È noto che il settore dei trasporti è al tempo stesso particolarmente energivoro e inquinante, anche se negli ultimi decenni sono stati compiuti notevoli passi avanti. Il trasporto via mare condivide, pur se in misura differente rispetto ad altre modalità, tali caratteristiche. In particolare, il trasporto via mare si distingue dalle altre modalità per la diversa percezione degli impatti ambientali negativi da parte della popolazione. Questa infatti percepisce e si concentra in particolare modo su quanto accade nella navigazione costiera e quando la nave sosta in porto. Ciò spiega la normativa internazionale che obbliga le navi ad adottare - quando navigano in particolare aree (cd. ECA, Emissions Control Area) o quando entrano in un porto - un particolare tipo di combustibile che riduce l'emissione di zolfo, ma che è molto più costoso. Da diversi anni si discute della possibilità di utilizzare il gas naturale liquefatto come combustibile per le navi. Esso infatti ridurrebbe in modo drastico le emissioni - lungo l'intero tragitto della nave e non solo in alcuni punti - portando la navigazione via mare ad essere pienamente compatibile con qualunque forma di vita ed attività produttiva. Il lavoro, concentrandosi sulla situazione italiana, fa il punto su questo possibile processo di ristrutturazione e discute gli elementi che possono frenarne o accelerarne l'adozione.

The paper tries to answer these questions, having as a starting point the definition of a “minimum content” of the fight against climate change and global warming. Acting against climate change and global warming firstly means carrying out a global collective action involving actors (individuals, States, enterprises, generations) with different levels of awareness and responsibility. Given the above, the paper focuses on the “climate legal obligation” whose source is rooted in the International (United Nations Framework Convention on Climate Change, Kyoto Protocol, Paris Agreement) and EU climate law, with the aim to point out the legal duties of every single State. Consequently, the paper underlines how the climate obligation specifically requires the adoption of mitigation measures in order to reduce greenhouse gas emissions. Finally, moving from the Dutch Urgenda case, the paper points out the role of the human rights-based climate change litigation in the global fight against climate crisis.

Questa tendenza si manifesta attraverso la domanda di esperienze uniche e autentiche, legate ai luoghi, alle tradizioni e ai patrimoni ambientali, storici e culturali. Il processo di valorizzazione territoriale, a cui queste aree sono chiamate, passa necessariamente dall’individuazione delle risorse e delle potenzialità volte a costruire una nuova attrattività. Nel contributo viene presa in considerazione un'area interna oggetto prima della Strategia Nazionale per le Aree interne (SNAI) e quindi del Progetto nazionale di Ripresa e Resilienza. In particolare, vengono presi in esame alcuni comuni della Bassa Valle d'Aosta che hanno aderito spontaneamente alla proposta di riconversione e valorizzazione verso il turismo lento complementare al turismo dell'oro bianco presente nell'alta Valle d’Aosta. Partendo da una riflessione preliminare sulle nuove pratiche turistiche, riconducibili al turismo lento e a quello culturale, il lavoro intende dimostrare come la cartografia possa essere usata a supporto della scelta, della costruzione e della successiva narrazione di un’esperienza di valorizzazione del patrimonio. New models of tourism are increasingly drawing attention to territories, especially those in inner areas. This trend is manifested through the demand for unique and authentic experiences, linked to places, traditions and environmental, historical and cultural heritage. Territorial enhancement processes, to which these areas are called, necessarily go through the identification of resources and potentials aimed at building a new attractiveness. This paper considers an inner area that was first included in the National Strategy for Inner Areas (SNAI) and then in the National Recovery and Resilience Plan. In particular, it examines some municipalities in Bassa Valle d’Aosta that have spontaneously adhered to the proposal of reconversion and enhancement towards slow tourism as an alternative to the “white gold” tourism present in Alta Valle d’Aosta. Starting from a preliminary reflection on new tourism practices, ascribable to slow and cultural tourism, the work intends to demonstrate how cartography can be used to support the choice, the construction and the subsequent narration of a heritage enhancement experience.

I provvedimenti del governo italiano narrano di una “strategia” nazionale, che non trova piena corrispondenza con gli obiettivi europei di legittimazione delle decisioni energetiche, fondati sulla democrazia deliberativa, e con i nuovi vincoli climatici da realizzare. Al contrario, lo Stato si è vincolato a TAP con un Trattato, esplicitamente ispirato alla logica della “cattura” del regolatore. Questa situazione ha alimentato la conflittualità sociale nei confronti del progetto. The article analyzes the Italian experience about the TAP gas pipeline, in the framework of Odum’s theory of the “tyranny of small decisions” and the climate challenges, inaugurated by the Paris Agreement of 2015. The actions of the Italian Government narrate a national “strategy”, which does not fully correspond to the European objectives of legitimizing energy decisions, based on deliberative democracy, and with the new climatic constraints to be achieved. On the contrary, the State has bound itself to TAP with a Treaty, explicitly inspired by the logic of the “capture” of the regulation. This situation has fueled social conflict in opposition to the project.

I cambiamenti in atto nella distribuzione delle precipitazioni durante l’anno minacciano il sostentamento delle popolazioni locali dedite all’allevamento, che fanno affidamento su scarse risorse idriche. Per poter rafforzare la capacità di adattamento delle comunità, oltre che a livello globale, nazionale e regionale, è necessario approfondire gli effetti del cambiamento climatico anche a livello locale. Questo studio ha l’obiettivo di valutare l’andamento delle precipitazioni e della temperatura nella Contea di Marsabit, nel nord del Kenya, tra il 1983 e il 2014, per mezzo di dati meteorologici in forma di griglia. L’analisi ha richiesto il supporto di strumenti GIS e l’utilizzo della cartografia tematica, sia per l’analisi dei dati che per la rappresentazione dei risultati. Questi evidenziano una distribuzione disomogenea dei trend delle variabili climatiche nell’area, a causa delle caratteristiche orografiche e della vicinanza delle masse d’acqua oceaniche. È stata inoltre analizzata la correlazione tra variazioni climatiche e altitudine, dimostrando l’influenza della topografia sull’evoluzione del clima locale. The effects of climate change are particularly severe in global Arid and Semiarid Lands (ASALs), with impacts on many environmental risks. Undergoing changes in the distribution of precipitation throughout the year especially undermine the livelihood of people relying on livestock production and scarce water resources. In addition to more developed analysis at global, national and regional levels, climate change needs to be investigated at local levels, for strengthening communities’ adaptation capacity. This study aims to assess precipitation and temperature trends in Marsabit County in northern Kenya for 1983-2014 using grid meteorological datasets. The research is conducted with extensive support of GIS tools and thematic cartography, both for data analysis and data representation. The results show an inhomogeneous distribution of climatic trends through space. The correlation between climatic trends and altitude is also analysed, showing the influence of local topography on climate evolution.

The moral evaluation of actions that disregard climate change, in individual as well as public ethics, is complex. A clear moral judgment itself is difficult to reach in both contexts, as we are far from paradigm moral cases where specific people provoke harm to easily identifiable others. However, for people to seriously engage in climate change mitigation, it has to be clear why it is wrong not to do so. There is therefore a need to frame moral responsibility for anti-environmen-tal behavior using language and concepts that are understandable to a broad public. This paper will argue that the concept of selfishness, properly construed, is the most appropriate tool for describing and morally evaluating human behavior that disregards climate change. A specific consequentialist definition of selfishness will be provided to this purpose. Some objections to framing the environmental decision in this way will be raised in public as well as individual ethics. In the public sphere, moral deliberations are complicated by the conflict between the rights of the present generation and those of future ones. In individual ethics, the inconsequentiality of individual emissions calls into question the very existence of a moral imperative to act pro-envi-ronmentally. The paper will thus investigate the grounds on which we can hold accountable pol-icy makers who refuse to take action on climate change, focusing on the concept of future dis-counting. With regard to the individual dimension, a proposal will be advanced on the basis of a non-superfluous causal contribution to collective-impact cases. In both contexts, the paper will eventually argue that anti-environmental actions can be defined as selfish according to the defini-tion provided.

Aplicado a través de directrices urbanas, la infraestructura verde y azul aumenta la resiliencia urbana y, a la vez, reconfigura de forma importante el paisaje cultural de nuestras ciudades. El objetivo de la autora es hacer una prospección y discutir los impactos de esta estrategia en el paisaje urbano de Porto Alegre. Para ilustrar el debate de la mejor manera, la autora se apoya en proyectos y reglamentos urbanos. Gli scenari urbani creati a partire dalle possibili alterazioni climatiche suggeriscono situazioni avverse all'abitabilità umana ed evidenziano il ruolo degli spazi liberi urbani e il loro potenziale nell'incremento della resilienza nel breve periodo. Applicata attraverso direttrici urbane, la infrastruttura verde-blu incrementa la resilienza urbana e, nello stesso tempo, riconfigura in modo rilevante il paesaggio culturale delle città. L'interesse dell'autrice è discutere sull'impatto esercitato da questa strategia sul paesaggio urbano di Porto Alegre. Per presentare il dibattito al meglio l'autrice si basa su progetti e regolamenti urbani. Os cenários urbanos criados a partir das possíveis alterações climáticas sugerem situações adversas à habitabilidade humana e destacam o papel dos espaços livres urbanos e seu potencial no incremento da resiliência a curto prazo. Aplicada por meio de diretrizes urbanas, a infraestrutura verde-azul incrementa a resiliência urbana e ao mesmo tempo reconfigura de forma importante a paisagem cultural das nossas cidades. O interesse da autora é prospectar e discutir os impactos desta estratégia na paisagem urbana porto-alegrense. Como forma melhor para ilustrar o debate, a autora conta com projetos e regramentos urbanos. Urban scenarios created from climate change suggest adverse situations for human habitability and highlight the role of urban open spaces and their potential in enhancing the short-term resilience. Applied through urban guidelines, the blue-green infrastructure increases urban resilience while reconfiguring the cultural landscape of our cities. The author's interest is to explore and discuss the impacts of this strategy on the urban landscape of Porto Alegre, relying on urban projects and regulations.
