Causal inference in the empirical sciences is based on counterfactuals. This paper presents the counterfactual account of causation in terms of Lewis's possible-world semantics, and reformulates the statistical potential outcome framework and its underlying assumptions using counterfactual conditionals. I discuss varieties of causally meaningful counterfactuals for the case of a finite number of treatments, and illustrate these using a simple settheoretical framework. The paper proceeds to examine proximity relations between possible worlds, and discusses implications for empirical practice.

The key point is the naturalization of the notion of ‘subjectivity’ in both the Georgescu-Roegen framework and Jaynes's subjectivistic interpretation of thermodynamics and statistical mechanics. I introduce the concept of ‘observer relativity’ with reference to the evolution of ‘physical inference devices’. Then, the MaxEnt formalism can be understood as a principle underlying natural selection. Further, given natural selection, maximum entropy production (MEP) results from the confluence of maximum power (Lotka) and the maximization of information capacity, driven by energy dispersal. In these processes, hierarchical structures of gradients of energy dissipation reflect alternative positions of system boundaries, and hence different perspectives of observer-relativity. Thus, I can distinguish between observer relative Entropy OR and observer independent Entropy OI . This allows to reconstruct conceptually the two notions of time proposed by Georgescu-Roegen, with subjectivistic time seen as time relative to the evolutionary process involving incommensurable qualitative change. I claim that this philosophical view offers a powerful conceptual framework for recent empirical research into the energetics of economic growth.

Ben Wealer in OpenAIREThe nuclear industry in the United States of America has accumulated about 70,000 metric tons of high-level nuclear waste over the past decades; at present, this waste is temporarily stored close to the nuclear power plants. The industry and the Department of Energy are now facing two related challenges: (i) will a permanent geological repository, e.g., Yucca Mountain, become available in the future, and if yes, when?; (ii) should the high-level waste be transported to interim storage facilities in the meantime, which may be safer and more cost economic? This paper presents a mathematical transportation model that evaluates the economic challenges and costs associated with different scenarios regarding the opening of a long-term geological repository. The model results suggest that any further delay in opening a long-term storage increases cost and consolidated interim storage facilities should be built now. We show that Yucca Mountain’s capacity is insufficient and additional storage is necessary. A sensitivity analysis for the reprocessing of high-level waste finds this uneconomic in all cases. This paper thus emphasizes the urgency of dealing with the high-level nuclear waste and informs the debate between the nuclear industry and policymakers on the basis of objective data and quantitative analysis.

In the context of the transformation toward a “green economy,” issues related to natural resource use have rapidly increased in importance in European and international policy debates. The large number of studies applying economy-wide material flow analysis so far mostly produced aggregated national indicators, making the results difficult to connect to policies, which are often designed for single sectors or consumption areas. This paper provides a detailed assessment of the composition of EU’s material footprint in its global context, aiming at identifying the main product groups contributing to overall material consumption and specifying the geographical sources for the raw materials required to satisfy EU’s final demand. Based on multi-regional input–output (MRIO) modeling, we apply production layer decomposition to assess supply chains and their structural changes from 1995 to 2011. The global MRIO database used in this study is EXIOBASE 3, which disaggregates 200 products and 163 industries, of which 33 represent material extraction sectors. By that means, we increase the level of detail to a degree where policies can more easily connect to. We find that the generally growing material footprint of the EU was characterized by a dramatic shift regarding the origin of raw materials, with the share of materials extracted within the EU territory falling from 68 % in 1995 to 35 % in 2011. In 2011, raw materials extracted in China to produce exports to the EU already contributed an equal share to EU’s material footprint as material extraction within the EU itself. Import dependency is most critical for the material group of metal ores, with only 13 % of all metals required as inputs to EU final demand stemming from within the EU. Regarding product composition, construction was confirmed as the most important sector contributing to the material footprint, followed by the group of manufacturing products based on biomass. Materials embodied in service sector activities together contributed a quarter to the total material footprint in 2011, making services an important, but currently disregarded area for European resource policies. We also find that supply chain structures became more complex over time, with a growing part located outside the EU territory.

Mariësse A.E. van Sluisveld in OpenAIREIncreasing the realism with respect to the representation of actors, decision-making, and institutions is critical to better understand the transition towards a low-carbon sustainable society since actors, decision-making, and institutions are the defining elements of transition pathways. In this paper, we explore how this can be done by conducting a model-based scenario analysis. The increasing focus on implementation and transition dynamics towards long-term objectives requires a better comprehension of what drives change and how those changes can be accelerated. We explore opportunities that arise from a deeper engagement of quantitative systems modeling with socio-technical transitions studies, initiative-based learning, and applied economics. We argue that a number of opportunities for enriching the realism in model-based scenario analysis can arise through model refinements oriented towards a more detailed approach in terms of actor heterogeneity, as well as through integration across different analytical and disciplinary approaches.

After Future climate policy regimes may be based on the Kyoto-Protocol or on other policy instruments such as carbon-taxes. Any effective regime based on the Protocol requires the determination of the concrete contributions by each Party. This involves namely the time of contribution and the quantification of the contribution itself. By now many proposals exist for the two issues, as for example thresholds like GDP per capita for the question of timing or emissions per capita for an allocation of emission rights. Based on the two justice principle responsibility and equity of rights that form the basis for the so-called Brazilian Proposal and Contraction & Convergence respectively, a new approach is developed: Future emission rights are allocated on the basis of equal emissions per capita over time. By so doing not only are emissions per capita (EPC) taken into account during the allocation but also their evolution over time. I show that nations with high EPC may even be allocated negative quantities of emissions right due to their historical "burden". On the other hand, Parties with low EPC would be allocated large amounts of "fair air" which can increase the incentive to accept absolute emission targets. Even though this approach may currently lack political acceptability, it offers another analytical reference point for the political bargaining process on future allocations.

Economic models suggest that in many cases, market leakage rates of greenhouse gas abatement reach the two-digit percentage range. Consequently, the Marrakesh Accords require Clean Development Mechanism (CDM) projects to account for leakage. Despite this, most project proponents neglect market leakage for their project, because the influence of an individual project on market prices seems to be negligible. Insufficient leakage accounting is facilitated by a lack of theories and applicable proposals regarding the quantification and attribution of leakage effects. The aim of this paper is to develop a proposal for the attribution of market leakage effects to CDM projects. To this purpose, we identify the transmission mechanisms for CDM project leakage, investigate the current practice of leakage accounting, and analyse alternative attribution methods for leakage effects that are transmitted through price changes. We find that project-specific approaches must fail to take account of such leakage effects. Consequently, we propose to estimate aggregate market leakage effects and attribute them proportionally to individual projects. Our proposal is based on commodity-specific leakage factors which can be applied by project developers to any emission reductions that are associated with a project's leakage-relevant demand or supply changes. The proposal is conservative, equitable, incentive compatible and applicable at manageable costs.

The paper models and quantifies the break-even carbon price for mature zero-carbon electricity investments. It appears an attractive alternative given the difficulty of measuring the social cost of carbon, but modelling shows it extremely sensitive to projected fuel prices, the rate of interest, and the capital cost of generation options, all of which are very uncertain. This has important implications, and justifies combining a carbon price floor with suitable long-term contracts for electricity investments.

Summary Trade and climate change policies are closely related. We consider in a general equilibrium model the role of trade restrictions and energy-efficient technology transfers for the stabilisation of the Kyoto climate coalition. We find that a trade restriction policy leads to economic losses for a large number of countries and would not be suited to convince the United States to return to the Kyoto Protocol. The technology transaction via trade, however, induces major positive economic effects for participating economies as well as considerable reductions in emissions. Therefore, the claim that trade restrictions should be used as a stick to force countries to cooperate in climate change control is not supported in this study.
