    STARDUST serves as smart connector bringing together advanced European cities and citizens of Pamplona (ES), Tampere (FI) and Trento (IT) - with the associated follower cities of Derry (UK), Kozani (GR) and Litomerice (CZ). These six cities, collaborating with relevant industrial partners, including a variety of innovative local SME, and supported by academia and research centres will demonstrate three lighthouse cities, deploy intelligent integration measures, test and validate technical solutions and innovative business models, and deliver blueprints for replication throughout Europe and abroad. The objective of STARDUST project is to pave the way towards the transformation of the carbon supplied cities into Smart, high efficient, intelligent and citizen oriented cities, developing urban technical green solutions and innovative business models, integrating the domains of buildings, mobility and efficient energy through ICT, testing and validating these solutions, enabling their fast roll out in the market . The core idea of the STARDUST project is the demonstration of different “innovation islands” as urban incubators of technological, social, regulatory and market solutions which, once validated, could contribute to this objective of transformation of our cities towards Smart Cities. The integrated approach of STARDUST is based in the combination of technological solutions with human being reflected in joint decision making, economic constraints, citizen’s governance, etc. The STARDUST Smart City concept has been designed to enhance the integration of all these aspects to define a new Urban Metabolism.

    Navarra is a region with more than 272 municipalities, 640,000 inhabitants and it is member of the Euroregion Aquitaine- Basque Country - Navarra. Navarra has made a great effort to advance in the development of renewable energy in recent years: 20 percent of the energy currently consumed in Navarra comes from renewables. And now Navarra has developed a very ambitious energy plan for the region "Navarra for 2030" which integrates 4 objectives linked with the reduction of CO2 emissions, the increase in percentage of renewables, maintaining security in energy supply and reducing energy poverty. Such objectives are to be achieved through technological innovation, management innovation and innovation in financial models. Our project SustaiNAVility intends to work as a promoter of this plan in the area of energy efficiency, in particular supporting the goal of the plan of "Reducing 30% consumption of primary energy with respect to the figures projected by the EU for 2020 in energy efficiency". This 3-year project has the general objective to promote under the umbrella of the energy plan of Navarra, energy efficiency in the region of Navarra in 3 target groups: public entities (municipalities and public buildings), private buildings (citizens) and enterprises, promoting an investment of 16.3 million euros in renewable and energy efficiency. The concept of SustaiNAVility is the utilisation of the regional grants as boosters or drivers of the energy efficiency related investments, in projects incorporating the state of the art in technology and new funding schemes. The current project will have to face the following four challenges: - Technological innovation. - New services and funding schemes. - Business opportunities. - Citizenship involvement.

    The technical and economic viability of sustainable energy projects is of great interest to public institutions, businesses and individuals due to the associated energy savings and the additional economic and environmental benefits. The EU has articulated numerous mechanisms to encourage the mobilization of investment in terms of sustainable energy, and in Spain there are currently several of them applied to finance such projects. However, there is a set of barriers that hinders a greater development of them, standing out the lacks of: - trust among investors in financial viability; - public and private capabilities in project structuring; and - emblematic successful cases that can be a reference model. ENERINVEST addresses those issues by creating a consulting platform which will provide financial, technical and legal solutions to sustainable energy, facilitating the dialogue among the different stakeholders involved. ENERINVEST aims to become the reference Spanish platform in the field of sustainable energy projects financing, which covers the existing gap between the financial sector and the sustainable energy sector, hence, promoting a higher and more efficient investment in sustainable energy projects. This work is translated in: - gathering and organizing all current information, regulation and existing financial models in Spain; - identifying and promoting successful cases of innovative financial models; - creating an e-platform with an assessment and meeting tool for preliminary market assessments; - establishing working groups with stakeholders to join forces for the promotion of financial mechanisms for the execution of sustainable energy projects; - developing communication activities of the platform to foster its visibility and disseminating the results The main interested parties in ENERINVEST’s activities and results are the following target groups: projects promoters; financial entities, investors and policy makers and other stakeholders in energy and financing.
