description Publicationkeyboard_double_arrow_right Article , Other literature type 2021Publisher:EDP Sciences Authors: Aboubaker Farag Srat; Natalia Mitsiuk; Victoria Gubina; Victor Zaborovsky; The paper presents the comparative analysis of the amount of waste generated in Ukraine and European countries (except for radioactive waste) based on the official EU and Ukrainian statistical data. The data on waste generation are compiled according to the following classification: by economic activity and household, waste category, grades of hazard, and regions. In Ukraine, 352.3 million tons of waste was generated in 2018. By 2018, almost 13 billion tons of waste had been accumulated at the managed dumpsites, including about 12 million tons of hazardous and over 200 million tons of household waste. In the European Union, 2.6 billion tons of waste was generated in 2018. Over 70% of it was generated by 10 countries: Germany, France, England, Poland, Romania, Italy, Sweden, the Netherlands, Spain and Finland. By economic activity, the largest amounts of waste in Ukraine are generated by the mineral extraction and processing industry, the smallest – from water treatment and construction. In the EU countries, these values are somewhat different. For example, in Germany and France, the largest amounts of waste are generated from construction and manufacturing, the smallest – from agriculture, forestry and fishery. By waste category, the waste generated both in the EU countries and in Ukraine is mineral and solid waste. In Ukraine, the largest amounts of waste are produced and accumulated in the Dnipropetrovsk, Donetsk and Zaporizhzhia regions which accommodate large enterprises for extraction and mineral processing of iron and manganese ores, titanium-zirconium placers, coal, dolomite, and metallurgical limestone, as well as metallurgical and ferroalloy plants.

Sylenko, Serhii in OpenAIREThe strategic documents of the state provide for inclusive and green growth aimed at the inclusion of society in the development of the state. It causes the need to highlight the main components of growth and guidelines for their calculation. The international community moved away from using the Gross Domestic Product (GDP) as a measure of economic development, and started measuring growth by calculating the Inclusive Development Index. The study conducted in the article is concentrated on the main directions of the international community development, which focus on assessment of the mineral resource management as one of the levers of increasing the production efficiency and taxes distribution. This article suggests to improve the rent payments for the minerals extraction through a correction factor, since the Tax Code of Ukraine does not take into account the multifunctionality of the territory where these resources are mined. The coefficient is estimated to vary from 1.25 to 2.0, depending on the polyfunctional characteristics of the mining area. This approach will improve existing methodological recommendations and include such an important area as inclusive green growth in the calculations, as not only the economic indicators of economic activity, but also the environmental feasibility of using the territory where it is carried out will be taken into account.

Veronika Khudolei in OpenAIRESustainability goals imply not only economic and environmental components, but also a social one. The energy business around the world is profitable and economically viable, but it does not always bring appropriate benefits to a society. Besides, some governments, instead of protecting the interests of the population, turn a blind eye and generate injustice in relation to some parts of society in collaboration with energy companies. This paper examines one of the cases when the authorities pursue an unfair policy and contribute to the growth of inequality in society through regulating the natural gas tariffs. The paper considers a case of natural gas consumption and its unfair taxation by the Ukrainian government, which the authors called “gas tax”. A statistical analysis of this case revealed that honest middle-income taxpayers (middle class) are at the most disadvantageous position because they have to pay for utilities at the highest price. The paper also discusses a number of challenges and ethical issues related to the payment of gas tax. All these challenges should become arguments for revising the gas tax, making it less painful for the people and fair.
