We will develop an evidence-based business plan for interoperability, beginning with CEF support and then sustainable revenue streams for developing and operating self-funding priority pan-European eHealth Services beyond 2020. Our rich multi-stakeholder consortium of experienced partners and funded experts will fuse many essential viewpoints to action the work and importantly endorse and champion our business plan to ensure sustainability of the CEF beyond 2020. Starting with use cases already proposed for the CEF by the eHealth Network, we will adopt a robust methodology to prioritise additional use cases relevant to Member States for cross-border and also within border health needs. We will design a business model and multiple stakeholder Value Propositions for European-scale interoperability, construct the multisided market needed to sustain investments in CEF services and perform Cost Benefit Assessment and risk assessments. We will analyze costs for delivering the prioritised use cases, developing and maintaining the required assets and derive a costed deployment roadmap for generic and healthcare-specific services. We will provide a gap analysis of standards, specifications and translations plus their priority and estimated cost. We will collate success strategies for promoting EHRs, and of organisational changes needed to capitalise on richly interoperable EHRs, as a roadmap of scale-up adoption strategies, incentives and funders. Finally, we will integrate and validate these results in a definitive Business Plan and Sustainability Strategy for public-private investment in digital eHealth services, as clear guidance to the CEF on how it may construct its digital service infrastructure Building Blocks for health, to ensure maximum value and optimal sustainability beyond 2020.

Synergy with strategic initiatives in MS and a new model for impactful collaborations are needed to address the challenges for health. ERA4Health brings the opportunity to increase EU transnational collaborative research funding by creating a funding body for joint programming in priority areas addressing EU Public Health Needs, with total duration of 7 years. ERA4Health focuses on tackling diseases and reducing disease burden and the following challenges: 1) the increasing demand for a better quality of life and a better care of patients, 2) the need to transform public health care systems in more effective, efficient, equitable, accessible, and resilient ones and 3) the need to strengthen disease prevention and health promotion. In this view, ERA4Health objectives are: .SO1- Support relevant medical research including clinical fields and intervention areas (prevention, diagnosis, treatment) .SO2- Improve the utilisation of existing health technologies in clinical practice .SO3- Build capacity, in particular in conducting Investigator Initiated Clinical Studies at EU scale .SO4- Implement and advance the practice of RRI across the breadth of the programme ERA4Heatlth will be implemented in 2 phases: . Phase 1 (2 years) will implement joint calls focused on nutrition and lifestyle-related diseases, cardiovascular diseases and nanomedicine (4 in two years). In parallel, it will establish a supporting framework to overcome the challenges in launching international IICSs joint calls. . Phase 2, if the EC approves it: additional multinational calls for IICSs and joint calls for other priority areas will be launched in accordance with the decision of the Health Programme Committee taken at the end of previous Phase 34 partners (20 from EU, 3 Third Countries associated to HE and 2 non-associated, non EU), will commit 90,510,000€, during the 3 first years, as financial support to third parties.

Assembling at the time of this proposal submission a shared commitment of 47 health actors, the underlying idea of this project is to develop the basis for a workable, interoperable, secure and cross border Electronic Health Record exchange Format in order to lay the foundation for the advance of eHealth sector while using the 3 pillars put forward by the EC as reference. Aimed at promoting a faster and sustainable EU digital transformation, this Cooperative and Support Action is made up of 8 Work Package in which 4 exclusively focus on technical-functional activities (WP4 to WP7). From Generic Aspects to System Architecture and Integration, passing by Functional and Technical Specifications, X-eHealth objective is to move towards a uniform interoperable data-sharing format framework. In addition, to enhance EU’s public health state of play, WP1 and WP8 are responsible for implementation studies, practicality and continuity of eHealth interoperability development. On this basis and building upon the already in place Patient Summary, X-eHealth purpose is to develop the foundations for a common framework for medical imaging, discharge letters, laboratory results and rare diseases to flow both alongside citizens care pathway and across health entities between EU Member States and Neighbour Countries. Focus on cross-border services, this consortium aims to advance an interoperable Common European Health Data Space for citizens and health providers engagement in accordance with privacy and cybersecurity regulations. To achieve this end, X-eHealth gathers 36 consortium partners plus 5 collaborative partners and 6 eHealth skilled experts, eager to develop the abovementioned 4 domains, and distinguished by policy and political actors mixed with national competent authorities to indeed concretely plan, implement and maintain national eHealth infrastructures.

The European Partnership on Transforming Health and Care Systems (THCS) represents a unique strategic opportunity to bring together stakeholders, create synergies, coordinate Research and Innovation actions, facilitate the digitization of health and care services and support the transformation of health and care systems with innovative solutions driven by knowledge and evidence. The general objective of THCS is to contribute to the transition towards more sustainable, efficient, resilient, inclusive, innovative and high-quality people-centred health and care systems equally accessible to all people. For this purpose, THCS aims not only to create new knowledge and scientific evidence but to co-design new solutions and support their transfer and scale-up across countries and regions while also fostering capacity building. The approach for a successful and smooth implementation of THCS will focus on three main work streams: 1) Filling the knowledge gaps with research actions aiming at providing the necessary evidence, 2) Implementation and transfer aiming at supporting actions focusing on the testing of existing solutions and adaptability in different national and regional contexts, and 3) Boosting health and care systems through dedicated activities (capacity building and trainings, study visits, technical assistance, twinning, networking) involving different health and care stakeholders. To address these three work streams, THCS is built around four pillars that group different types of activities addressing different types of stakeholders of the health and care system. The activities are organised in ten Work Packages working closely together to achieve the objectives of the Partnership and clustered in the four Pillars.
