description Publicationkeyboard_double_arrow_right Article , Journal 2017Publisher:Elsevier BV Authors: Guoqian Chen; Xiaofang Wu;Abstract An overview for energy use in Chinese economy is presented in this study by means of a systems cross-scale input-output analysis. To concretely reflect the cross-scale effect between China and the rest of the world, embodied energy intensity of foreign imports is provided on the basis of our recent work on the world economy, in contrast to the conventional assumption of the same intensity for both the foreign and domestic trade. In 2012, the energy embodied in gross fixed capital formation is found to constitute nearly half of the total energy use in China, three-quarters larger than the total household consumption. Approximately 40% of energy resources embodied in final use turn out to be imported from foreign regions, twice the share of the direct energy imports in total energy consumption recorded by traditional direct accounting. The trade imbalance in energy use is illustrated with the support of the law of comparative advantage. In addition to economic benefits, hidden social impacts, including indirect external dependence and health costs associated with non-energy trade, should also be considered by the government in industrial structure adjustment. The present embodiment study is expected to be remarkably supportive for sustainable energy policy making in China.

Specifically, it aims at (i) a better understanding of accountants opinions on carbon taxes; (ii) how energy companies have adapted their business operations since introducing carbon tax. The article's primary sources of data are (1) a 2018 survey distributed to 45 accounting professionals in Scotland, which specialise in energy finance and a formal interview with a regional finance director of a multinational energy company. The results show how the accountants are in favour the carbon tax due to its positive environmental impact, however, do not agree with the associated rising utility costs. Though, carbon tax, from an energy business' perspective, is viewed negatively due to its effects on the end users of energy. This study contributes to the current research by demonstrating the role of accounting society in boosting public awareness of climate change. The findings of this study will help regulators and policy makers in the UK to evaluate the adequacy of current carbon tax reforms and to promote the public awareness of climate change to reduce carbon emissions.

Reichle; Kevin Bolon; Michael McWilliams; Mandy Sha; Gloria Helfand; Amanda Christine Smith; Robert Beach;Abstract The benefit-cost analysis of standards to reduce vehicle greenhouse gas emissions and improve fuel economy by the U.S. Environmental Protection Agency (EPA) and the Department of Transportation (DOT) displays large net benefits from fuel savings for new vehicle buyers. This finding points to an energy efficiency gap: the energy-saving technology provided in private markets appears not to include all the technologies that produce net private benefits. The gap exists if the costs of energy-saving technologies are lower than the present value of fuel reductions, and “hidden costs” – undesirable aspects of the new technologies – do not exceed the net financial benefits. This study examines the existence of hidden costs in energy-saving technologies through a content analysis of auto reviews of model-year 2014 vehicles. Results suggest that it is possible to use fuel-saving technologies on vehicles without imposing hidden costs. For each technology examined, reviews with positive evaluations outnumbered those with negative evaluations. Evidence is scant of a robust relationship between vehicles’ use of energy-saving technologies and negatively rated operational characteristics, such as handling or acceleration. Results do not provide evidence for hidden costs as the explanation of the efficiency gap for vehicle fuel-saving technologies.

Shukla; Paul L. Lucas;This paper analyses the impact of postponing global mitigation action on abatement costs and energy systems changes in China and India. It compares energy-system changes and mitigation costs from a global and two national energy-system models under two global emission pathways with medium likelihood of meeting the 2 °C target: a least-cost pathway and a pathway that postpones ambitious mitigation action, starting from the Copenhagen Accord pledges. Both pathways have similar 2010–2050 cumulative greenhouse gas emissions. The analysis shows that postponing mitigation action increases the lock-in in less energy efficient technologies and results in much higher cumulative mitigation costs. The models agree that carbon capture and storage (CCS) and nuclear energy are important mitigation technologies, while the shares of biofuels and other renewables vary largely over the models. Differences between India and China with respect to the timing of emission reductions and the choice of mitigation measures relate to differences in projections of rapid economic change, capital stock turnover and technological development. Furthermore, depending on the way it is implemented, climate policy could increase indoor air pollution, but it is likely to provide synergies for energy security. These relations should be taken into account when designing national climate policies.

The energy poverty estimates exhibit widespread variations across regions, methodologies and datasets, making the task of energy and development policies challenging. The variations in energy poverty estimates necessitate a systematic and rigorous analysis of these empirical studies to obtain a true measure of energy poverty. The present study conducts a meta-analysis of 30 studies and 103 estimates of energy poverty. On average, 71.1 percent of the population in the overall sample studies has been identified as energy poor. High I-square statistic values suggest heterogeneity bias in the sample studies; therefore, analysis at the subgroup level has been conducted. Meta-regression analysis of overall sample and subgroups has identified type of methodology, citations, impact factor of the journal, regional dummies, average key crude oil price and gross domestic product as significant factors that explain heterogeneity in the energy poverty effect sizes. We recommend inclusion of local and regional factors in assessment of energy poverty for developing a uniform methodology to assess energy poverty across developing economies.

Coldicutt;Abstract With emphasis on application in the built environment, this paper analyses meanings of the term ‘solar energy use’. It shows that failure to address the inherently vague and context dependent nature of the concept leads to much confusion, especially when attempts at absolute quantification are made. The paper argues that meaningful absolute quantification of solar energy use is impossible, and that misplaced attempts at this quantification have serious implications, especially in relation to decisions at the level of government policy. To avoid confusion, solar energy should not be considered as a component of conservation, energy-efficiency, or renewables, and definition and quantification of solar energy use should be qualified regarding purpose of quantification, type of energy, definition of use, baselines and context.

Kaldellis;Abstract An integrated, time-depending computational frame concerning the economic behaviour of wind energy applications in Greece is developed. This frame is accordingly used to analyse the local wind energy market situation during the last 15 years. According to the results obtained, one may-on pure economic basis-explain the evolution of wind energy applications in the three major Greek sections presenting interest for wind power stations construction, i.e. the small medium sized Aegean Archipelago islands, the Crete Island and the windy sites of mainland. Furthermore, the proposed model predicts no additional wind parks in the Aegean Sea Islands and Crete. The only solution to this negative evolution is the development of additional energy storage systems, e.g. wind-hydro stations. On the contrary, the Greek mainland opportunities in selected windy sites are more encouraging under the precondition of strengthening the existing electricity transportation networks and properly handling the increasing public annoyance towards new large wind turbines erection in relatively few closed areas.

Propulsion output of fishing vessels has continually increased from 30 kW in 1959 to nearly 320 kW in 2000, indicating that the Taiwanese fishing fleet tended to voyage farther and faster, and to adjust for the heavier loads demanded by more powerful fishing gear. Daily emissions from Taiwanese fishing vessels were estimated using output method. The marine fishery is unlikely to grow in the future as the government is implementing measures to ensure the development of sustainable fishing practices. There has been a rising trend in pollution to production ratios during the study period between 1959 and 2008. The ratio increased by 47% in the first decade, followed by fluctuations within the range of 50%–58% for the remainder of the statistical period. There is a need to investigate the possibility of reductions in all categories of fishing with regard to energy use and emissions through the subsidization of fishing vessels to encourage operators to switch to more energy efficient equipment and cleaner fuels.

The four subregional and regional market integration scenarios could be used as stepping-stones to achieve ASEAN gas market integration. The impact of each scenario was estimated with the least cost world gas market model and the impact is indicated by the difference between each integration scenario and the baseline scenario, respectively. The simulations suggest that integrated gas markets in ASEAN are beneficial through the reduction of total procurement costs for ASEAN and the World. The TAGP is also beneficial in terms of incentivising ASEAN production that can be transported cost-effectively to demand centres within the region. The development of marginal production due to the availability of lower cost transportation is in line with ASEAN's goals for resource optimisation and energy security enhancement. The paper suggests that ASEAN should advocate the gas market integration, and that ASEAN member states could take various institutional measures to achieve higher levels of integration.

Kort; Peter M. Kort; Kris Piessens;Although CO2 Capture and Storage (CCS) is considered a key solution for CO2 emission mitigation, it is currently not economically feasible. CO2 enhanced oil recovery can play a significant role in stimulating CCS deployment because CO2 is used to extract additional quantities of oil. This study analyzes the investment decision of both a carbon emitting source and an oil company separately by adopting a real options approach. It is shown that when uncertainty is integrated in the economic analysis, CO2 and oil price threshold levels at which investments in CO2 capture and enhanced oil recovery will take place, are higher than when a net present value approach is adopted. We also demonstrate that a tax on CO2 instead of an emission trading system results in a lower investment threshold level for the investment in the CO2 capture unit. Furthermore, we determine a minimum CO2 selling price between the two firms and show that CO2-EOR has the potential to pull CCS into the market by providing an additional revenue on the capture plant. However, when CO2 permit prices are above an identifiable level, the EU ETS does not necessarily result in the adoption of CCS and stimulates oil production.

description Publicationkeyboard_double_arrow_right Article , Journal 2017Publisher:Elsevier BV Authors: Guoqian Chen; Xiaofang Wu;Abstract An overview for energy use in Chinese economy is presented in this study by means of a systems cross-scale input-output analysis. To concretely reflect the cross-scale effect between China and the rest of the world, embodied energy intensity of foreign imports is provided on the basis of our recent work on the world economy, in contrast to the conventional assumption of the same intensity for both the foreign and domestic trade. In 2012, the energy embodied in gross fixed capital formation is found to constitute nearly half of the total energy use in China, three-quarters larger than the total household consumption. Approximately 40% of energy resources embodied in final use turn out to be imported from foreign regions, twice the share of the direct energy imports in total energy consumption recorded by traditional direct accounting. The trade imbalance in energy use is illustrated with the support of the law of comparative advantage. In addition to economic benefits, hidden social impacts, including indirect external dependence and health costs associated with non-energy trade, should also be considered by the government in industrial structure adjustment. The present embodiment study is expected to be remarkably supportive for sustainable energy policy making in China.

Specifically, it aims at (i) a better understanding of accountants opinions on carbon taxes; (ii) how energy companies have adapted their business operations since introducing carbon tax. The article's primary sources of data are (1) a 2018 survey distributed to 45 accounting professionals in Scotland, which specialise in energy finance and a formal interview with a regional finance director of a multinational energy company. The results show how the accountants are in favour the carbon tax due to its positive environmental impact, however, do not agree with the associated rising utility costs. Though, carbon tax, from an energy business' perspective, is viewed negatively due to its effects on the end users of energy. This study contributes to the current research by demonstrating the role of accounting society in boosting public awareness of climate change. The findings of this study will help regulators and policy makers in the UK to evaluate the adequacy of current carbon tax reforms and to promote the public awareness of climate change to reduce carbon emissions.

Reichle; Kevin Bolon; Michael McWilliams; Mandy Sha; Gloria Helfand; Amanda Christine Smith; Robert Beach;Abstract The benefit-cost analysis of standards to reduce vehicle greenhouse gas emissions and improve fuel economy by the U.S. Environmental Protection Agency (EPA) and the Department of Transportation (DOT) displays large net benefits from fuel savings for new vehicle buyers. This finding points to an energy efficiency gap: the energy-saving technology provided in private markets appears not to include all the technologies that produce net private benefits. The gap exists if the costs of energy-saving technologies are lower than the present value of fuel reductions, and “hidden costs” – undesirable aspects of the new technologies – do not exceed the net financial benefits. This study examines the existence of hidden costs in energy-saving technologies through a content analysis of auto reviews of model-year 2014 vehicles. Results suggest that it is possible to use fuel-saving technologies on vehicles without imposing hidden costs. For each technology examined, reviews with positive evaluations outnumbered those with negative evaluations. Evidence is scant of a robust relationship between vehicles’ use of energy-saving technologies and negatively rated operational characteristics, such as handling or acceleration. Results do not provide evidence for hidden costs as the explanation of the efficiency gap for vehicle fuel-saving technologies.

Shukla; Paul L. Lucas;This paper analyses the impact of postponing global mitigation action on abatement costs and energy systems changes in China and India. It compares energy-system changes and mitigation costs from a global and two national energy-system models under two global emission pathways with medium likelihood of meeting the 2 °C target: a least-cost pathway and a pathway that postpones ambitious mitigation action, starting from the Copenhagen Accord pledges. Both pathways have similar 2010–2050 cumulative greenhouse gas emissions. The analysis shows that postponing mitigation action increases the lock-in in less energy efficient technologies and results in much higher cumulative mitigation costs. The models agree that carbon capture and storage (CCS) and nuclear energy are important mitigation technologies, while the shares of biofuels and other renewables vary largely over the models. Differences between India and China with respect to the timing of emission reductions and the choice of mitigation measures relate to differences in projections of rapid economic change, capital stock turnover and technological development. Furthermore, depending on the way it is implemented, climate policy could increase indoor air pollution, but it is likely to provide synergies for energy security. These relations should be taken into account when designing national climate policies.

The energy poverty estimates exhibit widespread variations across regions, methodologies and datasets, making the task of energy and development policies challenging. The variations in energy poverty estimates necessitate a systematic and rigorous analysis of these empirical studies to obtain a true measure of energy poverty. The present study conducts a meta-analysis of 30 studies and 103 estimates of energy poverty. On average, 71.1 percent of the population in the overall sample studies has been identified as energy poor. High I-square statistic values suggest heterogeneity bias in the sample studies; therefore, analysis at the subgroup level has been conducted. Meta-regression analysis of overall sample and subgroups has identified type of methodology, citations, impact factor of the journal, regional dummies, average key crude oil price and gross domestic product as significant factors that explain heterogeneity in the energy poverty effect sizes. We recommend inclusion of local and regional factors in assessment of energy poverty for developing a uniform methodology to assess energy poverty across developing economies.

It shows that failure to address the inherently vague and context dependent nature of the concept leads to much confusion, especially when attempts at absolute quantification are made. The paper argues that meaningful absolute quantification of solar energy use is impossible, and that misplaced attempts at this quantification have serious implications, especially in relation to decisions at the level of government policy. To avoid confusion, solar energy should not be considered as a component of conservation, energy-efficiency, or renewables, and definition and quantification of solar energy use should be qualified regarding purpose of quantification, type of energy, definition of use, baselines and context.

Kaldellis;Abstract An integrated, time-depending computational frame concerning the economic behaviour of wind energy applications in Greece is developed. This frame is accordingly used to analyse the local wind energy market situation during the last 15 years. According to the results obtained, one may-on pure economic basis-explain the evolution of wind energy applications in the three major Greek sections presenting interest for wind power stations construction, i.e. the small medium sized Aegean Archipelago islands, the Crete Island and the windy sites of mainland. Furthermore, the proposed model predicts no additional wind parks in the Aegean Sea Islands and Crete. The only solution to this negative evolution is the development of additional energy storage systems, e.g. wind-hydro stations. On the contrary, the Greek mainland opportunities in selected windy sites are more encouraging under the precondition of strengthening the existing electricity transportation networks and properly handling the increasing public annoyance towards new large wind turbines erection in relatively few closed areas.

Propulsion output of fishing vessels has continually increased from 30 kW in 1959 to nearly 320 kW in 2000, indicating that the Taiwanese fishing fleet tended to voyage farther and faster, and to adjust for the heavier loads demanded by more powerful fishing gear. Daily emissions from Taiwanese fishing vessels were estimated using output method. The marine fishery is unlikely to grow in the future as the government is implementing measures to ensure the development of sustainable fishing practices. There has been a rising trend in pollution to production ratios during the study period between 1959 and 2008. The ratio increased by 47% in the first decade, followed by fluctuations within the range of 50%–58% for the remainder of the statistical period. There is a need to investigate the possibility of reductions in all categories of fishing with regard to energy use and emissions through the subsidization of fishing vessels to encourage operators to switch to more energy efficient equipment and cleaner fuels.

The four subregional and regional market integration scenarios could be used as stepping-stones to achieve ASEAN gas market integration. The impact of each scenario was estimated with the least cost world gas market model and the impact is indicated by the difference between each integration scenario and the baseline scenario, respectively. The simulations suggest that integrated gas markets in ASEAN are beneficial through the reduction of total procurement costs for ASEAN and the World. The TAGP is also beneficial in terms of incentivising ASEAN production that can be transported cost-effectively to demand centres within the region. The development of marginal production due to the availability of lower cost transportation is in line with ASEAN's goals for resource optimisation and energy security enhancement. The paper suggests that ASEAN should advocate the gas market integration, and that ASEAN member states could take various institutional measures to achieve higher levels of integration.

Kort; Peter M. Kort; Kris Piessens;Although CO2 Capture and Storage (CCS) is considered a key solution for CO2 emission mitigation, it is currently not economically feasible. CO2 enhanced oil recovery can play a significant role in stimulating CCS deployment because CO2 is used to extract additional quantities of oil. This study analyzes the investment decision of both a carbon emitting source and an oil company separately by adopting a real options approach. It is shown that when uncertainty is integrated in the economic analysis, CO2 and oil price threshold levels at which investments in CO2 capture and enhanced oil recovery will take place, are higher than when a net present value approach is adopted. We also demonstrate that a tax on CO2 instead of an emission trading system results in a lower investment threshold level for the investment in the CO2 capture unit. Furthermore, we determine a minimum CO2 selling price between the two firms and show that CO2-EOR has the potential to pull CCS into the market by providing an additional revenue on the capture plant. However, when CO2 permit prices are above an identifiable level, the EU ETS does not necessarily result in the adoption of CCS and stimulates oil production.
