    Numerous attempts of implementing transition pathways across Europe illustrate the difficulty of designing policies that combine efficient climate action and justice considerations. One reason is that the socially diverse, and thus also geographically dispersed demands and vulnerabilities of potentially affected groups do not appear as a well-structured input at any stage of the policy-making process. Therefore, TANDEM will test an innovative transdisciplinary approach in five different case studies in Spain, Belgium, Finland, Poland and Austria that address controversial transition policies in energy and mobility affecting urban and rural populations. The TANDEM project aims to design a methodology allowing policy makers to create and implement inclusive and just transition pathways by involving potentially affected citizens, public authorities, the private sector and other relevant stakeholders. It relies on combination of accessible and complementary methods: deliberative visioning build on art-based approaches, system mapping, assessment and appraisal methods. These methods constitute the backbone of a series of three deliberation panels with citizens. In these panels TANDEM invites participants to create their visions, perspectives and narratives on just transition policies and to define their own criteria and interventions. This deliberation process will guide a systemic impact assessment that will inform individual appraisals of the interventions. Public authorities will be involved at the beginning and end of each panel to provide insights on political, social and economic factors that should be taken into consideration. Furthermore, private companies will be invited to participate through interviews and surveys. TANDEM will thus develop a transdisciplinary approach to identify and analyse emerging inequalities of low-carbon transition policies, as well as to co-design socially fair and effective alternative transition pathways with stakeholders.

    V2Market is an innovative service to incorporate the Electric Vehicles’ (EV) batteries into the electricity system as storage and flexibility capacity, using Vehicle-to-Grid (V2G) and Vehicle-to-Building (V2B) technology combined with energy efficiency (EE) and price forecasting ICT tools. V2Market puts together all the relevant actors in the value chain to work on the definition of the role and the contractual arrangements of a new business case, the aggregator, and its different possibilities with the other key stakeholders: the EV owners, and the flexibility buyers (DSO, TSO, BRP). V2Market will tackle energy efficiency at different levels: - Efficiency at the system level, by providing flexibility services to the grid. - Efficiency at the building/end user level, by optimising energy management thanks to the incorporation of the EV battery, which will also facilitate an optimisation of the energy produced by local RES. - Efficiency resulting from the substitution of older fossil-fuel based vehicles for electric vehicles. - It will make the EV battery an independent asset (as a major cost item that needs to be managed separately). This will result in measurable energy savings and performance improvements for the overall energy system. To respond to these EE needs, V2Market will develop a comprehensive business case for aggregators based on two types of service: A – Provision of ancillary services to the grid (frequency regulation, spinning reserves, peak shifting). B – Integration of flexibility services with EE at buildings’ level. V2Market will help the aggregator to develop its business model, and use big data to tailor its services to the patterns of its pool of EV owners. This is intended to consolidate a more predictable pool of EV batteries, which can be useful to develop also contractual arrangements with the flexibility buyers and provide stability to all the transactions within the value chain.

    ASSIST is a 38 month European ‘market activation - policy orientation’ project to tackle fuel poverty and support vulnerable consumers. It answers the call requirements to actively engage consumers in the energy market and positively change behaviour in relation to energy consumption and to influence design of policy at all levels to tackle fuel poverty issues. Based on the conclusion of the “Energy Citizens’ Forum”, it combines activities that address both energy and social issues as fuel poverty is not only an energy issue nor can it be tackled in isolation of the bigger issue of poverty, it will: Broaden understanding on European fuel poverty incidence and how energy support services are effectively tackling the issue, identify best practice and needs but also provide a baseline against which the activity can be compared to demonstrate its effectiveness and to inform work towards policy orientation. Create an European network and build this by ensuring quality knowledge and skills of the Vulnerable Consumer Energy Advisors (VCEA) with a supportive infrastructure for professional development and experiencing sharing. The VCEA will be in positions of direct contact with the target group in order to help mainstream energy services and, increase access and uptake for the fuel poor. The creation of the VCEA network will also encompass the recruitment of persons with direct experience of vulnerability/fuel poverty, training them to increase their employability skills but, moreover, to maximise on the peer to peer benefits that they can offer in provision of advice . With specialist VCEA and advisory strategic steering committees each nation will undertake target actions to address the specific issue. In this way the action utilises the powerful effect of target group ownership of action + bespoke solutions designed in collaboration with the target groups/end users to deliver important lessons learned for dissemination and policy influence.

    SENDER will develop the next generation of energy service applications for demand-response, home-automation, -convenience and -security. It puts consumers at the heart of the energy market by engaging them in a co-creation process with other actors from the energy domain during the specification of pro-active DR mechanisms to cater for the consumers’ long-term incentivization. Grid operators are the 2nd group of SENDER core beneficiaries. The project results will increase the efficiency/hosting capacity of distribution networks by improving the quality of load forecasts and providing access to load flexibility, which will allow to improve frequency stability, congestion management and increased RES integration. In addition, monetarization on the flexibility potential will be provided by the participation in balancing/regulatory power markets. SENDER shifts DR from a reactive to a pro-active approach. Consumer data will be collected and processed by means of sensor data from its premises in a cyber-secure way to identify typical consumption patterns, mirror them by digital twins (DT) based on artificial intelligence technologies and aggregate the DTs supply/demand characteristics. The clustering of the consumer DTs will be conducted based on societal science approaches at three demonstration sites. Allowing interoperability with legacy systems and third-party applications, SENDER envisions business models (BM) that base on the condition that the consumer receives a fair share of the DSOs profit from flexibility use. BMs will focus on the role of the DSO as a facilitator, but also on energy communities/cooperatives as local actors that will manage their members´ flexibility assets. Based on the co-creation process, consumers will also be actively involved into the BM design. The SENDER wider roll-out after the project will be prepared by exploitation plans and implementation guides for the co-creation process and the SENDER soft- and hardware.

    Ensuring that vulnerable households have access to renewable energies is equitable, helps to cover energy needs, and can support multiple policy goals, such as affordable energy, job creation, and improved public health. Although the need is great, many households may not be able to afford RES installations or may be inhibited from participating in the energy transition for other reasons such as lack of access to information, difficulties to access finance or ownership patterns. EuroSolar for All (Sun4All) sets up a financial support scheme for renewable energy access for energy poor households. The programme offers vulnerable consumers the opportunity to subscribe to community solar. The general scheme is based on the existing New York’s initiative named “Solar for All” and will be adapted and implemented in 4 cities and regions in Europe: Barcelona (ES), Communauté de Communes Coeur de Savoie (FR), Rome (IT) and Almada (PT). The overall idea is to offer solar shares to vulnerable consumers instead of a traditional social subsidy (p.e to pay utility bill arrears). The beneficiaries of the programme will be co-owners of a local PV plant and the revenues produced through the generation and selling of the energy will be used to reduce energy bills. Besides, ES4All presents other multiple co benefits: -Beneficiaries save money through a free community solar subscription -Access is ensured whether participants are renters or homeowners ensuring their participation into the energy transition and leaving no one behind. -Eurosolar for All facilitates behaviour change and provides tailored advice to beneficiaries. -The programme optimizes social subsidies by transforming them into a profitable investment for the beneficiaries After testing and evaluating the model in these 4 cities and regions, replication and up-scaling of the programme is foreseen in at least 10 other EU cities and planned in other cities and regions to become an established programme in Europe.
