These interventions, consist of smart enforcement tools, space redesign and dynamic allocation, shared services, and integration of active and green modes of transportation. They will be specifically co-designed and co-created with identified “vulnerable to exclusion” user groups, local authorities and relevant stakeholders. The interventions will be demonstrated in 6 Lighthouse and 6 Follower cities across Europe with three principal aims: i) to collect, assess and analyse user needs and requirements towards a safe and inclusive mobility and climate neutral cities; ii) to collect and share rich information sets made of real data, traces from dedicated toolkits, users’ and stakeholders’ opinions among the cities, so as to increase the take up of the innovations via a twinning approach and iii) to generate detailed guidelines, policies, future roadmap and built capacity for service providers, planning authorities and urban designers for the optimum integration of such inclusive and safe mobility interventions into Sustainable Urban Mobility Plans (SUMPs). The Lighthouse cities are: Milan (Italy), Copenhagen (Denmark), Helsinki (Finland), Issy-les-Moulineaux (France), Zaragoza (Spain) and Trikala (Greece). The Follower cities are Lund (Sweden), Liberec (Czech Republic), Velejne (Slovenia), Ioannina (Greece), Split (Croatia) and Krusevac (Serbia).

Urban regeneration has renovated public spaces, redeveloped city centers, and established innovation districts. Smart cities have implemented technological systems, such as transport management, water and contamination monitoring, and energy-efficient buildings. A new sustainable approach, including recycling, renaturalization, and recovery, has emerged in response to the demand for environmental sensitivity in urban planning. These strategies have mainly been applied to wealthy areas to attract tourism and companies, repositioning cities in the global economic framework. However, applying these regeneration strategies, smart systems, and renaturalization processes to deprived areas is crucial. These areas tend to face multiple urban problems, such as pollution, social and cultural issues, lack of services and low-quality built environments, and public spaces, leading to issues related to liveability, functionality, quality of life, social cohesiveness, and physical and mental health. Moreover, there is a growing need for climate change adaptation strategies, which has led to the implementation of Nature Based Solutions (NBS). However, a new pattern is emerging, which considers nature as a stakeholder in itself, beyond the ecosystem services it provides. Innovative technologies such as AI, machine learning, and immersive realities are also emerging, which can enhance the accuracy of information delivery and people engagement. GreenIn Cities aims to develop methodologies and tools for collaborative climate mitigation and adaptation urban planning approaches, specifically for deprived areas, addressing three main challenges: improving societal readiness level and awareness of vulnerable groups, going beyond classical greening and renaturing interventions, and leveraging cutting-edge technologies to enhance co-creation and maximize urban regeneration impacts.

Central specific objectives are to provide (1) a robust methodological framework for functional rural areas, (2) databases integrating data of different types and sources, (3), improved strategies and governance approaches for rural decision makers and stakeholders, and (4) improved approaches for rural impact assessment and decentralised rural proofing. RUSTIK aims to substantially contribute to enhancing existing European policy tools and approaches, most of all to support the European Green Deal, the European Digital Strategy, the European pillar of Social Rights and the EU Long-Term Vision for Rural Areas of the European Union. RUSTIK addresses the topic by illuminating three key transitions in rural areas, i.e. (1) socio-economic, (2) climate change and environmental, and (3) digital. Five types of rural functions are RUSTIK’s starting point for characterising the diversity of rural areas and their capacity to respond to these transitions. In order to achieve its overarching and specific objectives, RUSTIK will (1) create a conceptual basis for functional rural areas, transition and resilience of rural areas building on previous research, (2) co-design data collection approaches, and (3) investigate policy frameworks and coordination mechanisms. Closely interrelated with all of these activities, Living Labs in 14 European Pilot Regions in 10 European countries will be the central element of an action-oriented multi-actor approach to researching rural diversity and societal transformations.

REFEREE will help households, businesses, financing institutions, policy makers and other relevant stakeholders to evaluate the multiple impacts of their energy efficiency choices. It will encompass the assessment of energy efficiency investments in a variety of ecosystems, including low income regions and socially imbalanced societies. To fulfil these objectives, the project will design and develop an integrated set of analysis tools from the macro-economic level to the micro level at consumer and firm scale. Through a user-friendly interface, it will then develop a Policy Support System will allow policy makers, businesses, financial institutions and others to better understand the real value of energy efficiency policies and their cost effectiveness. It will also allow them to develop more effective plans, means and measures. To maximise the impact of the REFEREE policy support tool, stakeholders will be involved from the inception of the project, through concrete opportunities for its co-development, pilot studies, and focused dissemination and communication actions. Thanks to a unique consortium structure and strategic partnerships, REFEREE can offer an unprecedented effort of dissemination and exploitation with focus on state, municipal as well as entrepreneurial decision makers in the framework of the multilevel governance approach.
