Escuela de Ciencias del Mar Authors: Liñan-Cabello,Marco Agustin; Quintanilla-Montoya,Ana Luz; Sepúlveda-Quiroz,Cesar; Cervantes-Rosas,Omar D;In Mexico, as in many other Latin American countries, the lack of a development plan and/or prevention in aquaculture to environmental variability is evident. In the State of Colima, aquaculture presents lags in terms of technical and productive capacity especially for growing tilapia Oreochromis spp. Surveys were performed to farmers and experts, in addition to consulting scientific literature sources, and identifying different risk factors arising from the practice of aquaculture in order to assess the vulnerability of the sector. The main risk factor associated with hydrometeorological phenomena, for which the need to define high-risk areas, even more, given the uncertainty of the same due to global climate change is recognized. This study proposes to implement a comprehensive program of technological conversion and control measures for alien species that also consider aquaculture production schemes based on the efficient use of water, and to consider using this endemic species for cultivation.

This work aims to analyse the "securitisation movement" of the climate change in the international system, taking the European Union as a securitising actor. From Buzan's, Waever's and Wilde's discussions, one shall understand the process of threat construction in the environmental field. The definitions and criteria established by the European Union as a securitising actor are taken as starting point, when climate changes were annouced as an existing threat to the international security at a Security Council's meeting held in 2007. The impacts of the securitising speech acts amongst the present states, here undertood as the audience, will also be taken into account. The main method chosen to guide this work was the speech analysis, having as the main source the official documents and government authorities statements disclosed both by the Security Council and the European Union.

This article intends to study the insertion of Brazil at the Clean Development Mechanism (CDM) of the Kyoto Protocol, through clean energy projects, emphasizing the cooperation between developed and developing countries, and aiming the practical actions that this mechanism allows to build up in order to reach the sustainable development and to stop the global warming. To achieve this, an intense bibliographic review of the international agreements concerning climate change, and books and articles about the Brazilian insertion on the Kyoto Protocol and on the Clean Development Mechanism was done. The Kyoto Protocol is an international agreement, which predicts the reduction of the greenhouse gases emissions through flexibly mechanisms. The Clean Development Mechanism is the only one that allows the participation of developing countries, for them to reduce emissions through projects that look for sustainable development. In this context, Brazil emerges as an attractive country to receive these projects, due to its vocation to develop alternative sources of energy and for its leadership on the Protocol's negotiation process. The CDM is therefore a great opportunity to Brazil, since these projects represent a source for financial resources for the country to seek the sustainable development, besides encouraging a greater scientific knowledge and the adoption of new and clean technologies.
