It is determined that in comparison with Ukraine the European countries implement the basic principles of circular economy successfully. The shares of such problem waste recycling as plastic, organic waste, electric and electronic equipment waste grow annually. The European Union legislation on circular economy and bioeconomy responds the global challenges and the needs of industrial enterprises, and may become a guideline for filling and improvement of Ukrainian legislation. The characteristics of successful European business-models were presented. The role of financial component in circular economy projects realization. Based on the European Union countries experience the benefits and challenges of circular economy that Ukraine may face are determined.

GUMENYUK, B.E.;Nowadays, the issue of resource saving is increasingly brought up for discussion. This is due to serious concerns about the problem of Ecology, depletion of land resources and economic efficiency of production. Resource saving is a set of measures associated with the economical and efficient use of different production factors. The Government plays a significant part in the formation and development of resource saving in the country. Such important instruments of regulation of spheres of economic activity as investment, monetary, tax, price, legislative, program–target, informational, administrative–organizational and managerial and stimulating, on the one hand, allow to support organizations, on the other hand, limit and control them, setting the direction of development of their activities to conserve natural resources. As the title implies the article describes the main factors of influence and directions of state regulation of the resource–saving development management system of the enterprise in different countries. Factors of external and internal influence on the management of the development of resource conservation of the enterprise were clustered and considered. The article gives a detailed analysis the crucial of public policy for development resource conservation of enterprises, because a major reforms, modernization and re–equipment process of enterprises are impossible without strong state support. Much attention is given to determinate some directions of state policy in the management system of resource saving on the example of different countries of the world. A system of principles of resource conservation in developed countries is proposed and justified. Moreover, the main motivational incentives for the use of renewable energy sources by the CIS and European Union countries are considered. The article touches upon the main issues of state regulation and management of the development of resource conservation of enterprise. The article also reveals the main problems from the point of view of resource management and resource conservation development for Ukrainian enterprises.

Objective of the article is to highlight the core and do research into the common factors and newest trends concerning institutional support of international economic cooperation in the sphere of renewable energy. Method. When in use for article preparation the following general scientific research methods were used: historical and logical methods are applied while investigating into international experience and analysis of international economic cooperation evolution in energy area; abstract and specific methods as well as methods of analysis and synthesis are used for justification of priorities, rules and goals of institutional support of international economic cooperation in the sphere of renewable energy and definition of international organizations role while their implementing. Causal (cause-and-effect) method of scientific research is employed to determine priorities and challenges regarding institutional support of international economic cooperation in the sphere of renewable energy development as an essential part of the sustainable development transition processes. Results. The development of renewable energy in XXI century has become a strategic priority of world energy market modernization, promotes the solution to the problem of global warming, reduces the risks of CO2 emissions as well as related risks of increase in climate refugees, world countries’ coastal areas flooding, so reduces a risk of famine and incidence of poverty among the Earth population. Institutional support of renewable energy development is provided by such international organizations as UN, UNDP, UNEP, URS, BASE, UNIDO, IRENA etc. UN Framework Convention on Climate Change (UNFCCC), Kyoto Protocol (expired), Paris Agreement on Climate Change were adopted. According to UNDP forecasts, scenarios for the share of renewables in world supplies by 2050 in balance of fuels and electric power ranges widely from just 27 percent to 54 percent and will rank the leading positions among other sources of energy resources on the Earth. Among the priorities of international economic cooperation in the sphere of renewable energy there are the following: providing institutional support of renewable energy production growth, development and introduction of ‘green tariffs’, benefits and economic stimuli as well as principles of energy efficiency and energy-saving. Institutional support of energy infrastructure development, transportation and transit, conservation and rational use of renewable energy resources is of great importance. Range of results application. International economic affairs and world economy. Conclusions. Among the main priorities of institutional support of international economic cooperation in the sphere of renewable energy development the following ones should be mentioned: organization of international consultations on framework development in the sphere of renewable energy promoting and use; drawing-up the rules and principles of safety and rational energy consumption; promoting technology and knowledge transfer development in the sphere of renewable energy; establishment of regional R&D centers as well as centers of experience exchange in the sphere of renewable energy development; distribution of successful world experience in the sphere of renewable energy use; planning of financial provision of the program on renewable sources of energy use; compilation of statistical data in the sphere of renewable energy development; monitoring and adjustment of strategies on renewable energy development. Transition to global renewable energy use is an essential part of a process of sustainable development in the XXI century.

World’s energy consumption grows constant growth and according to the forecast it will continue grow in future. The use of coal, natural gas, biofuels and waste in the world will increase, as well as energy from wind, solar and other energy sources, including in agriculture and forestry. The use of fuel and electricity on farms is as critical for sustainable development and energy saving as the use of soil and water. Energy efficiency is an integral part of sustainable agriculture. Progress in energy efficiency, which is already lagging behind, faces further setbacks due to Covid-19 pandemic. Energy consumption in agriculture is only a small share of total final energy consumption in Europe. Moreover, energy consumption in agriculture has declined rapidly over the last 20 years. However, there is a significant difference among EU member states. There is no single solution to increase energy efficiency in agriculture. In Ukraine, the consumption of renewable energy sources and biofuels in agriculture and forestry shows increase. Ukraine is reducing agricultural production slowly and unevenly while switching to biofuels and almost not switching to alternative energy sources and replacing it with anthracite or biofuels due to the rising cost of natural gas. Significant potential for reducing the energy intensity of Ukraine's GDP lies in improving the energy efficiency of agricultural industry, but the realization of this potential is complicated by industry-specific shortcomings: high energy consumption of prosecution, which reduces competitiveness of products in the market; low energy efficiency of labor, which does not correspond to the current level of development of agricultural technologies and equipment.

The essence of the term "sustainable development" and related economic terms are analyzed, the main components (social, ecological, economic) and the guidelines of this concept are singled out. The emphasis is placed on the relationship between the concept of sustainable development and the theory of capital conservation, which involves the allocation of two types of sustainability – strong and weak. It is determined that in comparison with Ukraine the European countries implement the basic principles of circular economy successfully. The shares of such problem waste recycling as plastic, organic waste, electric and electronic equipment waste grow annually. The European Union legislation on circular economy and bioeconomy responds the global challenges and the needs of industrial enterprises, and may become a guideline for filling and improvement of Ukrainian legislation. The characteristics of successful European business-models were presented. The role of financial component in circular economy projects realization. Based on the European Union countries experience the benefits and challenges of circular economy that Ukraine may face are determined.

GUMENYUK, B.E.;Nowadays, the issue of resource saving is increasingly brought up for discussion. This is due to serious concerns about the problem of Ecology, depletion of land resources and economic efficiency of production. Resource saving is a set of measures associated with the economical and efficient use of different production factors. The Government plays a significant part in the formation and development of resource saving in the country. Such important instruments of regulation of spheres of economic activity as investment, monetary, tax, price, legislative, program–target, informational, administrative–organizational and managerial and stimulating, on the one hand, allow to support organizations, on the other hand, limit and control them, setting the direction of development of their activities to conserve natural resources. As the title implies the article describes the main factors of influence and directions of state regulation of the resource–saving development management system of the enterprise in different countries. Factors of external and internal influence on the management of the development of resource conservation of the enterprise were clustered and considered. The article gives a detailed analysis the crucial of public policy for development resource conservation of enterprises, because a major reforms, modernization and re–equipment process of enterprises are impossible without strong state support. Much attention is given to determinate some directions of state policy in the management system of resource saving on the example of different countries of the world. A system of principles of resource conservation in developed countries is proposed and justified. Moreover, the main motivational incentives for the use of renewable energy sources by the CIS and European Union countries are considered. The article touches upon the main issues of state regulation and management of the development of resource conservation of enterprise. The article also reveals the main problems from the point of view of resource management and resource conservation development for Ukrainian enterprises.

Objective of the article is to highlight the core and do research into the common factors and newest trends concerning institutional support of international economic cooperation in the sphere of renewable energy. Method. When in use for article preparation the following general scientific research methods were used: historical and logical methods are applied while investigating into international experience and analysis of international economic cooperation evolution in energy area; abstract and specific methods as well as methods of analysis and synthesis are used for justification of priorities, rules and goals of institutional support of international economic cooperation in the sphere of renewable energy and definition of international organizations role while their implementing. Causal (cause-and-effect) method of scientific research is employed to determine priorities and challenges regarding institutional support of international economic cooperation in the sphere of renewable energy development as an essential part of the sustainable development transition processes. Results. The development of renewable energy in XXI century has become a strategic priority of world energy market modernization, promotes the solution to the problem of global warming, reduces the risks of CO2 emissions as well as related risks of increase in climate refugees, world countries’ coastal areas flooding, so reduces a risk of famine and incidence of poverty among the Earth population. Institutional support of renewable energy development is provided by such international organizations as UN, UNDP, UNEP, URS, BASE, UNIDO, IRENA etc. UN Framework Convention on Climate Change (UNFCCC), Kyoto Protocol (expired), Paris Agreement on Climate Change were adopted. According to UNDP forecasts, scenarios for the share of renewables in world supplies by 2050 in balance of fuels and electric power ranges widely from just 27 percent to 54 percent and will rank the leading positions among other sources of energy resources on the Earth. Among the priorities of international economic cooperation in the sphere of renewable energy there are the following: providing institutional support of renewable energy production growth, development and introduction of ‘green tariffs’, benefits and economic stimuli as well as principles of energy efficiency and energy-saving. Institutional support of energy infrastructure development, transportation and transit, conservation and rational use of renewable energy resources is of great importance. Range of results application. International economic affairs and world economy. Conclusions. Among the main priorities of institutional support of international economic cooperation in the sphere of renewable energy development the following ones should be mentioned: organization of international consultations on framework development in the sphere of renewable energy promoting and use; drawing-up the rules and principles of safety and rational energy consumption; promoting technology and knowledge transfer development in the sphere of renewable energy; establishment of regional R&D centers as well as centers of experience exchange in the sphere of renewable energy development; distribution of successful world experience in the sphere of renewable energy use; planning of financial provision of the program on renewable sources of energy use; compilation of statistical data in the sphere of renewable energy development; monitoring and adjustment of strategies on renewable energy development. Transition to global renewable energy use is an essential part of a process of sustainable development in the XXI century.

World’s energy consumption grows constant growth and according to the forecast it will continue grow in future. The use of coal, natural gas, biofuels and waste in the world will increase, as well as energy from wind, solar and other energy sources, including in agriculture and forestry. The use of fuel and electricity on farms is as critical for sustainable development and energy saving as the use of soil and water. Energy efficiency is an integral part of sustainable agriculture. Progress in energy efficiency, which is already lagging behind, faces further setbacks due to Covid-19 pandemic. Energy consumption in agriculture is only a small share of total final energy consumption in Europe. Moreover, energy consumption in agriculture has declined rapidly over the last 20 years. However, there is a significant difference among EU member states. There is no single solution to increase energy efficiency in agriculture. In Ukraine, the consumption of renewable energy sources and biofuels in agriculture and forestry shows increase. Ukraine is reducing agricultural production slowly and unevenly while switching to biofuels and almost not switching to alternative energy sources and replacing it with anthracite or biofuels due to the rising cost of natural gas. Significant potential for reducing the energy intensity of Ukraine's GDP lies in improving the energy efficiency of agricultural industry, but the realization of this potential is complicated by industry-specific shortcomings: high energy consumption of prosecution, which reduces competitiveness of products in the market; low energy efficiency of labor, which does not correspond to the current level of development of agricultural technologies and equipment.

The essence of the term "sustainable development" and related economic terms are analyzed, the main components (social, ecological, economic) and the guidelines of this concept are singled out. The emphasis is placed on the relationship between the concept of sustainable development and the theory of capital conservation, which involves the allocation of two types of sustainability – strong and weak.
