We analysed the effect of applying Dutch thermal efficiency standards of residential dwellings, conversion efficiency, appliance fuel mixes and appliance ownership rates, to the UK residential sector. We found that although aggregate energy consumption does not change significantly, pollution emissions are reduced significantly. Thus, the primary difference between housing and appliance stocks in the two regions is in terms of fuel mixes. However, improved thermal efficiency does allow for increased dwelling warmth without increasing emissions. Adapting Dutch standards in the UK would lead to a one-time improvement of the environmental situation, after which the trend is continued.

J. de Koning;IntroductionBoth mean power output (MPO) and the distribution of the available energy over the race, that is, pacing strategy, are critical factors in performance. The purpose of this study was to determine the relative importance of both pacing strategy and MPO to performance.MethodsSix well-trained, regionally competitive cyclists performed four 1500-m ergometer time trials (∼2 min). For each subject, the fastest (Fast) and slowest (Slow) time trials were compared and the relative importance of differences in power output and pacing strategy were determined with an energy flow model.ResultsThe difference in final time between Fast and Slow was 4.0 (2.5) s. Fast was performed with a higher MPO (437.8 (32.3) W vs 411.3 (39.0) W), a higher aerobic peak power (295.3 (36.8) vs 287.5 (34.7) W) and a higher anaerobic peak power (828.8 (145.4) W vs 649.5 (112.2) W) combined with a relatively higher, but not statistically different anaerobic rate constant (0.051 (0.016) vs 0.041 (0.009) W). The changes in MPO (63% anaerobic, 37% aerobic) largely explained the differences in final times. Athletes chose a different pacing strategy that was close to optimal for their physiological condition in both Fast and Slow.ConclusionDifferences in intraindividual performance were mainly caused by differences in MPO. Athletes seemed to be able to effectively adjust their pacing profile based on their “status of the day”.Keywordsmodelling performance, energy expenditure, aerobic, anaerobic, sports.

Abstract Awareness in Central and Eastern European countries of environmental problems is growing rapidly. Yet the social, economic, and political barriers to implementing drastic policy measures are still formidable. The acceptability of policy measures can be improved when the environmental and economic implications of alternative measures are shown in conjunction. Therefore, a prototype Computable General Equilibrium (CGE) model is constructed for Lithuania. A key question in Lithuania concerns the future use of nuclear-generated power. Using the CGE model, medium-term scenarios describing combinations of high or low economic activity, fuel prices, and nuclear potential are run for the year 2000.

Krauss;Silicon has long been established as the material of choice for the microelectronics industry. This is not yet true in photonics, where the limited degrees of freedom in material design combined with the indirect bandgap are a major constraint. Recent developments, especially those enabled by nanoscale engineering of the electronic and photonic properties, are starting to change the picture, and some silicon nanostructures now approach or even exceed the performance of equivalent direct-bandgap materials. Focusing on two application areas, namely communications and photovoltaics, we review recent progress in silicon nanocrystals, nanowires and photonic crystals as key examples of functional nanostructures. We assess the state of the art in each field and highlight the challenges that need to be overcome to make silicon a truly high-performing photonic material.

Mela; Christine Edwards; Hilde Herrema; Jingyuan Fu; Marian Geldof; Ruud Albers;Background: The gut microbiota is a putative target for dietary interventions for cardio-metabolic health (CMH), including prevention of obesity, type 2 diabetes, and cardiovascular disease. This has generated considerable interest, but the actual feasibility for diet or specific foods to induce measurable, sustained and meaningful benefits for CMH risk by this route remains uncertain. Scope and approach: This report summarises an expert workshop assessing the gut microbiota as a relevant, feasible and competitive target for CMH benefits by dietary interventions. It summarises the expert presentations and overall view of participants on the current status and outlook, considering also implications for the food industry. Key findings and conclusions: Changing the gut microbiota by diet is possible, but an assessment of the impact on CMH risk is still needed, including clarifying advantages above other known dietary routes. The individual gut microbiota composition may in part determine the impact of diet and its effects on health. Therefore, future developments may identify individuals at risk and thus possible modification of the microbiota to achieve benefits in susceptible (sub) populations depending on their initial microbiota composition. Prebiotics currently appear to be the most promising ingredients; however, required doses may be relatively high and the actual role of gut microbiota needs further assessment. Overall, causal evidence linking gut microbiota interventions with CMH benefits are developing in preclinical models but are still lacking in humans. A significant research effort is needed and ongoing to determine whether potential effects can be reliably substantiated.

To respond to this need, in 2012 the European Space Agency (ESA) released the first multi-decadal, global satellite-observed soil moisture (SM) dataset as part of its Climate Change Initiative (CCI) program. This product, named ESA CCI SM, combines various single-sensor active and passive microwave soil moisture products into three harmonised products: a merged ACTIVE, a merged PASSIVE, and a COMBINED active + passive microwave product. Compared to the first product release, the latest version of ESA CCI SM includes a large number of enhancements, incorporates various new satellite sensors, and extends its temporal coverage to the period 1978–2015. In this study, we first provide a comprehensive overview of the characteristics, evolution, and performance of the ESA CCI SM products. Based on original research and a review of existing literature we show that the product quality has steadily increased with each successive release and that the merged products generally outperform the single-sensor input products. Although ESA CCI SM generally agrees well with the spatial and temporal patterns estimated by land surface models and observed in-situ, we identify surface conditions (e.g., dense vegetation, organic soils) for which it still has large uncertainties. Second, capitalising on the results of > 100 research studies that made use of the ESA CCI SM data we provide a synopsis of how it has contributed to improved process understanding in the following Earth system domains: climate variability and change, land-atmosphere interactions, global biogeochemical cycles and ecology, hydrological and land surface modelling, drought applications, and meteorology. While in some disciplines the use of ESA CCI SM is already widespread (e.g. in the evaluation of model soil moisture states) in others (e.g. in numerical weather prediction or flood forecasting) it is still in its infancy. The latter is partly related to current shortcomings of the product, e.g., the lack of near-real-time availability and data gaps in time and space. This study discloses the discrepancies between current ESA CCI SM product characteristics and the preferred characteristics of long-term satellite soil moisture products as outlined by the Global Climate Observing System (GCOS), and provides important directions for future ESA CCI SM product improvements to bridge these gaps.

Several competition authorities have taken public interest considerations, such as promoting sustainable consumption and production, into account in cartel proceedings.We show that when consumers value sustainable products and firms choose investments in sustainability before choosing output, coordination of output choices boosts investments in sustainability and may even enhance consumer surplus, whereas coordination of investments in sustainability hinders investments and harms consumers.

This article describes new approaches for manipulation of temperature and water input in the field. Nighttime warming was created by reflection of infrared radiation. Automatically operated reflective curtains covered the vegetation at night to reduce heat loss to the atmosphere. This approach mimicked the way climate change, caused by increased cloudiness and increased greenhouse gas emissions, alters the heat balance of ecosystems. Drought conditions were created by automatically covering the vegetation with transparent curtains during rain events over a 2–5-month period. The experimental approach has been evaluated at four European sites across a climate gradient. All sites were dominated (more than 50%) by shrubs of the ericaceous family. Within each site, replicated 4-m × 5-m plots were established for control, warming, and drought treatments and the effect on climate variables recorded. Results over a two-year period indicate that the warming treatment was successful in achieving an increase of the minimum temperatures by 0.4–1.2°C in the air and soil. The drought treatment resulted in a soil moisture reduction of 33%–82% at the peak of the drought. The data presented demonstrate that the approach minimizes unintended artifacts with respect to water balance, moisture conditions, and light, while causing a small but significant reduction in wind speed by the curtains. Temperature measurements demonstrated that the edge effects associated with the treatments were small. Our method provides a valuable tool for investigating the effects of climate change in remote locations with minimal artifacts.

Background: The present paper describes the results of a rating study performed by a group of European Union (EU) drug experts using the multi-criteria decision analysis model for evaluating drug harms. Methods: Forty drug experts from throughout the EU scored 20 drugs on 16 harm criteria. The expert group also assessed criteria weights that would apply, on average, across the EU. Weighted averages of the scores provided a single, overall weighted harm score (range: 0–100) for each drug. Results: Alcohol, heroin and crack emerged as the most harmful drugs (overall weighted harm score 72, 55 and 50, respectively). The remaining drugs had an overall weighted harm score of 38 or less, making them much less harmful than alcohol. The overall weighted harm scores of the EU experts correlated well with those previously given by the UK panel. Conclusion: The outcome of this study shows that the previous national rankings based on the relative harms of different drugs are endorsed throughout the EU. The results indicates that EU and national drug policy measures should focus on drugs with the highest overall harm, including alcohol and tobacco, whereas drugs such as cannabis and ecstasy should be given lower priority including a lower legal classification.

We analysed the effect of applying Dutch thermal efficiency standards of residential dwellings, conversion efficiency, appliance fuel mixes and appliance ownership rates, to the UK residential sector. We found that although aggregate energy consumption does not change significantly, pollution emissions are reduced significantly. Thus, the primary difference between housing and appliance stocks in the two regions is in terms of fuel mixes. However, improved thermal efficiency does allow for increased dwelling warmth without increasing emissions. Adapting Dutch standards in the UK would lead to a one-time improvement of the environmental situation, after which the trend is continued.

The purpose of this study was to determine the relative importance of both pacing strategy and MPO to performance.MethodsSix well-trained, regionally competitive cyclists performed four 1500-m ergometer time trials (∼2 min). For each subject, the fastest (Fast) and slowest (Slow) time trials were compared and the relative importance of differences in power output and pacing strategy were determined with an energy flow model.ResultsThe difference in final time between Fast and Slow was 4.0 (2.5) s. Fast was performed with a higher MPO (437.8 (32.3) W vs 411.3 (39.0) W), a higher aerobic peak power (295.3 (36.8) vs 287.5 (34.7) W) and a higher anaerobic peak power (828.8 (145.4) W vs 649.5 (112.2) W) combined with a relatively higher, but not statistically different anaerobic rate constant (0.051 (0.016) vs 0.041 (0.009) W). The changes in MPO (63% anaerobic, 37% aerobic) largely explained the differences in final times. Athletes chose a different pacing strategy that was close to optimal for their physiological condition in both Fast and Slow.ConclusionDifferences in intraindividual performance were mainly caused by differences in MPO. Athletes seemed to be able to effectively adjust their pacing profile based on their “status of the day”.Keywordsmodelling performance, energy expenditure, aerobic, anaerobic, sports.

Abstract Awareness in Central and Eastern European countries of environmental problems is growing rapidly. Yet the social, economic, and political barriers to implementing drastic policy measures are still formidable. The acceptability of policy measures can be improved when the environmental and economic implications of alternative measures are shown in conjunction. Therefore, a prototype Computable General Equilibrium (CGE) model is constructed for Lithuania. A key question in Lithuania concerns the future use of nuclear-generated power. Using the CGE model, medium-term scenarios describing combinations of high or low economic activity, fuel prices, and nuclear potential are run for the year 2000.

Krauss;Silicon has long been established as the material of choice for the microelectronics industry. This is not yet true in photonics, where the limited degrees of freedom in material design combined with the indirect bandgap are a major constraint. Recent developments, especially those enabled by nanoscale engineering of the electronic and photonic properties, are starting to change the picture, and some silicon nanostructures now approach or even exceed the performance of equivalent direct-bandgap materials. Focusing on two application areas, namely communications and photovoltaics, we review recent progress in silicon nanocrystals, nanowires and photonic crystals as key examples of functional nanostructures. We assess the state of the art in each field and highlight the challenges that need to be overcome to make silicon a truly high-performing photonic material.

This has generated considerable interest, but the actual feasibility for diet or specific foods to induce measurable, sustained and meaningful benefits for CMH risk by this route remains uncertain. Scope and approach: This report summarises an expert workshop assessing the gut microbiota as a relevant, feasible and competitive target for CMH benefits by dietary interventions. It summarises the expert presentations and overall view of participants on the current status and outlook, considering also implications for the food industry. Key findings and conclusions: Changing the gut microbiota by diet is possible, but an assessment of the impact on CMH risk is still needed, including clarifying advantages above other known dietary routes. The individual gut microbiota composition may in part determine the impact of diet and its effects on health. Therefore, future developments may identify individuals at risk and thus possible modification of the microbiota to achieve benefits in susceptible (sub) populations depending on their initial microbiota composition. Prebiotics currently appear to be the most promising ingredients; however, required doses may be relatively high and the actual role of gut microbiota needs further assessment. Overall, causal evidence linking gut microbiota interventions with CMH benefits are developing in preclinical models but are still lacking in humans. A significant research effort is needed and ongoing to determine whether potential effects can be reliably substantiated.

To respond to this need, in 2012 the European Space Agency (ESA) released the first multi-decadal, global satellite-observed soil moisture (SM) dataset as part of its Climate Change Initiative (CCI) program. This product, named ESA CCI SM, combines various single-sensor active and passive microwave soil moisture products into three harmonised products: a merged ACTIVE, a merged PASSIVE, and a COMBINED active + passive microwave product. Compared to the first product release, the latest version of ESA CCI SM includes a large number of enhancements, incorporates various new satellite sensors, and extends its temporal coverage to the period 1978–2015. In this study, we first provide a comprehensive overview of the characteristics, evolution, and performance of the ESA CCI SM products. Based on original research and a review of existing literature we show that the product quality has steadily increased with each successive release and that the merged products generally outperform the single-sensor input products. Although ESA CCI SM generally agrees well with the spatial and temporal patterns estimated by land surface models and observed in-situ, we identify surface conditions (e.g., dense vegetation, organic soils) for which it still has large uncertainties. Second, capitalising on the results of > 100 research studies that made use of the ESA CCI SM data we provide a synopsis of how it has contributed to improved process understanding in the following Earth system domains: climate variability and change, land-atmosphere interactions, global biogeochemical cycles and ecology, hydrological and land surface modelling, drought applications, and meteorology. While in some disciplines the use of ESA CCI SM is already widespread (e.g. in the evaluation of model soil moisture states) in others (e.g. in numerical weather prediction or flood forecasting) it is still in its infancy. The latter is partly related to current shortcomings of the product, e.g., the lack of near-real-time availability and data gaps in time and space. This study discloses the discrepancies between current ESA CCI SM product characteristics and the preferred characteristics of long-term satellite soil moisture products as outlined by the Global Climate Observing System (GCOS), and provides important directions for future ESA CCI SM product improvements to bridge these gaps.

Several competition authorities have taken public interest considerations, such as promoting sustainable consumption and production, into account in cartel proceedings.We show that when consumers value sustainable products and firms choose investments in sustainability before choosing output, coordination of output choices boosts investments in sustainability and may even enhance consumer surplus, whereas coordination of investments in sustainability hinders investments and harms consumers.

This article describes new approaches for manipulation of temperature and water input in the field. Nighttime warming was created by reflection of infrared radiation. Automatically operated reflective curtains covered the vegetation at night to reduce heat loss to the atmosphere. This approach mimicked the way climate change, caused by increased cloudiness and increased greenhouse gas emissions, alters the heat balance of ecosystems. Drought conditions were created by automatically covering the vegetation with transparent curtains during rain events over a 2–5-month period. The experimental approach has been evaluated at four European sites across a climate gradient. All sites were dominated (more than 50%) by shrubs of the ericaceous family. Within each site, replicated 4-m × 5-m plots were established for control, warming, and drought treatments and the effect on climate variables recorded. Results over a two-year period indicate that the warming treatment was successful in achieving an increase of the minimum temperatures by 0.4–1.2°C in the air and soil. The drought treatment resulted in a soil moisture reduction of 33%–82% at the peak of the drought. The data presented demonstrate that the approach minimizes unintended artifacts with respect to water balance, moisture conditions, and light, while causing a small but significant reduction in wind speed by the curtains. Temperature measurements demonstrated that the edge effects associated with the treatments were small. Our method provides a valuable tool for investigating the effects of climate change in remote locations with minimal artifacts.

Background: The present paper describes the results of a rating study performed by a group of European Union (EU) drug experts using the multi-criteria decision analysis model for evaluating drug harms. Methods: Forty drug experts from throughout the EU scored 20 drugs on 16 harm criteria. The expert group also assessed criteria weights that would apply, on average, across the EU. Weighted averages of the scores provided a single, overall weighted harm score (range: 0–100) for each drug. Results: Alcohol, heroin and crack emerged as the most harmful drugs (overall weighted harm score 72, 55 and 50, respectively). The remaining drugs had an overall weighted harm score of 38 or less, making them much less harmful than alcohol. The overall weighted harm scores of the EU experts correlated well with those previously given by the UK panel. Conclusion: The outcome of this study shows that the previous national rankings based on the relative harms of different drugs are endorsed throughout the EU. The results indicates that EU and national drug policy measures should focus on drugs with the highest overall harm, including alcohol and tobacco, whereas drugs such as cannabis and ecstasy should be given lower priority including a lower legal classification.
