Deliver sAfe and Social Housing - Housing is an important point of reference for citizens; the home is more than a physical framework for daily life: It is the social focal point of life through its contextual location and the relations it possesses. A proper and well-functioning home at an affordable price is of major importance for the individual. Good and healthy housing in attractive environments gives the residents and especially the children optimal opportunities to achieve a high standard of living and opportunities in life. Living in sub-standarHousing is an important point of reference for citizens; the home is more than a physical framework for daily life: It is the social focal point of life through its contextual location and the relations it possesses. A proper and well-functioning home at an affordable price is of major importance for the individual. Good and healthy housing in attractive environments gives the residents and especially the children optimal opportunities to achieve a high standard of living and opportunities in life. Living in sub-standard housing in difficult environments leads to inferior opportunities in life. Thus, housing policy has major impact on society and individuals. European societies are dynamic entities influenced by social, economic, demographic, and cultural influences. Recent decades have seen increasing social inequalities, more diverse demographic patterns, and changing preferences for big city life. Overall, the existing housing system and housing type are challenged; the need for large family homes is reduced when the proportion of families with children is significantly reduced. On the other hand, the need for smaller homes for singles and couples without children is increasing. In addition, there are growing regional differences in housing needs across Member States; while especially large cities are experiencing tremendous pressure on the housing market, the housing market in peripheral rural areas has stalled.

Objective is to develop and to demonstrate technologies and components for prefabricated modular renovation elements in five geo-clusters in Europe. This includes prefabricated durable, innovative, modular composed building envelope elements for the total building envelop for the renovation market, including the prefab integration of multifunctional components for climate control, energy saving, building physics and aesthetics, with advanced easy to use plug&play connections (mechanical, hydraulic, air, electric, prefab airtight joints). MORE-CONNECT offers tailor-made renovation concepts, from a standardized industrialized manufacturing and assembly process, in a one-shop-stop concept to the end-user, with a nearly zero energy performance of the total modular renovation concepts, a maximum return on investment less than 8 years and with a limitation of the total renovation time of 5 days. The concept offers performance guarantee for individual energy use and the quality of the indoor environment. Product innovation includes the selection of sustainable materials and sustainable detailing. A specific feature is the development of Plug & Play connection of modular components. Smart combinations of components and executions ensure extra performances for NZE concepts, healthy indoor environment, safety, accessibility. Components communicate by integrated (wireless) sensors and control components for performance diagnostics and control. Process innovation will be achieved by the use of advanced geomatics to make inventories of buildings. Webbased tools will link building characteristics, building (energy) potentials, and end-users demands to program requirements. This will be processed in BIM systems for the steering industrial process and enhanced quality control. This makes it possible to make tailor-made solutions for individuals, in mass production (n =1 series). Business models and advanced energy services (one-stop-shop) will be developed for each geo cluster.

Today's building permit issuance is mainly a manual, document-based process. It therefore suffers from low accuracy, low transparency and low efficiency. This leads to delays and errors in planning, design and construction. Several EU countries have developed attempts to push forward the digitalisation of building permit procedures. But none of these have led to complete adoption of digital building permit processes within municipalities. The aim of CHEK is to take away barriers for municipalities to adopt digital building permit processes by developing, connecting and aligning scalable solutions for regulatory and policy context, for open standards and interoperability (geospatial and BIM), for closing knowledge gaps through education, for renewed municipal processes and for technology deployment in order to reach TRL 7. CHEK will do this by providing an innovative kit of both methodological and technical tools to digitise building permitting and automated compliance checks on building designs and renovations in European urban areas and regions. The CHEK consortium consists of a multidisciplinary team covering GIS, BIM, municipal processes and planning, data integration and standardisation. In addition, the consortium is a multisectoral mix of research&education, AEC- and software-companies, governmental institutions, and international standardisation organisations. The multisectoral and multidisciplinary consortium is essential to align and connect all aspects of digital permit processes required to meet the highly ambitious project objectives. Several partners are already collaborating in the European Network for Digital Building Permit (EUnet4DBP). The institutions in the advisory board, representing governments and municipalities of other European countries, will further assist the development, exploitation, and upscaling of results. The best practices and developed software following the logic of OpenAPI will enable replicability in any other European country.
