Dans cet article, nous étudions l'utilisation du flux de lots dans les problèmes de planification de flowhop sans permutation. L'objectif est de minimiser le makepan soumis aux contraintes de flowhop standard, mais où il est maintenant autorisé de réorganiser les tâches entre les machines. En outre, les tâches peuvent être divisées en sous-lots gérables, une stratégie connue sous le nom de flux de lots. Les expériences informatiques montrent que le flux de lots réduit le makepan jusqu'à 43% pour un large éventail de cas par rapport au cas où aucun fractionnement de tâches n'est appliqué. AbstractThe Environmental Kuznets Curve hypothesis suggests that, as a country's national income grows, environmental degradation subsides as the population demands a cleaner environment. On the other hand, critics of the Environmental Kuznets Curve claim that many polluting industries simply relocate offshore, where environmental compliance is less costly. They then export their products back to their previous home countries. This is known as the Pollution Haven hypothesis. This article demonstrates how pollution havens can falsely give the appearance of an Environmental Kuznets Curve by analysing lead emissions from the US automotive tyre manufacturing industry.

SummaryEnvironmentally extended multiregional input‐output (EE MRIO) tables have emerged as a key framework to provide a comprehensive description of the global economy and analyze its effects on the environment. Of the available EE MRIO databases, EXIOBASE stands out as a database compatible with the System of Environmental‐Economic Accounting (SEEA) with a high sectorial detail matched with multiple social and environmental satellite accounts. In this paper, we present the latest developments realized with EXIOBASE 3—a time series of EE MRIO tables ranging from 1995 to 2011 for 44 countries (28 EU member plus 16 major economies) and five rest of the world regions. EXIOBASE 3 builds upon the previous versions of EXIOBASE by using rectangular supply‐use tables (SUTs) in a 163 industry by 200 products classification as the main building blocks. In order to capture structural changes, economic developments, as reported by national statistical agencies, were imposed on the available, disaggregated SUTs from EXIOBASE 2. These initial estimates were further refined by incorporating detailed data on energy, agricultural production, resource extraction, and bilateral trade. EXIOBASE 3 inherits the high level of environmental stressor detail from its precursor, with further improvement in the level of detail for resource extraction. To account for the expansion of the European Union (EU), EXIOBASE 3 was developed with the full EU28 country set (including the new member state Croatia). EXIOBASE 3 provides a unique tool for analyzing the dynamics of environmental pressures of economic activities over time.

Gallagher; Yanning Chen; Junda Jin; Rohini Kamal; Xinyue Ma;Abstract This paper provides the first estimates of China's global developmental finance institutions in general and China's policy bank lending to foreign governments for energy in particular. According to the China Global Energy Finance database, between 2000 and 2017, China Development Bank (CDB) and China Export-Import Bank (CHEXIM) provided $225.75 billion in overseas energy development finance. We find that: China's ‘policy banks’ and funds have doubled the availability of global development finance –and hold more assets than the major Western-backed MDBs operating in developing countries. With the onset of a new family of funds and multilateral development banks co-financed by China, China is poised to be the largest development lender in the world as Western-backed MDBs appear stagnated in their ability to increase their capital bases. China's global energy portfolio is heavily exposed to country, macroeconomic, climate, and social risks, however. To mitigate such risks and meet the broader sustainable development challenge for the 21st Century, China's development finance will need to shift the composition of its global energy lending in a significant manner.

It is also used as a measure of sustainability, though evidence suggests that it falls short. The assumptions behind footprint calculations have been extensively criticized; I present here further evidence that it fails to satisfy simple economic principles because the basic assumptions are contradicted by both theory and historical data. Specifically, I argue that the footprint arbitrarily assumes both zero greenhouse gas emissions, which may not be ex ante optimal, and national boundaries, which makes extrapolating from the average ecological footprint problematic. The footprint also cannot take into account intensive production, and so comparisons to biocapacity are erroneous. Using only the assumptions of the footprint then, one could argue that the Earth can sustain greatly increased production, though there are important limitations that the footprint cannot address, such as land degradation. Finally, the lack of correlation between land degradation and the ecological footprint obscures the effects of a larger sustainability problem. Better measures of sustainability would address these issues directly.

Abstract In contrast to energy and precious metals commodities, relatively little is known about the volatility dynamics of base (or industrial) metals commodities. To address this deficiency, this paper employs a multivariate heterogeneous autoregressive (HAR) model to consider the volatility spillovers between the five of the most liquid and important non-ferrous metals contracts (aluminium, copper, lead, nickel, and zinc) traded on the London Metal Exchange using intraday data over the period June 2006–December 2012. This period encompasses both the surge in commodities prices associated with the burgeoning industrial demand of many emerging economies, especially China, resulting in market peaks in May 2007 and April 2008 and the subsequent negative reaction of base metals markets to the collapse of stock markets during the recent global financial crisis. The results show that the volatility series of other industrial metals appear to contain useful incremental information for future price volatility. However, the own dynamics are often sufficient for describing most future daily and weekly volatility, with the most pronounced volatility spillovers identified in the longer term. Combined together, the results in this study provide useful findings for exporter and importer countries dealing with the continuing volatility in these industrially important commodity markets.

Iron and steel making industry is one of the most energy-intensive industries, with an annual energy consumption of about 24 EJ, 5% of the world's total energy consumption. The steel industry accounts for 3%–4% of total world greenhouse gas emissions. Enhancing energy efficiency and employing energy saving/recovering technologies such as coke dry quechning (CDQ) and top pressure recovery turbine (TRT) can be short-term approaches to the steel industry to reduce greenhouse gas emission. The long-term approaches to achieving a significant reduction in CO2 emissions from the steel industry would be through developing and applying CO2 breakthrough technologies for iron and steel making, and through increasing use of renewable energy for iron and steel making. Thus, an overview of new CO2 breakthrough technologies for iron and steel making was made.

The biogas from waste has emerged as a realistic and reliable renewable energy proposition and can deliver social-economic benefits when integrated with local communities. In the last decade, the biogas sector in European countries has seen unprecedented growth due to favorable policy supports and perceived social-economic benefits. Among different biogas producing schemes, waste to biogas using anaerobic digestion is considered most environment friendly due to minimum carbon leakage and positive waste resource recycling impact. Many countries, including the UK, envision creating a circular economy utilizing Biogas from Waste (BfW) recycling potential. This paper aims to analyze the state of the UK’s BfW scheme through the lens of circular economy and discern areas that need attention to usher BfW potential in supporting a circular economy. The paper also discussed key challenges and barriers to create a local circular economy using the BfW scheme. Based on the analysis, it is observed that the BfW scheme in the UK is currently impeded due to lack cross-sectoral policy coherence, and far from contributing to a circular economy. Additionally, the UK's waste to energy concept is concentrated around incinerator-based systems without much attention on improving resource efficiency and waste recycling. This paper makes three recommendations to improve prospects of the BfW scheme in the UK (1) decentralized approach in the BfW scheme development, (2) considering bio-waste and digestate as value streams, and (3) creating a policy cohesiveness across multiple departments.

China is the world’s largest consumer and importer of nickel resources; therefore, a growing domestic demand will increase China’s import dependence and in turn make it potentially vulnerable to supply shortages. One hundred years from 1950 to 2050 were examined for China’s nickel utilization. Identified domestic nickel resources can only sustain China’s industries until 2017, but nickel will reach peak utilization around the year of 2020–2022. Given the 5% annual increase in applications and the growing importation of minerals in China, the carrying duration of nickel resources until 2020 will require a nickel-recycling rate of more than 90%. To sustain China’s nickel utilization, future strategies should foster three solutions: maintaining a high level of imports, adjusting the landscape of nickel applications, and shifting from virgin mining of geological minerals to urban mining of anthropogenic resources.

Consequentially, the British Standards Institution recently launched a new standard “BS 8001:2017 – Framework for implementing the principles of the circular economy in organizations”. BS 8001:2017 tries to reconcile the far-reaching ambitions of the CE with established business routines. The standard contains a comprehensive list of CE terms and definitions, a set of general CE principles, a flexible management framework for implementing CE strategies in organizations, and a detailed description of economic, environmental, design, marketing, and legal issues related to the CE. The guidance on monitoring CE strategy implementation, however, remains vague. The standard stipulates that organizations are solely responsible for choosing appropriate CE indicators. Its authors do not elaborate on the links between CE strategy monitoring and the relevant and already standardized quantitative tools life cycle assessment (LCA) and material flow cost accounting (MFCA). Here a general system definition for deriving CE indicators is proposed. Based on the system definition and the indicator literature a dashboard of new and established quantitative indicators for CE strategy assessment in organizations is then compiled. The dashboard indicators are mostly based on material flow analysis (MFA), MFCA, and LCA. Steel cycle data are used to illustrate potential core CE indicators, notably, the residence time of a material in the techno-sphere (currently 250–300 years for steel). Moreover, organizations need to monitor their contribution to in-use-stock growth, a central driver of resource depletion and hindrance to closing material cycles.

Dans cet article, nous étudions l'utilisation du flux de lots dans les problèmes de planification de flowhop sans permutation. L'objectif est de minimiser le makepan soumis aux contraintes de flowhop standard, mais où il est maintenant autorisé de réorganiser les tâches entre les machines. En outre, les tâches peuvent être divisées en sous-lots gérables, une stratégie connue sous le nom de flux de lots. AbstractThe Environmental Kuznets Curve hypothesis suggests that, as a country's national income grows, environmental degradation subsides as the population demands a cleaner environment. On the other hand, critics of the Environmental Kuznets Curve claim that many polluting industries simply relocate offshore, where environmental compliance is less costly. They then export their products back to their previous home countries. This is known as the Pollution Haven hypothesis. This article demonstrates how pollution havens can falsely give the appearance of an Environmental Kuznets Curve by analysing lead emissions from the US automotive tyre manufacturing industry.

SummaryEnvironmentally extended multiregional input‐output (EE MRIO) tables have emerged as a key framework to provide a comprehensive description of the global economy and analyze its effects on the environment. Of the available EE MRIO databases, EXIOBASE stands out as a database compatible with the System of Environmental‐Economic Accounting (SEEA) with a high sectorial detail matched with multiple social and environmental satellite accounts. In this paper, we present the latest developments realized with EXIOBASE 3—a time series of EE MRIO tables ranging from 1995 to 2011 for 44 countries (28 EU member plus 16 major economies) and five rest of the world regions. EXIOBASE 3 builds upon the previous versions of EXIOBASE by using rectangular supply‐use tables (SUTs) in a 163 industry by 200 products classification as the main building blocks. In order to capture structural changes, economic developments, as reported by national statistical agencies, were imposed on the available, disaggregated SUTs from EXIOBASE 2. These initial estimates were further refined by incorporating detailed data on energy, agricultural production, resource extraction, and bilateral trade. EXIOBASE 3 inherits the high level of environmental stressor detail from its precursor, with further improvement in the level of detail for resource extraction. To account for the expansion of the European Union (EU), EXIOBASE 3 was developed with the full EU28 country set (including the new member state Croatia). EXIOBASE 3 provides a unique tool for analyzing the dynamics of environmental pressures of economic activities over time.

Gallagher; Yanning Chen; Junda Jin; Rohini Kamal; Xinyue Ma;Abstract This paper provides the first estimates of China's global developmental finance institutions in general and China's policy bank lending to foreign governments for energy in particular. According to the China Global Energy Finance database, between 2000 and 2017, China Development Bank (CDB) and China Export-Import Bank (CHEXIM) provided $225.75 billion in overseas energy development finance. We find that: China's ‘policy banks’ and funds have doubled the availability of global development finance –and hold more assets than the major Western-backed MDBs operating in developing countries. With the onset of a new family of funds and multilateral development banks co-financed by China, China is poised to be the largest development lender in the world as Western-backed MDBs appear stagnated in their ability to increase their capital bases. China's global energy portfolio is heavily exposed to country, macroeconomic, climate, and social risks, however. To mitigate such risks and meet the broader sustainable development challenge for the 21st Century, China's development finance will need to shift the composition of its global energy lending in a significant manner.

It is also used as a measure of sustainability, though evidence suggests that it falls short. The assumptions behind footprint calculations have been extensively criticized; I present here further evidence that it fails to satisfy simple economic principles because the basic assumptions are contradicted by both theory and historical data. Specifically, I argue that the footprint arbitrarily assumes both zero greenhouse gas emissions, which may not be ex ante optimal, and national boundaries, which makes extrapolating from the average ecological footprint problematic. The footprint also cannot take into account intensive production, and so comparisons to biocapacity are erroneous. Using only the assumptions of the footprint then, one could argue that the Earth can sustain greatly increased production, though there are important limitations that the footprint cannot address, such as land degradation. Finally, the lack of correlation between land degradation and the ecological footprint obscures the effects of a larger sustainability problem. Better measures of sustainability would address these issues directly.

Abstract In contrast to energy and precious metals commodities, relatively little is known about the volatility dynamics of base (or industrial) metals commodities. To address this deficiency, this paper employs a multivariate heterogeneous autoregressive (HAR) model to consider the volatility spillovers between the five of the most liquid and important non-ferrous metals contracts (aluminium, copper, lead, nickel, and zinc) traded on the London Metal Exchange using intraday data over the period June 2006–December 2012. This period encompasses both the surge in commodities prices associated with the burgeoning industrial demand of many emerging economies, especially China, resulting in market peaks in May 2007 and April 2008 and the subsequent negative reaction of base metals markets to the collapse of stock markets during the recent global financial crisis. The results show that the volatility series of other industrial metals appear to contain useful incremental information for future price volatility. However, the own dynamics are often sufficient for describing most future daily and weekly volatility, with the most pronounced volatility spillovers identified in the longer term. Combined together, the results in this study provide useful findings for exporter and importer countries dealing with the continuing volatility in these industrially important commodity markets.

Iron and steel making industry is one of the most energy-intensive industries, with an annual energy consumption of about 24 EJ, 5% of the world's total energy consumption. The steel industry accounts for 3%–4% of total world greenhouse gas emissions. Enhancing energy efficiency and employing energy saving/recovering technologies such as coke dry quechning (CDQ) and top pressure recovery turbine (TRT) can be short-term approaches to the steel industry to reduce greenhouse gas emission. The long-term approaches to achieving a significant reduction in CO2 emissions from the steel industry would be through developing and applying CO2 breakthrough technologies for iron and steel making, and through increasing use of renewable energy for iron and steel making. Thus, an overview of new CO2 breakthrough technologies for iron and steel making was made.

The biogas from waste has emerged as a realistic and reliable renewable energy proposition and can deliver social-economic benefits when integrated with local communities. In the last decade, the biogas sector in European countries has seen unprecedented growth due to favorable policy supports and perceived social-economic benefits. Among different biogas producing schemes, waste to biogas using anaerobic digestion is considered most environment friendly due to minimum carbon leakage and positive waste resource recycling impact. Many countries, including the UK, envision creating a circular economy utilizing Biogas from Waste (BfW) recycling potential. This paper aims to analyze the state of the UK’s BfW scheme through the lens of circular economy and discern areas that need attention to usher BfW potential in supporting a circular economy. The paper also discussed key challenges and barriers to create a local circular economy using the BfW scheme. Based on the analysis, it is observed that the BfW scheme in the UK is currently impeded due to lack cross-sectoral policy coherence, and far from contributing to a circular economy. Additionally, the UK's waste to energy concept is concentrated around incinerator-based systems without much attention on improving resource efficiency and waste recycling. This paper makes three recommendations to improve prospects of the BfW scheme in the UK (1) decentralized approach in the BfW scheme development, (2) considering bio-waste and digestate as value streams, and (3) creating a policy cohesiveness across multiple departments.

China is the world’s largest consumer and importer of nickel resources; therefore, a growing domestic demand will increase China’s import dependence and in turn make it potentially vulnerable to supply shortages. One hundred years from 1950 to 2050 were examined for China’s nickel utilization. Identified domestic nickel resources can only sustain China’s industries until 2017, but nickel will reach peak utilization around the year of 2020–2022. Given the 5% annual increase in applications and the growing importation of minerals in China, the carrying duration of nickel resources until 2020 will require a nickel-recycling rate of more than 90%. To sustain China’s nickel utilization, future strategies should foster three solutions: maintaining a high level of imports, adjusting the landscape of nickel applications, and shifting from virgin mining of geological minerals to urban mining of anthropogenic resources.

Consequentially, the British Standards Institution recently launched a new standard “BS 8001:2017 – Framework for implementing the principles of the circular economy in organizations”. BS 8001:2017 tries to reconcile the far-reaching ambitions of the CE with established business routines. The standard contains a comprehensive list of CE terms and definitions, a set of general CE principles, a flexible management framework for implementing CE strategies in organizations, and a detailed description of economic, environmental, design, marketing, and legal issues related to the CE. The guidance on monitoring CE strategy implementation, however, remains vague. The standard stipulates that organizations are solely responsible for choosing appropriate CE indicators. Its authors do not elaborate on the links between CE strategy monitoring and the relevant and already standardized quantitative tools life cycle assessment (LCA) and material flow cost accounting (MFCA). Here a general system definition for deriving CE indicators is proposed. Based on the system definition and the indicator literature a dashboard of new and established quantitative indicators for CE strategy assessment in organizations is then compiled. The dashboard indicators are mostly based on material flow analysis (MFA), MFCA, and LCA. Steel cycle data are used to illustrate potential core CE indicators, notably, the residence time of a material in the techno-sphere (currently 250–300 years for steel). Moreover, organizations need to monitor their contribution to in-use-stock growth, a central driver of resource depletion and hindrance to closing material cycles.
