description Publicationkeyboard_double_arrow_right Article , Journal 2006Publisher:Elsevier BV Authors: Mohammad Ahadi; Hamid Davoudpour;Abstract Iran's demographic profile is sharply youth oriented and this upcoming generation's needs for employment and housing, coupled with low-energy efficiency vectors and consumption patterns, has created a constant rise in energy demand and greenhouse gas (GHGs) emissions in the residential sector. Improved energy efficiency as a national policy lynchpin for demand reduction and GHGs mitigation, has become commonplace. OPEC countries however, Iran included, suffer an obvious lack of consumer incentive because of low fuel prices. This study evaluates the twin impacts of price reform and efficiency programs on energy carriers’ consumption and GHGs mitigation in the Iranian housing sector. For this purpose, the demand functions for energy carriers, has been developed by econometrics process models. The results reveal that price elasticity for electricity demand in the Constant Elasticity Model for the short-run while the long-run is −0.142 and −0.901, respectively. In the Variable Elasticity Model the 250% increase in electricity rates in the short-run resulted in a price elasticity change from −0.02 to −0.475, hence the 250% increase in electricity pricing for the long-run resulted in the price elasticity change from −0.15 to −2.0. Finally, aided by a Scenario-Based Approach the impact of fuel pricing and efficiency improvement in trends of energy demand and GHGs emission were assessed in a Scenarios Base, developed on two different cases of Business-as-Usual (BAU) and Management. The results indicate that in the BAU case between 2000 and 2011, the energy demand and CO2 emission increases with an annual growth rate of 7.5% and 6.8%, respectively. Comparatively, if the energy carriers’ price is increased to border price and energy efficiency programs are implemented, they will stimulate carriers’ demand and CO2 emissions growth rate decreases to 4.94% and 3.1%, respectively.

Energy and resilience policy is detected as a dominant strategy to achieve international development objectives throughout long-term sustainability and wellbeing goals. Energy resilience also crosses major energy policy issues – namely energy vulnerability, security, poverty, and justice. Making use of the Web Of Science 2018 release, this work aims at contributing to a clarification of the concept of energy resilience, proposing a taxonomy. The bibliometric outputs show a sharp increase in scientific publications on the issue. The bibliometric analysis suggests a taxonomy of energy resilience based on 7 approaches or strategies. The results suggest an evolution of the conceptual contributions, that enlarge resilience early use, merely applied to technical and hard sciences. Resilience is today used in different disciplines, including social sciences and sustainability studies, as part of a holistic approach centered on sustainable development.

First, such suggestions are not even justified by available historical evidence. Second, the general argument that increasing living standards can only be based on increasing energy demand is based solely on the assumption that what has generally happened in the past must always apply to the future. In the past governments have not seen the need to accelerate the rate of energy efficiency improvements by intervening in the market and by changing attitudes. However, with mounting concerns about the environmental impact of energy sources there is now the motivation to reverse this general trend. The means to do this are available. What we need to do is to make a political choice to embark on a non-nuclear response to global warming.

The Clean Air Act of 1990 initiated a tradable permit program for emissions of sulfur dioxide from coal-fired power plants. One effect of this policy was a large increase in the consumption of low-sulfur bituminous coal by coal-fired power plants. However, low-sulfur bituminous coal is also the ideal coking coal for steel production. The analysis presented here will attempt to determine how the market responded to the increased consumption of low-sulfur bituminous coal by the electricity generation sector. Was there a decrease in the quality and/or quantity of coking coal consumption or did extraction increase? Most evidence suggests that the market for coking coal was unaffected, even as the extraction and consumption of low-sulfur bituminous coal for electricity generation increased substantially.

By now, in the current empirical literature, one can identify technological spillovers from environmental innovations as a major driver of this process. Specific energy policy aspects connected with industry behaviour have yet to be explored. The aim of this paper is to investigate energy efficiency via environmental innovation and the resulting degree of resilience and adaptation of both developed and developing countries. The work applies the non-parametric DEA (Data Envelopment Analysis) framework and Tobit analysis. For this scope, it is built a panel dataset made of some 5000 observations based on energy policy and sustainable development variables for 136 OECD and non-OECD countries. The results show that knowledge spillovers from environmental innovations reduce inefficiency and therefore strengthen the resilience of economies that decide and manage to invest adequately in the transition to more sustainable technologies. Besides, OECD countries improve their energy efficiency scores over time, whilst non-OECD countries do not. This implies that sustainable technologies transition is made more efficient by environmental innovation but the process is fostered by disposing of a resilient economic system – hence, vulnerability can affect the transition. These hypotheses lead to important economic, social and environmental implications for energy policy modelling.

Electric trucks powered by overhead lines, so-called trolley trucks or catenary hybrid trucks, have been proposed as a potential GHG mitigation option. However, from the perspective of the energy system, trolley trucks constitute an additional and inflexible electricity demand. Here, we analyse scenarios with an ambitious European market diffusion of trolley trucks and their impact on the electricity system and CO2 emissions. Our results show that trolley trucks can noteworthily reduce the CO2 emissions from heavy road transport even when the additional CO2 emissions from electricity generation are taken into account. Furthermore, the actual impact of the additional load from trolley trucks on the total energy system is limited. Compared to the anticipated electricity demand from passenger cars in 2030, trolley trucks require less energy and the load is more equally distributed over daytime. Our findings thus show that electric trucks are an interesting option for CO2 mitigation in heavy road transport.

The article summarizes the results of the current national Master Plan for developing the electricity supply sector to meet increasing electricity demand. Also described are the evolution and current status of Viet Nam’s energy policies, including those related to energy security, energy efficiency and conservation, the environment, and development of renewable energy sources, as well as strategies for power sector development and restructuring of the energy sector toward greater use of competitive energy markets. The initial phase of the Viet Nam energy sector modeling effort under the Asian Energy Security (AES) project is described. The final section of this article offers conclusions regarding the status of Viet Nam’s energy sector and policies, and recommendations regarding “next steps” in energy security analysis.

Opinion leaders and executives (especially those of a corporate background) need to understand the socioeconomic milieu in which the majority of South Africans live. In the urban areas, where we put our focus, most of the poor people live in informal housing. This paper starts with a typology of types of settlement found in our cities. The circumstances in which the people live forms the second component of the paper. If the people are to be dealt with as a part of the solution (and not as ‘the problem’) community participation should feature high on the agenda not only of government but also of parastatals and private companies. The paper is concluded with a discussion of the idea of community participation.

Using a decomposition analysis based on physical indicators for process type and product mix, we decompose intra-sectoral structural changes and efficiency improvements. Specific energy consumption decreased in all countries except Poland. Efficiency improvement played a key role in Brazil, China, Germany and the US, while structural changes were the main driver for energy savings in France and Japan. We also compare the use of various economic indicators to physical indicators and find that they do not track physical developments well in Poland or the developing countries we studied. In the industrialized countries, value added based energy intensity indicators generally reflect the specific energy consumption better than other economic indicators, although large differences occur in individual years. We found a smaller correlation between other economic indicators (gross output and value of shipments) and specific energy consumption. We conclude that use of physical energy intensity indicators improves comparability between countries, provides greater information for policy-makers regarding intra-sectoral structural changes, and provides detailed explanations for observed changes in energy intensity.

Tverberg;Abstract China is vigorously promoting the development of its unconventional gas resources because natural gas is viewed as a lower-carbon energy source and because China has relatively little conventional natural gas supply. In this paper, we first evaluate how much unconventional gas might be available based on an analysis of technically recoverable resources for three types of unconventional gas resources: shale gas, coalbed methane and tight gas. We then develop three alternative scenarios of how this extraction might proceed, using the Geologic Resources Supply Demand Model. Based on our analysis, the medium scenario, which we would consider to be our best estimate, shows a resource peak of 176.1 billion cubic meters (bcm) in 2068. Depending on economic conditions and advance in extraction techniques, production could vary greatly from this. If economic conditions are adverse, unconventional natural gas production could perhaps be as low as 70.1 bcm, peaking in 2021. Under the extremely optimistic assumption that all of the resources that appear to be technologically available can actually be recovered, unconventional production could amount to as much as 469.7 bcm, with peak production in 2069. Even if this high scenario is achieved, China’s total gas production will only be sufficient to meet China’s lowest demand forecast. If production instead matches our best estimate, significant amounts of natural gas imports are likely to be needed.

description Publicationkeyboard_double_arrow_right Article , Journal 2006Publisher:Elsevier BV Authors: Mohammad Ahadi; Hamid Davoudpour;Abstract Iran's demographic profile is sharply youth oriented and this upcoming generation's needs for employment and housing, coupled with low-energy efficiency vectors and consumption patterns, has created a constant rise in energy demand and greenhouse gas (GHGs) emissions in the residential sector. Improved energy efficiency as a national policy lynchpin for demand reduction and GHGs mitigation, has become commonplace. OPEC countries however, Iran included, suffer an obvious lack of consumer incentive because of low fuel prices. This study evaluates the twin impacts of price reform and efficiency programs on energy carriers’ consumption and GHGs mitigation in the Iranian housing sector. For this purpose, the demand functions for energy carriers, has been developed by econometrics process models. The results reveal that price elasticity for electricity demand in the Constant Elasticity Model for the short-run while the long-run is −0.142 and −0.901, respectively. In the Variable Elasticity Model the 250% increase in electricity rates in the short-run resulted in a price elasticity change from −0.02 to −0.475, hence the 250% increase in electricity pricing for the long-run resulted in the price elasticity change from −0.15 to −2.0. Finally, aided by a Scenario-Based Approach the impact of fuel pricing and efficiency improvement in trends of energy demand and GHGs emission were assessed in a Scenarios Base, developed on two different cases of Business-as-Usual (BAU) and Management. The results indicate that in the BAU case between 2000 and 2011, the energy demand and CO2 emission increases with an annual growth rate of 7.5% and 6.8%, respectively. Comparatively, if the energy carriers’ price is increased to border price and energy efficiency programs are implemented, they will stimulate carriers’ demand and CO2 emissions growth rate decreases to 4.94% and 3.1%, respectively.

Energy and resilience policy is detected as a dominant strategy to achieve international development objectives throughout long-term sustainability and wellbeing goals. Energy resilience also crosses major energy policy issues – namely energy vulnerability, security, poverty, and justice. Making use of the Web Of Science 2018 release, this work aims at contributing to a clarification of the concept of energy resilience, proposing a taxonomy. The bibliometric outputs show a sharp increase in scientific publications on the issue. The bibliometric analysis suggests a taxonomy of energy resilience based on 7 approaches or strategies. The results suggest an evolution of the conceptual contributions, that enlarge resilience early use, merely applied to technical and hard sciences. Resilience is today used in different disciplines, including social sciences and sustainability studies, as part of a holistic approach centered on sustainable development.

First, such suggestions are not even justified by available historical evidence. Second, the general argument that increasing living standards can only be based on increasing energy demand is based solely on the assumption that what has generally happened in the past must always apply to the future. In the past governments have not seen the need to accelerate the rate of energy efficiency improvements by intervening in the market and by changing attitudes. However, with mounting concerns about the environmental impact of energy sources there is now the motivation to reverse this general trend. The means to do this are available. What we need to do is to make a political choice to embark on a non-nuclear response to global warming.

The Clean Air Act of 1990 initiated a tradable permit program for emissions of sulfur dioxide from coal-fired power plants. One effect of this policy was a large increase in the consumption of low-sulfur bituminous coal by coal-fired power plants. However, low-sulfur bituminous coal is also the ideal coking coal for steel production. The analysis presented here will attempt to determine how the market responded to the increased consumption of low-sulfur bituminous coal by the electricity generation sector. Was there a decrease in the quality and/or quantity of coking coal consumption or did extraction increase? Most evidence suggests that the market for coking coal was unaffected, even as the extraction and consumption of low-sulfur bituminous coal for electricity generation increased substantially.

By now, in the current empirical literature, one can identify technological spillovers from environmental innovations as a major driver of this process. Specific energy policy aspects connected with industry behaviour have yet to be explored. The aim of this paper is to investigate energy efficiency via environmental innovation and the resulting degree of resilience and adaptation of both developed and developing countries. The work applies the non-parametric DEA (Data Envelopment Analysis) framework and Tobit analysis. For this scope, it is built a panel dataset made of some 5000 observations based on energy policy and sustainable development variables for 136 OECD and non-OECD countries. The results show that knowledge spillovers from environmental innovations reduce inefficiency and therefore strengthen the resilience of economies that decide and manage to invest adequately in the transition to more sustainable technologies. Besides, OECD countries improve their energy efficiency scores over time, whilst non-OECD countries do not. This implies that sustainable technologies transition is made more efficient by environmental innovation but the process is fostered by disposing of a resilient economic system – hence, vulnerability can affect the transition. These hypotheses lead to important economic, social and environmental implications for energy policy modelling.

Electric trucks powered by overhead lines, so-called trolley trucks or catenary hybrid trucks, have been proposed as a potential GHG mitigation option. However, from the perspective of the energy system, trolley trucks constitute an additional and inflexible electricity demand. Here, we analyse scenarios with an ambitious European market diffusion of trolley trucks and their impact on the electricity system and CO2 emissions. Our results show that trolley trucks can noteworthily reduce the CO2 emissions from heavy road transport even when the additional CO2 emissions from electricity generation are taken into account. Furthermore, the actual impact of the additional load from trolley trucks on the total energy system is limited. Compared to the anticipated electricity demand from passenger cars in 2030, trolley trucks require less energy and the load is more equally distributed over daytime. Our findings thus show that electric trucks are an interesting option for CO2 mitigation in heavy road transport.

The article summarizes the results of the current national Master Plan for developing the electricity supply sector to meet increasing electricity demand. Also described are the evolution and current status of Viet Nam’s energy policies, including those related to energy security, energy efficiency and conservation, the environment, and development of renewable energy sources, as well as strategies for power sector development and restructuring of the energy sector toward greater use of competitive energy markets. The initial phase of the Viet Nam energy sector modeling effort under the Asian Energy Security (AES) project is described. The final section of this article offers conclusions regarding the status of Viet Nam’s energy sector and policies, and recommendations regarding “next steps” in energy security analysis.

In the urban areas, where we put our focus, most of the poor people live in informal housing. This paper starts with a typology of types of settlement found in our cities. The circumstances in which the people live forms the second component of the paper. If the people are to be dealt with as a part of the solution (and not as ‘the problem’) community participation should feature high on the agenda not only of government but also of parastatals and private companies. The paper is concluded with a discussion of the idea of community participation.

Using a decomposition analysis based on physical indicators for process type and product mix, we decompose intra-sectoral structural changes and efficiency improvements. Specific energy consumption decreased in all countries except Poland. Efficiency improvement played a key role in Brazil, China, Germany and the US, while structural changes were the main driver for energy savings in France and Japan. We also compare the use of various economic indicators to physical indicators and find that they do not track physical developments well in Poland or the developing countries we studied. In the industrialized countries, value added based energy intensity indicators generally reflect the specific energy consumption better than other economic indicators, although large differences occur in individual years. We found a smaller correlation between other economic indicators (gross output and value of shipments) and specific energy consumption. We conclude that use of physical energy intensity indicators improves comparability between countries, provides greater information for policy-makers regarding intra-sectoral structural changes, and provides detailed explanations for observed changes in energy intensity.

In this paper, we first evaluate how much unconventional gas might be available based on an analysis of technically recoverable resources for three types of unconventional gas resources: shale gas, coalbed methane and tight gas. We then develop three alternative scenarios of how this extraction might proceed, using the Geologic Resources Supply Demand Model. Based on our analysis, the medium scenario, which we would consider to be our best estimate, shows a resource peak of 176.1 billion cubic meters (bcm) in 2068. Depending on economic conditions and advance in extraction techniques, production could vary greatly from this. If economic conditions are adverse, unconventional natural gas production could perhaps be as low as 70.1 bcm, peaking in 2021. Under the extremely optimistic assumption that all of the resources that appear to be technologically available can actually be recovered, unconventional production could amount to as much as 469.7 bcm, with peak production in 2069. Even if this high scenario is achieved, China’s total gas production will only be sufficient to meet China’s lowest demand forecast. If production instead matches our best estimate, significant amounts of natural gas imports are likely to be needed.
