    The U.S. Department of Energy Office of Wind and Geothermal Technologies (DOE) is funding advanced geothermal research through University Geothermal Research solicitations. These solicitations are intended to generate research proposals in the areas of fracture permeability location and characterization, reservoir management and geochemistry. The work funded through these solicitations should stimulate the development of new geothermal electrical generating capacity through increasing scientific knowledge of high-temperature geothermal systems. In order to meet this objective researchers are encouraged to collaborate with the geothermal industry. These objectives and strategies are consistent with DOE Geothermal Energy Program strategic objectives.

    The rate of turbulence-induced energy exchange {dot W}{sub o} between species is computed in the framework of the quasilinear and gBL transport theories, and the relationship between these two theories, and the relationship between these two similar theories is thereby elucidated. For both theories, general formal expressions for {dot W}{sub o} are developed, and then applied to the trapped electron mode for illustration. The general expressions for {dot W}{sub o} in the two theories are formally closely related, but can yield predictions of very different magnitude in concrete applications. The fact that quasilinear theory is not valid for saturated steady-state turbulence gives rise to certain peculiarities in its predictions for this normal experimental situation, such as permitting energy to flow from the cooler to the hotter species, even in the limit of thermal equilibrium, where real-space gradients vanish. The gBL theory may be viewed as a modification of quasilinear theory to be valid for steady-state turbulence, keeping extra terms due to the self-consistent back reaction of particles on the fluctuations, which are just such as to eliminate these peculiarities.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Snohomish County Cathcart Landfill Site in Snohomish County, Washington, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

    The paper submitted earlier on the use of (bicyclo[3.2.1]4pyrrolidino-N-methyl-octan-8-one triflate) ({sup 13}CO-123) as a {sup 13}C intensity standard was accepted for publication. Subsequently, {sup 13}CO-321 was used in this manner for quantitative {sup 13}C CP-MAS NMR analysis (including spin counting) of Argonne Premium coals. The cross-polarization time constants, T{sub CH}, and the rotating-frame proton spin-lattice relaxation times, T{sub 1p}{sup H}, were determined for each major peak of each coal via a combination of variable contact-time and variable spin-lock (T{sub 1p}{sup H}) experiments. Two or three components of rotating-frame {sup 1}H relaxation decay and two or three components of T{sub CH} behavior were observed for each major {sup 13}C peak of each coal. These data were used to determine the number of carbon atoms detected in each coal; these values are in the range between 77% and 87% of the amount of carbon known to be in each coal from elemental analysis data, except for Pocahontas No. 3, for which only 50% of the carbon was detected. In an attempt to use {sup 1}H CRAMPS to elucidate chemical functionality in coal, pyridine-saturated samples of the Argonne Premium coals were examined in detail in terms of their {sup 1}H CRAMPS NMR spectra.more » These spectra were deconvoluted to yield relative concentrations for individual peaks.« less

    The purpose of this report is to present the Department of Energy`s (the Department) analysis of the adequacy of the 1.00 mill per kilowatt-hour (kWh) fee being paid by the utilities generating nuclear power for the permanent disposal of their spent nuclear fuel (SNF). In accordance with the Nuclear Waste Policy Act (NWPA), the SNF would be disposed of in a geologic repository to be developed by the Department. An annual analysis of the fee`s adequacy is required by the NWPA.

    No combustion tests for this program were conducted during this reporting period of January 1 to March 31, 1992. DOE-sponsored slogging combustor tests have been suspended since December 1991 in order to perform combustion tests on Northern States Power Company (NSP) coals. The NSP coal tests were conducted to evaluate combustor performance when burning western sub bituminous coals. The results of these tests will guide commercialization efforts, which are being promoted by NSP, Westinghouse Electric, and Textron Defense Systems. The NSP testing has been completed and preparation of the final report for that effort is underway. Although the NSP testing program has been completed, the Westinghouse/DOE program will not be resumed immediately. The reason for this is that Textron Defense Systems (TDS) has embarked on an internally funded program requiring installation of a new liquid fuel combustor system at the Haverhill site. The facility modifications for this new system are significant and it is not possible to continue the Westinghouse/DOE testing while these modifications are being made. These facility modifications are being performed during the period February 15, 1992 through May 31, 1992. The Westinghouse/DOE program can be resumed upon completion of this work.

    This report examines relationships between a comprehensive set of definitions of and viewpoints on the concept of Sustainability and the abilities of communities and individuals in the United States to meet the behavioral prescriptions inherent in these definitions and viewpoints. This research is timely because sustainability is becoming a cornerstone of national and international environmental strategies designed to simultaneously achieve environmental, economic, and social goals. In the United States, many communities have adopted sustainability principles as the foundation for both their environmental protection efforts and their socioeconomic development initiatives. This research is important because it highlights serious problems communities and inviduals may have in achieving sustainability expectations, and illustrates how much work is needed to help communities and individuals overcome numerous considerable and complex constraints to sustainability.
