The integration of the huge potential for industrial waste heat recovery into smart energy system represents a main opportunity to accomplish these goals. To successfully implement this strategy, all the several stakeholders' conflicting objectives should be considered. In this paper an evolutionary multi-objective optimization model is developed to perform a sustainability evaluation of an energy system involving an industrial facility as the waste heat source and the neighbourhood as district heating network end users. An Italian case study of heat recovery from a steel casting facility shows how the model allows to properly select the district heating network set of users to fully exploit the available waste energy. Design directions such as the thermal energy storage capacity can be also provided. Moreover, the model enables the analysis of the trade-off between the stakeholders’ different perspectives, allowing to identify possible win-win solutions for both the industrial sector and the citizenship.

This paper analyses the implications for emission reductions, the carbon price, and abatement costs of these submissions. The submissions of the Annex I (industrialised) countries are estimated to lead to a total reduction target of 12-18% below 1990 levels. The submissions of the seven major emerging economies are estimated to lead to an 11-14% reduction below baseline emissions, depending on international (financial) support. Global abatement costs in 2020 are estimated at about USD 60-100 billion, assuming that at least two-thirds of Annex I emission reduction targets need to be achieved domestically. The largest share of these costs are incurred by Annex I countries, although the costs as share of GDP are similar for Annex I as a group and the seven emerging economies as a group, even when assuming substantial international transfers from Annex I countries to the emerging economies to finance their abatement costs. If the restriction of achieving two-thirds of the emission reduction target domestically is abandoned, it would more than double the international carbon price and at the same time reduce global abatement costs by almost 25%.

This has been aptly reflected in the Millennium Development Goals (MDG) as one of the major objectives. Despite the availability of diverse and complex set of technologies for water purification, pragmatic and cost-effective use of the same is impeding the use of available sources of water. Hence, in country like India simple low-energy technologies such as solar still are likely to succeed. Solar stills would suffice the basic minimum drinking water requirements of man. Solar stills use sunlight, to kill or inactivate many, if not all, of the pathogens found in water. This paper provides an integrated assessment of the suitability of domestic solar still as a viable safe water technology for India. Also an attempt has been made to critically assess the operational feasibility and costs incurred for using this technology in rural India.

The strategy aimed at transforming public entities, financed by the central budget, into self-sufficient professional companies regulated at arms' length. Nearly 20 years after, the reform has failed to deliver (despite some partial success). Italians have been divided in two parties: those blaming public sector inefficiencies and calling for competitive tendering; and those refusing to privatize water and willing to go back to the fiscal budget. In this article, we suggest that both parties are wrong. Underperformance is not related to the ownership structure of water companies, but rather to poor regulatory design and lack of understanding of the regulatory requirements that are implicit in the management model chosen, namely the concession contract.

Luken;Abstract Given the need to reduce the CO2 emissions coming from the manufacturing sector, it is important, for planning purposes, to know which countries and which manufacturing sub-sectors have the greatest potential for reducing energy use. Using data from the International Atomic Energy Agency and the United Nations Industrial Development Organization, the authors estimate trends in global decoupling of energy use and manufacturing value added, compare energy-use intensity in six country groups and estimate the potential for reducing energy use and CO2 emissions under two scenarios and compare selected sub-sector energy intensity and estimate the potential for reducing energy use CO2 emissions. The comparison of energy intensities across country groups and among countries suggests that there still remains significant potential to reduce energy use and associated CO2 emissions. The analysis of four sub-sectors in developing and transition economies also shows similar but varied potential for reducing energy use and associated CO2 emissions.

Coal will continue to be the main energy source in China for the immediate future, although the environmental pollution and ecological impacts of each stage in the full life cycle of coal mining, transportation, and combustion generate large quantities of external costs. The Late Permian coals in southwestern (SW) China usually contain high amounts of fluorine (F), arsenic (As), and ash, which together with high-F clays cause abnormally high levels of endemic fluorosis, As poisoning, and lung cancer in areas where coal is mined and burned. In this paper, we estimate the external costs of the life cycle of coal. The results show that the externalities of coal in SW China are estimated at USD 73.5 billion or 284.3 USD/t, which would have accounted for 6.5 % of the provincial GDP in this area in 2018. The external cost of human health accounts for 87.2% of the total external costs, of which endemic skeletal fluorosis diseases and related lung cancers have the most important impact. Our study provides a more precise estimate of externalities compared with its counterparts in other provinces in China. Therefore, several policy recommendations would be proposed to internalize the external cost.

Related consumptions due to heating, cooling, and lighting appear, in most cases, very high and expensive. Since the real estate is renewed with a very small percentage each year and current trends suggest reusing the old structures, strategies for improving energy efficiency and sustainability should focus not only on new buildings, but also and especially on existing ones. Architectural renovation of existing buildings could provide an opportunity to enhance their energy efficiency, by working on the improvement of envelopes and energy supply systems. It has also to be noted that the measures aimed to improve the energy performance of buildings should pay particular attention to the cost-effectiveness of the interventions. In general, there is a lack of well-established methods for retrofitting, but if a case study achieves effective results, the adopted strategies and methodologies can be successfully replicated for similar kinds of buildings. In this paper, an iterative methodology for energy retrofit of commercial buildings is presented, together with a specific application on an existing office building. The case study is particularly significant as it is placed in an urban climatic context characterized by cold winters and hot summers; consequently, HVAC energy consumption is considerable throughout the year. The analysis and simulations of energy performance before and after the intervention, along with measured data on real energy performance, demonstrate the validity of the applied approach. The specifically developed design and refurbishment methodology, presented in this work, could be also assumed as a reference in similar operations.

ABSTRACTAn overview is given of an International Atomic Energy Agency Coordinated Research Project (CRP) on the treatment of irradiated graphite (i-graphite) to meet acceptance criteria for waste disposal. Graphite is a unique radioactive waste stream, with some quarter-million metric tons worldwide eventually needing to be disposed of. The CRP has involved 24 organizations from 10 Member States. Innovative and conventional methods for i-graphite characterization, retrieval, treatment and conditioning technologies have been explored in the course of this work, and offer a range of options for competent authorities in individual Member States to deploy according to local requirements and regulatory conditions.

The ‘nZEB casale’ is located in Matera, in the south of Italy. The project concerns the renovation of a medieval ‘casale’, a group of rural houses for residential use. The shape of the new nZEB is in the style of old light-colored buildings, compact and with projections and shielding elements to reduce the summer thermal loads. The use of local and certified materials for the construction of buildings has resulted in a low environmental impact of buildings and an excellent winter and summer energy performance reaching the best energy class A4. Finally, this work presents an environmental protocol to be applied to nZEBs in order to take into account the other benefits of these constructions, as well as the energy benefits.

This paper provides empirical evidence on delinking and Environmental Kuznets Curve (EKC) for municipal waste production in Italy. First, methodological issues and literature on delinking and EKC for waste are critically re-examined. Secondly, we analyse two very disaggregated panel datasets on Italian Regions and Provinces (1996-2004 data for the 20 regions, 2000-2004 data for the 103 provinces) to estimate the extent to which delinking between waste production and economic drivers is taking place. The empirical analysis of different specifications shows mixed evidence in favour of an EKC relationship. Evidence supporting an EKC hypothesis significantly arises at a provincial level, which presents a very high data heterogeneity. Nevertheless, the turning point is at very high levels of added value per capita (around 23,000-26,000€), which characterise a very limited number of wealthy (Northern) Italian provinces. The analysis does not reveal a similar evidence for the regional dataset: only a relative delinking dynamic emerges at the provincial level, we also note a positive relationship between waste production and the share of separated waste collection, which can be explained by the sharp difference in income and waste-policy performance between Northern and Southern Italy. Population density is not significant. Finally, the test on some policy proxies, i.e. the diffusion of the new waste tariff regime at the local-level and the ability of utilities to recover waste service cost, leads to the conclusion that they are not (yet) impacting waste production. To lower the turning points and to avoid an increasing gap between geographical areas, innovative (market based) and more effective policy instruments should be implemented. In particular, the weight of waste policies should be rebalanced towards waste prevention targets and instruments, in line with the priorities stated by the EU and Member Countries. The integration of the huge potential for industrial waste heat recovery into smart energy system represents a main opportunity to accomplish these goals. To successfully implement this strategy, all the several stakeholders' conflicting objectives should be considered. In this paper an evolutionary multi-objective optimization model is developed to perform a sustainability evaluation of an energy system involving an industrial facility as the waste heat source and the neighbourhood as district heating network end users. An Italian case study of heat recovery from a steel casting facility shows how the model allows to properly select the district heating network set of users to fully exploit the available waste energy. Design directions such as the thermal energy storage capacity can be also provided. Moreover, the model enables the analysis of the trade-off between the stakeholders’ different perspectives, allowing to identify possible win-win solutions for both the industrial sector and the citizenship.

This paper analyses the implications for emission reductions, the carbon price, and abatement costs of these submissions. The submissions of the Annex I (industrialised) countries are estimated to lead to a total reduction target of 12-18% below 1990 levels. The submissions of the seven major emerging economies are estimated to lead to an 11-14% reduction below baseline emissions, depending on international (financial) support. Global abatement costs in 2020 are estimated at about USD 60-100 billion, assuming that at least two-thirds of Annex I emission reduction targets need to be achieved domestically. The largest share of these costs are incurred by Annex I countries, although the costs as share of GDP are similar for Annex I as a group and the seven emerging economies as a group, even when assuming substantial international transfers from Annex I countries to the emerging economies to finance their abatement costs. If the restriction of achieving two-thirds of the emission reduction target domestically is abandoned, it would more than double the international carbon price and at the same time reduce global abatement costs by almost 25%.

Hence, in country like India simple low-energy technologies such as solar still are likely to succeed. Solar stills would suffice the basic minimum drinking water requirements of man. Solar stills use sunlight, to kill or inactivate many, if not all, of the pathogens found in water. This paper provides an integrated assessment of the suitability of domestic solar still as a viable safe water technology for India. Also an attempt has been made to critically assess the operational feasibility and costs incurred for using this technology in rural India.

The strategy aimed at transforming public entities, financed by the central budget, into self-sufficient professional companies regulated at arms' length. Nearly 20 years after, the reform has failed to deliver (despite some partial success). Italians have been divided in two parties: those blaming public sector inefficiencies and calling for competitive tendering; and those refusing to privatize water and willing to go back to the fiscal budget. In this article, we suggest that both parties are wrong. Underperformance is not related to the ownership structure of water companies, but rather to poor regulatory design and lack of understanding of the regulatory requirements that are implicit in the management model chosen, namely the concession contract.

Using data from the International Atomic Energy Agency and the United Nations Industrial Development Organization, the authors estimate trends in global decoupling of energy use and manufacturing value added, compare energy-use intensity in six country groups and estimate the potential for reducing energy use and CO2 emissions under two scenarios and compare selected sub-sector energy intensity and estimate the potential for reducing energy use CO2 emissions. The comparison of energy intensities across country groups and among countries suggests that there still remains significant potential to reduce energy use and associated CO2 emissions. The analysis of four sub-sectors in developing and transition economies also shows similar but varied potential for reducing energy use and associated CO2 emissions.

Coal will continue to be the main energy source in China for the immediate future, although the environmental pollution and ecological impacts of each stage in the full life cycle of coal mining, transportation, and combustion generate large quantities of external costs. The Late Permian coals in southwestern (SW) China usually contain high amounts of fluorine (F), arsenic (As), and ash, which together with high-F clays cause abnormally high levels of endemic fluorosis, As poisoning, and lung cancer in areas where coal is mined and burned. In this paper, we estimate the external costs of the life cycle of coal. The results show that the externalities of coal in SW China are estimated at USD 73.5 billion or 284.3 USD/t, which would have accounted for 6.5 % of the provincial GDP in this area in 2018. The external cost of human health accounts for 87.2% of the total external costs, of which endemic skeletal fluorosis diseases and related lung cancers have the most important impact. Our study provides a more precise estimate of externalities compared with its counterparts in other provinces in China. Therefore, several policy recommendations would be proposed to internalize the external cost.

Related consumptions due to heating, cooling, and lighting appear, in most cases, very high and expensive. Since the real estate is renewed with a very small percentage each year and current trends suggest reusing the old structures, strategies for improving energy efficiency and sustainability should focus not only on new buildings, but also and especially on existing ones. Architectural renovation of existing buildings could provide an opportunity to enhance their energy efficiency, by working on the improvement of envelopes and energy supply systems. It has also to be noted that the measures aimed to improve the energy performance of buildings should pay particular attention to the cost-effectiveness of the interventions. In general, there is a lack of well-established methods for retrofitting, but if a case study achieves effective results, the adopted strategies and methodologies can be successfully replicated for similar kinds of buildings. In this paper, an iterative methodology for energy retrofit of commercial buildings is presented, together with a specific application on an existing office building. The case study is particularly significant as it is placed in an urban climatic context characterized by cold winters and hot summers; consequently, HVAC energy consumption is considerable throughout the year. The analysis and simulations of energy performance before and after the intervention, along with measured data on real energy performance, demonstrate the validity of the applied approach. The specifically developed design and refurbishment methodology, presented in this work, could be also assumed as a reference in similar operations.

ABSTRACTAn overview is given of an International Atomic Energy Agency Coordinated Research Project (CRP) on the treatment of irradiated graphite (i-graphite) to meet acceptance criteria for waste disposal. Graphite is a unique radioactive waste stream, with some quarter-million metric tons worldwide eventually needing to be disposed of. The CRP has involved 24 organizations from 10 Member States. Innovative and conventional methods for i-graphite characterization, retrieval, treatment and conditioning technologies have been explored in the course of this work, and offer a range of options for competent authorities in individual Member States to deploy according to local requirements and regulatory conditions.

The ‘nZEB casale’ is located in Matera, in the south of Italy. The project concerns the renovation of a medieval ‘casale’, a group of rural houses for residential use. The shape of the new nZEB is in the style of old light-colored buildings, compact and with projections and shielding elements to reduce the summer thermal loads. The use of local and certified materials for the construction of buildings has resulted in a low environmental impact of buildings and an excellent winter and summer energy performance reaching the best energy class A4. Finally, this work presents an environmental protocol to be applied to nZEBs in order to take into account the other benefits of these constructions, as well as the energy benefits.

This paper provides empirical evidence on delinking and Environmental Kuznets Curve (EKC) for municipal waste production in Italy. First, methodological issues and literature on delinking and EKC for waste are critically re-examined. Secondly, we analyse two very disaggregated panel datasets on Italian Regions and Provinces (1996-2004 data for the 20 regions, 2000-2004 data for the 103 provinces) to estimate the extent to which delinking between waste production and economic drivers is taking place. The empirical analysis of different specifications shows mixed evidence in favour of an EKC relationship. Evidence supporting an EKC hypothesis significantly arises at a provincial level, which presents a very high data heterogeneity. Nevertheless, the turning point is at very high levels of added value per capita (around 23,000-26,000€), which characterise a very limited number of wealthy (Northern) Italian provinces. The analysis does not reveal a similar evidence for the regional dataset: only a relative delinking dynamic emerges at the provincial level, we also note a positive relationship between waste production and the share of separated waste collection, which can be explained by the sharp difference in income and waste-policy performance between Northern and Southern Italy. Population density is not significant. Finally, the test on some policy proxies, i.e. the diffusion of the new waste tariff regime at the local-level and the ability of utilities to recover waste service cost, leads to the conclusion that they are not (yet) impacting waste production. To lower the turning points and to avoid an increasing gap between geographical areas, innovative (market based) and more effective policy instruments should be implemented. In particular, the weight of waste policies should be rebalanced towards waste prevention targets and instruments, in line with the priorities stated by the EU and Member Countries. In fact, the indirect feedback effect of good post-production waste management policies/practices on reducing waste production at a source can be weak and slow. In general, the results confirm that more geographically-disaggregated data may offer more insights with respect to cross-country datasets, also from the policy perspective.
