This paper provides empirical evidence on delinking and Environmental Kuznets Curve (EKC) for municipal waste production in Italy. First, methodological issues and literature on delinking and EKC for waste are critically re-examined. Secondly, we analyse two very disaggregated panel datasets on Italian Regions and Provinces (1996-2004 data for the 20 regions, 2000-2004 data for the 103 provinces) to estimate the extent to which delinking between waste production and economic drivers is taking place. The empirical analysis of different specifications shows mixed evidence in favour of an EKC relationship. Evidence supporting an EKC hypothesis significantly arises at a provincial level, which presents a very high data heterogeneity. Nevertheless, the turning point is at very high levels of added value per capita (around 23,000-26,000€), which characterise a very limited number of wealthy (Northern) Italian provinces. The analysis does not reveal a similar evidence for the regional dataset: only a relative delinking dynamic emerges at the provincial level, we also note a positive relationship between waste production and the share of separated waste collection, which can be explained by the sharp difference in income and waste-policy performance between Northern and Southern Italy. Population density is not significant. Finally, the test on some policy proxies, i.e. the diffusion of the new waste tariff regime at the local-level and the ability of utilities to recover waste service cost, leads to the conclusion that they are not (yet) impacting waste production. To lower the turning points and to avoid an increasing gap between geographical areas, innovative (market based) and more effective policy instruments should be implemented. In particular, the weight of waste policies should be rebalanced towards waste prevention targets and instruments, in line with the priorities stated by the EU and Member Countries. In fact, the indirect feedback effect of good post-production waste management policies/practices on reducing waste production at a source can be weak and slow. In general, the results confirm that more geographically-disaggregated data may offer more insights with respect to cross-country datasets, also from the policy perspective.

The survey focuses on eliciting probabilistic information on the future costs of advanced biofuels and on the potential role of Research, Development and Demonstration (RD&D) efforts in reducing these costs and in supporting the deployment of biofuels in Organisation for Economic Co-operation and Development (OECD) and non-OECD countries. Fifteen leading experts from different EU member states provide insights on the future potential of advanced biofuel technologies both in terms of costs and diffusion. This information results in a number of policy recommendations with respect to public RD&D strategies and is an important contribution to the integrated assessment modelling community.

Recognizing the consumer behavior is the key to market development. It is impossible to establish systematic relationship between producers and consumers while the consumer behavior is not recognized. Demand elasticities seem very important in decision-making processes and in causing different behavior of consumer in buying occasions. Producers, food processors, and retailers need to recognize consumer’s behavior in forming the demand to plan well their production and selling, thus, demand elasticities are of crucial importance. The shortage of studies in the field of estimating demand and elasticity using artificial neural networks (ANN) among the economic issues was the most important motivation of this study. Parameters were estimated using the ANN that is widely used and is called multi-layer feed-forward neural network (MLFN). It is important to point out that among the input variables, some socio-demographic variables were included, it seems that beside the traditional economic variables some non-economic factors can affect the consumers’ choices as well. In this paper the consumer’s behavior in the “Mayadin Management Organization” of Tehran for vegetable crops, summer crops like potato, onion, tomato was modeled using the ANN and particularly the demand curve and the elasticities were estimated.

Abstract We present a novel method of determining the contribution of load-shifting Demand Response (DR) to energy and reserve markets. We model DR in an Mixed Complementarity Problem (MCP) framework with high levels of wind penetration. Investment, exit and operational decisions are optimized simultaneously. We examine the potential for DR to participate in both energy and reserve markets. DR participation in the energy market reduces costs and prices and gives rise to lower equilibrium levels of investment in conventional generation. DR and wind generation are strongly complementary, due to the ability of DR to mitigate against the variability of wind generation, with the highest reduction of consumer costs seen at high levels of wind penetration. The total impact of DR is highly dependent on specific system characteristics.

Numerical simulations with a multi-country equilibrium model of the global carbon market show that linking the European ETS induces only minor economic benefits. As trading is restricted to energy-intensive companies that are assigned high initial emissions, the major compliance burden is carried by the non-trading industries excluded from the linked ETS. In the presence of parallel government trading under a post-Kyoto Protocol, the burden of the excluded sectors can be substantially alleviated by international permit trade at the country level. However, the parallel carbon markets of linked ETS companies and post-Kyoto governments are still separated here. From an efficiency perspective, the most desirable future climate policy regime is thus represented by a joint trading system facilitating international emissions trading between ETS companies and post-Kyoto governments. While the Clean Development Mechanism is not able to attenuate the inefficiencies within linked ETS, in a parallel or joint trading regime the economy-wide access to project-based abatement options in developing countries induces large additional cost-savings.

Data for 2005 and 2010 from the Farm Accountancy Data Network were used; this network records the balance sheets of a representative sample of farms. The data were analyzed using data envelopment analysis, which is a method for estimating the comparative efficiency of a group of farms. We investigated the determinants of the estimated levels of efficiency through an econometric model, aiming to understand which farm and area characteristics affect the differences in efficiency levels. The results indicate that between 2005 and 2010, a reduction in grape prices led to an increase in the efficiency of companies producing wine compared with a significant reduction among companies that are dedicated exclusively to the production of grapes. Hashem Pesaran; Takashi Yamagata;This paper proposes a modified version of Swamy’s test of slope homogeneity for panel data models where the cross section dimension (N) could be large relative to the time series dimension (T). We exploit the cross section dispersion of individual slopes weighted by their relative precision. Using Monte Carlo experiments, we show that the test has the correct size and satisfactory power in panels with strictly exogenous regressors for various combinations of N and T. For autoregressive (AR) models the test performs well for moderate values of the root of the autoregressive process, but with roots near unity a bias-corrected bootstrapped version performs well even if N is large relative to T. The cross section dispersion tests are used to test the homogeneity of slopes in autoregressive models of individual earnings using the PSID data and show statistically significant evidence of slope heterogeneity in the earnings dynamics.

We use the estimated parameters to calculate elasticities and to simulate the effects of alternative pollu- tion control policies such as taxes on gasoline, distance, or particular cars. Given choices about cars and distance, we also calculate emissions. Since we model simultaneous choices, both the chosen distance and the chosen car can be affected either by a tax on distance or by a tax on car characteristics. We find expected signs for coefficients on price and income. Car choices are relatively inelastic, however, either to taxes on cars or to taxes on gas or distance. Thus, emissions are more affected by taxes on gasoline than by taxes on particular vehicles. Yet, taxes on cars have lower costs on consumers and thus lower marginal cost of abatement. Given that the existing gas tax already achieves some abatement, mostly through driving reduction, this analysis suggests that further abatement from the use of distance- reducing taxes is more costly than achieving some marginal abatement from induced changes in car choices. The option with the lowest cost is to tax each car at a rate proportional to its emission rate.

Die tatsächliche Reduktion des Energieverbrauches kann jedoch aufgrund von Verhaltensänderungen bei der Nutzung bzw. Nachfrage energieeffizienter Produkte und Dienstleistungen geringer ausfallen, als erwartet. Solche Verhaltensänderungen werden als Rebound-Effekte bezeichnet. Aus ökonomischer Sicht werden sie durch Änderungen der Nutzungskosten bzw. der Preise von Produkten und Energieträgern erklärt. Psychologische und soziologische Faktoren, welche individuelles Verhalten beeinflussen, wurden bislang nicht als Ursachen für Rebound-Effekte untersucht. Dieses Arbeitspapier untersucht daher anhand einer explorativen Fokusgruppenstudie psychologische und soziologische Einflussfaktoren von Rebound-Effekten. Dabei wird ein heuristisches soziologisch-psychologisches Rahmenmodell zugrunde gelegt, welches theoretische psychologische Einflussfaktoren mit einem soziologischen Lebensstilansatz kombiniert. Die Fokusgruppen wurden mit Personen durchgeführt, welche Energieeffizienzverbesserungen im Bereich Wohnen (Heizen, Haushaltsgeräte, Beleuchtung) oder im Bereich Mobilität getätigt hatten. Im Rahmen der Gruppendiskussionen wurden Veränderungen des Nutzungs- bzw. Nachfrageverhaltens infolge der getätigten Energieeffizienzverbesserungen erörtert und Einflussfaktoren diskutiert. Insgesamt weisen die Ergebnisse darauf hin, dass Verhaltensänderungen in Folge von Energieeffizienzverbesserungen in unterschiedlichem Maße und mit unterschiedlicher Konsequenz für den Energieverbrauch auftreten. Auf der einen Seite ergeben sich in den Diskussionen bei einer Reihe von Teilnehmern Hinweise auf eine vermehrte Nachfrage bzw. Nutzung von Produkten oder Dienstleistungen nach einer Energieeffizienzverbesserung im Sinne von Rebound-Effekten. Dies ist insbesondere im Bereich Mobilität allgemein sowie im Bereich Wohnen insbesondere für das Thema Beleuchtung der Fall. Auf der anderen Seite gibt es zahlreiche Hinweise, dass Verhaltensänderungen unter bestimmten Umständen auch ausbleiben und sich sogar gegenteilige Effekte ergeben können. Die Diskussionen zeigen, dass für die jeweiligen Effekte verschiedene Faktoren eine Rolle spielen. Dazu gehören die Motive bei der Anschaffung und Nutzung effizienter Technologien, die tatsächlichen bzw. wahrgenommenen Einsparungen, persönliche und soziale Normen, das Problembewusstsein und die wahrgenommene Wirksamkeit energiesparender Verhaltensweisen, Überzeugungen zum optimalen Umgang mit effizienten Technologien und nicht zuletzt das Ausmaß der bereits erzielten Befriedigung relevanter Bedürfnisse. Die Ergebnisse liefern Hinweise für weitere Studien und ermöglichen erste Schlussfolgerungen zur Eindämmung von Rebound-Effekten.

This paper is the keynote speech delivered by Professor William Baumol at the First World Congress of Environmental Economists that was held in Venice on June 25-27, 1998. It analyses the situation of the environment under different economic regimes: the feudal society, Marxism and capitalism. After a brief description of the environmental situation in medieval England, in the Soviet Nations, in Eastern Europe, in China and in capitalist countries, the author concludes that each economic regime is worse than the other in terms of its environmental performance. There is, however, a message of hope in the long run for the environment. This hope lies in the abundance and growth, such as the world has never known, produced by the market economy. As abundance increases, as people cease being hungry, cease going around naked, cease having no houses, they begin to think about the environment. This has allowed concern about the environment to become a powerful political issue. Environmentalists will have to take advantage of this opportunity remembering, however, that the battle has just begun.

This paper provides empirical evidence on delinking and Environmental Kuznets Curve (EKC) for municipal waste production in Italy. First, methodological issues and literature on delinking and EKC for waste are critically re-examined. Secondly, we analyse two very disaggregated panel datasets on Italian Regions and Provinces (1996-2004 data for the 20 regions, 2000-2004 data for the 103 provinces) to estimate the extent to which delinking between waste production and economic drivers is taking place. The empirical analysis of different specifications shows mixed evidence in favour of an EKC relationship. Evidence supporting an EKC hypothesis significantly arises at a provincial level, which presents a very high data heterogeneity. Nevertheless, the turning point is at very high levels of added value per capita (around 23,000-26,000€), which characterise a very limited number of wealthy (Northern) Italian provinces. The analysis does not reveal a similar evidence for the regional dataset: only a relative delinking dynamic emerges at the provincial level, we also note a positive relationship between waste production and the share of separated waste collection, which can be explained by the sharp difference in income and waste-policy performance between Northern and Southern Italy. Population density is not significant. Finally, the test on some policy proxies, i.e. the diffusion of the new waste tariff regime at the local-level and the ability of utilities to recover waste service cost, leads to the conclusion that they are not (yet) impacting waste production. To lower the turning points and to avoid an increasing gap between geographical areas, innovative (market based) and more effective policy instruments should be implemented. In particular, the weight of waste policies should be rebalanced towards waste prevention targets and instruments, in line with the priorities stated by the EU and Member Countries. In fact, the indirect feedback effect of good post-production waste management policies/practices on reducing waste production at a source can be weak and slow. In general, the results confirm that more geographically-disaggregated data may offer more insights with respect to cross-country datasets, also from the policy perspective.

Recognizing the consumer behavior is the key to market development. It is impossible to establish systematic relationship between producers and consumers while the consumer behavior is not recognized. Demand elasticities seem very important in decision-making processes and in causing different behavior of consumer in buying occasions. Producers, food processors, and retailers need to recognize consumer’s behavior in forming the demand to plan well their production and selling, thus, demand elasticities are of crucial importance. The shortage of studies in the field of estimating demand and elasticity using artificial neural networks (ANN) among the economic issues was the most important motivation of this study. Parameters were estimated using the ANN that is widely used and is called multi-layer feed-forward neural network (MLFN). It is important to point out that among the input variables, some socio-demographic variables were included, it seems that beside the traditional economic variables some non-economic factors can affect the consumers’ choices as well. In this paper the consumer’s behavior in the “Mayadin Management Organization” of Tehran for vegetable crops, summer crops like potato, onion, tomato was modeled using the ANN and particularly the demand curve and the elasticities were estimated.

Abstract We present a novel method of determining the contribution of load-shifting Demand Response (DR) to energy and reserve markets. We model DR in an Mixed Complementarity Problem (MCP) framework with high levels of wind penetration. Investment, exit and operational decisions are optimized simultaneously. We examine the potential for DR to participate in both energy and reserve markets. DR participation in the energy market reduces costs and prices and gives rise to lower equilibrium levels of investment in conventional generation. DR and wind generation are strongly complementary, due to the ability of DR to mitigate against the variability of wind generation, with the highest reduction of consumer costs seen at high levels of wind penetration. The total impact of DR is highly dependent on specific system characteristics.

Numerical simulations with a multi-country equilibrium model of the global carbon market show that linking the European ETS induces only minor economic benefits. As trading is restricted to energy-intensive companies that are assigned high initial emissions, the major compliance burden is carried by the non-trading industries excluded from the linked ETS. In the presence of parallel government trading under a post-Kyoto Protocol, the burden of the excluded sectors can be substantially alleviated by international permit trade at the country level. However, the parallel carbon markets of linked ETS companies and post-Kyoto governments are still separated here. From an efficiency perspective, the most desirable future climate policy regime is thus represented by a joint trading system facilitating international emissions trading between ETS companies and post-Kyoto governments. While the Clean Development Mechanism is not able to attenuate the inefficiencies within linked ETS, in a parallel or joint trading regime the economy-wide access to project-based abatement options in developing countries induces large additional cost-savings.

Data for 2005 and 2010 from the Farm Accountancy Data Network were used; this network records the balance sheets of a representative sample of farms. The data were analyzed using data envelopment analysis, which is a method for estimating the comparative efficiency of a group of farms. We investigated the determinants of the estimated levels of efficiency through an econometric model, aiming to understand which farm and area characteristics affect the differences in efficiency levels. The results indicate that between 2005 and 2010, a reduction in grape prices led to an increase in the efficiency of companies producing wine compared with a significant reduction among companies that are dedicated exclusively to the production of grapes. We exploit the cross section dispersion of individual slopes weighted by their relative precision. Using Monte Carlo experiments, we show that the test has the correct size and satisfactory power in panels with strictly exogenous regressors for various combinations of N and T. For autoregressive (AR) models the test performs well for moderate values of the root of the autoregressive process, but with roots near unity a bias-corrected bootstrapped version performs well even if N is large relative to T. The cross section dispersion tests are used to test the homogeneity of slopes in autoregressive models of individual earnings using the PSID data and show statistically significant evidence of slope heterogeneity in the earnings dynamics.

We use the estimated parameters to calculate elasticities and to simulate the effects of alternative pollu- tion control policies such as taxes on gasoline, distance, or particular cars. Given choices about cars and distance, we also calculate emissions. Since we model simultaneous choices, both the chosen distance and the chosen car can be affected either by a tax on distance or by a tax on car characteristics. We find expected signs for coefficients on price and income. Car choices are relatively inelastic, however, either to taxes on cars or to taxes on gas or distance. Thus, emissions are more affected by taxes on gasoline than by taxes on particular vehicles. Yet, taxes on cars have lower costs on consumers and thus lower marginal cost of abatement. Given that the existing gas tax already achieves some abatement, mostly through driving reduction, this analysis suggests that further abatement from the use of distance- reducing taxes is more costly than achieving some marginal abatement from induced changes in car choices. The option with the lowest cost is to tax each car at a rate proportional to its emission rate.

Die tatsächliche Reduktion des Energieverbrauches kann jedoch aufgrund von Verhaltensänderungen bei der Nutzung bzw. Nachfrage energieeffizienter Produkte und Dienstleistungen geringer ausfallen, als erwartet. Solche Verhaltensänderungen werden als Rebound-Effekte bezeichnet. Aus ökonomischer Sicht werden sie durch Änderungen der Nutzungskosten bzw. der Preise von Produkten und Energieträgern erklärt. Psychologische und soziologische Faktoren, welche individuelles Verhalten beeinflussen, wurden bislang nicht als Ursachen für Rebound-Effekte untersucht. Dieses Arbeitspapier untersucht daher anhand einer explorativen Fokusgruppenstudie psychologische und soziologische Einflussfaktoren von Rebound-Effekten. Dabei wird ein heuristisches soziologisch-psychologisches Rahmenmodell zugrunde gelegt, welches theoretische psychologische Einflussfaktoren mit einem soziologischen Lebensstilansatz kombiniert. Die Fokusgruppen wurden mit Personen durchgeführt, welche Energieeffizienzverbesserungen im Bereich Wohnen (Heizen, Haushaltsgeräte, Beleuchtung) oder im Bereich Mobilität getätigt hatten. Im Rahmen der Gruppendiskussionen wurden Veränderungen des Nutzungs- bzw. Nachfrageverhaltens infolge der getätigten Energieeffizienzverbesserungen erörtert und Einflussfaktoren diskutiert. Insgesamt weisen die Ergebnisse darauf hin, dass Verhaltensänderungen in Folge von Energieeffizienzverbesserungen in unterschiedlichem Maße und mit unterschiedlicher Konsequenz für den Energieverbrauch auftreten. Auf der einen Seite ergeben sich in den Diskussionen bei einer Reihe von Teilnehmern Hinweise auf eine vermehrte Nachfrage bzw. Nutzung von Produkten oder Dienstleistungen nach einer Energieeffizienzverbesserung im Sinne von Rebound-Effekten. Dies ist insbesondere im Bereich Mobilität allgemein sowie im Bereich Wohnen insbesondere für das Thema Beleuchtung der Fall. Auf der anderen Seite gibt es zahlreiche Hinweise, dass Verhaltensänderungen unter bestimmten Umständen auch ausbleiben und sich sogar gegenteilige Effekte ergeben können. Die Diskussionen zeigen, dass für die jeweiligen Effekte verschiedene Faktoren eine Rolle spielen. Dazu gehören die Motive bei der Anschaffung und Nutzung effizienter Technologien, die tatsächlichen bzw. wahrgenommenen Einsparungen, persönliche und soziale Normen, das Problembewusstsein und die wahrgenommene Wirksamkeit energiesparender Verhaltensweisen, Überzeugungen zum optimalen Umgang mit effizienten Technologien und nicht zuletzt das Ausmaß der bereits erzielten Befriedigung relevanter Bedürfnisse. Die Ergebnisse liefern Hinweise für weitere Studien und ermöglichen erste Schlussfolgerungen zur Eindämmung von Rebound-Effekten.

This paper is the keynote speech delivered by Professor William Baumol at the First World Congress of Environmental Economists that was held in Venice on June 25-27, 1998. It analyses the situation of the environment under different economic regimes: the feudal society, Marxism and capitalism. After a brief description of the environmental situation in medieval England, in the Soviet Nations, in Eastern Europe, in China and in capitalist countries, the author concludes that each economic regime is worse than the other in terms of its environmental performance. There is, however, a message of hope in the long run for the environment. This hope lies in the abundance and growth, such as the world has never known, produced by the market economy. As abundance increases, as people cease being hungry, cease going around naked, cease having no houses, they begin to think about the environment. This has allowed concern about the environment to become a powerful political issue. Environmentalists will have to take advantage of this opportunity remembering, however, that the battle has just begun.
