DIPF Es gab zwei inhaltliche Schwerpunktbereiche, die auf dem Kongress in getrennten Zeitblöcken thematisiert wurden: A: Breite Bilanzierung der Bildung für eine nachhaltige Entwicklung in den verschiedenen Bildungsbereichen (Forum A1: Vorschulische und schulische Bildung, Forum A2: Berufliche Bildung (berufliche Aus- und Weiterbildung), Forum A3: Hochschule (incl. wissenschafliche Weiterbildung) und Forum A4: Allgemeine Weiterbildung und nicht-institutionalisiertes Lernen - lebenslanges Lernen und bürgerschaftliches Engagement). In diesen (zeitparallelen) Foren wurden am ersten Kongresstag bisherige Erfahrungen kritisch beleuchtet und an Praxisbeispielen ("good-practice") sowie Forschungsergebnissen aufgezeigt, wo und wie innovative Weiterentwicklungen erfolgen oder mögliche sind. Die Foren sollten die Felder Wissenschaft, Bildungspolitik und -verwaltung sowie Praxis verbinden und ins Gespräch bringen. B: Neue Dialoge und Kooperationsansätze zur Förderung einer Bildung für nachhaltige Entwicklung (Forum B1: Wirtschaft und Bildung für nachhaltige Entwickung im Dialog (Innovatives nachhaltiges Wirtschaften - Anforderungen an die Bildung - Erwartungen an die Wirtschaft), Forum B2: Kommunen und Bildung für nachhaltige Entwicklung im Dialog (Partizipation im Kontext von Kommunalentwicklung und lokaler Agenda 21), Forum B3: Neue Medien und Bildung für nachhaltige Entwicklung (Möglichkeiten der Einbeziehung neuer Medien in Agenda 21-Initiativen und Bildungsprojekte). In diesen (zeitparallelen) Foren des zweiten Tages wurde - ebenfalls über "Beispiele guter Praxis" - ein Dialog zwischen Bildungsinstitutionen und Wirtschaft/Sozialpartnern, Kommunen bzw. Der Beitrag gibt einen Überblick über die Gründe der staatliche Eingriffe in die Preisbildung und zeigt, welche Staaten Kraftstoffe besteuern und welche sie subventionieren.

Die Mehrkomponenten-schichten aus Gold, Nickel und ggf. Antimon werden auf einem Kohlenstoffträgermaterial abgeschieden. Dabei handelt es sich um Metallkomponenten, die sich unter ther-modynamischen Bedingungen nicht mischen. Unter UHV-Bedingungen wird ein hochdispergierter bzw. amorpher Zustand erzwungen. Die frisch hergestellte Mehrkomponentenschicht ist elektrochemisch inert. Zyklovoltammetrische Untersuchungen führen zu dem Schluß, daß sich die Oberflächenschicht im elektrochemischen Experiment verändert. Die Elektrooxidation der Alkohole Methanol, Ethanol und Ethylenglykol in KOH-Lösung tritt erst nach einer Aktivierungsphase auf. Die elektrokatalytischen Eigenschaften der reinen Metalle treten zutage. Mittels der in situ Infrarotspektroskopie werden Formiat, Acetat und Glykolat als Oxidationsprodukte der obengenannten Alkohole identifiziert. Oberflächen-Ramanmessungen werden unter der Fragestellung durchgeführt, ob die kalt-abgeschiedenen Schichten einen Oberflächenverstärkungseffekt (SERS-Effekt) zeigen: Es werden Ramanmessungen von Pyridin als Sondenmolekül in KOH-Lösung an Mehrkomponentenschichtelektroden und an massiven Mehrkomponentenelektroden durchgeführt. The electrooxidation of methanol, ethanol and ethylene glycol at cold deposited trimetallic thin layers of gold, nickel and antimony on glassy carbon in contact with an alkaline electrolyte solution was studied with cyclic voltammetry and in situ infrared reflection absorption spectroscopy. A new procedure of spectra acquisition resulting in an improved suppression of spurious bands caused by volatile components in the sample chamber of the infrared spectrometer was employed. Formate, acetate and glycolate are detected as oxidation products. The thin layer electrodes are also investigated with Raman spectroscopy (surface enhanced Raman spectroscopy), whereby pyridine is used as probe molecule.

Zukünftig wird dieser Anteil weiter zunehmen. Ein Großteil der Stromerzeugung aus erneuerbaren Energien ist durch erhebliche Fluktuationen, die nur in begrenztem Umfang planbar sind, charakterisiert. Das Elektrizitätssystem Deutschlands steht daher vor der Herausforderung, immer höhere Anteile der Stromerzeugung aus erneuerbaren Energien aufzunehmen und trotz abnehmender Kapazitäten des konventionellen Kraftwerkparks die Versorgungssicherheit zu gewährleisten. Einen Beitrag zur Integration hoher Anteile erneuerbarer Energien an der Stromerzeugung und zur Gewährleistung der Versorgungssicherheit können Speicher liefern. Das Ziel dieser Arbeit besteht darin, die Rolle und Bedeutung von Stromspeichern zur Integration hoher Anteile erneuerbarer Energien in das Elektrizitätssystem Deutschlands zu analysieren und zu bewerten. Hierfür wurde der Speicherbetrieb adiabater Druckluftspeicher, diabater Druckluftspeicher und mobiler Batteriespeicher (in Elektrofahrzeugen) mit Hilfe eines technischen Modells simuliert und anhand einer technisch-ökonomischen Analyse dem Referenzsystem „Pumpspeicher“ gegenübergestellt. Wesentliche Charakteristika wurden anschließend in ein Optimierungsmodell der Einsatzplanung des Elektrizitätssystems Deutschlands (Joint-Market-Model) übernommen, um die Auswirkungen des Speichereinsatzes zur Integration hoher Anteile erneuerbarer Energien auf die Systemkosten und den Speicherbetrieb zu analysieren. Es wurden anhand verschiedener Szenarien die Anteile erneuerbarer Energien von 50 %, 80 % und 100 % am Bruttostromverbrauch untersucht. Die Ergebnisse zeigen, dass eine vollständige Integration hoher Anteile der Stromerzeugung aus erneuerbaren Energien nur mit einem erheblichen Ausbau an Speichern realisiert werden kann. Making use of structuration theory and different approaches in organization theory, the dissertation argues that it would be very difficult to increase the ecological effectiveness of local government using the idea of sustainable development. The essential aspects of the theoretical assumptions are confirmed by evaluating a wide range of empirical studies on Local Agenda 21, the Environmental Management and Audit Scheme and environmental impact assessment. It can be shown that the ecological effects of local sustainability are limited. Bureaucratization and the growing dominance of economic principles determine the logic of sustainability on the local level. Drawing on the theoretical considerations discussed here, the author concludes by suggesting ways in which the ecological effectiveness of local government can be strengthened.

Zwei Arten des Diskursversagens sind zu unterscheiden: (a) der Fehl-Alarm und (b) der Fehlende Alarm. Gerade im Hinblick auf bioökonomische Neuerungen müssen wir Governance-Strukturen entwickeln, um uns kollektiv in die Lage zu versetzen, das Falsche zu unterlassen und das Richtige zu tun. Nicht nur technische Innovationen, sondern auch institutionelle und ideative Innovationen sind für den nachhaltigen Erfolg (und die soziale Akzeptanz) der Bioökonomie von entscheidender Bedeutung. If you look from an ordonomic perspective at the phenomenon of democratic discourse failures, one can immediately identify several challenges faced by the bio-economy project. Two types of discourse failure have to be distinguished: (a) a false alarm and (b) a missing alarm. The main challenge with regard to the bio-economy project is to develop governance structures in order to collectively enable ourselves to do the right things and to refrain from unnecessary mistakes. Complementary to technological innovations, we also need innovations with regard to institutions and idea(l)s. The latter are of decisive importance for the sustainable success (and the social acceptance) of the bio-economy.

Dabei werden die im Basismodell verwendeten Methoden durch erweiterte Methoden ersetzt oder ergänzt und die Ergebnisse verglichen. Eine Methode wird in das endgültige Modell aufgenommen, wenn eine Verbesserung der stündlichen Korrelation einhergeht, ohne dabei die mittlere absolute Abweichung zu erhöhen. Die erweiterten Methoden lassen sich in die Kategorien horizontale Interpolation, vertikale Extrapolation, Anwendung der Leistungskurve und Fehlerkorrektur einteilen. Die Methoden der horizontalen Interpolation zeigen im Standortvergleich kein eindeutiges Ergebnis und sind somit für jeden Standort unterschiedlich. Die vertikale Extrapolation mithilfe des Power Law Windprofils des Basismodells bleibt als beste Methode für beide Standorte erhalten. Die Methoden der Gaußweibullglättung, eine Methode der Anwendung der Leistungskurve, und der monatlichen Fehlerkorrektur liefern an beiden Standorten die besten Ergebnisse und sind somit in den optimierten Modellen vertreten. Dabei zeigte sich, dass sich beide Kenngrößen durch Methodenkombinationen je nach Standort deutlich verbessern lassen, aber auch, dass sich diese Kenngrößen bei manchen Methoden gegensätzlich zueinander verhalten. ; This master thesis aims at the optimization of a simulation model of the aggregated power output of two wind farms based on MERRA-reanalysis data by adapting the model to real performance data. Simplified methods used in a basic model are replaced by more complex methods. Hence, methods resulting in an improvement of the hourly correlation without increasing the mean absolute deviation are included in the final model. The advanced methods can be categorized into horizontal interpolation, vertical extrapolation, application of the power curve, and bias correction. The methods of horizontal interpolation show different results between the two sites and are therefore included site specifically. The vertical extrapolation method is based on the power law wind profile, being the best method of this category for both sites. The method Gaußweibull smoothing, a method of the application of the power curve and the monthly bias correction provide the best results at the two sites and are therefore represented in the optimized models. These conflicts appear usually in the legal planning processes during the construction of biogas plants. Whereas the steering possibilities for privileged agro-biogas plants in outer areas and on areas with existing land-use-plans are limited, there are more steering possibilities during new land use-plan procedures. Informal planning instruments as e.g. local renewable energy conceptions facilitate these decision making processes. Die auf europäischer und nationaler Ebene geförderte Energieproduktion aus Biomasse führt auf regionaler und lokaler Ebene zunehmend zu Raumnutzungskonflikten. Diese Konflikte manifestieren sich in der Regel bei der konkreten Anlagenplanung und Realisierung von Biogasanlagen. Bei der Errichtung privilegierter Biogasanlagen im Außenbereich oder in Gebieten mit gültigen Bebauungsplänen sind die planungsrechtlichen Möglichkeiten stark eingeschränkt. Für Biogasanlagen im Rahmen von neu aufzustellenden Bauleitplanungsverfahren gibt es mehr Möglichkeiten zur Steuerung der Standortplanung und Standortausgestaltung. Unterstützend wirken dabei informelle Planungsinstrumente, die eine einvernehmliche Entwicklung und Interessensausgleich zum Ziel haben und deren Ergebnisse in die Abwägung miteinfließen.

Die Mehrkomponenten-schichten aus Gold, Nickel und ggf. Antimon werden auf einem Kohlenstoffträgermaterial abgeschieden. Dabei handelt es sich um Metallkomponenten, die sich unter ther-modynamischen Bedingungen nicht mischen. Unter UHV-Bedingungen wird ein hochdispergierter bzw. amorpher Zustand erzwungen. Die frisch hergestellte Mehrkomponentenschicht ist elektrochemisch inert. Zyklovoltammetrische Untersuchungen führen zu dem Schluß, daß sich die Oberflächenschicht im elektrochemischen Experiment verändert. Die Elektrooxidation der Alkohole Methanol, Ethanol und Ethylenglykol in KOH-Lösung tritt erst nach einer Aktivierungsphase auf. Die elektrokatalytischen Eigenschaften der reinen Metalle treten zutage. Mittels der in situ Infrarotspektroskopie werden Formiat, Acetat und Glykolat als Oxidationsprodukte der obengenannten Alkohole identifiziert. Oberflächen-Ramanmessungen werden unter der Fragestellung durchgeführt, ob die kalt-abgeschiedenen Schichten einen Oberflächenverstärkungseffekt (SERS-Effekt) zeigen: Es werden Ramanmessungen von Pyridin als Sondenmolekül in KOH-Lösung an Mehrkomponentenschichtelektroden und an massiven Mehrkomponentenelektroden durchgeführt. The electrooxidation of methanol, ethanol and ethylene glycol at cold deposited trimetallic thin layers of gold, nickel and antimony on glassy carbon in contact with an alkaline electrolyte solution was studied with cyclic voltammetry and in situ infrared reflection absorption spectroscopy. A new procedure of spectra acquisition resulting in an improved suppression of spurious bands caused by volatile components in the sample chamber of the infrared spectrometer was employed. Formate, acetate and glycolate are detected as oxidation products. The thin layer electrodes are also investigated with Raman spectroscopy (surface enhanced Raman spectroscopy), whereby pyridine is used as probe molecule.

Zukünftig wird dieser Anteil weiter zunehmen. Ein Großteil der Stromerzeugung aus erneuerbaren Energien ist durch erhebliche Fluktuationen, die nur in begrenztem Umfang planbar sind, charakterisiert. Das Elektrizitätssystem Deutschlands steht daher vor der Herausforderung, immer höhere Anteile der Stromerzeugung aus erneuerbaren Energien aufzunehmen und trotz abnehmender Kapazitäten des konventionellen Kraftwerkparks die Versorgungssicherheit zu gewährleisten. Einen Beitrag zur Integration hoher Anteile erneuerbarer Energien an der Stromerzeugung und zur Gewährleistung der Versorgungssicherheit können Speicher liefern. Das Ziel dieser Arbeit besteht darin, die Rolle und Bedeutung von Stromspeichern zur Integration hoher Anteile erneuerbarer Energien in das Elektrizitätssystem Deutschlands zu analysieren und zu bewerten. Hierfür wurde der Speicherbetrieb adiabater Druckluftspeicher, diabater Druckluftspeicher und mobiler Batteriespeicher (in Elektrofahrzeugen) mit Hilfe eines technischen Modells simuliert und anhand einer technisch-ökonomischen Analyse dem Referenzsystem „Pumpspeicher“ gegenübergestellt. Wesentliche Charakteristika wurden anschließend in ein Optimierungsmodell der Einsatzplanung des Elektrizitätssystems Deutschlands (Joint-Market-Model) übernommen, um die Auswirkungen des Speichereinsatzes zur Integration hoher Anteile erneuerbarer Energien auf die Systemkosten und den Speicherbetrieb zu analysieren. Es wurden anhand verschiedener Szenarien die Anteile erneuerbarer Energien von 50 %, 80 % und 100 % am Bruttostromverbrauch untersucht. Die Ergebnisse zeigen, dass eine vollständige Integration hoher Anteile der Stromerzeugung aus erneuerbaren Energien nur mit einem erheblichen Ausbau an Speichern realisiert werden kann. Making use of structuration theory and different approaches in organization theory, the dissertation argues that it would be very difficult to increase the ecological effectiveness of local government using the idea of sustainable development. The essential aspects of the theoretical assumptions are confirmed by evaluating a wide range of empirical studies on Local Agenda 21, the Environmental Management and Audit Scheme and environmental impact assessment. It can be shown that the ecological effects of local sustainability are limited. Bureaucratization and the growing dominance of economic principles determine the logic of sustainability on the local level. Drawing on the theoretical considerations discussed here, the author concludes by suggesting ways in which the ecological effectiveness of local government can be strengthened.

Nicht nur technische Innovationen, sondern auch institutionelle und ideative Innovationen sind für den nachhaltigen Erfolg (und die soziale Akzeptanz) der Bioökonomie von entscheidender Bedeutung. If you look from an ordonomic perspective at the phenomenon of democratic discourse failures, one can immediately identify several challenges faced by the bio-economy project. Two types of discourse failure have to be distinguished: (a) a false alarm and (b) a missing alarm. The main challenge with regard to the bio-economy project is to develop governance structures in order to collectively enable ourselves to do the right things and to refrain from unnecessary mistakes. Complementary to technological innovations, we also need innovations with regard to institutions and idea(l)s. The latter are of decisive importance for the sustainable success (and the social acceptance) of the bio-economy.

Dabei werden die im Basismodell verwendeten Methoden durch erweiterte Methoden ersetzt oder ergänzt und die Ergebnisse verglichen. Eine Methode wird in das endgültige Modell aufgenommen, wenn eine Verbesserung der stündlichen Korrelation einhergeht, ohne dabei die mittlere absolute Abweichung zu erhöhen. Die erweiterten Methoden lassen sich in die Kategorien horizontale Interpolation, vertikale Extrapolation, Anwendung der Leistungskurve und Fehlerkorrektur einteilen. Die Methoden der horizontalen Interpolation zeigen im Standortvergleich kein eindeutiges Ergebnis und sind somit für jeden Standort unterschiedlich. Die vertikale Extrapolation mithilfe des Power Law Windprofils des Basismodells bleibt als beste Methode für beide Standorte erhalten. Die Methoden der Gaußweibullglättung, eine Methode der Anwendung der Leistungskurve, und der monatlichen Fehlerkorrektur liefern an beiden Standorten die besten Ergebnisse und sind somit in den optimierten Modellen vertreten. Dabei zeigte sich, dass sich beide Kenngrößen durch Methodenkombinationen je nach Standort deutlich verbessern lassen, aber auch, dass sich diese Kenngrößen bei manchen Methoden gegensätzlich zueinander verhalten. ; This master thesis aims at the optimization of a simulation model of the aggregated power output of two wind farms based on MERRA-reanalysis data by adapting the model to real performance data. Simplified methods used in a basic model are replaced by more complex methods. Hence, methods resulting in an improvement of the hourly correlation without increasing the mean absolute deviation are included in the final model. The advanced methods can be categorized into horizontal interpolation, vertical extrapolation, application of the power curve, and bias correction. The methods of horizontal interpolation show different results between the two sites and are therefore included site specifically. The vertical extrapolation method is based on the power law wind profile, being the best method of this category for both sites. The method Gaußweibull smoothing, a method of the application of the power curve and the monthly bias correction provide the best results at the two sites and are therefore represented in the optimized models. These conflicts appear usually in the legal planning processes during the construction of biogas plants. Whereas the steering possibilities for privileged agro-biogas plants in outer areas and on areas with existing land-use-plans are limited, there are more steering possibilities during new land use-plan procedures. Informal planning instruments as e.g. local renewable energy conceptions facilitate these decision making processes. Die auf europäischer und nationaler Ebene geförderte Energieproduktion aus Biomasse führt auf regionaler und lokaler Ebene zunehmend zu Raumnutzungskonflikten. Diese Konflikte manifestieren sich in der Regel bei der konkreten Anlagenplanung und Realisierung von Biogasanlagen. Bei der Errichtung privilegierter Biogasanlagen im Außenbereich oder in Gebieten mit gültigen Bebauungsplänen sind die planungsrechtlichen Möglichkeiten stark eingeschränkt. Für Biogasanlagen im Rahmen von neu aufzustellenden Bauleitplanungsverfahren gibt es mehr Möglichkeiten zur Steuerung der Standortplanung und Standortausgestaltung. Unterstützend wirken dabei informelle Planungsinstrumente, die eine einvernehmliche Entwicklung und Interessensausgleich zum Ziel haben und deren Ergebnisse in die Abwägung miteinfließen.
