The previous model of the mandatory pool is succeeded by the design and operation of four successive markets. These are the Derivatives Market (DM), which is a financial market and the three spot markets which are the Day-Ahead Market (DAM), the Intra-Day Market (IDM) and the Balancing Market (BM). The present Thesis is an attempt to efficiently organize and interpret the Spot Markets’ data and present a holistic overview of the market operation and the dynamics under the transitional period of the first three months under the EU Target Model implementation in the Greek Power Market. The analysis of the present study is performed based on real market data, as published from the Hellenic Transmission System Operator (HTSO), which is the ADMIE/IPTO, the Greek Nominated Energy Market Operator (NEMO), which is the Hellenic Energy Exchange (HEnEX) and the ENTSO-e Transparency Platform. The EU Target Model framework is implemented towards the harmonization of market rules and markets operation, across the European Member States, with the provision of the functioning of a single European-wide energy market, the so-called Internal Energy Market (IEM), where one of the main objectives of the IEM is the increase of sustainability, considering high penetration of Renewable Energy Sources (RES) in a European-wide scale.

The shipping industry's environmental impacts include greenhouse gas (GHG) emissions, noise pollution, and oil pollution. Approximately 90% of global trade is carried out by ship. According to an IMO report (2009), international shipping is responsible for 2.7% of global carbon dioxide (CO2) emissions. The figure below details the CO2 emission rates per sector as processed and calculated in the 2009 IMO report. According to what was previously stated about shipping decarbonization, it should be also stated that shipping transport is by far the most energy efficient mode of transport in terms of energy/tonne kilometer. Ships currently consume only 3% of the world's final energy demand, including 7% of the world's oil, primarily for international cargo shipping, also known as ocean liners. The IMO sulfur cap regulation went into effect in 2020, requiring the use of fuel with reduced sulfur to 0.5% or the use of a fuel catalyst for ships that use the old type of oil as fuel. As a result, the type of fuel used by the fleet has changed dramatically. - However, a significant amount of heavy fuel oil is still used on ships equipped with scrubbers. Furthermore, substantial additional investment is required to provide the necessary recharging and refueling infrastructure, particularly for zero-emission vessels and port infrastructure. These resources are not currently planned for by Member States, as reported in national implementation reports, and additional funding may be required to meet the climate target. According to available data, the majority of Member States have made limited investments in alternative fuel infrastructure for ship refueling with Liquefied Natural Gas and energy supply from shore to ports. Section 1 serves as an introduction to AI itself and an overview of the branches and approaches of AI, while Section 2 focuses on the regulatory and ethical implications of AI use. In Section 3, the risks and the benefits of harnessing the power of AI towards green transition are highlighted and practical examples of environmentally sustainable AI are given. It is concluded that if properly governed, digitalisation through AI could make a decisive contribution to the establishment of a sustainable, climate neutral economy and society. To this end, certain recommendations are made in Section 4 towards an ethical and legal nexus between AI and sustainability, which include harnessing the potential of regulatory sandboxes, ensuring climate mainstreaming into AI, promoting cross-sectoral consistency of policies and fostering collaboration between all actors of economy and society.

Meanwhile, the climate crisis demands a sustainable solution, with energy and environmental security being two co-existing factors. Qatar has become a developed economy, playing an important role in the Middle East financially and diplomatically. It is ranked among the economies with the highest GDP and the largest oil and natural gas reserves and is also entering its RES era. The state has also built strong bonds with the US. The European market is currently left without a main supplier, and it is possible that Qatar will include it into its market expansion plan. Furthermore, a state analysis takes place to reach valid conclusions about Qatar’s current financial state as well as expectations for the foreseeable future. MENA states usually suffer from phenomena such as resource curse that influence their reliability as main suppliers in the longterm. Qatar has not been negatively influenced so far because it has come up with effective solutions such as its National Vision 2030 strategy. Lastly, EU has come up with the REPowerEU plan, a strategy concerning supply diversification, new LNG imports, climate-oriented solutions, and the required monetization. This can have a huge short-term impact on dealing with the crisis. Qatar on the other hand is more likely to become an effective long-term alternative for Europe, however it is highlighted that Europe should not again over-depend on one and only supplier.

Investments in adding power generation capacity from renewable sources, in expanding and modernizing transmission and distribution networks, and in promoting energy efficiency emerge as the only credible answer to these concerns. Developing countries face additional challenges in financing such capital-intensive projects due to less mature (financial) institutions and markets. Furthermore, and in particular regarding MENA region countries, energy demand is expected to continue to grow due to specific social and economic reasons. PPPs are proposed to constitute a valuable and credible instrument for energy projects financing. They are characterized by long-term duration, the involvement of the private partner in the entire life cycle of the project, and risk allocation between public and private actors. The cases of the two most successful MENA countries – in terms of PPP investments - are an indicative example on how a set of specific policy, economic and regulatory factors directly correlate to attracting private funds into investing to the transition to a more secure, modern and environmentally-friendly energy paradigm, in which private and public actors harmoniously cooperate and actively support realization of green energy projects.

Η έκθεση παρέχει μια κριτική βιβλιογραφική επισκόπηση, ενώ η μεθοδολογία που ακολουθείται στη διατριβή βασίζεται στην έρευνα Διεθνών Οργανισμών, στις επίσημες αναφορές επιστημόνων και στο δημοσιευμένο νομοθετικό πλαίσιο. Παραδοσιακά, η ωκεάνια οικονομία αντιμετωπίζεται αποκλειστικά ως μηχανισμός οικονομικής ανάπτυξης. Στο πλαίσιο αυτής της προσέγγισης, η ωκεάνια οικονομία έχει αναπτυχθεί με την εκμετάλλευση των θαλάσσιων και ναυτιλιακών πόρων, συχνά χωρίς να λαμβάνεται υπόψη πώς οι δραστηριότητες αυτές επηρεάζουν τη μελλοντική υγεία ή παραγωγικότητα των ίδιων πόρων. Υπάρχει ανάγκη για βιώσιμη εκμετάλλευση των ωκεάνιων πόρων και προστασία της θαλάσσιας βιοποικιλότητας. Η αυξανόμενη σημασία των ωκεάνιων πόρων οδήγησε στην εμφάνιση του όρου Γαλάζια Οικονομία. Η Γαλάζια Οικονομία είναι μια εξελισσόμενη έννοια που απαιτεί καλύτερη διαχείριση των ωκεάνιων πόρων μας. Περιλαμβάνει μια σειρά από οικονομικούς τομείς και συναφείς πολιτικές που από κοινού καθορίζουν κατά πόσο η χρήση των θαλάσσιων πόρων είναι βιώσιμη. Πολλές πολιτικές έχουν επικυρωθεί για να δούμε πώς η γαλάζια οικονομία θα μπορούσε να αξιοποιηθεί με βιώσιμο τρόπο, δεδομένου ότι οι ωκεανοί που καλύπτουν πάνω από τα δύο τρίτα της επιφάνειας της γης συμβάλλουν σημαντικά στην εξάλειψη της φτώχειας δημιουργώντας βιώσιμα μέσα διαβίωσης. Η μελέτη ξεκινά με μια σύντομη επεξήγηση των λόγων για τους οποίους οι ωκεανοί είναι σημαντικοί για την ανθρωπότητα και τη ζωή στη γη. Παρουσιάζεται το οικονομικό χαρακτηριστικό των ωκεανών καθώς και οι προκλήσεις που αντιμετωπίζουν. Επιπλέον, αναλύονται τα σχετικά διεθνή νομικά και θεσμικά πλαίσια για τα καθεστώτα διακυβέρνησης των ωκεανών. Στη συνέχεια, παρουσιάζεται το ιστορικό υπόβαθρο της γαλάζιας οικονομίας. Είναι συντριπτικό να γνωρίζουμε ότι στις μέρες μας 1,4 δισεκατομμύρια άνθρωποι δεν έχουν πρόσβαση σε ηλεκτρική ενέργεια. Επιπλέον, η αύξηση των εκπομπών του διοξειδίου του άνθρακα καθώς και η σημαντική αλλαγή του κλίματος είναι μια από τις μεγαλύτερες προκλήσεις του εικοστού πρώτου αιώνα. Οι σοβαρές αυτές επιπτώσεις μπορεί ακόμη να αποφευχθούν, εάν καταβληθούν προσπάθειες για τον μετασχηματισμό των σημερινών ενεργειακών συστημάτων. Οι ανανεώσιμες πηγές ενέργειας αποτελούν το καθοριστικό μέσο για την μείωση των εκπομπών αερίων που συμβάλουν στο φαινόμενο του θερμοκηπίου, καθώς και μια λύση για την απεξάρτηση τόσο από το ρωσικό φυσικό αέριο και τους εξαντλήσιμους συμβατικούς πόρους. Σκοπός της παρούσας διπλωματικής είναι να γίνει εκτενής αναφορά στην εξέλιξη των Ανανεώσιμων Πηγών Ενέργειας καθώς και να αναφερθούν τα πιο πρόσφατα στοιχεία που αφορούν τη παραγωγή και ζήτησή τους στο διασυνδεδεμένο δίκτυο ηλεκτρισμού της Ελλάδας (ΔΕΔΔΗΕ) με σκοπό την πρόβλεψη μετρήσεων για την ενσωμάτωση τους σε αυτό και την επίτευξη των στόχων που έχουν τεθεί από την ΕΕ για να διασφαλιστεί η αγορά ενέργειας της Ευρώπης και να αυξηθεί η ανθεκτικότητα του ενεργειακού της συστήματος . Για την μελέτη περίπτωσης, των Φωτοβολταϊκών Συστημάτων, τα οποία αποτελούν από τις πλέον σύγχρονες, πράσινες μορφές ενέργειας, με περιορισμένο περιβαλλοντικό αντίκτυπο, γίνεται μία διερεύνηση της δυνητικής δυναμικότητάς τους και μία προσπάθεια πρόβλεψης της εξέλιξής τους. The previous model of the mandatory pool is succeeded by the design and operation of four successive markets. These are the Derivatives Market (DM), which is a financial market and the three spot markets which are the Day-Ahead Market (DAM), the Intra-Day Market (IDM) and the Balancing Market (BM). The present Thesis is an attempt to efficiently organize and interpret the Spot Markets’ data and present a holistic overview of the market operation and the dynamics under the transitional period of the first three months under the EU Target Model implementation in the Greek Power Market. The analysis of the present study is performed based on real market data, as published from the Hellenic Transmission System Operator (HTSO), which is the ADMIE/IPTO, the Greek Nominated Energy Market Operator (NEMO), which is the Hellenic Energy Exchange (HEnEX) and the ENTSO-e Transparency Platform. The EU Target Model framework is implemented towards the harmonization of market rules and markets operation, across the European Member States, with the provision of the functioning of a single European-wide energy market, the so-called Internal Energy Market (IEM), where one of the main objectives of the IEM is the increase of sustainability, considering high penetration of Renewable Energy Sources (RES) in a European-wide scale.

The shipping industry's environmental impacts include greenhouse gas (GHG) emissions, noise pollution, and oil pollution. Approximately 90% of global trade is carried out by ship. According to an IMO report (2009), international shipping is responsible for 2.7% of global carbon dioxide (CO2) emissions. The figure below details the CO2 emission rates per sector as processed and calculated in the 2009 IMO report. According to what was previously stated about shipping decarbonization, it should be also stated that shipping transport is by far the most energy efficient mode of transport in terms of energy/tonne kilometer. Ships currently consume only 3% of the world's final energy demand, including 7% of the world's oil, primarily for international cargo shipping, also known as ocean liners. The IMO sulfur cap regulation went into effect in 2020, requiring the use of fuel with reduced sulfur to 0.5% or the use of a fuel catalyst for ships that use the old type of oil as fuel. As a result, the type of fuel used by the fleet has changed dramatically. - However, a significant amount of heavy fuel oil is still used on ships equipped with scrubbers. Furthermore, substantial additional investment is required to provide the necessary recharging and refueling infrastructure, particularly for zero-emission vessels and port infrastructure. These resources are not currently planned for by Member States, as reported in national implementation reports, and additional funding may be required to meet the climate target. According to available data, the majority of Member States have made limited investments in alternative fuel infrastructure for ship refueling with Liquefied Natural Gas and energy supply from shore to ports. Section 1 serves as an introduction to AI itself and an overview of the branches and approaches of AI, while Section 2 focuses on the regulatory and ethical implications of AI use. In Section 3, the risks and the benefits of harnessing the power of AI towards green transition are highlighted and practical examples of environmentally sustainable AI are given. It is concluded that if properly governed, digitalisation through AI could make a decisive contribution to the establishment of a sustainable, climate neutral economy and society. To this end, certain recommendations are made in Section 4 towards an ethical and legal nexus between AI and sustainability, which include harnessing the potential of regulatory sandboxes, ensuring climate mainstreaming into AI, promoting cross-sectoral consistency of policies and fostering collaboration between all actors of economy and society.

Meanwhile, the climate crisis demands a sustainable solution, with energy and environmental security being two co-existing factors. Qatar has become a developed economy, playing an important role in the Middle East financially and diplomatically. It is ranked among the economies with the highest GDP and the largest oil and natural gas reserves and is also entering its RES era. The state has also built strong bonds with the US. The European market is currently left without a main supplier, and it is possible that Qatar will include it into its market expansion plan. Furthermore, a state analysis takes place to reach valid conclusions about Qatar’s current financial state as well as expectations for the foreseeable future. MENA states usually suffer from phenomena such as resource curse that influence their reliability as main suppliers in the longterm. Qatar has not been negatively influenced so far because it has come up with effective solutions such as its National Vision 2030 strategy. Lastly, EU has come up with the REPowerEU plan, a strategy concerning supply diversification, new LNG imports, climate-oriented solutions, and the required monetization. This can have a huge short-term impact on dealing with the crisis. Qatar on the other hand is more likely to become an effective long-term alternative for Europe, however it is highlighted that Europe should not again over-depend on one and only supplier.

Investments in adding power generation capacity from renewable sources, in expanding and modernizing transmission and distribution networks, and in promoting energy efficiency emerge as the only credible answer to these concerns. Developing countries face additional challenges in financing such capital-intensive projects due to less mature (financial) institutions and markets. Furthermore, and in particular regarding MENA region countries, energy demand is expected to continue to grow due to specific social and economic reasons. PPPs are proposed to constitute a valuable and credible instrument for energy projects financing. They are characterized by long-term duration, the involvement of the private partner in the entire life cycle of the project, and risk allocation between public and private actors. The cases of the two most successful MENA countries – in terms of PPP investments - are an indicative example on how a set of specific policy, economic and regulatory factors directly correlate to attracting private funds into investing to the transition to a more secure, modern and environmentally-friendly energy paradigm, in which private and public actors harmoniously cooperate and actively support realization of green energy projects.

Η έκθεση παρέχει μια κριτική βιβλιογραφική επισκόπηση, ενώ η μεθοδολογία που ακολουθείται στη διατριβή βασίζεται στην έρευνα Διεθνών Οργανισμών, στις επίσημες αναφορές επιστημόνων και στο δημοσιευμένο νομοθετικό πλαίσιο. Παραδοσιακά, η ωκεάνια οικονομία αντιμετωπίζεται αποκλειστικά ως μηχανισμός οικονομικής ανάπτυξης. Στο πλαίσιο αυτής της προσέγγισης, η ωκεάνια οικονομία έχει αναπτυχθεί με την εκμετάλλευση των θαλάσσιων και ναυτιλιακών πόρων, συχνά χωρίς να λαμβάνεται υπόψη πώς οι δραστηριότητες αυτές επηρεάζουν τη μελλοντική υγεία ή παραγωγικότητα των ίδιων πόρων. Υπάρχει ανάγκη για βιώσιμη εκμετάλλευση των ωκεάνιων πόρων και προστασία της θαλάσσιας βιοποικιλότητας. Η αυξανόμενη σημασία των ωκεάνιων πόρων οδήγησε στην εμφάνιση του όρου Γαλάζια Οικονομία. Η Γαλάζια Οικονομία είναι μια εξελισσόμενη έννοια που απαιτεί καλύτερη διαχείριση των ωκεάνιων πόρων μας. Περιλαμβάνει μια σειρά από οικονομικούς τομείς και συναφείς πολιτικές που από κοινού καθορίζουν κατά πόσο η χρήση των θαλάσσιων πόρων είναι βιώσιμη. Πολλές πολιτικές έχουν επικυρωθεί για να δούμε πώς η γαλάζια οικονομία θα μπορούσε να αξιοποιηθεί με βιώσιμο τρόπο, δεδομένου ότι οι ωκεανοί που καλύπτουν πάνω από τα δύο τρίτα της επιφάνειας της γης συμβάλλουν σημαντικά στην εξάλειψη της φτώχειας δημιουργώντας βιώσιμα μέσα διαβίωσης. Η μελέτη ξεκινά με μια σύντομη επεξήγηση των λόγων για τους οποίους οι ωκεανοί είναι σημαντικοί για την ανθρωπότητα και τη ζωή στη γη. Παρουσιάζεται το οικονομικό χαρακτηριστικό των ωκεανών καθώς και οι προκλήσεις που αντιμετωπίζουν. Επιπλέον, αναλύονται τα σχετικά διεθνή νομικά και θεσμικά πλαίσια για τα καθεστώτα διακυβέρνησης των ωκεανών. Στη συνέχεια, παρουσιάζεται το ιστορικό υπόβαθρο της γαλάζιας οικονομίας. Είναι συντριπτικό να γνωρίζουμε ότι στις μέρες μας 1,4 δισεκατομμύρια άνθρωποι δεν έχουν πρόσβαση σε ηλεκτρική ενέργεια. Επιπλέον, η αύξηση των εκπομπών του διοξειδίου του άνθρακα καθώς και η σημαντική αλλαγή του κλίματος είναι μια από τις μεγαλύτερες προκλήσεις του εικοστού πρώτου αιώνα. Οι σοβαρές αυτές επιπτώσεις μπορεί ακόμη να αποφευχθούν, εάν καταβληθούν προσπάθειες για τον μετασχηματισμό των σημερινών ενεργειακών συστημάτων. Οι ανανεώσιμες πηγές ενέργειας αποτελούν το καθοριστικό μέσο για την μείωση των εκπομπών αερίων που συμβάλουν στο φαινόμενο του θερμοκηπίου, καθώς και μια λύση για την απεξάρτηση τόσο από το ρωσικό φυσικό αέριο και τους εξαντλήσιμους συμβατικούς πόρους. Σκοπός της παρούσας διπλωματικής είναι να γίνει εκτενής αναφορά στην εξέλιξη των Ανανεώσιμων Πηγών Ενέργειας καθώς και να αναφερθούν τα πιο πρόσφατα στοιχεία που αφορούν τη παραγωγή και ζήτησή τους στο διασυνδεδεμένο δίκτυο ηλεκτρισμού της Ελλάδας (ΔΕΔΔΗΕ) με σκοπό την πρόβλεψη μετρήσεων για την ενσωμάτωση τους σε αυτό και την επίτευξη των στόχων που έχουν τεθεί από την ΕΕ για να διασφαλιστεί η αγορά ενέργειας της Ευρώπης και να αυξηθεί η ανθεκτικότητα του ενεργειακού της συστήματος . Για την μελέτη περίπτωσης, των Φωτοβολταϊκών Συστημάτων, τα οποία αποτελούν από τις πλέον σύγχρονες, πράσινες μορφές ενέργειας, με περιορισμένο περιβαλλοντικό αντίκτυπο, γίνεται μία διερεύνηση της δυνητικής δυναμικότητάς τους και μία προσπάθεια πρόβλεψης της εξέλιξής τους.
