements such as ground movement, runway scheduling and ground services. Previously, these problems were treated in isolation since information, such as landing time, pushback time and aircraft ground position, are held by different stakeholders with sometimes conflicting interests and, normally, are not shared. However, as these problems are interconnected, solutions as a result of isolated optimisation may achieve the objective of one problem but fail in the objective of the other one, missing the global optimum eventually. Potentially more energy and economic costs are thus required. In order to apply a more systematic and holistic view, this paper introduces a multi-objective integrated optimisation problem incorporating the newly proposed Active Routing concept. Built with systematic perspectives, this new model combines several elements: scheduling and routing of aircraft, 4-Dimensional Trajectory (4DT) optimisation, runway scheduling and airport bus scheduling. A holistic economic optimisation framework is also included to support the decision maker to select the economically optimal solution from a Pareto front of technically optimal solutions. To solve this problem, a multi-objective genetic algorithm is adopted and tested on real data from an international hub airport. Preliminary results show that the proposed approach is able to provide a systematic framework so that airport efficiency, environmental assessment and economic analysis could all be explicitly optimised.

    The sustainable development goals (SDGs) are required to be achieved by 2030, and measurement indicators are needed to properly visualize individual efforts toward SDGs. Here, we developed a Japanese version of the Sustainability Consciousness Questionnaire (SCQ), the most well-known individual measure of SDGs, and examined its reliability and validity. Three online surveys were conducted with 1,268 Japanese adults. The results of confirmatory factor analysis showed that the Japanese version of the SCQ consists of two single-level factors: sustainability knowingness/attitude and sustainability behavior. These two factors demonstrated sufficient internal consistency by Cronbach's alpha and McDonald's omega coefficient, which ensured measurement reliability. Additionally, cocorrelations with other scales indicated that the higher the level of sustainability knowledge and attitude, the less positive attitude toward climate change and the higher the level of sustainability behavior, indicating the construct validity of these factors. These results indicate that the Japanese version of the SCQ is reliable and valid.

    Abstract Growing urban populations, changes in rainfall patterns and ageing infrastructure represent significant challenges for urban water management (UWM). There is a critical need for research into how cities should adapt to become resilient to these impacts under uncertain futures. UWM challenges in the Ebbsfleet Garden City (UK) were investigated via a participatory process and potential sustainable solutions were explored using a System Dynamics Model (SDM). Collaborative development of the SDM by the Ebbsfleet Learning and Action Alliance developed stakeholders’ understanding of future UWM options and enabled a structured exploration of interdependencies within the current UWM system. Discussion by stakeholders resulted in a focus on potable water use and the development of the SDM to investigate how residential potable water consumption in the Ebbsfleet Garden City might be reduced through a range of interventions, e.g., socio-environmental and economic policy incentives. The SDM approach supports decision-making at a strategic, system-wide level, and facilitates exploration of the long-term consequences of alternative strategies, particularly those that are difficult to include in quantitative models. While an SDM can be developed by experts alone, building it collaboratively allows the process to benefit from local knowledge, resulting in a collective learning process and increased potential for adoption.

    Abstract The use of electric bus fleets has become a topical issue in recent years. Several companies and municipalities, either voluntarily or to comply with legal requirements, will transition to greener bus fleets in the next decades. Such transitions are often established by fleet electrification targets, which dictate the number of electric buses that should be in the fleet by a given time period. In this paper we introduce a comprehensive optimization-based decision making tool to support such transitions. More precisely, we present a fleet replacement problem which allows organizations to determine bus replacement plans that will meet their fleet electrification targets in a cost-effective way, namely considering purchase costs, salvage revenues, operating costs, charging infrastructure investments, and demand charges. We account for several charging infrastructure options, such as slow and fast plug-in stations, overhead pantograph chargers, and inductive (wireless) chargers. We refer to this problem as the electric bus fleet transition problem, and we model it as an integer linear program. We apply our model to conduct computational experiments based on several scenarios. We use real data provided by a public transit agency in order to draw insights into optimal transition plans.

    AbstractBecause of its low level of energy consumption and the small scale of its industrial development, the Tibet Autonomous Region has historically been excluded from China's reported energy statistics, including those regarding CO2 emissions. In this paper, we estimate Tibet's energy consumption using limited online documents, and we calculate the 2014 energy‐related and process‐related CO2 emissions of Tibet and its seven prefecture‐level administrative divisions for the first time. Our results show that 5.52 million tons of CO2 were emitted in Tibet in 2014; 33% of these emissions are associated with cement production. Tibet's emissions per capita amounted to 1.74 tons in 2014, which is substantially lower than the national average, although Tibet's emission intensity is relatively high at 0.60 tons per thousand yuan in 2014. Among Tibet's seven prefecture‐level administrative divisions, Lhasa City and Shannan Region are the two largest CO2 contributors and have the highest per capita emissions and emission intensities. The Nagqu and Nyingchi regions emit little CO2 due to their farming/pasturing‐dominated economies. This quantitative measure of Tibet's regional CO2 emissions provides solid data support for Tibet's actions on climate change and emission reductions.

    Abstract This paper provides an overview of economic issues involved in timing limitations on CO2 emissions from energy systems. It highlights issues relating to technology availability, development and diffusion, and the inertia of energy systems, as being particularly important. The paper sets this in the context of wider uncertainties surrounding the problem and briefly considers other aspects relevant to timing. The paper is stimulated by the debate in the USA about optimal abatement paths, in particular recent claims that it would be economically preferable to defer such abatement action, in favour of measures that support technology development but do not affect emission trends for many years. This paper categorizes the various economic issues involved and concludes that for each economic argument that has been advanced to justify deferring emission constraints, there are counter-vailing economic arguments that could be used in support of rapid near term emissions abatement. Rational policy lies between these extremes. A policy of deferring all emissions abatement exposes economic systems and industries, as well as the environment, to significantly greater costs and risks than those arising from a more balanced approach. Furthermore the modelling studies that have been used to justify deferring emissions abatement do so because they embody the economic factors favourable to delay and largely neglect the countervailing issues, to the point where their results have little relevance to the overall problem of timing emissions abatement.

    We previously developed a model for projection of heat-related mortality attributable to climate change. The objective of this paper is to improve the fit and precision of and examine the robustness of the model.We obtained daily data for number of deaths and maximum temperature from respective governmental organizations of Japan, Korea, Taiwan, the USA, and European countries. For future projection, we used the Bergen climate model 2 (BCM2) general circulation model, the Special Report on Emissions Scenarios (SRES) A1B socioeconomic scenario, and the mortality projection for the 65+-year-old age group developed by the World Health Organization (WHO). The heat-related excess mortality was defined as follows: The temperature-mortality relation forms a V-shaped curve, and the temperature at which mortality becomes lowest is called the optimum temperature (OT). The difference in mortality between the OT and a temperature beyond the OT is the excess mortality. To develop the model for projection, we used Japanese 47-prefecture data from 1972 to 2008. Using a distributed lag nonlinear model (two-dimensional nonparametric regression of temperature and its lag effect), we included the lag effect of temperature up to 15 days, and created a risk function curve on which the projection is based. As an example, we perform a future projection using the above-mentioned risk function. In the projection, we used 1961-1990 temperature as the baseline, and temperatures in the 2030s and 2050s were projected using the BCM2 global circulation model, SRES A1B scenario, and WHO-provided annual mortality. Here, we used the "counterfactual method" to evaluate the climate change impact; For example, baseline temperature and 2030 mortality were used to determine the baseline excess, and compared with the 2030 excess, for which we used 2030 temperature and 2030 mortality. In terms of adaptation to warmer climate, we assumed 0 % adaptation when the OT as of the current climate is used and 100 % adaptation when the OT as of the future climate is used. The midpoint of the OTs of the two types of adaptation was set to be the OT for 50 % adaptation.We calculated heat-related excess mortality for 2030 and 2050.Our new model is considered to be better fit, and more precise and robust compared with the previous model.

    The sudden increase in the concentration of carbon dioxide (CO2) in the atmosphere due to the high dependency on fossil products has created the need for an urgent solution to mitigate this challenge. Global warming, which is a direct result of excessive CO2 emissions into the atmosphere, is one major issue that the world is trying to curb, especially in the 21st Century where most energy generation mediums operate using fossil products. This investigation considered a number of materials ideal for the capturing of CO2 in the post-combustion process. The application of aqueous ammonia, amine solutions, ionic liquids, and activated carbons is thoroughly discussed. Notable challenges are impeding their advancement, which are clearly expatiated in the report. Some merits and demerits of these technologies are also presented. Future research directions for each of these technologies are also analyzed and explained in detail. Furthermore, the impact of post-combustion CO2 capture on the circular economy is also presented.

    Abstract One of the most significant current discussions in climate change is around the issue of low carbon emission and its effect on human health. It is becoming increasingly difficult to ignore the transport share of world emissions. Recent developments in this field have heightened the need for Driving Cycle establishment in order to understand and reduce vehicle emissions. However, a major problem with this Driving Cycle characteristic is that it varies from one city to another due to the type of principle activities (industrial, agricultural) present. Therefore, individual testing is necessary for each region in order to establish a representative tool for Local Authorities to identify the air quality in terms of traffic emissions. To date, there has been little discussion about Driving Cycle developments, so in this paper, experimental studies, which predict sufficient parameters in driving cycle modelling, were summarized in the literature review and gave comprehensive feedback to the field for further investigations. Subsequently, the author presented a simple method for establishing the driving cycle, and estimating vehicle emission. As COPERT software is one of the most commonly deployed tools in Europe, the methodology involved a formula that is being obtained from COPERT. Later this formula is being used in a program which makes use of bulk traffic movements and average vehicle speeds in order to estimate emissions. The combination of On-board diagnostic data extraction incorporated in all modern passenger cars and program used to allow real world vehicular activities to be recorded, in order to better estimate the contribution of private cars to local emissions inventories. Representative driving cycles reflecting the real-world driving conditions of two cities were proposed and estimated vehicle emissions were compared with measured results.

    Management of natural resources is pivotal for sustained economic growth—the increasing ecological footprints causing biocapacity deficit threaten the resource conversation agenda. The study identified the potential causes and consequences of natural resource depletion in a broad cross-section of 138 countries. Ecological footprints, international migrant stocks, industrial value-added, and population growth influenced natural resource capital across countries. The results show that ecological footprints, industrial value-added, and population growth are the detrimental factors of resource capital. In contrast, continued economic growth is helpful to conserve natural resources for future generations. The rise and fall in the natural resource degradation are evident in the wake of international migrants’ stocks to support an inverted U-shaped relationship between them. The Granger causality inferences confirmed the one-way linkages, running from international migrant stocks, economic growth, and population growth to natural resource degradation. It verifies migrants-led, affluence-led, and population-led resource degradation. Ecological footprints Granger causes industrial value-added across countries. The forecasting estimates suggested that economic growth would likely to influenced greater in magnitude to resource degradation by its innovation shocks of 4.791%, followed by international migrant stocks, population growth, ecological footprints, and industrial value added by their innovation shocks of 4.709%, 1.829%, 1.247%, and 0.700%, respectively. The study concludes that international migrant stocks should manage smartly, causing more resource degradation via a channel of increasing biocapacity deficit across countries.

    With increasing air traffic, rising fuel costs and tighter environmental targets, efficient airport ground operations are one of the key aspects towards sustainable air transportation. This complex system includes elements such as ground movement, runway scheduling and ground services. Previously, these problems were treated in isolation since information, such as landing time, pushback time and aircraft ground position, are held by different stakeholders with sometimes conflicting interests and, normally, are not shared. However, as these problems are interconnected, solutions as a result of isolated optimisation may achieve the objective of one problem but fail in the objective of the other one, missing the global optimum eventually. Potentially more energy and economic costs are thus required. In order to apply a more systematic and holistic view, this paper introduces a multi-objective integrated optimisation problem incorporating the newly proposed Active Routing concept. Built with systematic perspectives, this new model combines several elements: scheduling and routing of aircraft, 4-Dimensional Trajectory (4DT) optimisation, runway scheduling and airport bus scheduling. A holistic economic optimisation framework is also included to support the decision maker to select the economically optimal solution from a Pareto front of technically optimal solutions. To solve this problem, a multi-objective genetic algorithm is adopted and tested on real data from an international hub airport. Preliminary results show that the proposed approach is able to provide a systematic framework so that airport efficiency, environmental assessment and economic analysis could all be explicitly optimised.

    The sustainable development goals (SDGs) are required to be achieved by 2030, and measurement indicators are needed to properly visualize individual efforts toward SDGs. Here, we developed a Japanese version of the Sustainability Consciousness Questionnaire (SCQ), the most well-known individual measure of SDGs, and examined its reliability and validity. Three online surveys were conducted with 1,268 Japanese adults. The results of confirmatory factor analysis showed that the Japanese version of the SCQ consists of two single-level factors: sustainability knowingness/attitude and sustainability behavior. These two factors demonstrated sufficient internal consistency by Cronbach's alpha and McDonald's omega coefficient, which ensured measurement reliability. Additionally, cocorrelations with other scales indicated that the higher the level of sustainability knowledge and attitude, the less positive attitude toward climate change and the higher the level of sustainability behavior, indicating the construct validity of these factors. These results indicate that the Japanese version of the SCQ is reliable and valid.

    Abstract Growing urban populations, changes in rainfall patterns and ageing infrastructure represent significant challenges for urban water management (UWM). There is a critical need for research into how cities should adapt to become resilient to these impacts under uncertain futures. UWM challenges in the Ebbsfleet Garden City (UK) were investigated via a participatory process and potential sustainable solutions were explored using a System Dynamics Model (SDM). Collaborative development of the SDM by the Ebbsfleet Learning and Action Alliance developed stakeholders’ understanding of future UWM options and enabled a structured exploration of interdependencies within the current UWM system. Discussion by stakeholders resulted in a focus on potable water use and the development of the SDM to investigate how residential potable water consumption in the Ebbsfleet Garden City might be reduced through a range of interventions, e.g., socio-environmental and economic policy incentives. The SDM approach supports decision-making at a strategic, system-wide level, and facilitates exploration of the long-term consequences of alternative strategies, particularly those that are difficult to include in quantitative models. While an SDM can be developed by experts alone, building it collaboratively allows the process to benefit from local knowledge, resulting in a collective learning process and increased potential for adoption.
