By employing a techno-economic analysis approach, we demonstrate that the current BEE standard implemented in the Chinese cities should be tightened further in order to achieve a socially optimal level. Without considering the externality costs associated with carbon dioxide (CO2) emissions, current BEE standards need to be upgraded to the equivalent level of French RT2005 standard coupled with a properly designed district coal-fired Combined Heat and Power (CHP). In contrast, the equivalent efficiency standard of Swedish building code is preferably to be implemented in the case of explicit carbon emission restriction as long as the marginal cost of carbon emission (carbon price) is sufficiently high. The fuel-switching policy (from coal to natural gas) in the urban district heating system would result in significant increase in overall costs if the BEE upgrade is not taken into account simultaneously. It is also found that BEE improvements in northern Chinese cities are more cost-effective than investing in low-carbon technologies such as wind power or Carbon Capture and storage in the EU and US with regard to CO2 emissions mitigation.

When analyzing national policies, the findings of worldwide analyses are of limited accuracy and the large aggregates on which they are built level out most local specificities and inertia. Specific. assessments are hence needed. This paper quantifies the dynamic evolution of carbon values for French climate and energy policy. Its time dependency over successive periods and the effects of setting intermediate targets are evaluated using a long-term optimization model. Addressing critical issues for France, we produce consistent energy, emissions and carbon value estimates with a 5-year time step. Our results are situated above the upper range of carbon value estimates of world models with an overlapping zone. We show that the official policy guideline value is only consistent with an optimistic combination of assumptions. The central estimates are 4 times greater than the guideline carbon value for 2050 and up to 14 times greater in 2020 because of short-term inertia that are costly to move. We also find that with intermediate objectives, the carbon value's dynamic is more than a simple upward curve and that its variability is itself time dependent

Shukla; Paul L. Lucas;This paper analyses the impact of postponing global mitigation action on abatement costs and energy systems changes in China and India. It compares energy-system changes and mitigation costs from a global and two national energy-system models under two global emission pathways with medium likelihood of meeting the 2 °C target: a least-cost pathway and a pathway that postpones ambitious mitigation action, starting from the Copenhagen Accord pledges. Both pathways have similar 2010–2050 cumulative greenhouse gas emissions. The analysis shows that postponing mitigation action increases the lock-in in less energy efficient technologies and results in much higher cumulative mitigation costs. The models agree that carbon capture and storage (CCS) and nuclear energy are important mitigation technologies, while the shares of biofuels and other renewables vary largely over the models. Differences between India and China with respect to the timing of emission reductions and the choice of mitigation measures relate to differences in projections of rapid economic change, capital stock turnover and technological development. Furthermore, depending on the way it is implemented, climate policy could increase indoor air pollution, but it is likely to provide synergies for energy security. These relations should be taken into account when designing national climate policies.

The study focuses on the interaction of such attitudes and their underlying motivation factors with socio-cultural, contextual factors. Self-determination theory (SDT) is used as a theoretical framework, to connect interpersonal and contextual factors, addressing the question of how contexts influence the motivation to support energy storage. Drawing on SDT, this study examines the role of autarky (independence from the energy system), autonomy (control over energy management) and relatedness (degree of sharing required) in this regard, embedded and interpreted in the socio-cultural local context of two demonstration sites in Sweden and Portugal. A mixed method approach is used. Quantitative survey data provides information on local social and cultural dimensions, followed by stakeholder consultation workshops that elicit participants’ views on different models of decentralized energy storage. The findings raise questions of how to improve autarky and autonomy for prosumers, while keeping the need for time investment low and provide flexibility regarding the required degree of interaction between prosumers. Implications for business models and policy support for citizen-centered sustainable urban energy systems are derived.

Using a discrete choice experiment (DCE), a survey of respondents living within 10 km of an existing wind farm is conducted to estimate the social impact of wind turbines designed to produce electricity for export under different levels of financial benefit and participation. Most respondents are willing to make trade-offs to allow for an export market but financial compensation required is greater for exports compared to domestic supply. Respondents prefer greater levels of participation than currently offered but favour moderate levels of participation in the absence of financial benefits. Respondents that had a positive experience of living next to an existing wind farm in terms of financial benefits, employment and community representation are generally more accepting of wind farms. Conversely, subjects with a strong sense of place attachment or a less convincing experience in terms of financial benefits and participation were less tolerant of wind farms and more likely to pick the status quo of no new wind farm development.

Proposals for this type of housing stock of current energy retrofitting policies, based on standardized user patterns, will only contribute to increasing the ‘performance gap’ between real and estimated consumption. This study evaluates the thermal comfort conditions and energy consumption in the specific case of social housing in southern Spain, under a severe summer climate. This evaluation is based on in-situ data measurements of three housing units in use. This paper aims to test which adaptive comfort models work best in the specific conditions of the case studies and to identify the user behaviours which reduce thermal comfort. Thus, real user patterns were established and measured data were analysed. The results show that the case studies are in discomfort conditions during a high percentage of occupied hours, mainly due to the severe climate and the unsuitable use of passive measures including natural night-time ventilation and solar protection. This situation worsens with limited use of local cooling systems due to financial constraints. National regulations should define different retrofitting targets based on climatic and socio-economic conditions.

The purpose of this research was to analyse the rates of change taking place in the energy systems of each Member State of the European Union (EU), and the EU in aggregate, in the light of the EU's climate change mitigation objectives. Trends on indicators such as sectoral activity levels and composition, energy intensity, and carbon intensity of energy were compared with decadal benchmarks derived from deep decarbonisation scenarios. The methodology applied provides a useful and informative approach to tracking decarbonisation of energy systems. The results show that while the EU has made significant progress in decarbonising its energy system. On a number of indicators assessed the results show that a significant acceleration from historical levels is required in order to reach the rates of change seen on the future benchmarks for deep decarbonisation. The methodology applied provides an example of how the research community and international organisations could complement the transparency mechanism developed by the Paris Agreement on climate change, to improve understanding of progress toward low-carbon energy systems.

Fifteen leading experts from different EU member states provide insights on the future potential of advanced biofuel technologies both in terms of costs and diffusion. This information results in a number of policy recommendations with respect to public RD&D strategies and is an important contribution to the integrated assessment modelling community.

Energy and resilience policy is detected as a dominant strategy to achieve international development objectives throughout long-term sustainability and wellbeing goals. Energy resilience also crosses major energy policy issues – namely energy vulnerability, security, poverty, and justice. Making use of the Web Of Science 2018 release, this work aims at contributing to a clarification of the concept of energy resilience, proposing a taxonomy. The bibliometric outputs show a sharp increase in scientific publications on the issue. The bibliometric analysis suggests a taxonomy of energy resilience based on 7 approaches or strategies. The results suggest an evolution of the conceptual contributions, that enlarge resilience early use, merely applied to technical and hard sciences. Resilience is today used in different disciplines, including social sciences and sustainability studies, as part of a holistic approach centered on sustainable development.

This study evaluates conventional agro-chemical farms that produce rapeseed (canola), oil palm, soybean, sunflower and cotton. Rapeseed (canola) crop uses 40.41% of renewable energy and it is the most sustainable conventional oil crop; on the other hand, it is not widely produced in Brazil, probably due to climate restrictions or low market demand. The oil palm emergy indicators are contradictory: its emergy exchange ratio (EER) value is the lower, showing the possibility of fair exchange, and the low transformity value indicates high efficiency; however, it also has low renewability (28.31%), indicating a high dependency on agro-chemicals (basically fertilizers). Oil palm is a potential energy source due to its high agricultural productivity, but appropriate management is necessary to increase its sustainability and reduce the use of non-renewable resources.

It is also found that BEE improvements in northern Chinese cities are more cost-effective than investing in low-carbon technologies such as wind power or Carbon Capture and storage in the EU and US with regard to CO2 emissions mitigation.

When analyzing national policies, the findings of worldwide analyses are of limited accuracy and the large aggregates on which they are built level out most local specificities and inertia. Specific. assessments are hence needed. This paper quantifies the dynamic evolution of carbon values for French climate and energy policy. Its time dependency over successive periods and the effects of setting intermediate targets are evaluated using a long-term optimization model. Addressing critical issues for France, we produce consistent energy, emissions and carbon value estimates with a 5-year time step. Our results are situated above the upper range of carbon value estimates of world models with an overlapping zone. We show that the official policy guideline value is only consistent with an optimistic combination of assumptions. The central estimates are 4 times greater than the guideline carbon value for 2050 and up to 14 times greater in 2020 because of short-term inertia that are costly to move. We also find that with intermediate objectives, the carbon value's dynamic is more than a simple upward curve and that its variability is itself time dependent

Shukla; Paul L. Lucas;This paper analyses the impact of postponing global mitigation action on abatement costs and energy systems changes in China and India. It compares energy-system changes and mitigation costs from a global and two national energy-system models under two global emission pathways with medium likelihood of meeting the 2 °C target: a least-cost pathway and a pathway that postpones ambitious mitigation action, starting from the Copenhagen Accord pledges. Both pathways have similar 2010–2050 cumulative greenhouse gas emissions. The analysis shows that postponing mitigation action increases the lock-in in less energy efficient technologies and results in much higher cumulative mitigation costs. The models agree that carbon capture and storage (CCS) and nuclear energy are important mitigation technologies, while the shares of biofuels and other renewables vary largely over the models. Differences between India and China with respect to the timing of emission reductions and the choice of mitigation measures relate to differences in projections of rapid economic change, capital stock turnover and technological development. Furthermore, depending on the way it is implemented, climate policy could increase indoor air pollution, but it is likely to provide synergies for energy security. These relations should be taken into account when designing national climate policies.

The study focuses on the interaction of such attitudes and their underlying motivation factors with socio-cultural, contextual factors. Self-determination theory (SDT) is used as a theoretical framework, to connect interpersonal and contextual factors, addressing the question of how contexts influence the motivation to support energy storage. Drawing on SDT, this study examines the role of autarky (independence from the energy system), autonomy (control over energy management) and relatedness (degree of sharing required) in this regard, embedded and interpreted in the socio-cultural local context of two demonstration sites in Sweden and Portugal. A mixed method approach is used. Quantitative survey data provides information on local social and cultural dimensions, followed by stakeholder consultation workshops that elicit participants’ views on different models of decentralized energy storage. The findings raise questions of how to improve autarky and autonomy for prosumers, while keeping the need for time investment low and provide flexibility regarding the required degree of interaction between prosumers. Implications for business models and policy support for citizen-centered sustainable urban energy systems are derived.

Using a discrete choice experiment (DCE), a survey of respondents living within 10 km of an existing wind farm is conducted to estimate the social impact of wind turbines designed to produce electricity for export under different levels of financial benefit and participation. Most respondents are willing to make trade-offs to allow for an export market but financial compensation required is greater for exports compared to domestic supply. Respondents prefer greater levels of participation than currently offered but favour moderate levels of participation in the absence of financial benefits. Respondents that had a positive experience of living next to an existing wind farm in terms of financial benefits, employment and community representation are generally more accepting of wind farms. Conversely, subjects with a strong sense of place attachment or a less convincing experience in terms of financial benefits and participation were less tolerant of wind farms and more likely to pick the status quo of no new wind farm development.

Proposals for this type of housing stock of current energy retrofitting policies, based on standardized user patterns, will only contribute to increasing the ‘performance gap’ between real and estimated consumption. This study evaluates the thermal comfort conditions and energy consumption in the specific case of social housing in southern Spain, under a severe summer climate. This evaluation is based on in-situ data measurements of three housing units in use. This paper aims to test which adaptive comfort models work best in the specific conditions of the case studies and to identify the user behaviours which reduce thermal comfort. Thus, real user patterns were established and measured data were analysed. The results show that the case studies are in discomfort conditions during a high percentage of occupied hours, mainly due to the severe climate and the unsuitable use of passive measures including natural night-time ventilation and solar protection. This situation worsens with limited use of local cooling systems due to financial constraints. National regulations should define different retrofitting targets based on climatic and socio-economic conditions.

The purpose of this research was to analyse the rates of change taking place in the energy systems of each Member State of the European Union (EU), and the EU in aggregate, in the light of the EU's climate change mitigation objectives. Trends on indicators such as sectoral activity levels and composition, energy intensity, and carbon intensity of energy were compared with decadal benchmarks derived from deep decarbonisation scenarios. The methodology applied provides a useful and informative approach to tracking decarbonisation of energy systems. The results show that while the EU has made significant progress in decarbonising its energy system. On a number of indicators assessed the results show that a significant acceleration from historical levels is required in order to reach the rates of change seen on the future benchmarks for deep decarbonisation. The methodology applied provides an example of how the research community and international organisations could complement the transparency mechanism developed by the Paris Agreement on climate change, to improve understanding of progress toward low-carbon energy systems.

Fifteen leading experts from different EU member states provide insights on the future potential of advanced biofuel technologies both in terms of costs and diffusion. This information results in a number of policy recommendations with respect to public RD&D strategies and is an important contribution to the integrated assessment modelling community.

Energy and resilience policy is detected as a dominant strategy to achieve international development objectives throughout long-term sustainability and wellbeing goals. Energy resilience also crosses major energy policy issues – namely energy vulnerability, security, poverty, and justice. Making use of the Web Of Science 2018 release, this work aims at contributing to a clarification of the concept of energy resilience, proposing a taxonomy. The bibliometric outputs show a sharp increase in scientific publications on the issue. The bibliometric analysis suggests a taxonomy of energy resilience based on 7 approaches or strategies. The results suggest an evolution of the conceptual contributions, that enlarge resilience early use, merely applied to technical and hard sciences. Resilience is today used in different disciplines, including social sciences and sustainability studies, as part of a holistic approach centered on sustainable development.

This study evaluates conventional agro-chemical farms that produce rapeseed (canola), oil palm, soybean, sunflower and cotton. Rapeseed (canola) crop uses 40.41% of renewable energy and it is the most sustainable conventional oil crop; on the other hand, it is not widely produced in Brazil, probably due to climate restrictions or low market demand. The oil palm emergy indicators are contradictory: its emergy exchange ratio (EER) value is the lower, showing the possibility of fair exchange, and the low transformity value indicates high efficiency; however, it also has low renewability (28.31%), indicating a high dependency on agro-chemicals (basically fertilizers). Oil palm is a potential energy source due to its high agricultural productivity, but appropriate management is necessary to increase its sustainability and reduce the use of non-renewable resources.
