Ce qui mobilise désormais, ce n’est plus l’action face auchangement climatique, mais la transition énergétique dont le climat ne sembleconstituer que l’une des composantes. La dérive sémantique, observée en France aussi bien qu’à l’étranger, n’est pas anodine : ce concept à géométrie variable peut en réalitéjustifier des orientations et stratégies politiques qui se tournent le dos. Il est urgent de définir avec plus de rigueur ce qu’on appelle une transition énergétique et le type de celle qu’on veut mettre en œuvre. Les implications en sont importantes pour la prise dedécision comme le montre l’exemple du gaz de schiste pris ici en illustration.

C'est pourtant le Président François Hollande qui a proposé, en septembre 2012, que la réunion censée conclure un nouvel accord global sur le climat se tienne à Paris en décembre 2015. Les Etats-Unis, eux, ont déjà soumis - premier pays à l'avoir fait - leurs propositions clés pour la conférence. Tout reste à négocier. Les grandes orientations de l'accord qui devrait être signé à Paris sont cependant déjà connues : 1) pas d'accord international contraignant, mais seulement des " politiques nationales ", 2) pas d'engagement des Etats, mais seulement des " contributions " et, 3) fin de l'approche à deux vitesses ("bifurcated approach", selon les termes de la proposition américaine) de feu le Protocole de Kyoto, où seuls les pays développés s'étaient engagés, avec les résultats que l'on sait, à réduire leurs émissions. Cette fois, des contributions volontaires, de nature variable, sont attendues de la plupart des pays, y compris émergents et en développement. Mais les objectifs concrets de réduction des émissions de gaz à effet de serre que l'on peut déjà anticiper ne produiront pas, hélas, de miracle en matière de stabilisation des émissions. Pour qu'un compromis soit acceptable par le plus grand nombre, et sauvegarde la solidarité avec les pays et communautés les plus vulnérables, il y faudrait au minimum une diplomatie active bien en amont de décembre 2015. The climate issue doesn't seem to figure as a top priority on the agenda of the French government and diplomacy. Yet, it was the President, Francois Hollande, himself who suggested in September 2012 that the meeting, aiming to seal a new global agreement on climate change, should be held in Paris on December 2015. The U.S. however, has already submitted key proposals for the conference, and is the first to have done so. Everything is still up for negotiation. The broad lines of the agreement due to be signed in Paris are however already know: 1) no international binding agreement, but only the implementation of "national policies", 2) no member State commitment, but only "contributions" and 3) an end to the bifurcated approach (sic the American proposal) of the moribund Kyoto Protocol, where only developed countries were committed to reducing their greenhouse gas emissions with the result we know. This time round, voluntary contributions, of a diverse nature, are expected from the majority of countries, including those both emerging and developing. Unfortunately, however, the objectives already expected to be taken to reduce greenhouse gas emissions won't work miracles with regard to the stabilisation of emissions. Reaching a broadly acceptable compromise safeguarding solidarity with the most vulnerable countries and communities would require, at the very least, active diplomacy well ahead of December 2015.

Lopez-Ruiz;Afin de limiter les impacts du changement climatique sur la planète, les experts du GIEC préconisent une division par deux des émissions mondiales de gaz à effet de serre à l'horizon 2050. Cet objectif impose une division par quatre (i.e. facteur 4) des émissions de gaz à effet de serre des pays industrialisés comme la France. Le secteur des transports peut-il se plier à cette exigence ?A l'aide du modèle TILT (Transport Issues in the Long Term), centré sur les relations macroéconomiques entre croissance économique, technologies, mobilité et émissions de C02, ce papier recherche les conditions à réunir pour que soit atteint, en France, le « facteur 4 ». Si les progrès techniques annoncés par les ingénieurs sont au rendez-vous, nous pouvons atteindre un facteur 2. L'autre moitié du chemin doit donc être réalisée par une modification des comportements des individus et des entreprises. Trois familles de scénarios sont proposées pour en illustrer le contenu de ces évolutions qui, pour certaines, constituent de véritables bouleversements. In order to limit the impacts of climate change on the planet, the IPCC advocates the reduction of green house gas emissions by half. This objective imposes a 75% (factor 4) reduction on developed countries, like France. Can the transport sector meet this objective?Using the TILT model (Transport Issues in the Long-Term) -which takes into account the macroeconomic links existing between economic growth, technology, mobility and emissions- this paper looks into the necessary conditions in order to attain a factor 4. If technological progresses announced by engineers are met, we can get to a factor 2 (50% reduction), the rest of the reductions will have to be attained by changes in behavior and practices. Three scenario families are proposed in order to better illustrate the adjustments.

Il s'interroge ainsi sur les risques économiques et politiques auxquels les permis d'émission négociables pourraient être exposés du fait de pouvoirs de marché ou de distorsions dynamiques. Les seconds s'avèrent les plus difficiles à contrôler. Si la déconcentration des positions nationales est envisageable, aucun organisme international ne peut prétendre fixer, une fois pour toutes, les objectifs à long terme. Dès lors, anticipant que le montant des quotas futurs sera toujours ajusté au vu des tendances réelles, beaucoup de pays ne s'engageront pas dans des programmes structurels suffisamment ambitieux. Cela risque de compromettre l'efficacité de l'action climatique et de fragiliser plus encore le consensus qui lui est nécessaire. La solution alternative, la taxation internationale du carbone, ne présente pas de tels défauts d'incitation, mais elle pose des difficultés politiques. Une combinaison des deux instruments pourrait toutefois, à terme, s'avérer fructueuse. On the efficiency of climate policies international coordination. This article analyses the economic efficiency of climate policies international coordination acknowledging long term perspectives and political constraints. It questions the economic and political viability of emission trading with respect to market power and dynamic distortions. The latter proves more worrying. While one may reasonably expect national positions being decentralized, the Climate Convention cannot commit on long term emission objectives. As a consequence, there is room for strategic behaviour by governments. Structural public programs, crucial to curb long term emissions, are likely to be scaled down because governments expect post-2012 quotas to be revised according to observed trends. This might jeopardize the climate action and further weaken the political consensus it requires. Are carbon taxes a better policy option ? It might be the case provided the tax is levied at the international level, but this option faces political obstacles. A hybrid scheme should realise a good compromise between economic efficiency and political acceptability.

Plutôt que l’évidence du progrès, la complexité – voire la confusion – caractérise aujourd’hui l’Europe électrique. L’insertion de renouvelables intermittentes à grande échelle amplifie la difficulté de progression vers un régime de marchés électriques simple et efficace. La vocation de la nouvelle Chaire European Electricity Markets qui vient d’être installée à Paris Dauphine est de rentrerdans cette complexité pour explorer les solutions de second et de troisième rang qui permettraient d’améliorer la situation. La voie est étroite, mais il nous paraît possible, dans l’espace électrique européen, d’associer coordination publique, régime de marché et équité sociale. On le fait ici autour de sept recommandations, dont certaines concernent directement les enjeux de la transitionénergétique.

This would likely affect the relative competitive position of Quebec in North America. Using the Delphi technique and partial budgets, climate change scenarios for the 2050 period were elaborated and their impact on relative competitiveness assessed for Quebec and its competitors in North America. Results indicate that Quebec competitive position would improve due to more favorable conditions for corn and apple production and due to worsen conditions for the competitors in maple syrup production.

Dans un second temps, on examine comment de tels risques pour la sécurité humaine, avec une remise en cause des besoins fondamentaux de certaines populations ou une accentuation de leur précarité, peuvent se muer en enjeux de sécurité collective, notamment selon quatre modalités : exode rural accompagné d'une paupérisation des populations, sources de conflits localisés pour l'usage des ressources, tensions diplomatiques et conflits internationaux, et propagation à des régions initialement épargnées via des flux migratoires. This paper explores the relationships between climate change and security. Potential threats from climate change, as a unique source of stress or together with other factors, to human security are first examined. Some of the most explicit examples illustrate this section : food security, water availability, vulnerability to extreme events and vulnerability of small islands States and coastal zones. By questioning the basic needs of some populations or at least aggravating their precariousness, such risks to human security could also raise global security concerns, which we examine in turn, along four directions : rural exodus with an impoverishment of displaced populations, local conflicts for the use of natural resources, diplomatic tensions and international conflicts, and propagation to initially-unaffected regions through migratory flows.

Based on a critic of the choices of reactor technologies offered to export market, the Roussely report published on June 2010 recommends to crown the French electricity utility as the leader of a so-called "French team" and to let him free to negotiate the sale of reactor of any technology that it would prefer as a Gen-2 reactor for example, and to place the French nuclear reactor constructor in a position of sub-contractor. The government has not followed this recommendation rightly. Based on an analysis of the changing world market of reactors, we defuse the criticism addressed to Areva on his choice, as well as the recommendation to open the present catalog of reactors to other models. The analysis leads to underline the importance of Areva's technological and industrial resources and the limited advantages of the EDF's skills in matter of architect-engineering and nuclear operation for winning export contracts. At the end of the day the mercantile approach which motivates the promoters of this tentative reform for competing with entrants prosing low cost nuclear reactors has been disapproved by the government, and that before the Fukushima accidents. We conclude by observing that only a flexible coordination between French industrial players would be useful for improving export performances of the French nuclear industry. On analyse ici les propositions récentes de réorganisation de l'industrie française des réacteurs en vue d'accroître son efficacité à l'exportation. A partir d'une critique des choix de technologies offerts à l'export, le rapport Roussely recommandait de placer l'électricien national en chef de file libre de négocier la vente des réacteurs de son choix (dont des réacteurs Gen2) et de faire du constructeur français le sous-traitant du premier. Le gouvernement n'a pas suivi ces recommandations à juste titre. A partir d'une analyse du marché mondial des réacteurs en mutation, on relativise les critiques adressées à Areva sur ses choix ainsi que l'intérêt d'élargir le catalogue de réacteurs. Cette analyse permet de souligner l'importance des ressources technologiques et industrielles d'Areva dans la concurrence et l'avantage tout relatif des compétences d'architecte-ensemblier et d'exploitant de l'électricien national dans la conquête de marché à l'exportation. Au bout du compte, la démarche mercantile qui motivait les promoteurs de cette réforme en ambitionnant de concurrencer les entrants avec du nucléaire low cost a été désavouée par le gouvernement et ce avant même l'accident de Fukushima. Un peu plus de coordination à l'export serait juste nécessaire.

La dérive sémantique, observée en France aussi bien qu’à l’étranger, n’est pas anodine : ce concept à géométrie variable peut en réalitéjustifier des orientations et stratégies politiques qui se tournent le dos. Il est urgent de définir avec plus de rigueur ce qu’on appelle une transition énergétique et le type de celle qu’on veut mettre en œuvre. Les implications en sont importantes pour la prise dedécision comme le montre l’exemple du gaz de schiste pris ici en illustration.

C'est pourtant le Président François Hollande qui a proposé, en septembre 2012, que la réunion censée conclure un nouvel accord global sur le climat se tienne à Paris en décembre 2015. Les Etats-Unis, eux, ont déjà soumis - premier pays à l'avoir fait - leurs propositions clés pour la conférence. Tout reste à négocier. Les grandes orientations de l'accord qui devrait être signé à Paris sont cependant déjà connues : 1) pas d'accord international contraignant, mais seulement des " politiques nationales ", 2) pas d'engagement des Etats, mais seulement des " contributions " et, 3) fin de l'approche à deux vitesses ("bifurcated approach", selon les termes de la proposition américaine) de feu le Protocole de Kyoto, où seuls les pays développés s'étaient engagés, avec les résultats que l'on sait, à réduire leurs émissions. Cette fois, des contributions volontaires, de nature variable, sont attendues de la plupart des pays, y compris émergents et en développement. Mais les objectifs concrets de réduction des émissions de gaz à effet de serre que l'on peut déjà anticiper ne produiront pas, hélas, de miracle en matière de stabilisation des émissions. Pour qu'un compromis soit acceptable par le plus grand nombre, et sauvegarde la solidarité avec les pays et communautés les plus vulnérables, il y faudrait au minimum une diplomatie active bien en amont de décembre 2015. The climate issue doesn't seem to figure as a top priority on the agenda of the French government and diplomacy. Yet, it was the President, Francois Hollande, himself who suggested in September 2012 that the meeting, aiming to seal a new global agreement on climate change, should be held in Paris on December 2015. The U.S. however, has already submitted key proposals for the conference, and is the first to have done so. Everything is still up for negotiation. The broad lines of the agreement due to be signed in Paris are however already know: 1) no international binding agreement, but only the implementation of "national policies", 2) no member State commitment, but only "contributions" and 3) an end to the bifurcated approach (sic the American proposal) of the moribund Kyoto Protocol, where only developed countries were committed to reducing their greenhouse gas emissions with the result we know. This time round, voluntary contributions, of a diverse nature, are expected from the majority of countries, including those both emerging and developing. Unfortunately, however, the objectives already expected to be taken to reduce greenhouse gas emissions won't work miracles with regard to the stabilisation of emissions. Reaching a broadly acceptable compromise safeguarding solidarity with the most vulnerable countries and communities would require, at the very least, active diplomacy well ahead of December 2015.

Le secteur des transports peut-il se plier à cette exigence ?A l'aide du modèle TILT (Transport Issues in the Long Term), centré sur les relations macroéconomiques entre croissance économique, technologies, mobilité et émissions de C02, ce papier recherche les conditions à réunir pour que soit atteint, en France, le « facteur 4 ». Si les progrès techniques annoncés par les ingénieurs sont au rendez-vous, nous pouvons atteindre un facteur 2. L'autre moitié du chemin doit donc être réalisée par une modification des comportements des individus et des entreprises. Trois familles de scénarios sont proposées pour en illustrer le contenu de ces évolutions qui, pour certaines, constituent de véritables bouleversements. In order to limit the impacts of climate change on the planet, the IPCC advocates the reduction of green house gas emissions by half. This objective imposes a 75% (factor 4) reduction on developed countries, like France. Can the transport sector meet this objective?Using the TILT model (Transport Issues in the Long-Term) -which takes into account the macroeconomic links existing between economic growth, technology, mobility and emissions- this paper looks into the necessary conditions in order to attain a factor 4. If technological progresses announced by engineers are met, we can get to a factor 2 (50% reduction), the rest of the reductions will have to be attained by changes in behavior and practices. Three scenario families are proposed in order to better illustrate the adjustments.

Il s'interroge ainsi sur les risques économiques et politiques auxquels les permis d'émission négociables pourraient être exposés du fait de pouvoirs de marché ou de distorsions dynamiques. Les seconds s'avèrent les plus difficiles à contrôler. Si la déconcentration des positions nationales est envisageable, aucun organisme international ne peut prétendre fixer, une fois pour toutes, les objectifs à long terme. Dès lors, anticipant que le montant des quotas futurs sera toujours ajusté au vu des tendances réelles, beaucoup de pays ne s'engageront pas dans des programmes structurels suffisamment ambitieux. Cela risque de compromettre l'efficacité de l'action climatique et de fragiliser plus encore le consensus qui lui est nécessaire. While one may reasonably expect national positions being decentralized, the Climate Convention cannot commit on long term emission objectives. As a consequence, there is room for strategic behaviour by governments. Structural public programs, crucial to curb long term emissions, are likely to be scaled down because governments expect post-2012 quotas to be revised according to observed trends. This might jeopardize the climate action and further weaken the political consensus it requires. Are carbon taxes a better policy option ? It might be the case provided the tax is levied at the international level, but this option faces political obstacles. A hybrid scheme should realise a good compromise between economic efficiency and political acceptability.

Plutôt que l’évidence du progrès, la complexité – voire la confusion – caractérise aujourd’hui l’Europe électrique. L’insertion de renouvelables intermittentes à grande échelle amplifie la difficulté de progression vers un régime de marchés électriques simple et efficace. La vocation de la nouvelle Chaire European Electricity Markets qui vient d’être installée à Paris Dauphine est de rentrerdans cette complexité pour explorer les solutions de second et de troisième rang qui permettraient d’améliorer la situation. La voie est étroite, mais il nous paraît possible, dans l’espace électrique européen, d’associer coordination publique, régime de marché et équité sociale. On le fait ici autour de sept recommandations, dont certaines concernent directement les enjeux de la transitionénergétique.

This would likely affect the relative competitive position of Quebec in North America. Using the Delphi technique and partial budgets, climate change scenarios for the 2050 period were elaborated and their impact on relative competitiveness assessed for Quebec and its competitors in North America. Results indicate that Quebec competitive position would improve due to more favorable conditions for corn and apple production and due to worsen conditions for the competitors in maple syrup production.

C'est ce que se propose d'explorer cet article en considérant d'abord les menaces qu'il fait peser sur la sécurité humaine, seul ou conjugué à d'autres facteurs. En sont présentés les exemples les plus significatifs, comme les questions de sécurité alimentaire, de disponibilité de l'eau, de vulnérabilité aux événements extrêmes ou de vulnérabilité des territoires insulaires et des régions côtières. Dans un second temps, on examine comment de tels risques pour la sécurité humaine, avec une remise en cause des besoins fondamentaux de certaines populations ou une accentuation de leur précarité, peuvent se muer en enjeux de sécurité collective, notamment selon quatre modalités : exode rural accompagné d'une paupérisation des populations, sources de conflits localisés pour l'usage des ressources, tensions diplomatiques et conflits internationaux, et propagation à des régions initialement épargnées via des flux migratoires. This paper explores the relationships between climate change and security. Potential threats from climate change, as a unique source of stress or together with other factors, to human security are first examined. Some of the most explicit examples illustrate this section : food security, water availability, vulnerability to extreme events and vulnerability of small islands States and coastal zones. By questioning the basic needs of some populations or at least aggravating their precariousness, such risks to human security could also raise global security concerns, which we examine in turn, along four directions : rural exodus with an impoverishment of displaced populations, local conflicts for the use of natural resources, diplomatic tensions and international conflicts, and propagation to initially-unaffected regions through migratory flows.

Based on a critic of the choices of reactor technologies offered to export market, the Roussely report published on June 2010 recommends to crown the French electricity utility as the leader of a so-called "French team" and to let him free to negotiate the sale of reactor of any technology that it would prefer as a Gen-2 reactor for example, and to place the French nuclear reactor constructor in a position of sub-contractor. The government has not followed this recommendation rightly. Based on an analysis of the changing world market of reactors, we defuse the criticism addressed to Areva on his choice, as well as the recommendation to open the present catalog of reactors to other models. The analysis leads to underline the importance of Areva's technological and industrial resources and the limited advantages of the EDF's skills in matter of architect-engineering and nuclear operation for winning export contracts. At the end of the day the mercantile approach which motivates the promoters of this tentative reform for competing with entrants prosing low cost nuclear reactors has been disapproved by the government, and that before the Fukushima accidents. We conclude by observing that only a flexible coordination between French industrial players would be useful for improving export performances of the French nuclear industry. On analyse ici les propositions récentes de réorganisation de l'industrie française des réacteurs en vue d'accroître son efficacité à l'exportation. A partir d'une critique des choix de technologies offerts à l'export, le rapport Roussely recommandait de placer l'électricien national en chef de file libre de négocier la vente des réacteurs de son choix (dont des réacteurs Gen2) et de faire du constructeur français le sous-traitant du premier. Le gouvernement n'a pas suivi ces recommandations à juste titre. A partir d'une analyse du marché mondial des réacteurs en mutation, on relativise les critiques adressées à Areva sur ses choix ainsi que l'intérêt d'élargir le catalogue de réacteurs. Cette analyse permet de souligner l'importance des ressources technologiques et industrielles d'Areva dans la concurrence et l'avantage tout relatif des compétences d'architecte-ensemblier et d'exploitant de l'électricien national dans la conquête de marché à l'exportation. Au bout du compte, la démarche mercantile qui motivait les promoteurs de cette réforme en ambitionnant de concurrencer les entrants avec du nucléaire low cost a été désavouée par le gouvernement et ce avant même l'accident de Fukushima. Un peu plus de coordination à l'export serait juste nécessaire.
