    FOODSAFETY4EU is a Project focused to design, develop and release a multi-stakeholder platform for the future European Food Safety System (FSS), by structuring a participatory process, which sustains a responsive and adaptive community of FSS actors. The platform will enable the FSS actors to access efficiently resources and data, synchronize food safety research strategies, share and exchange scientific knowledge and contributions for the future EU FSS. It will boost interactive cooperation within the system and with the civil society for enhancing public confidence through dedicated tools. A European Food Safety Forum will be set up to officially consolidate the participatory process and guarantee the long term science-policy-society interface. New digital tools, co-designed strategies and communication models will support Food Safety Authorities (FSAs), EU Agencies, policy makers, scientists and civil society in a coordinate approach, thus contributing to strengthen the EU approach to risk assessment & communication. The multi-actor consortium is pooled by a core group of 23 partners from 12 countries: scientific experts in food safety will work closely with key actors with complementary knowledge in: a) developing and structuring of participatory processes; b) stakeholders engagement, communication and networking; c) e-platforms, smart tools, data management; d) Food Safety policies implementation; e) representing the voices from food and feed industry, consumers and the civil society. A network of other 44 Food Safety actors – engaged as “Supporting partners” – are committed to populate the platform and interact by expressing opinions, sharing information, data and reports; providing strategy advice and assuring a multiplier impact of project results.

    ANTICSS objectives are (i) to assess and define "circumvention" in order to achieve a better product positioning in relation to EU Ecodesign and Energy labelling legislation and relevant harmonised standards; this includes clear delimitation from other effects to facilitate unambiguous public (media) communication; (ii) to collect, analyse and learn from cases of circum¬vention by literature research and dedicated expert interviews, as well as analysing existing EU Ecodesign and Energy labelling legislation and standardisation for possible loopholes. The potential relation between circumvention and "smart" products with specific embedded software will be also addressed. From these findings, conclusions how to better detecting and preventing future circumvention will be derived; (iii) to assess impacts 'if' and 'how much' energy consumption and/or functional performance modifications could be ascribed to circumvention by conducting appliance testing; (iv) to define alternative test procedures or check lists with the aim to by-pass any possible measurement circumvention; based on the results ANTICSS will ensure sustainability beyond the project life by (v) practical capacity building measures for key actors of market surveillance and test laboratories, (vi) supporting communication and collaboration platforms between major stakeholders and (vii) providing policy recommendations for policy makers and standardisation bodies to prevent future circumvention under EU Ecodesign and Energy labelling. ANTICSS will also provide reliability to manufacturers by specifying potentially vague legislation and standards which might be interpreted differently by market actors and some of them taking unfair advantages so far. By overall awareness raising on circumvention among stakeholders, ANTICSS will be supporting an effective EU legislation enforcement and thus increasing acceptance and trust of market actors and civil society into the Ecodesign and Energy labelling legislation.

    There is a need to strengthen the capacity of Market Surveillance Authorities (MSAs) to conduct Ecodesign related market surveillance activities with respect to new and pending industrial and tertiary sector products. Especially in the case of customised products which are unsuitable for testing in laboratories. There is a lack of expertise, experience, and resources available across Europe for such kind of testing. An increasing concern is that new regulations addressing these products risk being unenforceable. The aim of the INTAS project is to address these concerns and provide technical and cooperative support, as well as capacity building activities, to MSAs charged with enforcing these regulations. The need for the INTAS project arises from the difficulty that MSAs and market actors face in establishing and verifying compliance with energy performance requirements for large industrial products subject to requirements of the Ecodesign Directive. The focus of the project is to support compliance for very large industrial products, specifically transformers and industrial fans, with the requirements of the Ecodesign Directive. The energy consumption of transformers and industrial fans is very significant and thus the risk of losses due to poor compliance cannot be ignored. The project aims to: a. support European Member State MSAs deliver compliance for large products (specifically for transformers and large fans); b. support industry to be sure of what their obligations are under the Ecodesign Directive and to deliver compliance in a manner that will be broadly accepted by MSAs; c. foster a common European approach to the delivery and verification of compliance for these products. The INTAS project involves 16 partners among them there are 11 organisations, which are National MSAs or cooperating closely with the National MSAs, targeting 10 European countries (Austria, Belgium, Czech Republic, Denmark, Finland, Poland, Portugal, Romania, Spain and Italy).

    The objective of EEPLIANT2 (Energy Efficiency Compliant Products 2016) is to help deliver the intended economic and environmental benefits of the Ecodesign Directive 2009/125/EC and the Energy Labelling Directive 2010/30/EU by strengthening market surveillance and increasing compliance with the Directives and their relevant implementing measures. EEPLIANT2 will achieve this by: -Implementing systems that coordinate, in the most cost-effective manner, the monitoring, verification and enforcement of ecodesign and energy labelling requirements across the European Single Market; -Increasing the adoption of best practice amongst Market Surveillance Authorities (MSAs). The Consortium (17 MSAs, a national energy agency and PROSAFE) will design, carry out and evaluate coordinated market surveillance actions across 3 different product sectors over the next 2 years. It will deliver a higher level of surveillance activities that go beyond testing and will target products that represent the highest energy saving potential. The consortium will work closely with other non-participating MSAs across the EEA through its liaison with the Energy Labelling and the Ecodesign ADCOs. Additionally, the Consortium will work together with an Advisory Board comprising of business, consumer and environmental NGOs to draw on their knowledge and experience and to communicate through them with all stakeholders about the progress and results of the project. The expected results are: -Adoption by Member States of best practices on how to conduct market surveillance most effectively. -Greater compliance due to increased market surveillance of products in the EEA with the Implementing Measures of the Energy Labelling and Ecodesign Directives. -Increased awareness of (and respect for) market surveillance by industry and amongst users. -Market surveillance being undertaken in a more cost effective and consistent manner across the EEA with an overall greater impact in the product sectors investigated

    This proposal proposes a substantial project of a pan-EU market surveillance action to achieve impacts in line with the aims and objectives of the Horizon 2020 ― Work Programme 2018-2020 Secure, Clean and Efficient Energy. The project, if approved, will be the most comprehensive and complex product market surveillance exercise ever undertaken in the EU’s energy efficiency and Ecodesign sector, building on and reinforcing the successes and momentum of the predecessor programmes: Energy Efficiency Compliant Products (ECOPLIANT, EEPLIANT2014 and EEPLIANT2), Market Surveillance Project for TYRES 2015 (MSTyr15). The proposed activities are structured around the needs and priorities identified by the memberships of the Energy Labelling and Eco-design ADCOs. These, without surprise, closely match the requirements set in the Call with ref. no. H2020-IBA-SC3-energy-2018, Exchange of information and best practices, development of common methods, protocols, checklists or IT tools (e.g. web crawlers), execution of joint surveillance activities, strengthening the collaboration with customs authorities, communication, establishment of centres of excellence for product testing, support the development of the Energy Labelling products registration database, input into standardisation, addressing challenging issues like defeat devices, software updates, plausibility testing, support for international alignment of test standards are all covered. The methodology to be used for addressing those requirements will include the delivery of a programme structure consisting of a matrix of activities both horizontal (method development and capacity improvement) and vertical (product inspection and testing). This will result in building further expertise, developing and adopting common best practices and protocols by the Member State Authorities (MSAs). Altogether, Energy Efficiency Compliant Products 3 (EEPLIANT3) is expected to substantially enhance the impacts and the overall effectiveness and efficiency of market surveillance across the European Union (EU). The core objective of this proposal is to continue the transformation of the effectiveness and efficiency of the market surveillance work undertaken across the European Union (EU) in the field of the Energy Labelling Regulation 2017/1369 and the Ecodesign Directive 2009/125. This will be achieved through the coordination of the monitoring, verification and enforcement activities of 24 MSAs and 5 other organisations across the Single Market plus Turkey and through further enhancing their knowledge, skills and experience of doing this type of work. Key to this effort will be the development of strategic IT tools that overlap with every WP in the project and that aim to go beyond business as usual. These tools will help MSAs achieve greater results with the same level of resources, a necessity in light of the doubling of Ecodesign and energy labelling requirements over the past six years without equivalent increases in financing. Furthermore, the project will seek to enhance the visibility and outreach of market surveillance activities by engaging with key stakeholders ― the ADCOs, the EU trade associations of the suppliers of the products to be inspected and consumer organisations. As a result, stakeholders will continue to build confidence in the increasing effectiveness of market surveillance in the EU/EEA. The project directly addresses all the requirements identified in the Call. The Scope calls for strengthening the enforcement of these two pieces of legislation and specifically asks for supporting the monitoring, verification and enforcement activities of MSAs. The main activity described in this proposal is the market surveillance of specific product sectors and the (further) development of tools – including innovative IT-tools – and methodologies in support of the MSAs.
