    With the co-operation of a further 13 institutes and as a continuation of our own epidemiological-statistical survey, we recorded the total and relative distribution (frequency profile) of the blood alcohol concentration of car drivers for the 3rd quarter 1990 and the 1st quarter 1991. The participating institutes recorded almost 27,000 blood samples and compared them with results of the first part of the study (1989). The survey dealt separately with sex-, age- and time of day-distribution of drivers involved and not involved in road accidents. One of our repeatedly presented field research into the problem of "alcohol and road safety", once again, provided to be a useful method in the run-up to the unprejudiced alcohol test which we are striving for. We noticed characteristic changes in the frequency profiles of the old and the new counties (Bundesländer) in Germany in the 1st (1989) and the 2nd (1990/91) report of the study. The results of Police supervisory operations in the administrative district of Cologne have basically given useful indications as to their epidemiological-statistical value as evidence.

    Die wichtigsten Themen auf der Tagesordnung waren: Verfassungsvertrag und Zukunftsdebatte; Erweiterung, Außenpolitik, Krisenmanagement; Energiepolitik, Wachstum und Beschäftigung, Binnenmarkt; Finanzen der Union; Innere Sicherheit; Nachhaltige Entwicklung. EU-intern war das 1. Halbjahr 2006 von einigen großen horizontalen Themen, wie Wachstum und Beschäftigung, Energie, Migration und Sicherheit, geprägt – keine Zeit der Trendwenden oder „Jahrhundertpakete“, aber eine Periode solider Routinearbeit. Außenpolitisch brachte das Semester eine Reihe unerwarteter Herausforderungen, die allesamt zeigen, dass die Konsolidierung der EU als internationaler Akteur auch in Zukunft eine der großen Herausforderungen bleiben wird. Vor allem in der Energiepolitik und beim Krisenmanagement konnten im 1. Semester 2006 neue Akzente gesetzt werden.   • Authors: U, Heifer; M, Neuhausen; F, Pluisch; C, Schyma;

    After an introductory presentation of the problem-complex, "Alcohol and Road Traffic Safety", and the past history of a danger-limiting value of 0.5%, the paper gives an extensive overview of the meaning, the development and the possibilities of an epidemiology (with statistics) of alcohol delinquency in road traffic. The various measures employed in different European countries for the combatting and punishment of "Alcohol in Road Traffic" as a cause of accidents will be thoroughly considered, and the necessary steps to be taken in the area of legislation, intensity of prosecution and penal sanctions will be pointed out. Our own epidemiological-statistical investigations with the cooperation of 28 further European institutes record the total distribution and the relative distribution of the blood alcohol concentration of listed road users and those listed who had been drinking, for the 2nd halve of 1989, in the institutes, governments and governmental groups taking part in the study. Thereby result characteristic frequency profiles with an assured tendency, and relative estimated numbers of unknown cases (beneath a BAC of 1%) as definite evidence of differing limiting value- and traffic surveillance-efficiency in various regions of Europe. The final conclusion will be drawn that the height of the limiting value alone is not able to make decisive contribution to an improvement in road traffic safety if the highly variable relativity of limiting value-efficiency is not considered at the same time, and complex, closely connected accompanying measures as an adjunct to legislation and the administration of justice are not carried out. Recommendations will be formulated concerning this matter. Further epidemiological-statistical analyses of the problem "Alcohol and Road Traffic Safety" are being prepared in cooperation with 16 European institutes and will be put together in a 2nd part of this multicenter study for T 92 (The 12th Conference of the International Committee on Alcohol, Drugs and Road-Safety in Cologne, 28. September-2. October 1992).

    Authors: Umbach, Frank;

    Während in Asien und den USA der asiatische und insbesondere der chinesische Energiehunger bereits Mitte der 1990er Jahre auf der politischen Tagesordnung der Regierungen sowie vieler Diskussionen und Konferenzen war, blieb die Problematik in Europa fast unbeachtet. Im Glauben an die Allheilkräfte eines sich selbst regulierenden globalen Marktes von Angebot und Nachfrage galt die Analyse der asiatischen Energiemärkte und der chinesischen Energiepolitik als weitgehend entbehrlich. Darüber hinaus wurden mögliche Auswirkungen auf die Außen- und Sicherheitspolitik, das regionale Krisen- und Konfliktmanagement oder die globale Ordnungspolitik fast völlig ignoriert. So ist die Tatsache der rapide steigenden Energienachfrage aus China, Indien und anderen asiatischen Staaten sowie ihre globalen Auswirkungen in Deutschland bis Mitte 2004 kaum zur Kenntnis genommen worden.   • Authors: H T, Haffner; D, Erath; M, Graw;

    A retrospective study was undertaken to determine whether the degree of alcohol intoxication has an effect on the driving performance with regards to both the quantity and quality. A total of 625 accidents caused by drivers who were under the influence of alcohol were reviewed. They were divided into three groups according to the blood alcohol concentration (BAC):0.30 - 1.09 g/kg, 1.10 - 1.99 g/kg and > 2.00 g/kg. In order to exclude the influence of factors unrelated to alcohol, the groups were matched for age, sex, location of accident and the light and road conditions. This resulted in a total of 85 accidents in each group. The accidents were classified with reference to the "Register of causes of accidents" used in road accident statistics. The three groups differed significantly in their causes of accidents (p < 0.025), although those due to speeding dominated in each group. In the group with low BAC, the next most common accidents were the ones caused by failure to give way. In the group with medium BAC, rear-end collisions and accidents occurring during low speed manoeuvres were the second most common. In the group with highest BAC, the next most common causes of accidents were the leaving of the correct traffic lane unassociated with speeding.

    Authors: Tully, Claus; Krug, Wolfgang; Wienefoet, Verena;

    In diesem Artikel wird aufgezeigt, wie Jugendliche Umweltfolgen wahrnehmen und einschätzen. Die große Schwierigkeit bei der Berücksichtig von Umweltrisiken beim Konsum liegt darin begründet, dass Konsum nebenbei geschieht, dass er selbst also selten refl ektiert erfolgt. Der unmittelbare Konsum ist gewissermaßen blind gegenüber Umweltfolgen. Im Zentrum der Analyse steht nachhaltigkeitsbezogenes Handeln Jugendlicher. Konsum, wie auch andere Lebensbereiche im Alltag Jugendlicher, zeichnet sich durch eine wachsende Intransparenz der Verhältnisse aus. Dies hat zur Folge, dass die Bedingungen und Folgen des eigenen Handelns nicht einfach zu entschlüsseln sind. Gerade in globalen Verhältnissen kommt es zu immer neuen „Unübersichtlichkeiten“, die es im Dienste nachhaltigen Handelns aufzulösen gilt. (DIPF/Orig.) Their article shows how young people reflect their effects of own acting on the environment. One of the main problems might be that consumption takes place incidentally and without any particular reflection. Daily consumption is to some extent blind for the environmental consequences. The focus of the analysis is directed to sustainable acting of young people. Consumption as well as other spheres of everyday life are characterised by an increasing lack of transparency. This means that conditions and consequences of consumers’ behaviour especially under conditions of globalisation become more complex and intransparent. In this context, sustainable acting depends on reflection. (DIPF/Orig.) ZEP : Zeitschrift für internationale Bildungsforschung und Entwicklungspädagogik 34 (2011) 4, S. 13-19

    Authors: Hofmann, Roswitha;

    Mittels Gender- und Diversitätsmanagement (GDM) und unterschiedlichen Formen des Nachhaltigkeitsmanagements bzw. „nachhaltigen Wirtschaftens“ sucht man in Organisationen bereits seit einigen Jahrzehnten, strukturellen und normativen Verantwortungs- und Veränderungsanforderungen zu begegnen. Bisher wurde jedoch im deutschsprachigen GDM-Diskurs kaum Bezug auf Fragen des nachhaltigen Wirtschaftens genommen. Ziel des Beitrags ist es, in Form konzeptioneller Überlegungen eine Verknüpfung von GDM und dem Bereich des nachhaltigen Wirtschaftens anzuregen, um damit die reflexive Basis wissenschaftlicher und praxisbezogener Diskurse in beiden Bereichen stärker auf die Re-Produktionsmechanismen von Diversitätsdimensionen und die damit verbundenen Differenzsetzungen zu richten. Zu diesem Zweck werden Konzepte des organisationalen Lernens herangezogen und deren entsprechendes Potenzial diskutiert. Learning perspectives for a sustainability- oriented gender and diversity management Gender and diversity management (GDM) and sustainable economic management are management concepts developed to meet new structural and normative requirements. Currently there are few references within the German-speaking discourse of gender and diversity management to questions of sustainable economic management. This paper provides conceptual considerations concerning a connection between GDM and the field of sustainable economic management, in order to broaden the reflexive knowledge base along lines of differences and the mechanism of the re-production of gender relations and other diversity dimensions in GDM-research, as well as in organizational practices. For this objective, concepts of organizational learning are used to develop a sketch of a sustainability- oriented vision of GDM.

    Die wichtigsten Themen auf der Tagesordnung waren: Verfassungsvertrag und Zukunftsdebatte; Erweiterung, Außenpolitik, Krisenmanagement; Energiepolitik, Wachstum und Beschäftigung, Binnenmarkt; Finanzen der Union; Innere Sicherheit; Nachhaltige Entwicklung. EU-intern war das 1. Halbjahr 2006 von einigen großen horizontalen Themen, wie Wachstum und Beschäftigung, Energie, Migration und Sicherheit, geprägt – keine Zeit der Trendwenden oder „Jahrhundertpakete“, aber eine Periode solider Routinearbeit. Außenpolitisch brachte das Semester eine Reihe unerwarteter Herausforderungen, die allesamt zeigen, dass die Konsolidierung der EU als internationaler Akteur auch in Zukunft eine der großen Herausforderungen bleiben wird. Vor allem in der Energiepolitik und beim Krisenmanagement konnten im 1. Semester 2006 neue Akzente gesetzt werden.   • Authors: U, Heifer; M, Neuhausen; F, Pluisch; C, Schyma;

    Während in Asien und den USA der asiatische und insbesondere der chinesische Energiehunger bereits Mitte der 1990er Jahre auf der politischen Tagesordnung der Regierungen sowie vieler Diskussionen und Konferenzen war, blieb die Problematik in Europa fast unbeachtet. Im Glauben an die Allheilkräfte eines sich selbst regulierenden globalen Marktes von Angebot und Nachfrage galt die Analyse der asiatischen Energiemärkte und der chinesischen Energiepolitik als weitgehend entbehrlich. Darüber hinaus wurden mögliche Auswirkungen auf die Außen- und Sicherheitspolitik, das regionale Krisen- und Konfliktmanagement oder die globale Ordnungspolitik fast völlig ignoriert. So ist die Tatsache der rapide steigenden Energienachfrage aus China, Indien und anderen asiatischen Staaten sowie ihre globalen Auswirkungen in Deutschland bis Mitte 2004 kaum zur Kenntnis genommen worden.   • Authors: H T, Haffner; D, Erath; M, Graw;

    Authors: Tully, Claus; Krug, Wolfgang; Wienefoet, Verena;
