description Publicationkeyboard_double_arrow_right Article , Journal 2009Publisher:Emerald Jussi Heinimö; Mirja Mikkilä; Virgilio Panapanaan; Lassi Linnanen; André Faaij;PurposeThe purpose of this paper is to outline a comprehensive picture of the coverage of various certification schemes and sustainability principles relating to the entire value‐added chain of biomass and bioenergy and comparing them accordingly.Design/methodology/approachA tri‐dimensional approach (sustainability issues; technical biomass conversion routes; physical trade flows) was developed for testing the coverage of various sustainability dimensions in different phases of the value‐added chain with the chosen certification schemes and sustainability principles.FindingsUsing the tri‐dimensional approach, a comparison of the chosen schemes and principles demonstrated that the application of existing schemes and the development of new ones have placed a major emphasis on the primary production of biomass. Economic and social dimensions related to biofuels and bioenergy processing and trade were either emphasised less or they were covered inadequately. In view of this, the schemes sometimes seem to ignore that the utilisation of renewable energy as such guarantee no positive or neutral climate impact and may not be economically sustainable, especially when bioenergy can often be more expensive than energy generated from fossil energy sources.Originality/valueThe analysis showed that the tri‐dimensional model is an applicable framework that could facilitate policy makers to formulate policies that comprehensively take into consideration the various sustainability dimensions throughout the entire value‐added chain, now and in the future. It can be applied to the future outlining and completion of certification schemes and sustainability principles for biomass and bioenergy, as well as in the testing of their applicability in the implementation.

The high costs of building electric infrastructure are a major impediment to improved access, making stand-alone photovoltaic (PV) systems an attractive solution in remote areas. Here, we analyze the cost-effective electrification solution for Kenya comparing grid extension with stand-alone PV systems. We use micro-data from a national household survey to estimate electricity demand for households that are within reach of electricity infrastructure and to predict latent demand in unconnected households. These regional demands are used in a spatially explicit supply model to seek for a least cost electrification solution. Our results suggest that decentralized PV systems can make an important contribution in areas, with low demand and high connection costs. We find that up to 17% of the population can be reached cost-effectively by off-grid PV systems till 2020.

Ros; Kees Vringer;Abstract A model structure for constructing consumption scenarios and determining the related energy requirement of the inhabitants of the Netherlands has recently been developed at the RIVM. Consumption is considered in the model structure to be influenced by economic growth, demographic changes, sociocultural developments, technological enhancement and policy measures. The structure includes and connects several models, which also operate stand-alone. An important model in the system is the so-called central unit, which has two functions: (1) dealing with the consistency between income developments and microeconomic developments on household expenditure derived from the other models in the system, and (2) the broader function, the construction of consumption scenarios on the basis of income elasticities. These elasticities (relationship between income and expenditure) depend on the circumstances of a household, such as its size, new products, and prevailing standards and values in the society. These circumstances change in the course of time, causing the income elasticities to change as well. The central unit constructs scenarios of consumption based on the influence of these circumstances on the expenditure of households. In the central unit, consumer activities and underlying parameters are integrated into a matrix with domains of consumption, e.g. food, housing and holidays, represented by rows and means of consumption, e.g. products and mobility, by columns. Developments in consumption are related to direct energy use (e.g. petrol, electricity) and indirect energy embedded in goods and services.

A key enabler to a hydrogen-including economy will be the development and deployment of processes that can produce hydrogen whilst satisfying the criteria for sustainability, i.e. economic competitiveness, environmental protection and security of energy supply. This paper evaluates selected hydrogen production processes based on natural gas steam reforming, coal and biomass gasification and water electrolysis. These options are expected to play a significant role in the short to medium term. Industrial large-scale processes, using natural gas and coal, will constitute the most important routes. However, increasing prices for natural gas are likely to make coal gasification more competitive. Biomass gasification could become important if present technological barriers are overcome. Electrolytic hydrogen, however, will likely be practical for niche applications in the short term due to the high electricity costs, especially when electricity is generated by renewable energy sources.

These plans often meet resistance from residents who fear negative environmental impacts. This paper presents an in-depth study of how Chinese local governments responded to an environmental conflict regarding the construction of an incineration power plant in Panyu district, Guangzhou City, PRC, using a typology to identify and categorize these government responses. The empirical analysis shows that local governments engage in various new ways of dealing with these conflicts. The article aims to enhance insight into the response of Chinese local governments to these conflicts and provide building block for further research.

Thus, it is increasingly more important for bus companies to understand the specific service requirements and expectations of elderly passengers. However, we are not aware of any dedicated studies on service requirement and travel satisfaction of the elderly. As an inclusive society is considered a key aspect of sustainable development, guaranteeing travel satisfaction is a sine qua non for sustainable transportation. Therefore, this study develops a customer satisfaction index (CSI) for the elderly. Assuming that perceived service quality affects passenger satisfaction, a structural equation model (SEM) is estimated to derive the importance of 10 dimensions of perceived service quality: reliability, time schedule, route characteristics, ticketing, driver service, convenience, safety and security, cleanliness, comfort, and information services. Furthermore, the effect of satisfaction on loyalty and filing complaints against the service company is examined. SEM is developed using data from a bus passenger survey, administered in 2017 in Harbin, China. The results show while some service dimensions such as time schedule and reliability are less important to the elderly (possibly due to their less strict time constraints) other dimensions such as service and security, convenience and driver service are in need of improvement due to the fact that they are very important for the elderly but their perceived performance from the elderly’s perspective is low.

With storage temperatures higher than 50 °C, High-Temperature (HT) ATES is capable to facilitate the integration of (non-)renewable heat sources into complex energy systems. While the complexity of ATES technology is positively correlated to the required storage temperature, HT-ATES faces multidisciplinary challenges and risks impeding a rapid market uptake worldwide. Therefore, the aim of this study is to provide an overview and analysis of these risks of HT-ATES to facilitate global technology adoption. Risk are identified considering experiences of past HT-ATES projects and analyzed by ATES and geothermal energy experts. An online survey among 38 international experts revealed that technical risks are expected to be less critical than legal, social and organizational risks. This is confirmed by the lessons learned from past HT-ATES projects, where high heat recovery values were achieved, and technical feasibility was demonstrated. Although HT-ATES is less flexible than competing technologies such as pits or buffer tanks, the main problems encountered are attributed to a loss of the heat source and fluctuating or decreasing heating demands. Considering that a HT-ATES system has a lifetime of more than 30 years, it is crucial to develop energy concepts which take into account the conditions both for heat sources and heat sinks. Finally, a site-specific risk analysis for HT-ATES in the city of Hamburg revealed that some risks strongly depend on local boundary conditions. A project-specific risk management is therefore indispensable and should be addressed in future research and project developments.

Abstract The study presents recent developments in the Turkish power market and introduces an Analytic Hierarchy Process model to evaluate and compare the relative overall attractiveness of power plant options for Turkey. The developed model incorporates technical characteristics, resource availability, socio-economic, environmental, cost, political, legal and organisational aspects, for evaluating and prioritising power plant types (biomass, coal, geothermal, hydro, natural gas, nuclear, petroleum, solar and wind). The study incorporates perspectives of different experts that represent various stakeholders of the Turkish power sector. The study reveals that supply reliability, investment costs and contribution to national economy are perceived as most important factors, whereas waste disposal and decommissioning costs are perceived as least important factors. Considering the overall weights, the most attractive power plant types for the Turkish power market are coal, hydro and natural gas power plants. The study indicates that Turkey should drastically decrease the installed capacity share of traditionally dominant power plants (to 58% from 89% in 2016) and fossil fuel power plants (to 40% from 56% in 2016), and increase the share of renewable power plants (to 52% from 44% in 2016), indigenous resource based power plants (to 67% from 56% in 2016) and nuclear power plants.

In particular, it explores the case of the development of fuel cell technology as a replacement for the internal combustion engine in the products of the automotive industry, with a focus on understanding the conditions under which incumbents with a disincentive to change may ultimately become the means by which such change is introduced. The paper identifies five potential ‘change factors’ to explain the adoption of fuel cell technology, but concludes that it is a combination of the change factors that is important. Technological progress alone seems insufficient to explain its success, while environmental regulation has been a second crucial condition for the large investments in fuel cell technology. While carmakers engage with entrepreneurs and use their technology to gain competitive advantage, market factors have played a minor role in fuel cell technology adoption and entrepreneurs have lacked the resources, the credibility and the independence to become influential in radical technological change.

description Publicationkeyboard_double_arrow_right Article , Journal 2009Publisher:Emerald Jussi Heinimö; Mirja Mikkilä; Virgilio Panapanaan; Lassi Linnanen; André Faaij;PurposeThe purpose of this paper is to outline a comprehensive picture of the coverage of various certification schemes and sustainability principles relating to the entire value‐added chain of biomass and bioenergy and comparing them accordingly.Design/methodology/approachA tri‐dimensional approach (sustainability issues; technical biomass conversion routes; physical trade flows) was developed for testing the coverage of various sustainability dimensions in different phases of the value‐added chain with the chosen certification schemes and sustainability principles.FindingsUsing the tri‐dimensional approach, a comparison of the chosen schemes and principles demonstrated that the application of existing schemes and the development of new ones have placed a major emphasis on the primary production of biomass. Economic and social dimensions related to biofuels and bioenergy processing and trade were either emphasised less or they were covered inadequately. In view of this, the schemes sometimes seem to ignore that the utilisation of renewable energy as such guarantee no positive or neutral climate impact and may not be economically sustainable, especially when bioenergy can often be more expensive than energy generated from fossil energy sources.Originality/valueThe analysis showed that the tri‐dimensional model is an applicable framework that could facilitate policy makers to formulate policies that comprehensively take into consideration the various sustainability dimensions throughout the entire value‐added chain, now and in the future. It can be applied to the future outlining and completion of certification schemes and sustainability principles for biomass and bioenergy, as well as in the testing of their applicability in the implementation.

The high costs of building electric infrastructure are a major impediment to improved access, making stand-alone photovoltaic (PV) systems an attractive solution in remote areas. Here, we analyze the cost-effective electrification solution for Kenya comparing grid extension with stand-alone PV systems. We use micro-data from a national household survey to estimate electricity demand for households that are within reach of electricity infrastructure and to predict latent demand in unconnected households. These regional demands are used in a spatially explicit supply model to seek for a least cost electrification solution. Our results suggest that decentralized PV systems can make an important contribution in areas, with low demand and high connection costs. We find that up to 17% of the population can be reached cost-effectively by off-grid PV systems till 2020.

Ros; Kees Vringer;Abstract A model structure for constructing consumption scenarios and determining the related energy requirement of the inhabitants of the Netherlands has recently been developed at the RIVM. Consumption is considered in the model structure to be influenced by economic growth, demographic changes, sociocultural developments, technological enhancement and policy measures. The structure includes and connects several models, which also operate stand-alone. An important model in the system is the so-called central unit, which has two functions: (1) dealing with the consistency between income developments and microeconomic developments on household expenditure derived from the other models in the system, and (2) the broader function, the construction of consumption scenarios on the basis of income elasticities. These elasticities (relationship between income and expenditure) depend on the circumstances of a household, such as its size, new products, and prevailing standards and values in the society. These circumstances change in the course of time, causing the income elasticities to change as well. The central unit constructs scenarios of consumption based on the influence of these circumstances on the expenditure of households. In the central unit, consumer activities and underlying parameters are integrated into a matrix with domains of consumption, e.g. food, housing and holidays, represented by rows and means of consumption, e.g. products and mobility, by columns. Developments in consumption are related to direct energy use (e.g. petrol, electricity) and indirect energy embedded in goods and services.

A key enabler to a hydrogen-including economy will be the development and deployment of processes that can produce hydrogen whilst satisfying the criteria for sustainability, i.e. economic competitiveness, environmental protection and security of energy supply. This paper evaluates selected hydrogen production processes based on natural gas steam reforming, coal and biomass gasification and water electrolysis. These options are expected to play a significant role in the short to medium term. Industrial large-scale processes, using natural gas and coal, will constitute the most important routes. However, increasing prices for natural gas are likely to make coal gasification more competitive. Biomass gasification could become important if present technological barriers are overcome. Electrolytic hydrogen, however, will likely be practical for niche applications in the short term due to the high electricity costs, especially when electricity is generated by renewable energy sources.

These plans often meet resistance from residents who fear negative environmental impacts. This paper presents an in-depth study of how Chinese local governments responded to an environmental conflict regarding the construction of an incineration power plant in Panyu district, Guangzhou City, PRC, using a typology to identify and categorize these government responses. The empirical analysis shows that local governments engage in various new ways of dealing with these conflicts. The article aims to enhance insight into the response of Chinese local governments to these conflicts and provide building block for further research.

Thus, it is increasingly more important for bus companies to understand the specific service requirements and expectations of elderly passengers. However, we are not aware of any dedicated studies on service requirement and travel satisfaction of the elderly. As an inclusive society is considered a key aspect of sustainable development, guaranteeing travel satisfaction is a sine qua non for sustainable transportation. Therefore, this study develops a customer satisfaction index (CSI) for the elderly. Assuming that perceived service quality affects passenger satisfaction, a structural equation model (SEM) is estimated to derive the importance of 10 dimensions of perceived service quality: reliability, time schedule, route characteristics, ticketing, driver service, convenience, safety and security, cleanliness, comfort, and information services. Furthermore, the effect of satisfaction on loyalty and filing complaints against the service company is examined. SEM is developed using data from a bus passenger survey, administered in 2017 in Harbin, China. The results show while some service dimensions such as time schedule and reliability are less important to the elderly (possibly due to their less strict time constraints) other dimensions such as service and security, convenience and driver service are in need of improvement due to the fact that they are very important for the elderly but their perceived performance from the elderly’s perspective is low.

With storage temperatures higher than 50 °C, High-Temperature (HT) ATES is capable to facilitate the integration of (non-)renewable heat sources into complex energy systems. While the complexity of ATES technology is positively correlated to the required storage temperature, HT-ATES faces multidisciplinary challenges and risks impeding a rapid market uptake worldwide. Therefore, the aim of this study is to provide an overview and analysis of these risks of HT-ATES to facilitate global technology adoption. Risk are identified considering experiences of past HT-ATES projects and analyzed by ATES and geothermal energy experts. An online survey among 38 international experts revealed that technical risks are expected to be less critical than legal, social and organizational risks. This is confirmed by the lessons learned from past HT-ATES projects, where high heat recovery values were achieved, and technical feasibility was demonstrated. Although HT-ATES is less flexible than competing technologies such as pits or buffer tanks, the main problems encountered are attributed to a loss of the heat source and fluctuating or decreasing heating demands. Considering that a HT-ATES system has a lifetime of more than 30 years, it is crucial to develop energy concepts which take into account the conditions both for heat sources and heat sinks. Finally, a site-specific risk analysis for HT-ATES in the city of Hamburg revealed that some risks strongly depend on local boundary conditions. A project-specific risk management is therefore indispensable and should be addressed in future research and project developments.

Abstract The study presents recent developments in the Turkish power market and introduces an Analytic Hierarchy Process model to evaluate and compare the relative overall attractiveness of power plant options for Turkey. The developed model incorporates technical characteristics, resource availability, socio-economic, environmental, cost, political, legal and organisational aspects, for evaluating and prioritising power plant types (biomass, coal, geothermal, hydro, natural gas, nuclear, petroleum, solar and wind). The study incorporates perspectives of different experts that represent various stakeholders of the Turkish power sector. The study reveals that supply reliability, investment costs and contribution to national economy are perceived as most important factors, whereas waste disposal and decommissioning costs are perceived as least important factors. Considering the overall weights, the most attractive power plant types for the Turkish power market are coal, hydro and natural gas power plants. The study indicates that Turkey should drastically decrease the installed capacity share of traditionally dominant power plants (to 58% from 89% in 2016) and fossil fuel power plants (to 40% from 56% in 2016), and increase the share of renewable power plants (to 52% from 44% in 2016), indigenous resource based power plants (to 67% from 56% in 2016) and nuclear power plants.

In particular, it explores the case of the development of fuel cell technology as a replacement for the internal combustion engine in the products of the automotive industry, with a focus on understanding the conditions under which incumbents with a disincentive to change may ultimately become the means by which such change is introduced. The paper identifies five potential ‘change factors’ to explain the adoption of fuel cell technology, but concludes that it is a combination of the change factors that is important. Technological progress alone seems insufficient to explain its success, while environmental regulation has been a second crucial condition for the large investments in fuel cell technology. While carmakers engage with entrepreneurs and use their technology to gain competitive advantage, market factors have played a minor role in fuel cell technology adoption and entrepreneurs have lacked the resources, the credibility and the independence to become influential in radical technological change.
