Durante o 5º Congresso Nacional de Medicina Tropical foram discutidos alguns pontos centrais desta área: investigação, implementação e financiamento. O objetivo deste artigo é, com base nas ideias apresentadas e do debate gerado, refletir sobre cada um dos temas, sobressaindo os aspetos mais relevantes para a atualidade e futuro das parcerias em saúde global. O artigo tem por base as apresentações, a discussão gerada e a revisão bibliográfica sobre as três temáticas centrais referidas. As parcerias em saúde global pretendem reverter e superar as assimetrias Norte/Sul em diversos níveis: capacitação, acesso, conhecimento, financiamento, investigação, ensino e desenvolvimento de ciência; contribuindo para a construção de uma sociedade baseada no conhecimento e com vista ao desenvolvimento sustentável e cobertura universal em saúde. Estas parcerias são crescentemente reconhecidas como um elemento fundamental para alcançar os ODS, existindo, no entanto, a necessidade de assegurar que não prejudicam nenhum dos intervenientes. Devem ser equilibradas e simétricas, espelhando os interesses de todas as partes envolvidas, reforçando as capacidades existentes e prezando pela transparência e inclusão de todos os parceiros em todas as fases. Assim, as parcerias em saúde global poderão ser verdadeiramente efetivas, levando a novas formas de articulação, implementação e financiamento. Partnerships in global health stand in an important position when discussing global health. During the 5th National Congress of Tropical Medicine, some central themes in this area were discussed: research, implementation and funding. This paper aims to reflect upon each theme, highlighting the most relevant aspects for the future and present of global health partnerships. It is based on the various presentations and the ensuing discussion, also relying on a literature review on the referred three central themes. Global health partnerships aim to reverse and overcome the North/South asymmetries at different levels: training, access, knowledge, funding, research, education and science development; contributing towards the construction of a knowledge-based society, aiming at sustainable development and universal health coverage. These partnerships are increasingly understood as critical to attaining all SDGs, but there is also the need to ensure that they do not harm any of the stakeholders. They must be balanced and symmetrical, reflecting the interests of all parties involved, fostering the inclusion of all partners in every stage. Therefore, partnerships in global health may be truly effective, leading to innovative ways of articulation, implementation and funding. publishersversion published

Reconhecendo os desafios específicos que se colocam ao planeamento em saúde, este artigo tem por objetivo contribuir para a reflexão sobre o conceito e características processuais e metodológicas do planeamento sustentável em saúde, com base nas principais mensagens recolhidas num painel de discussão do 5º Congresso Nacional de Medicina Tropical. .Material e métodos: Foram utilizadas as apresentações dos oradores convidados para o painel e as intervenções do debate. Complementar-mente, foram utilizadas fontes documentais resultantes de uma revisão narrativa da literatura. Todo o material foi sujeito a análise documental. Resultados e discussão: As abordagens participativas do planeamento em saúde, que integram a participação dos cidadãos e a articulação intersectorial, com particular enfoque na redução das iniquidades em saúde e no alcance da cobertura universal, foram consideradas entre as mais efetivas para o alcance de objetivos de saúde e de bem-estar alinhados com os princípios do desenvolvimento sustentável. Conclusão: A mobilização social e das comunidades no processo de planeamento em saúde parece ser facilitador da seleção e implementação de estratégias de saúde no contexto do desenvolvimento sustentável. Introduction: In recent decades, countries and health systems have been paying increasing attention to planning practice for sustainable development. Recognizing the specific challenges facing health planning, this article aims to contribute to the reflection on the concept and procedural and methodological characteristics of sustainable health planning, based on the main messages gathered in a panel discussion of the 5th National Congress of Tropical Medicine. Material and methods: We used the panel presentations and discussion interventions, in addition with documentary sources resulting from a narrative literature review. All material was subject to documentary analysis. Results and discussion: Participatory approaches to health planning, integrating community participation and intersectoral action, with a particular focus on reducing health inequities and achieving universal coverage, were considered to be among the most effective to achieve health and well-being goals aligned with the principles of sustainable development. Conclusion: Social and community mobilization in the health planning process seems to contribute to the selection and implementation of health strategies in the context of sustainable development. publishersversion published

As the fifth assessment report of the Intergovernmental Panel on Climate Change (IPCC) 2013 said, it is clear that climate change is caused by human activity - and more importantly by burning fossil fuels (such as coal, oil, and gas), which emit dangerous greenhouse gases (GHGs). The European Union has sought to be a leader in the international arena in the fight against climate change. For this, the EU has developed a common integrated strategy on energy and climate that aims a low carbon economy as well as a competitive and secure energy. This research is conducting a study of this strategy, specifically the most current energy and climate change Framework for Climate & Energy 2030 policies. First, the aim of the research is to identify whether the political climate model of European integration can become a path to global environmental governance. Second, the historical development of this strategy, its origins and the progressive convergence to its consolidation in the form of an integrated European strategy is discussed. Based on the background analysis of the Single European Act to 2020 Europe Strategy internally, and from the Kyoto Protocol to the Paris Agreement from an external point of view, the dissertation will outline the initiative of EU leadership in this area. For this purpose, it is necessary to make a prospective analysis (SWOT and PESTLE) in which all possible recommendations to be considered for this scenario 2030 will be made according to the Framework for Climate & Energy 2030 policies. From this analysis the main recommendation that emerges is that the EU should support especially small- and medium-sized businesses that are unable to invest great monetary resources in the establishment of an increasing greenhouse-gas-reduced production. As a result, this model could be adopted to other regions as well, for example in South America in MERCOSUR.

Assim importa que as decisões que se tomem na execução destes projetos contribuam para a sustentabilidade, porque já alcançaram um status de problema global que tem mobilizado não só a sociedade civil, como os media entre outros; e raramente se reveste de consensos, mas de conflitos. Importou lançar “um olhar sociológico” sobre este problema, utilizou-se como chapéu a Teoria da Modernização Ecológica (TME), que propiciou o crescimento económico, as reformas ambientais e o bem-estar social e se reforçou o papel da tecnologia. O processo que conduz à realização de um projeto tem responsabilidades no atual contexto energético e no âmbito social e foi entendido como um processo sociotécnico que comprometeu atores em relação de interdependências e em rede: pelos interesses envolvidos, pelas expectativas, pelas competências e pelos recursos de ação, tendo em conta as influências e as competências de ação que cada ator ativou nesse mesmo processo sociotécnico. Demonstrou-se a hipótese de que num processo de avaliação da qualidade dum projeto é a componente ambiental que o valoriza e que condiciona a posição de cada ator. Aplicou-se uma metodologia qualitativa de objetivos exploratórios e priveligiou-se a observação participante. Recorreu-se a entrevistas semi-diretivas que envolveram um grupo selecionado de atores da AP e de empresas de construção e instaladores elementos não humanos em diferentes mercados (projeto, construção, manutenção). Construiu-se benchmarking com base em medidas de energia que foram obtidas em edifícios da AP, localizados em várias regiões portuguesas e demonstrou-se o potencial de poupança de energia. Explorou-se as razões subjacentes à discrepância que parece existir entre o “fazer” projeto e a expressão de políticas públicas. A metodologia empregue validou-se num caso real cuja convergência dos resultados conduziram (no âmbito dos projetos): (1) à estimação dos potenciais de poupança de energia de modo a contribuírem para a ecologização da economia e consequentemente para a sustentabilidade dum projeto; (2) à definição das barreiras à construtibilidade sob uma perspetiva sociotécnica e o seu contributo para a economização da ecologia e à avaliação das Políticas Públicas Ambientais (PPA) num contexto de mudanças globais, quer no caminho para a proteção ambiental, quer do novo papel do Estado no seio destas, como précondições necessárias para o crescimento sustentável. Os resultados obtidos indicam que, no âmbito dos projetos da AP, a qualidade de projeto e o paradigma para direcionar económica e políticamente o tratamento dos “riscos globais” dependem sobretudo dos atores. Estes estão cheios de ambiguidades e controvérsias e são continuamente acionados nos espaços de debate e de conflitos para a promoção da sustentabilidade e da construtibilidade. No mesmo sentido afirma-se que a racionalidade ecológica, ainda que defendida no campo de uma política pública enfraquece- se nas argumentações e nos envolvimentos das atividades dos diversos atores intervenientes em projeto. The inadequate design of building projects in the particular case of The Government can not only cause major problems for public health, but also costly levels of energy use, high values greenhouse gases emissions and other problems. It is therefore important that decisions taken in the execution of these projects contribute to sustainability, because they have already reached a global problem status that has mobilized not only civil society but also the media, among others; and they are rarely consensuses, but rather conflicts. It was important to launch a "sociological look" on this problem, that was used the Ecological Modernization Theory as a hat, which provided economic growth environmental reforms and social welfare, and reinforced the role of technology. The process leading to the realization of a project has responsibilities in the current energy context, and in the social sphere, and was understood as a sociotechnical process that compromised actors in relation to interdependencies and in network: by the interests involved, by the expectations, by the competencies and by the resources of action, taking into account the influences and the competences of action that each actor activated in the same sociotechnical process. It was hypothesized that in a process of evaluating the quality of a project, it is the environmental component that valued and conditioned the position of each actor. It was applied a qualitative methodology of exploratory objectives and participant observation was privileged. It was resorted to semi-directive interviews that involved a selected group of social actors from The Government and from construction companies and installers, non humans elements in different markets (design, construction, maintenance). It was built benchmarking with energy measurements obtained in buildings of The Government located in several Portuguese regions and demonstrated the potential energy saving. It was explored the reasons behind the discrepancy that seemed to exist between the "doing" project and the expression of public policies. The methodology employed was validated in a real case whose convergence of results led (within the scope of projects): (1) the estimation of energy saving potentials in order to contribute to the greening of the economy and consequently to the sustainability of a project; (2); the definition of the barriers to the constructability from a socio-technical perspective and its contribution to the economics of ecology (3) and the evaluation of the Environmental Public Policies in a context of global changes, both on the way to environmental protection, and the new role of the State within these, as necessary preconditions for sustainable growth. The results obtained indicate that, within projects in The Government, the quality of the project and the paradigm to economically and politically head the treatment of "global risks", depend mainly on the actors, that are full of ambiguities and controversies, and are continuously fired in the dscussion space and conflicts, to the promotion of sustainability and constructability. In the same sense, is affirmed that the ecological rationality, although it is defend in the field of a public policy, is weaken in the arguments and in the involvements of the activities of the various social actors involve in the project.

Tem por tema a abordagem da sustentabilidade no ensino da Geografia. O principal objetivo é avaliar mudanças no pensamento e comportamento dos alunos depois de terem ocorrido as aprendizagens sobre a sustentabilidade. As preocupações ambientais têm vindo a ganhar uma notoriedade crescente a partir do final do século XX, com o auxílio da comunicação social para problemas relacionados com a sobre-exploração e degradação dos recursos naturais e as alterações climáticas, tornando-os foco de atenção por parte da população e das entidades políticas, nacionais e internacionais. Por isso o conceito de sustentabilidade é fundamental para os alunos entenderem as consequências e as soluções deste conflito de interesses entre o Homem e a Natureza. Neste sentido, a Geografia é uma ciência única, visto ser uma disciplina integradora, que estuda as dimensões físicas e humanas dos fenómenos, considerando o Homem como agente modificador e transformador das paisagens, detentora de um conhecimento que incorpora o estudo do espaço geográfico a partir das relações sociais (humanas) e naturais (físicas). Nas turmas onde decorreu a Prática de Ensino Supervisionada (PES) foram aplicadas diferentes metodologias no processo de ensino-aprendizagem, incorporando os modelos comportamentalista e construtivista, assim como a realização de questionários com perguntas alusivas às práticas de sustentabilidade. Os resultados apurados demostram uma maior sensibilidade dos alunos na avaliação dos problemas e das práticas de sustentabilidade nas cidades após a lecionação da temática. This report is the outcam of the supervised teaching practice (STP), developed under the Master’s degree in Geography Teaching, in the 3rd Cycle of Basic Education and Secondary Education, at Military College, Luz, Lisbon. Its theme is the approach of sustainability in the teaching of geography, the main objective is to evaluate the changes in the behavior and thinking of the students after the learning about sustainability occurs. Environmental concerns have gained increasing notoriety since the late twentieth century with the help of the media for problems related to overexploitation and degradation of natural resources and climate change, making them a focus of attention. This is why the concept of sustainability is fundamental for students to understand the consequences and solutions of this conflict of interest between man and nature. In this sense, geography is a unique science, as it is an integrative discipline, which studies the physical and human dimensions of phenomena, considering man as a modifying and transforming agent of landscapes. Being the holder of a curriculum that incorporates the analysis of geographic space based on the study of social (human) and natural (physical) relationships. In the classes where the Supervised Teaching Practice (STP) took place, different methodologies were applied in the teaching-learning process, incorporating the behaviourist and constructivist models, as well as the completion of questionnaires alluding to sustainability practices, in which there was a greater sensitivity of students in assessing sustainability problems and practices in cities.

In this sense, the ability of organizations to effectively use information and communication technologies and to focus on sustainability, innovation and creativity are recognized as important factors. In this article, an approach is proposed to incorporate sustainability factors when introducing creativity into the Requirements Engineering process. With a view to building more agile and sustainable Information Systems, a case of applying the approach in identifying requirements is presented, incorporating sustainability concerns. Para isso, foi feita a análise dos conteúdos publicados nos respetivos sites e redes sociais, bem como entrevistas semiestruturadas com membros da equipa desses empreendimentos e também foi elaborado o Business Model Canvas de cada um dos projetos. Este estudo evidencia que não é possível contornar o aspeto empreendedor; quer queiram ou não, os jornalistas que decidem criar seus próprios empreendimentos devem ter em mente que serão não apenas repórteres, mas também terão responsabilidades comuns a quem empreende. Além disso, é possível perceber que a sustentabilidade é um processo, um caminho de constante aprendizado, permeado por tentativas e, evidentemente, erros. Não existe uma fórmula mágica, pelo que cada projeto precisa encontrar seu próprio caminho. Das quatro iniciativas analisadas, somente a Divergente não alcançou a sustentabilidade. As demais já possuem o suficiente para se sustentar, entretanto, como se trata de um trabalho contínuo, elas permanecem na busca por mais fontes de financiamento, advindas não só de fundações, mas também dos leitores. Through the analysis of four Portuguese-Brazilian native digital enterprises founded by journalists — Agência Pública, Ponte Jornalismo, Fumaça and Divergente —, this dissertation aims to understand the strategies used to achieve financial sustainability and the characteristics of their business models. For this, an analysis of the contents published on the respective websites and social networks was carried out, as well as semi-structured interviews with team members of these enterprises and the Business Model Canvas for each of the projects was also prepared. This study shows that it is not possible to bypass the entrepreneurial aspect; whether like it or not, journalists who decide to create their own enterprises must keep in mind that they will not only be reporters, but will also have responsibilities common to those who undertake. Furthermore, this project shows that sustainability is a process, a path of constant learning, permeated by trials and, of course, errors. There is no magic formula, so each project needs to find its own direction. Among the four initiatives analyzed, only Divergente didn’t achieve sustainability yet. The others already have enough to support themselves, however, as it is an ongoing work, they remain in the search for more sources of funding, coming not only from foundations, but also from readers.

By the way, next year 2022 will be the 50th anniversary of the Stockholm Conference (United Nations Conference on the Human Environment) and 30th anniversary of the Rio 92 Conference (United Nations Conference on Environment and Development), two emblematic moments and backgrounds in the global environmental governance movement. The Earth Charter is part of and emerged from these efforts, especially the Rio 92 Conference. Since then, myriad declarations and international legal instruments on the subject have been prepared. However, significant and growing environmental degradation still exists and persists in every corner of the Earth. This is also about the influence of Alexander von Humboldt in the conception of the Earth Charter. It also seeks to criticize, even if briefly, the European Ecological Pact and its possible effects on economic relations between the European Union and Brazil. Finally, it is noteworthy that the Earth Charter is a document that aims to inspire interdependence in a global community and that Humboldt's influence persists to this day, especially in the environment, which makes him a great pioneer of approaches in the as far as sustainability is concerned. The Earth Charter, like the European Ecological Pact, promotes sustainable development, through the adoption of concrete measures and reformulation of traditional forms of economic production. As for the issue of the fragmentation of existing international norms in the environmental sphere, the Earth Charter is a valuable instrument as it provides a comprehensive and inclusive view of the principles that are already dispersed in various treaties of International Environmental Law. In conclusion, given the challenges of implementation and in order to contribute to the search for effectiveness of environmental protection and sustainable development, at the end of this work, a letter is presented, with the principles of the Earth Charter, which is proposed to forward to candidates to the position of governor of the State and the Federal District in the next elections of 2022 in Brazil, with a recommendation that they be adopted in their government programs. O objetivo primeiro desta dissertação é criticar a lacuna entre o crescimento dos instrumentos existentes no âmbito do Direito Ambiental Internacionais e, paradoxalmente, a sua não efetividade na implementação a nível local. A propósito, no próximo ano de 2022 serão celebrados os 50 anos da Conferência de Estocolmo (Conferência das Nações Unidas sobre o Meio Ambiente Humano) e 30 anos da Conferência Rio 92 (Conferência das Nações Unidas sobre Meio Ambiente e Desenvolvimento), dois momentos emblemáticos e históricos no movimento de governança ambiental global. A Carta da Terra faz parte e emergiu desses esforços, especialmente da Conferência Rio 92. Desde então, foram elaboradas miríades de declarações e de instrumentos jurídicos internacionais sobre o tema. No entanto, ainda existe e persiste uma significativa e crescente degradação ambiental em todos os cantos da Terra. Trata-se aqui também da influência de Alexander von Humboldt na concepção da Carta da Terra. Busca-se ainda criticar, mesmo que de forma breve, o Pacto Ecológico Europeu e seus possíveis reflexos nas relações econômicas entre a União Europeia e o Brasil. Destaca-se, por fim, que a Carta da Terra é um documento que objetiva inspirar interdependência em uma comunidade global e que a influência de Humboldt persiste até os dias de hoje, sobretudo no meio ambiente, o que faz dele grande pioneiro das abordagens no que diz respeito à sustentabilidade. A Carta da Terra, assim como o Pacto Ecológico Europeu, promove o desenvolvimento sustentável, através de adoção de medidas concretas e reformulação das formas tradicionais da produção econômica. Quanto à problemática da fragmentação de normas internacionais existentes na esfera ambiental, a Carta da Terra vem a ser um valioso instrumento já que aporta uma visão abrangente e inclusiva dos princípios que já se encontram dispersos em vários tratados de Direito Ambiental Internacional. Em conclusão, diante dos desafios da implementação e a fim de contribuir na busca de efetividade da proteção ambiental e do desenvolvimento sustentável, ao final deste trabalho, apresenta-se uma carta, com os princípios da Carta da Terra, que se propõe encaminhar aos canditados ao cargo de governador de Estado e do Distrito Federal nas próximas eleições de 2022 no Brasil, com recomendação para que sejam adotados em seus programas de governo.

Durante o 5º Congresso Nacional de Medicina Tropical foram discutidos alguns pontos centrais desta área: investigação, implementação e financiamento. O objetivo deste artigo é, com base nas ideias apresentadas e do debate gerado, refletir sobre cada um dos temas, sobressaindo os aspetos mais relevantes para a atualidade e futuro das parcerias em saúde global. O artigo tem por base as apresentações, a discussão gerada e a revisão bibliográfica sobre as três temáticas centrais referidas. As parcerias em saúde global pretendem reverter e superar as assimetrias Norte/Sul em diversos níveis: capacitação, acesso, conhecimento, financiamento, investigação, ensino e desenvolvimento de ciência; contribuindo para a construção de uma sociedade baseada no conhecimento e com vista ao desenvolvimento sustentável e cobertura universal em saúde. Estas parcerias são crescentemente reconhecidas como um elemento fundamental para alcançar os ODS, existindo, no entanto, a necessidade de assegurar que não prejudicam nenhum dos intervenientes. Devem ser equilibradas e simétricas, espelhando os interesses de todas as partes envolvidas, reforçando as capacidades existentes e prezando pela transparência e inclusão de todos os parceiros em todas as fases. Assim, as parcerias em saúde global poderão ser verdadeiramente efetivas, levando a novas formas de articulação, implementação e financiamento. Partnerships in global health stand in an important position when discussing global health. During the 5th National Congress of Tropical Medicine, some central themes in this area were discussed: research, implementation and funding. This paper aims to reflect upon each theme, highlighting the most relevant aspects for the future and present of global health partnerships. It is based on the various presentations and the ensuing discussion, also relying on a literature review on the referred three central themes. Global health partnerships aim to reverse and overcome the North/South asymmetries at different levels: training, access, knowledge, funding, research, education and science development; contributing towards the construction of a knowledge-based society, aiming at sustainable development and universal health coverage. These partnerships are increasingly understood as critical to attaining all SDGs, but there is also the need to ensure that they do not harm any of the stakeholders. They must be balanced and symmetrical, reflecting the interests of all parties involved, fostering the inclusion of all partners in every stage. Reconhecendo os desafios específicos que se colocam ao planeamento em saúde, este artigo tem por objetivo contribuir para a reflexão sobre o conceito e características processuais e metodológicas do planeamento sustentável em saúde, com base nas principais mensagens recolhidas num painel de discussão do 5º Congresso Nacional de Medicina Tropical. .Material e métodos: Foram utilizadas as apresentações dos oradores convidados para o painel e as intervenções do debate. Complementar-mente, foram utilizadas fontes documentais resultantes de uma revisão narrativa da literatura. Todo o material foi sujeito a análise documental. Resultados e discussão: As abordagens participativas do planeamento em saúde, que integram a participação dos cidadãos e a articulação intersectorial, com particular enfoque na redução das iniquidades em saúde e no alcance da cobertura universal, foram consideradas entre as mais efetivas para o alcance de objetivos de saúde e de bem-estar alinhados com os princípios do desenvolvimento sustentável. Conclusão: A mobilização social e das comunidades no processo de planeamento em saúde parece ser facilitador da seleção e implementação de estratégias de saúde no contexto do desenvolvimento sustentável. Introduction: In recent decades, countries and health systems have been paying increasing attention to planning practice for sustainable development. Recognizing the specific challenges facing health planning, this article aims to contribute to the reflection on the concept and procedural and methodological characteristics of sustainable health planning, based on the main messages gathered in a panel discussion of the 5th National Congress of Tropical Medicine. Material and methods: We used the panel presentations and discussion interventions, in addition with documentary sources resulting from a narrative literature review. All material was subject to documentary analysis. Results and discussion: Participatory approaches to health planning, integrating community participation and intersectoral action, with a particular focus on reducing health inequities and achieving universal coverage, were considered to be among the most effective to achieve health and well-being goals aligned with the principles of sustainable development. Conclusion: Social and community mobilization in the health planning process seems to contribute to the selection and implementation of health strategies in the context of sustainable development. publishersversion published

As the fifth assessment report of the Intergovernmental Panel on Climate Change (IPCC) 2013 said, it is clear that climate change is caused by human activity - and more importantly by burning fossil fuels (such as coal, oil, and gas), which emit dangerous greenhouse gases (GHGs). The European Union has sought to be a leader in the international arena in the fight against climate change. For this, the EU has developed a common integrated strategy on energy and climate that aims a low carbon economy as well as a competitive and secure energy. This research is conducting a study of this strategy, specifically the most current energy and climate change Framework for Climate & Energy 2030 policies. First, the aim of the research is to identify whether the political climate model of European integration can become a path to global environmental governance. Second, the historical development of this strategy, its origins and the progressive convergence to its consolidation in the form of an integrated European strategy is discussed. Based on the background analysis of the Single European Act to 2020 Europe Strategy internally, and from the Kyoto Protocol to the Paris Agreement from an external point of view, the dissertation will outline the initiative of EU leadership in this area. For this purpose, it is necessary to make a prospective analysis (SWOT and PESTLE) in which all possible recommendations to be considered for this scenario 2030 will be made according to the Framework for Climate & Energy 2030 policies. From this analysis the main recommendation that emerges is that the EU should support especially small- and medium-sized businesses that are unable to invest great monetary resources in the establishment of an increasing greenhouse-gas-reduced production. As a result, this model could be adopted to other regions as well, for example in South America in MERCOSUR.

Assim importa que as decisões que se tomem na execução destes projetos contribuam para a sustentabilidade, porque já alcançaram um status de problema global que tem mobilizado não só a sociedade civil, como os media entre outros; e raramente se reveste de consensos, mas de conflitos. Importou lançar “um olhar sociológico” sobre este problema, utilizou-se como chapéu a Teoria da Modernização Ecológica (TME), que propiciou o crescimento económico, as reformas ambientais e o bem-estar social e se reforçou o papel da tecnologia. O processo que conduz à realização de um projeto tem responsabilidades no atual contexto energético e no âmbito social e foi entendido como um processo sociotécnico que comprometeu atores em relação de interdependências e em rede: pelos interesses envolvidos, pelas expectativas, pelas competências e pelos recursos de ação, tendo em conta as influências e as competências de ação que cada ator ativou nesse mesmo processo sociotécnico. Demonstrou-se a hipótese de que num processo de avaliação da qualidade dum projeto é a componente ambiental que o valoriza e que condiciona a posição de cada ator. Aplicou-se uma metodologia qualitativa de objetivos exploratórios e priveligiou-se a observação participante. Recorreu-se a entrevistas semi-diretivas que envolveram um grupo selecionado de atores da AP e de empresas de construção e instaladores elementos não humanos em diferentes mercados (projeto, construção, manutenção). Construiu-se benchmarking com base em medidas de energia que foram obtidas em edifícios da AP, localizados em várias regiões portuguesas e demonstrou-se o potencial de poupança de energia. Explorou-se as razões subjacentes à discrepância que parece existir entre o “fazer” projeto e a expressão de políticas públicas. A metodologia empregue validou-se num caso real cuja convergência dos resultados conduziram (no âmbito dos projetos): (1) à estimação dos potenciais de poupança de energia de modo a contribuírem para a ecologização da economia e consequentemente para a sustentabilidade dum projeto; (2) à definição das barreiras à construtibilidade sob uma perspetiva sociotécnica e o seu contributo para a economização da ecologia e à avaliação das Políticas Públicas Ambientais (PPA) num contexto de mudanças globais, quer no caminho para a proteção ambiental, quer do novo papel do Estado no seio destas, como précondições necessárias para o crescimento sustentável. Os resultados obtidos indicam que, no âmbito dos projetos da AP, a qualidade de projeto e o paradigma para direcionar económica e políticamente o tratamento dos “riscos globais” dependem sobretudo dos atores. Estes estão cheios de ambiguidades e controvérsias e são continuamente acionados nos espaços de debate e de conflitos para a promoção da sustentabilidade e da construtibilidade. No mesmo sentido afirma-se que a racionalidade ecológica, ainda que defendida no campo de uma política pública enfraquece- se nas argumentações e nos envolvimentos das atividades dos diversos atores intervenientes em projeto. The inadequate design of building projects in the particular case of The Government can not only cause major problems for public health, but also costly levels of energy use, high values greenhouse gases emissions and other problems. It is therefore important that decisions taken in the execution of these projects contribute to sustainability, because they have already reached a global problem status that has mobilized not only civil society but also the media, among others; and they are rarely consensuses, but rather conflicts. It was important to launch a "sociological look" on this problem, that was used the Ecological Modernization Theory as a hat, which provided economic growth environmental reforms and social welfare, and reinforced the role of technology. The process leading to the realization of a project has responsibilities in the current energy context, and in the social sphere, and was understood as a sociotechnical process that compromised actors in relation to interdependencies and in network: by the interests involved, by the expectations, by the competencies and by the resources of action, taking into account the influences and the competences of action that each actor activated in the same sociotechnical process. It was hypothesized that in a process of evaluating the quality of a project, it is the environmental component that valued and conditioned the position of each actor. It was applied a qualitative methodology of exploratory objectives and participant observation was privileged. It was resorted to semi-directive interviews that involved a selected group of social actors from The Government and from construction companies and installers, non humans elements in different markets (design, construction, maintenance). It was built benchmarking with energy measurements obtained in buildings of The Government located in several Portuguese regions and demonstrated the potential energy saving. It was explored the reasons behind the discrepancy that seemed to exist between the "doing" project and the expression of public policies. The methodology employed was validated in a real case whose convergence of results led (within the scope of projects): (1) the estimation of energy saving potentials in order to contribute to the greening of the economy and consequently to the sustainability of a project; (2); the definition of the barriers to the constructability from a socio-technical perspective and its contribution to the economics of ecology (3) and the evaluation of the Environmental Public Policies in a context of global changes, both on the way to environmental protection, and the new role of the State within these, as necessary preconditions for sustainable growth. The results obtained indicate that, within projects in The Government, the quality of the project and the paradigm to economically and politically head the treatment of "global risks", depend mainly on the actors, that are full of ambiguities and controversies, and are continuously fired in the dscussion space and conflicts, to the promotion of sustainability and constructability. In the same sense, is affirmed that the ecological rationality, although it is defend in the field of a public policy, is weaken in the arguments and in the involvements of the activities of the various social actors involve in the project.

Tem por tema a abordagem da sustentabilidade no ensino da Geografia. O principal objetivo é avaliar mudanças no pensamento e comportamento dos alunos depois de terem ocorrido as aprendizagens sobre a sustentabilidade. As preocupações ambientais têm vindo a ganhar uma notoriedade crescente a partir do final do século XX, com o auxílio da comunicação social para problemas relacionados com a sobre-exploração e degradação dos recursos naturais e as alterações climáticas, tornando-os foco de atenção por parte da população e das entidades políticas, nacionais e internacionais. Por isso o conceito de sustentabilidade é fundamental para os alunos entenderem as consequências e as soluções deste conflito de interesses entre o Homem e a Natureza. Neste sentido, a Geografia é uma ciência única, visto ser uma disciplina integradora, que estuda as dimensões físicas e humanas dos fenómenos, considerando o Homem como agente modificador e transformador das paisagens, detentora de um conhecimento que incorpora o estudo do espaço geográfico a partir das relações sociais (humanas) e naturais (físicas). Nas turmas onde decorreu a Prática de Ensino Supervisionada (PES) foram aplicadas diferentes metodologias no processo de ensino-aprendizagem, incorporando os modelos comportamentalista e construtivista, assim como a realização de questionários com perguntas alusivas às práticas de sustentabilidade. Os resultados apurados demostram uma maior sensibilidade dos alunos na avaliação dos problemas e das práticas de sustentabilidade nas cidades após a lecionação da temática. This report is the outcam of the supervised teaching practice (STP), developed under the Master’s degree in Geography Teaching, in the 3rd Cycle of Basic Education and Secondary Education, at Military College, Luz, Lisbon. Its theme is the approach of sustainability in the teaching of geography, the main objective is to evaluate the changes in the behavior and thinking of the students after the learning about sustainability occurs. Environmental concerns have gained increasing notoriety since the late twentieth century with the help of the media for problems related to overexploitation and degradation of natural resources and climate change, making them a focus of attention. This is why the concept of sustainability is fundamental for students to understand the consequences and solutions of this conflict of interest between man and nature. In this sense, geography is a unique science, as it is an integrative discipline, which studies the physical and human dimensions of phenomena, considering man as a modifying and transforming agent of landscapes. Being the holder of a curriculum that incorporates the analysis of geographic space based on the study of social (human) and natural (physical) relationships. In the classes where the Supervised Teaching Practice (STP) took place, different methodologies were applied in the teaching-learning process, incorporating the behaviourist and constructivist models, as well as the completion of questionnaires alluding to sustainability practices, in which there was a greater sensitivity of students in assessing sustainability problems and practices in cities.

Para isso, foi feita a análise dos conteúdos publicados nos respetivos sites e redes sociais, bem como entrevistas semiestruturadas com membros da equipa desses empreendimentos e também foi elaborado o Business Model Canvas de cada um dos projetos. Este estudo evidencia que não é possível contornar o aspeto empreendedor; quer queiram ou não, os jornalistas que decidem criar seus próprios empreendimentos devem ter em mente que serão não apenas repórteres, mas também terão responsabilidades comuns a quem empreende. Além disso, é possível perceber que a sustentabilidade é um processo, um caminho de constante aprendizado, permeado por tentativas e, evidentemente, erros. Não existe uma fórmula mágica, pelo que cada projeto precisa encontrar seu próprio caminho. Das quatro iniciativas analisadas, somente a Divergente não alcançou a sustentabilidade. As demais já possuem o suficiente para se sustentar, entretanto, como se trata de um trabalho contínuo, elas permanecem na busca por mais fontes de financiamento, advindas não só de fundações, mas também dos leitores. Through the analysis of four Portuguese-Brazilian native digital enterprises founded by journalists — Agência Pública, Ponte Jornalismo, Fumaça and Divergente —, this dissertation aims to understand the strategies used to achieve financial sustainability and the characteristics of their business models. For this, an analysis of the contents published on the respective websites and social networks was carried out, as well as semi-structured interviews with team members of these enterprises and the Business Model Canvas for each of the projects was also prepared. This study shows that it is not possible to bypass the entrepreneurial aspect; whether like it or not, journalists who decide to create their own enterprises must keep in mind that they will not only be reporters, but will also have responsibilities common to those who undertake. Furthermore, this project shows that sustainability is a process, a path of constant learning, permeated by trials and, of course, errors. There is no magic formula, so each project needs to find its own direction. Among the four initiatives analyzed, only Divergente didn’t achieve sustainability yet. This article proposes an approach to the design of prototypes using creativity techniques and including sustainability concerns. The application of the approach is illustrated by presenting a real case of development of an aggregator and multidisciplinary prototype for the optimization of social services. By the way, next year 2022 will be the 50th anniversary of the Stockholm Conference (United Nations Conference on the Human Environment) and 30th anniversary of the Rio 92 Conference (United Nations Conference on Environment and Development), two emblematic moments and backgrounds in the global environmental governance movement. The Earth Charter is part of and emerged from these efforts, especially the Rio 92 Conference. Since then, myriad declarations and international legal instruments on the subject have been prepared. However, significant and growing environmental degradation still exists and persists in every corner of the Earth. This is also about the influence of Alexander von Humboldt in the conception of the Earth Charter. It also seeks to criticize, even if briefly, the European Ecological Pact and its possible effects on economic relations between the European Union and Brazil. Finally, it is noteworthy that the Earth Charter is a document that aims to inspire interdependence in a global community and that Humboldt's influence persists to this day, especially in the environment, which makes him a great pioneer of approaches in the as far as sustainability is concerned. The Earth Charter, like the European Ecological Pact, promotes sustainable development, through the adoption of concrete measures and reformulation of traditional forms of economic production. As for the issue of the fragmentation of existing international norms in the environmental sphere, the Earth Charter is a valuable instrument as it provides a comprehensive and inclusive view of the principles that are already dispersed in various treaties of International Environmental Law. In conclusion, given the challenges of implementation and in order to contribute to the search for effectiveness of environmental protection and sustainable development, at the end of this work, a letter is presented, with the principles of the Earth Charter, which is proposed to forward to candidates to the position of governor of the State and the Federal District in the next elections of 2022 in Brazil, with a recommendation that they be adopted in their government programs. O objetivo primeiro desta dissertação é criticar a lacuna entre o crescimento dos instrumentos existentes no âmbito do Direito Ambiental Internacionais e, paradoxalmente, a sua não efetividade na implementação a nível local. A propósito, no próximo ano de 2022 serão celebrados os 50 anos da Conferência de Estocolmo (Conferência das Nações Unidas sobre o Meio Ambiente Humano) e 30 anos da Conferência Rio 92 (Conferência das Nações Unidas sobre Meio Ambiente e Desenvolvimento), dois momentos emblemáticos e históricos no movimento de governança ambiental global. A Carta da Terra faz parte e emergiu desses esforços, especialmente da Conferência Rio 92. Desde então, foram elaboradas miríades de declarações e de instrumentos jurídicos internacionais sobre o tema. No entanto, ainda existe e persiste uma significativa e crescente degradação ambiental em todos os cantos da Terra. Trata-se aqui também da influência de Alexander von Humboldt na concepção da Carta da Terra. Busca-se ainda criticar, mesmo que de forma breve, o Pacto Ecológico Europeu e seus possíveis reflexos nas relações econômicas entre a União Europeia e o Brasil. Destaca-se, por fim, que a Carta da Terra é um documento que objetiva inspirar interdependência em uma comunidade global e que a influência de Humboldt persiste até os dias de hoje, sobretudo no meio ambiente, o que faz dele grande pioneiro das abordagens no que diz respeito à sustentabilidade. A Carta da Terra, assim como o Pacto Ecológico Europeu, promove o desenvolvimento sustentável, através de adoção de medidas concretas e reformulação das formas tradicionais da produção econômica. Quanto à problemática da fragmentação de normas internacionais existentes na esfera ambiental, a Carta da Terra vem a ser um valioso instrumento já que aporta uma visão abrangente e inclusiva dos princípios que já se encontram dispersos em vários tratados de Direito Ambiental Internacional. Em conclusão, diante dos desafios da implementação e a fim de contribuir na busca de efetividade da proteção ambiental e do desenvolvimento sustentável, ao final deste trabalho, apresenta-se uma carta, com os princípios da Carta da Terra, que se propõe encaminhar aos canditados ao cargo de governador de Estado e do Distrito Federal nas próximas eleições de 2022 no Brasil, com recomendação para que sejam adotados em seus programas de governo.
