Currently used analytical tools and indicators of macroeconomic development of the country do not adequately reflect environmental concerns. We need to improve the methodological basis of macroeconomic statistics of the natural environment and its relationships with agriculture to obtain more reliable information about the condition of a particular region. The paper proposes the formulation of macroeconomic accounts from the municipal level to aggregated information at the level of region and country. For example, the assets accounts for land cover and soil resources are developed according to cartographic survey of the Borovsk district of Kaluga region. In general, the developed base map is enough to make most accounts (balance sheet) assets land and soil resources. However, for a more complete and comprehensive reflection of soil resources in physical terms it is recommended to add indicators of soil properties that represent the physical, chemical and biological characteristics of soil, like porosity, structure, pH level and microbial biomass.

This report reflects upon the concept of social innovation and the way it is used in the energy sector. It does so by bringing together theoretical investigations and empirical knowledge. We aim to clarify the concept of social innovation in the energy sector by reviewing the literature and reflecting over a number of social innovation projects in Europe. The analysis of the projects against various contextual factors and their goals reveals the significant potential of social innovation on accelerating the energy transition while tackling societal problems. Energy production, energy efficiency and energy literacy are the main domains to which socially innovative activities contribute the most. High competences of project leadership and management observed though projects are often small in scale and context-dependent. This indicates that successful socially innovative energy initiatives require advanced bottom-up governance structures even if that may imply limitations for scaling up. This setting may complicate top-down support as legal, financial or even cultural policy-making must be tailor-made and reinvent or adjust continuously. Nevertheless, social innovative activities are expected to further proliferate the following years and move towards a sound environmental, cultural, political, economic and social direction, as knowledge creation and diffusion of technological and governance innovations accompanied with policy support are on the rise. This paper considers several alternative forms of an energy imbalance market (EIM) proposed in the nonmarket areas of the Western Interconnection. The proposed EIM includes two changes in operating practices that independently reduce variability and increase access to responsive resources: balancing authority cooperation and sub-hourly dispatch. As the penetration of variable generation increases on the power system, additional interest in coordination would likely occur. Several alternative approaches could be used, but consideration of any form of coordinated unit commitment is beyond the scope of this analysis. This report examines the benefits of several possible EIM implementations--both separately and in concert.

• Key message Insurance might be an efficient tool to strengthen adaptation of forest management to climate change. A theoretical model under uncertainty is proposed to highlight the effect, on adaptation decisions, of considering adaptation efforts in forest insurance contracts. Results show that insurance is relevant to increase adaptation efforts under some realistic conditions on forest owner’s uncertainty and risk preferences, and on the observability or not of adaptation efforts. • Context One of the challenges of forest adaptation to climate change is to encourage private forest owners to implement adaptation strategies. • Aims We suggest the analysis of forest insurance contracts against natural hazards as a vector to promote the implementation of adaptation efforts by private forest owners. • Methods We propose a theoretical model of insurance economics under risk and under uncertainty. • Results Our results indicate that when climate change makes the probability of the occurrence of the natural event uncertain, then it may be relevant to include adaptation efforts in the insurance contract, leading to an increase in the adaptation efforts of risk-averse and uncertainty-averse forest owners. In addition, we show that the relevance of insurance as a vector to promote adaptation efforts is greater when the forest owner’s effort is unobservable by the insurer as compared to a situation of perfectly observable effort. • Conclusion Under some realistic assumptions, the forest insurance contract seems to be a relevant tool to encourage forest owners to adapt to climate change.

The feasibility of rehabilitating an existing power house at the Enloe Dam in Washington was evaluated with consideration of expected power production, social and environmental impacts, regulatory aspects, technical requirements, financing, costs, and market potential. This assessment showed that rebuilding the existing powerhouse and appurtenant facilities is technically feasible. Rebuilding the existing turbines and generators proved to be the most desirable of three alternatives considered. The following four factors lead to this conclusion: rebuilding the old equipment is less costly than installing new turbines and generators; no major structural changes to the powerhouse would be required; rebuilding the turbines with increased flow capacity made the rebuilding alternative competitive with new equipment from an energy production standpoint; and rebuilding is compatible with the Enloe site's recent addition to the National Register of Historic Places.

The information and data contained in this Appendix was extracted from numerous sources. The principle sources used for technical data were Bonneville Power Administration's 1990 Resource Program along with its technical appendix, and Chapter 8 of the Draft 1991 Northwest Conservation and Electric Power Plan. All cost data is reported 1988 dollars unless otherwise noted. This information was supplemented by other data developed by Puget Sound utilities who participated on the Local Generation Team. Identifying generating resources available to the Puget Sound area involved a five step process: (1) listing all possible resources that might contribute power to the Puget Sound area, (2) characterizing the technology/resource status, cost and operating characteristics of these resources, (3) identifying exclusion criteria based on the needs of the overall Puget Sound Electric Reliability Plan study, (4) applying these criteria to the list of resources, and (5) summarizing of the costs and characteristics of the final list of resources. 15 refs., 20 tabs.
