Despite existing efforts, there remains a significant gap in early-stage support for managing these assets, essential for creating and strengthening spin-offs from research activities. The project aims to support PROs and their spin-offs in aligning their entrepreneurial efforts with key EU guidelines and Codes of Practice. IAM4RE.eu facilitates a transition from IP management to a broader IA management framework, moving beyond simple commercialization to focus on value creation that can benefit the broader innovation ecosystem. The initiative will focus on capacity-building and the development of modular educational resources, including training suites, a massive open online course (MOOC), and a "train-the-trainer" program, aimed at enhancing skills in knowledge valorization and standardization across Europe. The project will also create and support the delivery of practical tools and services to help PROs and AcIs implement these practices effectively and will produce Policy Guidelines for PROs decision-makers supporting the transition towards more effective internal IAM. All contents will be tested through real-world application in selected PROs to ensure their effectiveness, with the ultimate goal of scaling these practices across Europe. The consortium, comprising leading EU organizations in entrepreneurship, IAM, and standardization, will leverage their collective expertise to design and deliver educational content, services, and policy guidelines. The IAM4RE.eu project emphasizes long-term sustainability, with strategies in place for the dissemination of its outputs, direct exploitation of KERs, including establishing a community of practice to ensure ongoing impact.

IMPAC3T-IP aims to identify current gaps and shortcoming in available licensing tools for 3 main scenarios, stakeholders, IP assets and licensing outcomes; investigate new and emerging technology trends to support licensing and evaluate the feasibility of incorporating them into the tool-box either now or in the future; develop, test, pilot and refine the tool-box through stakeholder engagement and launch, disseminate and sustain the toolbox through a sustainable accredited and certified ‘user’ and ‘trainer’ training programme (IMPAC3T-IP Academy). These objectives are pertinent to the Destination of the HORIZON-CL4-2023-HUMAN-01-31 work program to deliver a human-centred and ethical development of digital and industrial technologies, particularly by enabling a wider range of desired licensing outcomes alongside pure economic benefit e.g. impact, and socially responsible licensing, as well as by systematically expanding the range of IP assets to be supported for licensing beyond the traditional industrial rights for inventions (patents and trademarks), into more modern bundles of rights needed to license digital technologies, including IoT, AI and ML and mobile technologies e.g. data sharing and standards essential patents (SEP). The objectives are also pertinent to the work-programme KSO of creating a more resilient, inclusive and democratic European society, prepared and responsive to threats and disasters, addressing inequalities and providing high-quality health care, and empowering all citizens to act in the green and digital transitions.

However, Europe lags behind its international competitors in converting investment in Public Research Organisation PRO research into commercial returns via innovation. The solution lies in improving the transfer of technology from PROs to industry but there are many barriers to effective technology transfer, including: Most Technology Transfer Offices (TTOs) in PROs are small, underfunded and under-skilled; a small investor pool and long timescales make it difficult to secure finance and; there is poor understanding between IP creators, exploiters, funders and end-users. To address these barriers, PROGRESS-TT will transfer the expertise of Europe’s leading PROs to those with the greatest potential to grow. We will gather best practice from leading PROs and thought leaders and formulate it into Europe’s most definitive TT tools, methods and insight. We will then begin a programme of knowledge transfer tailored to the audience’s level of ‘readiness’ to grow. This will include: • Training, workshops, boot camps and e-learning delivered to emerging PROs and TT funds to develop their core skills • Intensive coaching and mentoring for high potential PROs to accelerate their TT activity. We will form ‘teams’ comprising experienced TTO performers, industry, funds and high potential PROs to develop capability, capacity, opportunity, desire, and to build a supportive TT environment. • Improving access to finance by bringing established and emerging funds together to share best practice and identify cross-border opportunities We will continuously improve best practice based on our trial activities, in order to create a validated legacy programme to continue supporting PROs across Europe beyond project end. Through this support, we estimate a typical high potential PRO will improve its performance by 500% in the five years following intensive support, delivering at least €6 million to the European economy per PRO supported

Talented newcomers are promising innovation organisations – especially SMEs – that have not participated in H2020 NMP. Meanwhile, underrepresented regions are regions in EU-13, EU-15 and Associated Countries with a low participation in H2020 NMBP. The increase in participation of the talented newcomers will be brought about by connecting them with NMP hotspots, where important NMP innovations are demonstrated, as well as networking them with NMP Top Innovators. FIT-4-NMP will take strategic and targeted approaches to achieve this overall objective. From a strategic perspective, FIT-4-NMP will survey talented newcomers and experts responsible for regional and national R&I policy, in order to understand the precise reasons for non-participation of newcomers in NMP projects. In turn, best practices will be identified and policy measures formulated and communicated to relevant stakeholders: talented newcomers; regional/national authorities responsible for R&I policy; local innovation and technology transfer nodes; and the EC. From a targeted perspective, the FIT-4-NMP will: • Organise innovation workshops between talented newcomers and NMP Top Innovators; • Provide hands-on support to talented newcomers to prepare NMP proposals for Horizon Europe; • Facilitate networking for talented newcomers at major European conferences and regional brokerage events; • Provide training to talented newcomers on technology-transfer, proposal writing, and use of European networking portals. FIT-4-NMP will be undertaken by a strong consortium with partners located among many of the EU member states with the lowest participation in H2020 NMBP. Also, these partners represent “umbrella” organisations with extensive networks to innovative NMP organisations and talented newcomers in their regions.
