    La production animale est une source essentielle de revenus et d'émissions de gaz à effet de serre (GES) agricoles en Colombie, au Brésil, en Argentine, au Costa Rica, en Uruguay, au Mexique et au Pérou. Plusieurs options de gestion et technologiques, avec un potentiel d'atténuation du méthane entérique, ont été évaluées et leur mise à l'échelle devrait contribuer à la réalisation des objectifs de réduction des émissions de GES. Pourtant, l'adoption généralisée d'options d'atténuation prometteuses reste limitée, ce qui soulève des questions quant à savoir si les objectifs de réduction des émissions envisagés sont réalisables. À l'aide de données générées localement, nous explorons les potentiels d'atténuation des technologies et des pratiques de gestion actuellement proposées pour atténuer les émissions de méthane entérique, pour les systèmes de production bovine dans les pays d'Amérique latine les plus émetteurs. Nous discutons ensuite des obstacles à l'adoption d'innovations qui réduisent considérablement les émissions de méthane entérique d'origine bovine et des changements majeurs dans les politiques et les pratiques qui sont nécessaires pour relever les ambitions nationales dans les pays à forte émission. En utilisant la science la plus récente et la pensée actuelle, nous fournissons notre point de vue sur une approche inclusive et ré-imaginons comment les secteurs universitaire, de la recherche, des affaires et des politiques publiques peuvent soutenir et encourager les changements nécessaires pour élever le niveau d'ambition et atteindre les objectifs de développement durable en envisageant des actions allant de la ferme à l'échelle nationale. La producción ganadera es una fuente fundamental de ingresos y emisiones de gases de efecto invernadero (GEI) agrícolas en Colombia, Brasil, Argentina, Costa Rica, Uruguay, México y Perú. Se han evaluado varias opciones de gestión y tecnológicas, con potencial de mitigación de metano entérico, y se prevé que su escalado contribuya al logro de los objetivos de reducción de emisiones de GEI. Sin embargo, la adopción generalizada de opciones de mitigación prometedoras sigue siendo limitada, lo que plantea dudas sobre si los objetivos de reducción de emisiones previstos son alcanzables. Utilizando datos generados localmente, exploramos los potenciales de mitigación de las tecnologías y prácticas de manejo actualmente propuestas para mitigar las emisiones de metano entérico, para los sistemas de producción ganadera en los países de mayor emisión de América Latina. Luego discutimos las barreras para adoptar innovaciones que reduzcan significativamente las emisiones de metano entérico en el ganado y los cambios importantes en las políticas y prácticas que se necesitan para aumentar las ambiciones nacionales en los países con altas emisiones. Utilizando la ciencia más reciente y el pensamiento actual, brindamos nuestra perspectiva sobre un enfoque inclusivo y reimaginamos cómo los sectores académico, de investigación, empresarial y de políticas públicas pueden apoyar e incentivar los cambios necesarios para elevar el nivel de ambición y alcanzar los objetivos de desarrollo sostenible considerando acciones desde la granja hasta la escala nacional. Livestock production is a pivotal source of income and agricultural greenhouse gas (GHG) emissions in Colombia, Brazil, Argentina, Costa Rica, Uruguay, Mexico and Peru. Several management and technological options, with enteric methane mitigation potential, have been evaluated and their scaling is anticipated to contribute towards achieving GHG emission reduction targets. Yet, widespread adoption of promising mitigation options remains limited, raising questions as to whether envisaged emission reduction targets are achievable. Using locally generated data, we explore the mitigation potentials of technologies and management practices currently proposed to mitigate enteric methane emissions, for cattle production systems in the higher emitting countries of Latin America. We then discuss barriers for adopting innovations that significantly reduce cattle-based enteric methane emissions and the major shifts in policy and practice that are needed to raise national ambitions in the high emitting countries. Using the latest science and current thinking, we provide our perspective on an inclusive approach and re-imagine how the academic, research, business and public policy sectors can support and incentivize the changes needed to raise the level of ambition and achieve sustainable development goals considering actions all the way from the farm to the national scale. الإنتاج الحيواني هو مصدر محوري للدخل وانبعاثات غازات الدفيئة الزراعية في كولومبيا والبرازيل والأرجنتين وكوستاريكا وأوروغواي والمكسيك وبيرو. تم تقييم العديد من خيارات الإدارة والخيارات التكنولوجية، مع إمكانية تخفيف الميثان المعوي، ومن المتوقع أن يساهم قياسها في تحقيق أهداف خفض انبعاثات غازات الدفيئة. ومع ذلك، لا يزال الاعتماد الواسع النطاق لخيارات التخفيف الواعدة محدودًا، مما يثير تساؤلات حول ما إذا كانت أهداف خفض الانبعاثات المتوخاة قابلة للتحقيق. باستخدام البيانات التي تم إنشاؤها محليًا، نستكشف إمكانات التخفيف من التقنيات وممارسات الإدارة المقترحة حاليًا للتخفيف من انبعاثات الميثان المعوية، لأنظمة إنتاج الماشية في البلدان ذات الانبعاثات الأعلى في أمريكا اللاتينية. ثم نناقش العوائق التي تحول دون اعتماد الابتكارات التي تقلل بشكل كبير من انبعاثات الميثان المعوي القائم على الماشية والتحولات الرئيسية في السياسات والممارسات اللازمة لرفع الطموحات الوطنية في البلدان ذات الانبعاثات العالية. باستخدام أحدث العلوم والتفكير الحالي، نقدم وجهة نظرنا حول نهج شامل ونعيد تصور كيف يمكن للقطاعات الأكاديمية والبحثية وقطاع الأعمال والسياسة العامة دعم وتحفيز التغييرات اللازمة لرفع مستوى الطموح وتحقيق أهداف التنمية المستدامة مع الأخذ في الاعتبار الإجراءات على طول الطريق من المزرعة إلى النطاق الوطني.

    The United Nations’ Sustainable Development Goals (SDGs) rest on a set of broadly accepted values within a human rights framework. The SDGs seek to improve human lives, improve the planet, and foster prosperity. This paper examines the human rights framework and the principles of social justice and shows that, while the SDGs do not specifically state that there is human right to food, the SDGs do envision a better, more just, world which rests upon the sufficiency of the global food supply, on environmental sustainability, and on food security for all. Then the paper examines the interrelationships between the SDGs, food access and waste, and human rights within a framework of social justice. Finally, it looks at the potential pandemic of hunger wrought by COVID-19, showing that COVID-19 serves as an example of a crisis that has raised unprecedented challenges to food loss and waste in the global food supply system and tests our commitment to the principles espoused by the SDGs.

    Countries in Sub-Saharan Africa are particularly vulnerable to climate change, given dependence on agricultural production and limited adaptive capacity. Based on farm household and Participatory Rural Appraisal data collected from districts in various agroecological zones in Kenya, this paper examines farmers' perceptions of climate change, ongoing adaptation measures, and factors influencing farmers' decisions to adapt. The results show that households face considerable challenges in adapting to climate change. While many households have made small adjustments to their farming practices in response to climate change (in particular, changing planting decisions), few households are able to make more costly investments, for example in agroforestry or irrigation, although there is a desire to invest in such measures. This emphasizes the need for greater investments in rural and agricultural development to support the ability of households to make strategic, long-term decisions that affect their future well-being.

    Abstract The financial system needs to develop in order for natural resource exports to have a positive effect on economic growth. Yet, an advanced financial system is crucial for transferring the revenues from oil exports to productive investments. If the level of development of the financial system remains under a certain threshold, the effect of natural resource exports on economic growth is too low. In this vein, the determination of the level and the deepness of financial development that has a positive impact on the growth of natural resource exports should be clarified. The aim of this study is to investigate the relationship between the impact of natural resource exports on economic growth and the level of financial deepening by using the data of the selected Next-11 countries for the period of 1996–2016. Nonlinear panel data methodology is used in the study. Based on the empirical results, for the first regime, where the rate of financial deepening is under 45%, the increase in oil exports does not have a statistically significant effect on ecenomic growth. For the second regime, where financial deepening is over 45%, one unit increase in oil exports causes a 7% increase in economic growth.

    Today's nuclear technology has principally been based on the use of fissile U-235 and Pu-239. While the natural thorium isotope Th-232 can finally be transformed to a fissile U-233 nucleus following a thermal neutron capture reaction, the existence of thorium in the nature and its potential use in the nuclear technology were not unfortunately into account with a sufficient importance. This was probably because of the geological availability of natural resources of thorium and uranium. Global distributions of thorium and uranium reserves clearly indicate that in general some developed countries such as the USA, Canada, Australia have considerable uranium reserves and contrarily only some developing countries such as Brazil, Turkey, India, Egypt have considerable thorium reserves as being totally about 70 % of the global reserve. All technical parameters obtained from the studies on thorium fuel cycle during the last 50 years indicate that thorium fuel cycle can be used in most of reactor types already operated. In addition, accelerated-driven hybrid systems promise to use the thorium based nuclear fuels. So, thorium will probably be a nuclear material much more valuable than uranium in the future. For this reason, all developing countries having thorium reserves should focus their technological attentions to the evaluation of their national thorium resources like in the case of India. In this paper a brief story on the studies of thorium and its potential use in the future energy production technology have been summarized.

    This research proposes technical performance over time as a fourth pillar of sustainability theory for infrastructure. It also describes a method that allows us to discover how changes in the technical pillar (operationalized as reduced breakage rates) may moderate the influence of the social pillar (operationalized as repair rates) on sanitation infrastructure outcomes. Oral histories were used to develop a history of sanitation for each of 152 poor households in four rural communities in Bangladesh that have gained access to sanitation in the past decade. Transcriptions and qualitative coding identified reported states of sanitation (for example, broken vs. functional) at three time steps. These were used to develop an initial vector and transition matrix for a Markov chain analysis. The breakage rate in this model was then adjusted to investigate the impact of improved technical durability on sanitation outcomes.     Over the last five decades, there has been a decline of rural communities in Taiwan due to urbanization expansion. In the past 10 years, the central government has implemented the Rural Regeneration Project (RRP) aimed at revitalization and sustainable development in rural Taiwan. During the project’s implementation, communities have faced several disasters as a result of climate change-induced extreme rainfall events. Perceptions and adaptation practices of climate change-induced extreme events are critical to community sustainability and resilience. The gap between perceived and actual risks that communities experience creates challenges for policy-makers in achieving sustainability goals. This study aims to evaluate the perceived climate change-induced flooding hazard perceptions compared to the scientific projection and actual hazard events in 287 rural communities implementing the RRP. This study revealed consistency in risk perception, in that communities facing high potential exposure to extreme rainfall showed higher awareness of various impacts of climate change. However, when comparing climate actions, communities exposed to low-potential hazard areas had a relatively higher degree of recognition of the benefits of adaptation to climate change. Moreover, 59 rural communities with low awareness and exposed to high potentials of extreme events were widely distributed among hills of western, southern, and northern Taiwan, where compound disasters such as mudslides can occur. This research suggests that there is a need to integrate climate change planning and work with communities to bridge the gap between perceived and actual climate risks. In particular, capacity training, counseling services, and implementation of adaptation practices should be integrated into institutional planning and management for providing assistance in disaster prevention, relief, and post-event restoration; also, encouraging climate actions can directly improve community resilience toward climate change. While investing in the sustainable development of rural communities is largely based on revitalizing economic development, this study revealed the link to ensure resilience and social-ecological sustainability in rural communities under climate change impacts.

    Abstract Recently, renewable energy projects, such as photovoltaic systems, have become interesting generation alternatives thanks to the incentive strategies developed by several countries. For the user of photovoltaic microgeneration, there is interest in the financial return of the investment, which is most often financed by public banks with a limited budget. Therefore, it is necessary to analyze variables related both to the point of view of the investor in microgeneration and to the public banks that subsidize them. However, defining the configuration of photovoltaic systems that guarantees the economic feasibility for those who invest without excessively burdening the public resource is a complex task and requires the analysis of different experts. To fill this gap, this paper proposes an innovative approach for evaluating photovoltaic projects based on Attribute Agreement Analysis. Experts on photovoltaic systems with different profiles and experience were asked about 16 scenarios, planned according to a factorial design with four factors: installed power capacity, PV cell type, debt ratio, and loan interest rate. The results demonstrated that the proposed approach fulfills the objective of simultaneously assessing the impact of investments in photovoltaic systems, considering the investors' and public banks’ viewpoints.     La production animale est une source essentielle de revenus et d'émissions de gaz à effet de serre (GES) agricoles en Colombie, au Brésil, en Argentine, au Costa Rica, en Uruguay, au Mexique et au Pérou. Plusieurs options de gestion et technologiques, avec un potentiel d'atténuation du méthane entérique, ont été évaluées et leur mise à l'échelle devrait contribuer à la réalisation des objectifs de réduction des émissions de GES. Pourtant, l'adoption généralisée d'options d'atténuation prometteuses reste limitée, ce qui soulève des questions quant à savoir si les objectifs de réduction des émissions envisagés sont réalisables. À l'aide de données générées localement, nous explorons les potentiels d'atténuation des technologies et des pratiques de gestion actuellement proposées pour atténuer les émissions de méthane entérique, pour les systèmes de production bovine dans les pays d'Amérique latine les plus émetteurs. Nous discutons ensuite des obstacles à l'adoption d'innovations qui réduisent considérablement les émissions de méthane entérique d'origine bovine et des changements majeurs dans les politiques et les pratiques qui sont nécessaires pour relever les ambitions nationales dans les pays à forte émission. En utilisant la science la plus récente et la pensée actuelle, nous fournissons notre point de vue sur une approche inclusive et ré-imaginons comment les secteurs universitaire, de la recherche, des affaires et des politiques publiques peuvent soutenir et encourager les changements nécessaires pour élever le niveau d'ambition et atteindre les objectifs de développement durable en envisageant des actions allant de la ferme à l'échelle nationale. La producción ganadera es una fuente fundamental de ingresos y emisiones de gases de efecto invernadero (GEI) agrícolas en Colombia, Brasil, Argentina, Costa Rica, Uruguay, México y Perú. Se han evaluado varias opciones de gestión y tecnológicas, con potencial de mitigación de metano entérico, y se prevé que su escalado contribuya al logro de los objetivos de reducción de emisiones de GEI. Sin embargo, la adopción generalizada de opciones de mitigación prometedoras sigue siendo limitada, lo que plantea dudas sobre si los objetivos de reducción de emisiones previstos son alcanzables. Utilizando datos generados localmente, exploramos los potenciales de mitigación de las tecnologías y prácticas de manejo actualmente propuestas para mitigar las emisiones de metano entérico, para los sistemas de producción ganadera en los países de mayor emisión de América Latina. Luego discutimos las barreras para adoptar innovaciones que reduzcan significativamente las emisiones de metano entérico en el ganado y los cambios importantes en las políticas y prácticas que se necesitan para aumentar las ambiciones nacionales en los países con altas emisiones. Utilizando la ciencia más reciente y el pensamiento actual, brindamos nuestra perspectiva sobre un enfoque inclusivo y reimaginamos cómo los sectores académico, de investigación, empresarial y de políticas públicas pueden apoyar e incentivar los cambios necesarios para elevar el nivel de ambición y alcanzar los objetivos de desarrollo sostenible considerando acciones desde la granja hasta la escala nacional. Livestock production is a pivotal source of income and agricultural greenhouse gas (GHG) emissions in Colombia, Brazil, Argentina, Costa Rica, Uruguay, Mexico and Peru. Several management and technological options, with enteric methane mitigation potential, have been evaluated and their scaling is anticipated to contribute towards achieving GHG emission reduction targets. Yet, widespread adoption of promising mitigation options remains limited, raising questions as to whether envisaged emission reduction targets are achievable. Using locally generated data, we explore the mitigation potentials of technologies and management practices currently proposed to mitigate enteric methane emissions, for cattle production systems in the higher emitting countries of Latin America. We then discuss barriers for adopting innovations that significantly reduce cattle-based enteric methane emissions and the major shifts in policy and practice that are needed to raise national ambitions in the high emitting countries.     The United Nations’ Sustainable Development Goals (SDGs) rest on a set of broadly accepted values within a human rights framework. The SDGs seek to improve human lives, improve the planet, and foster prosperity. This paper examines the human rights framework and the principles of social justice and shows that, while the SDGs do not specifically state that there is human right to food, the SDGs do envision a better, more just, world which rests upon the sufficiency of the global food supply, on environmental sustainability, and on food security for all. Then the paper examines the interrelationships between the SDGs, food access and waste, and human rights within a framework of social justice. Finally, it looks at the potential pandemic of hunger wrought by COVID-19, showing that COVID-19 serves as an example of a crisis that has raised unprecedented challenges to food loss and waste in the global food supply system and tests our commitment to the principles espoused by the SDGs.

    Countries in Sub-Saharan Africa are particularly vulnerable to climate change, given dependence on agricultural production and limited adaptive capacity. Based on farm household and Participatory Rural Appraisal data collected from districts in various agroecological zones in Kenya, this paper examines farmers' perceptions of climate change, ongoing adaptation measures, and factors influencing farmers' decisions to adapt. The results show that households face considerable challenges in adapting to climate change. While many households have made small adjustments to their farming practices in response to climate change (in particular, changing planting decisions), few households are able to make more costly investments, for example in agroforestry or irrigation, although there is a desire to invest in such measures. This emphasizes the need for greater investments in rural and agricultural development to support the ability of households to make strategic, long-term decisions that affect their future well-being.

    Abstract The financial system needs to develop in order for natural resource exports to have a positive effect on economic growth. Yet, an advanced financial system is crucial for transferring the revenues from oil exports to productive investments. If the level of development of the financial system remains under a certain threshold, the effect of natural resource exports on economic growth is too low. In this vein, the determination of the level and the deepness of financial development that has a positive impact on the growth of natural resource exports should be clarified. The aim of this study is to investigate the relationship between the impact of natural resource exports on economic growth and the level of financial deepening by using the data of the selected Next-11 countries for the period of 1996–2016. Nonlinear panel data methodology is used in the study. Based on the empirical results, for the first regime, where the rate of financial deepening is under 45%, the increase in oil exports does not have a statistically significant effect on ecenomic growth. For the second regime, where financial deepening is over 45%, one unit increase in oil exports causes a 7% increase in economic growth.

    Today's nuclear technology has principally been based on the use of fissile U-235 and Pu-239. While the natural thorium isotope Th-232 can finally be transformed to a fissile U-233 nucleus following a thermal neutron capture reaction, the existence of thorium in the nature and its potential use in the nuclear technology were not unfortunately into account with a sufficient importance. This was probably because of the geological availability of natural resources of thorium and uranium. Global distributions of thorium and uranium reserves clearly indicate that in general some developed countries such as the USA, Canada, Australia have considerable uranium reserves and contrarily only some developing countries such as Brazil, Turkey, India, Egypt have considerable thorium reserves as being totally about 70 % of the global reserve. All technical parameters obtained from the studies on thorium fuel cycle during the last 50 years indicate that thorium fuel cycle can be used in most of reactor types already operated. In addition, accelerated-driven hybrid systems promise to use the thorium based nuclear fuels. So, thorium will probably be a nuclear material much more valuable than uranium in the future. For this reason, all developing countries having thorium reserves should focus their technological attentions to the evaluation of their national thorium resources like in the case of India. In this paper a brief story on the studies of thorium and its potential use in the future energy production technology have been summarized.

    This research proposes technical performance over time as a fourth pillar of sustainability theory for infrastructure. It also describes a method that allows us to discover how changes in the technical pillar (operationalized as reduced breakage rates) may moderate the influence of the social pillar (operationalized as repair rates) on sanitation infrastructure outcomes. Oral histories were used to develop a history of sanitation for each of 152 poor households in four rural communities in Bangladesh that have gained access to sanitation in the past decade. Transcriptions and qualitative coding identified reported states of sanitation (for example, broken vs. functional) at three time steps. These were used to develop an initial vector and transition matrix for a Markov chain analysis. The breakage rate in this model was then adjusted to investigate the impact of improved technical durability on sanitation outcomes.     Over the last five decades, there has been a decline of rural communities in Taiwan due to urbanization expansion. In the past 10 years, the central government has implemented the Rural Regeneration Project (RRP) aimed at revitalization and sustainable development in rural Taiwan. During the project’s implementation, communities have faced several disasters as a result of climate change-induced extreme rainfall events. Perceptions and adaptation practices of climate change-induced extreme events are critical to community sustainability and resilience. The gap between perceived and actual risks that communities experience creates challenges for policy-makers in achieving sustainability goals. This study aims to evaluate the perceived climate change-induced flooding hazard perceptions compared to the scientific projection and actual hazard events in 287 rural communities implementing the RRP. This study revealed consistency in risk perception, in that communities facing high potential exposure to extreme rainfall showed higher awareness of various impacts of climate change. However, when comparing climate actions, communities exposed to low-potential hazard areas had a relatively higher degree of recognition of the benefits of adaptation to climate change. Moreover, 59 rural communities with low awareness and exposed to high potentials of extreme events were widely distributed among hills of western, southern, and northern Taiwan, where compound disasters such as mudslides can occur. This research suggests that there is a need to integrate climate change planning and work with communities to bridge the gap between perceived and actual climate risks. In particular, capacity training, counseling services, and implementation of adaptation practices should be integrated into institutional planning and management for providing assistance in disaster prevention, relief, and post-event restoration; also, encouraging climate actions can directly improve community resilience toward climate change. While investing in the sustainable development of rural communities is largely based on revitalizing economic development, this study revealed the link to ensure resilience and social-ecological sustainability in rural communities under climate change impacts.

    Abstract Recently, renewable energy projects, such as photovoltaic systems, have become interesting generation alternatives thanks to the incentive strategies developed by several countries. For the user of photovoltaic microgeneration, there is interest in the financial return of the investment, which is most often financed by public banks with a limited budget. Therefore, it is necessary to analyze variables related both to the point of view of the investor in microgeneration and to the public banks that subsidize them. However, defining the configuration of photovoltaic systems that guarantees the economic feasibility for those who invest without excessively burdening the public resource is a complex task and requires the analysis of different experts. To fill this gap, this paper proposes an innovative approach for evaluating photovoltaic projects based on Attribute Agreement Analysis. Experts on photovoltaic systems with different profiles and experience were asked about 16 scenarios, planned according to a factorial design with four factors: installed power capacity, PV cell type, debt ratio, and loan interest rate. The results demonstrated that the proposed approach fulfills the objective of simultaneously assessing the impact of investments in photovoltaic systems, considering the investors' and public banks’ viewpoints.
