    Costs to permit Marine Energy projects are poorly understood. In this paper we examine environmental compliance and permitting costs for 19 projects in the U.S., covering the last 2 decades. Guided discussions were conducted with developers over a 3-year period to obtain historical and ongoing project cost data relative to environmental studies (e.g., baseline or pre-project site characterization as well as post-installation effects monitoring), stakeholder outreach, and mitigation, as well as qualitative experience of the permitting process. Data are organized in categories of technology type, permitted capacity, pre- and post-installation, geographic location, and funding types. We also compare our findings with earlier logic models created for the Department of Energy (i.e., Reference Models). Environmental studies most commonly performed were for Fish and Fisheries, Noise, Marine Habitat/Benthic Studies and Marine Mammals. Studies for tidal projects were more expensive than those performed for wave projects and the range of reported project costs tended to be wider than ranges predicted by logic models. For eight projects reporting full project costs, from project start to FERC or USACE permit, the average amount for environmental permitting compliance was 14.6%.

    Due to the demand for eco-friendly energy, distributed energy resources (DERs) using renewable energy have increased. The increase in DER has caused the power system to become more complex and caused problems in the protection system. Typical problems include an increase in fault current and a problem that causes malfunction of the overcurrent relay (OCR). If the fault current increases and exceeds the capacity of the existing protection devices, it may lead to a large blackout. The most effective way to limit the fault current is to install a superconducting current limiter (SFCL). The installation of SFCL and system penetration of DER both affect OCR operating characteristics. In this paper, a simulated power distribution system is constructed and OCR malfunctions caused by DER penetration and SFCL installation are analyzed.

    Diesel engine exhaust pipes are in a high-temperature and high-oxygen environment; the carbon soot formed by fuel combustion will be partially oxidized, and its physicochemical properties will change significantly after oxidation. In order to study the effect law of partial oxidation on carbon soot particles emitted from automobiles, commercial carbon black samples (Printex-U carbon) were selected to replace actual carbon soot particles in this paper, and experiments were conducted on a fixed-bed catalytic oxidation device to obtain carbon soot particles with four oxidation rates by varying the time duration of oxygen introduction. Subsequently, the microstructure images of the corresponding carbon soot particles were obtained using TEM and measured after image processing with ImageJ software. The results showed that the average particle size, particle layer spacing, and distortion of carbon soot particles gradually decreased with the increase in oxidation rate. Moreover, the basic particle edge structure of carbon soot particles gradually blurred, the disordered structure inside the carbon soot particles increased, and the structure was destroyed or oxidized away with the gradual oxidation of the outer layer. Lastly, the density degree inside the particles gradually increased, the outer carbon layer arrangement became more regular, and the graphitization degree gradually became larger. The oxidation of carbon soot particles followed the contraction model and the internal oxidation model.

    The hybrid system is analyzed and optimized to produce electric energy in Non-Interconnected Zones in the Colombian Caribbean region, contributing both to the improvement in the reduction of greenhouse gas emissions and to the rational use of energy. A comparative analysis of the performance of these systems was carried using a dynamic model in real wind and solar data. The model is integrated by a Southwest Wind Power Inc. wind turbine. AIR 403, a proton exchange fuel cell (PEM), an electrolyze, a solar panel and a charge regulator based on PID controllers to manipulate oxygen and hydrogen flows in the cell. The transient responses of the cell voltage, current, and power were obtained for the demand of 200 W for changes in solar radiation and wind speed for all days of the year 2013 in the Ernesto Cortissoz airport, Puerto Bolívar, Alfonso Lopez airport and Simon Bolívar airport, by regulating the flow of hydrogen and oxygen into the fuel cell. The maximum contribution of power generation from the fuel cell was presented for the Simon Bolívar airport in November with a value of 158,358W (9.45%). A multi-objective design optimization under a Pareto front is presented for each place studied to minimize the Levelized Cost of Energy and CO2 emission, where the objective variables are the number of panel and stack in the PV system and PEM.

    Pollution flashover occurs when soluble and nonsoluble materials cover the surface of an insulator, and this may ultimately cause a reduction in its performance. In this paper, the common type of sodium chloride (NaCl) was used as a soluble pollutant (ESDD) and kaolin as a nonsoluble pollutant (NSDD). Samples of silicone rubber (SiR) insulators were selected for this study and fabricated at the Advanced High Voltage Engineering Research Centre (AHIVEC) at Cardiff University. The samples were preconditioned and polluted according to standard specifications. Additionally, the AC voltage ramp technique was used to achieve flashover (FOV) voltage with different pollution levels. The aim of this work was to investigate the effect of nonsoluble materials on flashover characteristics to understand their interaction with dry-band arcs by using FOV electrical equations and experimental data. The test results show that the FOV voltage of the silicone rubber insulator substantially decreased with the increase in both ESDD and NSDD values. It was also identified from these results that the dry-band arcs were considerably influenced by both ESDD and NSDD levels. This impact can be quantified by determining the variation of discharge parameters (N, n). Based on the FOV equations and experimental data, a mathematical model was suggested, taking into account the effect of both ESDD and NSDD.

    This study aims to improve the design of scour protection around offshore wind turbine monopiles, as well as future-proofing them against the impacts of climate change. A series of large-scale experiments have been performed in the context of the European HYDRALAB-PLUS PROTEUS (Protection of offshore wind turbine monopiles against scouring) project in the Fast Flow Facility in HR Wallingford. These experiments make use of state of the art optical and acoustic measurement techniques to assess the damage of scour protections under the combined action of waves and currents. These novel PROTEUS tests focus on the study of the grading of the scour protection material as a stabilizing parameter, which has never been done under the combined action of waves and currents at a large scale. Scale effects are reduced and, thus, design risks are minimized. Moreover, the generated data will support the development of future scour protection designs and the validation of numerical models used by researchers worldwide. The testing program objectives are: (i) to compare the performance of single-layer wide-graded material used against scouring with current design practices; (ii) to verify the stability of the scour protection designs under extreme flow conditions; (iii) to provide a benchmark dataset for scour protection stability at large scale; and (iv) to investigate the scale effects on scour protection stability.

    Experience shows that under unidirectional wind or certain terrain, the surface of post insulators is non-uniformly polluted between windward and leeward sides, which affects the flashover characteristics. In this paper, a formulation of residual pollution layer resistance was proposed under this non-uniformity and a typical post insulator was taken as an example to analyze and calculate its residual resistance. The theoretical resistance was verified by numerical simulations using COMSOL Multiphysics. The proposed resistance formulation was then implemented in a DC flashover dynamic model to determine the flashover voltage (Ucal), which was validated by artificial flashover tests. Then the factors affecting DC flashover voltage were analyzed. Research results indicate that: the residual resistance formulation agrees well with simulation results, especially when the arc length exceeds 70% of the leakage distance. The good concordance between theoretical and experimental flashover voltages with most relative error within ±10%, validates the flashover model and its residual resistance formulation. Ucal gets impaired under this non-uniformity. The degree of reduction is related to salt deposit density ratio (m) of windward to leeward side and leeward side area proportion (k).

    The solar photovoltaic (PV) cell is a prominent energy harvesting device that reduces the strain in the conventional energy generation approach and endorses the prospectiveness of renewable energy. Thus, the exploration in this ever-green field is worth the effort. From the power conversion efficiency standpoint of view, PVs are consistently improving, and when analyzing the potential areas that can be advanced, more and more exciting challenges are encountered. One such crucial challenge is to increase the photon availability for PV conversion. This challenge is solved using two ways. First, by suppressing the reflection at the interface of the solar cell, and the other way is to enhance the optical pathlength inside the cell for adequate absorption of the photons. Our review addresses this challenge by emphasizing the various strategies that aid in trapping the light in the solar cells. These strategies include the usage of antireflection coatings (ARCs) and light-trapping structures. The primary focus of this study is to review the ARCs from a PV application perspective based on various materials, and it highlights the development of ARCs from more than the past three decades covering the structure, fabrication techniques, optical performance, features, and research potential of ARCs reported. More importantly, various ARCs researched with different classes of PV cells, and their impact on its efficiency is given a special attention. To enhance the optical pathlength, and thus the absorption in solar PV devices, an insight about the advanced light-trapping techniques that deals with the concept of plasmonics, spectral modification, and other prevailing innovative light-trapping structures approaching the Yablonovitch limit is discussed. An extensive collection of information is presented as tables under each core review section. Further, we take a step forward to brief the effects of ageing on ARCs and their influence on the device performance. Finally, we summarize the review of ARCs on the basis of structures, materials, optical performance, multifunctionality, stability, and cost-effectiveness along with a master table comparing the selected high-performance ARCs with perfect AR coatings. Also, from the discussed significant challenges faced by ARCs and future outlook; this work directs the researchers to identify the area of expertise where further research analysis is needed in near future.

    High Voltage Direct Current (HVDC) transmission represents the most efficient way for transporting produced electrical energy from remotely located offshore wind farms to the shore. Such systems are implemented today using very expensive and large power transformers and converter stations placed on dedicated platforms. The present study aims at elaborating a compact solution for an energy collections system. The solution allows for a minimum of total transformer weight in the wind turbine nacelle reducing or even eliminating the need for a sea-based platform(s). The heart of the project is a Medium Frequency Transformer (MFT) that has a high DC voltage insulation towards ground. The transformer is employed in a DC/DC converter that delivers the energy into a serial array without additional conversion units. The insulation design methodology of an environmentally friendly HV insulation system for an MFT, based on pressboard and biodegradable oil, is introduced. The measurement method and results of the measurements of electrical conductivities of the transformer oil and Oil Impregnated Pressboard (OIP) are reported. The measurements show that the biodegradable ester oil/OIP conductivities are generally higher than the mineral oil/OIP conductivities. Numerical simulations reveal that the performance of the insulation system is slightly better when ester oil is used. Additionally, a lower temperature dependency for ester oil/OIP conductivities is observed, with the result that the transformer filled with ester oil is less sensitive to temperature variations.

    Fire and explosion accidents of oil-filled electrical transformers are leading to negative impacts, not only on the delivery of energy, but also on workplace health and safety as well as the surrounding environment. Such accidents are still being reported, regardless of applying the regular maintenance strategy in the power plants. The purpose of this paper is to integrate a sustainability perspective into the maintenance strategy. The problem addressed is: how can we approach the relevant cost-effective sustainable maintenance for oil-filled electrical transformers? For this purpose, an empirical study in a power plant in Kuwait was introduced. The first stage was to carry out a sustainability assessment using the ABCD procedure. In this procedure, gaps to approach sustainability were identified and actions prioritized to close these gaps were demonstrated. Applying this procedure yielded an early fault diagnosis (EFD) model for achieving cost-effective sustainable maintenance using a fault trend chart based on a novel numerical method. Implementing this model resulted in an extension of the lifetime of transformers with suspected failure propagation, leading to a deferral of the replacement investment costs. The principal conclusion of this paper is the importance of viewing the maintenance strategy of transformers from a strategic sustainability perspective, in order to approach relevant cost-effective sustainable maintenance.

    Costs to permit Marine Energy projects are poorly understood. In this paper we examine environmental compliance and permitting costs for 19 projects in the U.S., covering the last 2 decades. Guided discussions were conducted with developers over a 3-year period to obtain historical and ongoing project cost data relative to environmental studies (e.g., baseline or pre-project site characterization as well as post-installation effects monitoring), stakeholder outreach, and mitigation, as well as qualitative experience of the permitting process. Data are organized in categories of technology type, permitted capacity, pre- and post-installation, geographic location, and funding types. We also compare our findings with earlier logic models created for the Department of Energy (i.e., Reference Models). Environmental studies most commonly performed were for Fish and Fisheries, Noise, Marine Habitat/Benthic Studies and Marine Mammals. Studies for tidal projects were more expensive than those performed for wave projects and the range of reported project costs tended to be wider than ranges predicted by logic models. For eight projects reporting full project costs, from project start to FERC or USACE permit, the average amount for environmental permitting compliance was 14.6%.

    Due to the demand for eco-friendly energy, distributed energy resources (DERs) using renewable energy have increased. The increase in DER has caused the power system to become more complex and caused problems in the protection system. Typical problems include an increase in fault current and a problem that causes malfunction of the overcurrent relay (OCR). If the fault current increases and exceeds the capacity of the existing protection devices, it may lead to a large blackout. The most effective way to limit the fault current is to install a superconducting current limiter (SFCL). The installation of SFCL and system penetration of DER both affect OCR operating characteristics. In this paper, a simulated power distribution system is constructed and OCR malfunctions caused by DER penetration and SFCL installation are analyzed.

    Diesel engine exhaust pipes are in a high-temperature and high-oxygen environment; the carbon soot formed by fuel combustion will be partially oxidized, and its physicochemical properties will change significantly after oxidation. In order to study the effect law of partial oxidation on carbon soot particles emitted from automobiles, commercial carbon black samples (Printex-U carbon) were selected to replace actual carbon soot particles in this paper, and experiments were conducted on a fixed-bed catalytic oxidation device to obtain carbon soot particles with four oxidation rates by varying the time duration of oxygen introduction. Subsequently, the microstructure images of the corresponding carbon soot particles were obtained using TEM and measured after image processing with ImageJ software. The results showed that the average particle size, particle layer spacing, and distortion of carbon soot particles gradually decreased with the increase in oxidation rate. Moreover, the basic particle edge structure of carbon soot particles gradually blurred, the disordered structure inside the carbon soot particles increased, and the structure was destroyed or oxidized away with the gradual oxidation of the outer layer. Lastly, the density degree inside the particles gradually increased, the outer carbon layer arrangement became more regular, and the graphitization degree gradually became larger. The oxidation of carbon soot particles followed the contraction model and the internal oxidation model.

    The hybrid system is analyzed and optimized to produce electric energy in Non-Interconnected Zones in the Colombian Caribbean region, contributing both to the improvement in the reduction of greenhouse gas emissions and to the rational use of energy. A comparative analysis of the performance of these systems was carried using a dynamic model in real wind and solar data. The model is integrated by a Southwest Wind Power Inc. wind turbine. AIR 403, a proton exchange fuel cell (PEM), an electrolyze, a solar panel and a charge regulator based on PID controllers to manipulate oxygen and hydrogen flows in the cell. The transient responses of the cell voltage, current, and power were obtained for the demand of 200 W for changes in solar radiation and wind speed for all days of the year 2013 in the Ernesto Cortissoz airport, Puerto Bolívar, Alfonso Lopez airport and Simon Bolívar airport, by regulating the flow of hydrogen and oxygen into the fuel cell. The maximum contribution of power generation from the fuel cell was presented for the Simon Bolívar airport in November with a value of 158,358W (9.45%). A multi-objective design optimization under a Pareto front is presented for each place studied to minimize the Levelized Cost of Energy and CO2 emission, where the objective variables are the number of panel and stack in the PV system and PEM.

    Pollution flashover occurs when soluble and nonsoluble materials cover the surface of an insulator, and this may ultimately cause a reduction in its performance. In this paper, the common type of sodium chloride (NaCl) was used as a soluble pollutant (ESDD) and kaolin as a nonsoluble pollutant (NSDD). Samples of silicone rubber (SiR) insulators were selected for this study and fabricated at the Advanced High Voltage Engineering Research Centre (AHIVEC) at Cardiff University. The samples were preconditioned and polluted according to standard specifications. Additionally, the AC voltage ramp technique was used to achieve flashover (FOV) voltage with different pollution levels. The aim of this work was to investigate the effect of nonsoluble materials on flashover characteristics to understand their interaction with dry-band arcs by using FOV electrical equations and experimental data. The test results show that the FOV voltage of the silicone rubber insulator substantially decreased with the increase in both ESDD and NSDD values. It was also identified from these results that the dry-band arcs were considerably influenced by both ESDD and NSDD levels. This impact can be quantified by determining the variation of discharge parameters (N, n). Based on the FOV equations and experimental data, a mathematical model was suggested, taking into account the effect of both ESDD and NSDD.

    This study aims to improve the design of scour protection around offshore wind turbine monopiles, as well as future-proofing them against the impacts of climate change. A series of large-scale experiments have been performed in the context of the European HYDRALAB-PLUS PROTEUS (Protection of offshore wind turbine monopiles against scouring) project in the Fast Flow Facility in HR Wallingford. These experiments make use of state of the art optical and acoustic measurement techniques to assess the damage of scour protections under the combined action of waves and currents. These novel PROTEUS tests focus on the study of the grading of the scour protection material as a stabilizing parameter, which has never been done under the combined action of waves and currents at a large scale. Scale effects are reduced and, thus, design risks are minimized. Moreover, the generated data will support the development of future scour protection designs and the validation of numerical models used by researchers worldwide. The testing program objectives are: (i) to compare the performance of single-layer wide-graded material used against scouring with current design practices; (ii) to verify the stability of the scour protection designs under extreme flow conditions; (iii) to provide a benchmark dataset for scour protection stability at large scale; and (iv) to investigate the scale effects on scour protection stability.

    Experience shows that under unidirectional wind or certain terrain, the surface of post insulators is non-uniformly polluted between windward and leeward sides, which affects the flashover characteristics. In this paper, a formulation of residual pollution layer resistance was proposed under this non-uniformity and a typical post insulator was taken as an example to analyze and calculate its residual resistance. The theoretical resistance was verified by numerical simulations using COMSOL Multiphysics. The proposed resistance formulation was then implemented in a DC flashover dynamic model to determine the flashover voltage (Ucal), which was validated by artificial flashover tests. Then the factors affecting DC flashover voltage were analyzed. Research results indicate that: the residual resistance formulation agrees well with simulation results, especially when the arc length exceeds 70% of the leakage distance. The good concordance between theoretical and experimental flashover voltages with most relative error within ±10%, validates the flashover model and its residual resistance formulation. Ucal gets impaired under this non-uniformity. The degree of reduction is related to salt deposit density ratio (m) of windward to leeward side and leeward side area proportion (k).

    The solar photovoltaic (PV) cell is a prominent energy harvesting device that reduces the strain in the conventional energy generation approach and endorses the prospectiveness of renewable energy. Thus, the exploration in this ever-green field is worth the effort. From the power conversion efficiency standpoint of view, PVs are consistently improving, and when analyzing the potential areas that can be advanced, more and more exciting challenges are encountered. One such crucial challenge is to increase the photon availability for PV conversion. This challenge is solved using two ways. First, by suppressing the reflection at the interface of the solar cell, and the other way is to enhance the optical pathlength inside the cell for adequate absorption of the photons. Our review addresses this challenge by emphasizing the various strategies that aid in trapping the light in the solar cells. These strategies include the usage of antireflection coatings (ARCs) and light-trapping structures. The primary focus of this study is to review the ARCs from a PV application perspective based on various materials, and it highlights the development of ARCs from more than the past three decades covering the structure, fabrication techniques, optical performance, features, and research potential of ARCs reported. More importantly, various ARCs researched with different classes of PV cells, and their impact on its efficiency is given a special attention. To enhance the optical pathlength, and thus the absorption in solar PV devices, an insight about the advanced light-trapping techniques that deals with the concept of plasmonics, spectral modification, and other prevailing innovative light-trapping structures approaching the Yablonovitch limit is discussed. An extensive collection of information is presented as tables under each core review section. Further, we take a step forward to brief the effects of ageing on ARCs and their influence on the device performance. Finally, we summarize the review of ARCs on the basis of structures, materials, optical performance, multifunctionality, stability, and cost-effectiveness along with a master table comparing the selected high-performance ARCs with perfect AR coatings. Also, from the discussed significant challenges faced by ARCs and future outlook; this work directs the researchers to identify the area of expertise where further research analysis is needed in near future.

    High Voltage Direct Current (HVDC) transmission represents the most efficient way for transporting produced electrical energy from remotely located offshore wind farms to the shore. Such systems are implemented today using very expensive and large power transformers and converter stations placed on dedicated platforms. The present study aims at elaborating a compact solution for an energy collections system. The solution allows for a minimum of total transformer weight in the wind turbine nacelle reducing or even eliminating the need for a sea-based platform(s). The heart of the project is a Medium Frequency Transformer (MFT) that has a high DC voltage insulation towards ground. The transformer is employed in a DC/DC converter that delivers the energy into a serial array without additional conversion units. The insulation design methodology of an environmentally friendly HV insulation system for an MFT, based on pressboard and biodegradable oil, is introduced. The measurement method and results of the measurements of electrical conductivities of the transformer oil and Oil Impregnated Pressboard (OIP) are reported. The measurements show that the biodegradable ester oil/OIP conductivities are generally higher than the mineral oil/OIP conductivities. Numerical simulations reveal that the performance of the insulation system is slightly better when ester oil is used. Additionally, a lower temperature dependency for ester oil/OIP conductivities is observed, with the result that the transformer filled with ester oil is less sensitive to temperature variations.

    Fire and explosion accidents of oil-filled electrical transformers are leading to negative impacts, not only on the delivery of energy, but also on workplace health and safety as well as the surrounding environment. Such accidents are still being reported, regardless of applying the regular maintenance strategy in the power plants. The purpose of this paper is to integrate a sustainability perspective into the maintenance strategy. The problem addressed is: how can we approach the relevant cost-effective sustainable maintenance for oil-filled electrical transformers? For this purpose, an empirical study in a power plant in Kuwait was introduced. The first stage was to carry out a sustainability assessment using the ABCD procedure. In this procedure, gaps to approach sustainability were identified and actions prioritized to close these gaps were demonstrated. Applying this procedure yielded an early fault diagnosis (EFD) model for achieving cost-effective sustainable maintenance using a fault trend chart based on a novel numerical method. Implementing this model resulted in an extension of the lifetime of transformers with suspected failure propagation, leading to a deferral of the replacement investment costs. The principal conclusion of this paper is the importance of viewing the maintenance strategy of transformers from a strategic sustainability perspective, in order to approach relevant cost-effective sustainable maintenance.
