Направленность на здоровый образ жизни студентов-экономистов рассматривается как составляющая их будущей конкурентоспособности на рынке труда. Значимость направленности на здоровый образ жизни для конкурентоспособности обоснована теоретическими и эмпирическими методами исследования. Future economists' orientation on a healthy way of life is viewed as a constituent part of their future competitiveness on a labour market. Significance of orientation on a healthy way of life for competitiveness is substantiated by theoretical and empirical methods.

The article deals with the issues of sustainable development of rural areas in Russia and directions for the modernization of the rural economy. The changes in the functions of rural areas in terms of the demographic crisis and economic restructuring are shown in the paper. The article contains an analysis of the potential development of the rural areas. The possible directions of the state policy in the field of rural entrepreneurship are presented in the article. В статье исследуются вопросы устойчивого развития сельских территорий России и направления модернизации сельской экономики. Рассмотрено изменение функций сельских территорий в условиях демографического кризиса и структурной перестройки экономики. Проведен анализ потенциала развития сельских территорий. Представлены возможные направления государственной политики в области поддержки сельского предпринимательства.

The author assesses the impact of the Yuan exchange rate volatility on the indicators of the RussianChinese trade (the analysis is made on the ground of the statistical database CEIC). Quantitative estimates of changes in Russian-Chinese merchandise trade by commodity groups (in the HS classification) due to the revaluation of the CNY against the USD were obtained via the regression analysis. In the case of the revaluation of the Yuan to the US dollar the value of Russian exports may increase for such commodity groups as mineral products, chemical industry products, base metals, precious stones and metals, and vehicles. This article shows that the value of Chinese imports will decrease for such merchandise groups as transport vehicles, machinery and equipment, leather industry products, non-precious metals and products from them; in this case, the import of the food industry products, mineral products and optical instruments will decrease insignificantly. The author concludes that the revaluation of the Yuan, contributing to the growth of Russian exports and the reduction in Chinese imports, will not cause a radical change in structure of the Russian-Chinese trade. На основе показателей статистической базы данных CEIC проведена оценка воздействия динамики курса юаня на параметры российско-китайской торговли. С помощью регрессионного анализа получены количественные оценки реакций товарных групп (в классификации HS) российского экспорта в Китай и китайского импорта в Россию в зависимости от вариантов ревальвации юаня по отношению к доллару США. Обнаружено, что в условиях ревальвации юаня к доллару стоимостные объемы российского экспорта минеральных продуктов, продукции химической промышленности, недрагоценных металлов, драгоценных камней и металлов, а также транспортных средств могут возрасти.

В рамках современной системы международного климатического регулирования страны несут ответственность за выбросы парниковых газов, осуществляемые в результате хозяйственной деятельности на их территории, даже в том случае, если эмиссия происходит при производстве продукции, направляемой на экспорт. Напротив, импорт углеродоемкой продукции международными соглашениями никак не ограничивается. В данной работе на основе анализа межстрановых таблиц «затраты выпуск», представленных в базе данных WIOD, осуществлена оценка объема выбросов углекислого газа, осуществляемых при производстве продукции, экспортируемой Россией за рубеж («экспорта выбросов») и импортируемых в Россию из других стран («импорта выбросов»). Выявлено, что Россия является вторым в мире нетто-экспортером выбросов углекислого газа, причем подавляющее большинство выбросов направляется в форме экспортируемой продукции в развитые страны. Причинами высокой углеродоемкости российской экспортной продукции являются как технологическая отсталость от развитых стран, так и особенности товарной структуры внешней торговли России: ее экспорт состоит преимущественно из углеводородного сырья и энергоемких товаров, а импорт из продукции с относительно невысокой энергоемкостью. Значительные объемы нетто-экспорта выбросов делают Россию страной, интересам которой текущая схема учета выбросов отвечает в наименьшей степени. С одной стороны, Россия, как и другие крупные страны-нетто-экспортеры выбросов, заинтересована в пересмотре принципов распределения ответственности между производителями и потребителями углеродоемкой продукции. С другой стороны, существующая технологическая отсталость делает ее уязвимой перед лицом политики «углеродного протекционизма», которая может начать применяться в других государствах. According to current international climate change regime countries are responsible for greenhouse gas emissions, which result from economic activities within national borders, including emissions from producing goods for exports. At the same time imports of carbon intensive goods are not regulated by international agreements. In this paper carbon emissions embodied in exports and imports of Russia were calculated with the use of inter-country input-output tables from WIOD database. It was revealed that Russia is the second largest exporter of emissions embodied in trade and the large portion of these emissions is directed to developed countries. The reasons for high carbon intensity of Russia's exports are obsolete technologies (in comparison to developed economies) and the structure of commodity trade: Russian exports primarily fossil fuels and energy-intensive goods and imports products with relatively low energy intensity. Because of large amount of net exports of carbon intensive goods the current approach to emissions accounting does not suit interests of Russia. On the one hand, Russia, as well as other large net emissions exporters, is interested in the revision of allocation of responsibility between producers and consumers of carbon intensive products. On the other hand, current technological backwardness makes Russia vulnerable to the policy of 'carbon protectionism', which can be implemented by its trade partners.

The arguments proving need of introduction of economical production by the Russian enterprises for development of own competitive advantages are presented. Concepts of competitiveness of the enterprises at the heart of which the combination of the features made production and features of a production activity of the subject is used are considered. The most significant actions for introduction of economical production on JSC Avistar-JV are allocated. Communication of introduction of economical production by the Russian enterprises for increase of their competitiveness is tracked. Представлены аргументы, обосновывающие необходимость внедрения бережливого производства российскими предприятиями для развития собственных конкурентных преимуществ. Рассмотрены концепции конкурентоспособности предприятий, в основе которых используется сочетание особенностей производимой продукции и особенностей производственной деятельности субъекта. Выделены наиболее значимые мероприятия по внедрению бережливого производства на АО «Авистар-СП». Прослежена связь внедрения бережливого производства российскими предприятиями для повышения их конкурентоспособности.

В статье актуализируется проблема необходимости развития инновационной управленческой компетенции развития кадрового резерва организации. Данная компетенция в современных условиях наполняется новым содержанием: изменяется нормативно-правовое обеспечение трудовых отношений, складывающихся между руководителем и подчинёнными; в условиях функционирования организации от менеджера требуется умение оптимизации распределения компетенций с целью их развития у кадрового резерва; необходимо развитие креативности сотрудников для решения нестандартных проблем. Для решения проблемы освоения данных компетенций предлагается реализовать модульную программу повышения квалификации управленческих работников «Инновационные управленческие компетенции развития кадрового резерва организации» в рамках дополнительного профессионального образования. Приведен примерный учебный план и краткая характеристика методического замысла данной программы. The necessity to develop the innovation managerial competency the talent pool development of the organization is underlined in the article. In modern conditions the content of the competency is renewed due to the following factors: regulatory acts that provide the employer-employee relationships are changing; in order to develop the talent pool competencies a manager in an organization is required to optimize the distribution of competencies; to solve creative tasks it is necessary to develop personnel creativity. To acquire the competencies it is offered to realize the module program of further training for the management personnel called «Innovation managerial competencies aimed at the talent pool development of the organization». The program is organized in the framework of the continuing professional development. The tentative schedule and a short characteristic of the program are given.

Образовательные организации профессионального образования ежегодно выпускают молодых специалистов, при этом необходимо учитывать потребность регионального рынка труда и занятость в подготовке востребованных профессионалов, умеющих осуществлять в условиях конкуренции свои компетенции. Трудоустроиться по выбранной профессии могут не все выпускники по ряду причин. Рассматривается сопоставление спроса и предложения на рынке труда Свердловской области, потребность организаций в работниках для замещения вакантных рабочих мест по профессиональным группам, связь основной работы с полученной профессией (специальностью) у выпускников 2009-2011 гг., востребованность ряда специальностей с высшим и средним профессиональным образованием. Регулируя диспропорции спроса и предложения выпускников на рынке труда, образовательные организации профессионального образования при планировании проведения приемной компании должны отслеживать динамику изменения востребованности молодых специалистов, предлагая абитуриентам обучение по необходимым рынку труда профессиям с особенностями отраслей региона, новым направлениям. Educational organizations of professional education annually prepare young specialists and it is necessary to account for the demand of regional labor market and the number of faculty that train specialists that know how to apply their knowledge and skills at the workplace in a competitive environment. Not all the graduates can find jobs for a number of reasons. We consider the supply and demand in the labor market of the Sverdlovsk region, the demand of organizations for employees to fill vacancies in occupational groups, the connection of a job with a specialty graduates of 2009-2011 years got, the demand for a number of specialties. By adjusting the imbalance of demand and supply of graduates in the labor market, educational institutions of professional education while planning the entering procedure should track the dynamics of demand for young specialists, offering applicants training in the necessary labor market specialties with the characteristics of industries in the region.

В сложившихся экономических условиях система государственного контроля нацелена на повышение качества и эффективности экономического роста, развитие социальной сферы. Объектами контроля становится весь процесс производственно-хозяйственной деятельности, что определяет ключевую роль контроля в системе управления. В условиях бюджетного дефицита особую актуальность приобретает активная работа всех органов внутреннего финансового контроля. При этом органы государственного и внутреннего финансового контроля должны иметь взаимно увязанные методики оценки финансовых рисков и налаженный обмен сведениями между собой, а также с другими органами и организациями, участвующими в достижении результатов в соответствующих сферах деятельности. In the current economic climate, the system of state regulation is aimed at improving the quality and effectiveness of the economic growth and development of social services. The entire process of production and commercial operations become the object of control. Proactive efforts of the entire internal financial institution become extremely important during the budget deficit. State and domestic financial regulatory authorities should have balanced approach to estimate financial risks and good communication between each other as well as with the other authorities and organizations participating in achieving results in the relevant areas.

The results of a survey conducted in the remote areas of the Republic of Karelia in 2013 2014 are presented in the article. The quality, availability and demand for social services are studied. The level of social services provided is defined. An empirical model of social services is presented. The effect of innovation implementation in the work of social welfare centres is assessed in the paper. Представлены результаты социологического опроса, проведенного на отдаленных территориях Республики Карелия в 2013-2014 гг. Исследованы качество, доступность и потребность в социальных услугах, определен уровень оказания социальных услуг, представлена эмпирическая модель социального обслуживания. В рамках исследования оценен эффект от внедрения ряда инноваций в работу центров социальной помощи.

В статье рассматривается значимость повышения конкурентоспособности и эффективности территориальной экономики в сложившихся условиях, применения новых стратегических подходов, предусматривающих комплексное использование социально-экономического и научно-технического потенциала территорий, и создания благоприятных условий для функционирования бизнеса. В качестве одного из таких подходов рассмотрен кластерный подход. The article discusses the importance of increasing competitiveness and efficiency of the regional economy, application of new strategic approaches which involve complex use of socioeconomic, scientific and technological regional potential and creating favorable conditions for business. The author suggests cluster approach as one of those methods.
