Communities are getting more diverse, both in real life and online. This challenges Law Enforcement Agencies (LEAs) to engage with, and to reassure, communities about safety and security matters in a trustful way. The changing status quo is significantly shaping perceptions of policing, requiring adaptive strategies. To address these challenges, the KOBAN project will create an innovative, research and practice-based Community Policing (CP) initiative, adopting an evidenced based approach.It will focus on co-creation and collaborative security between LEA and non-LEA community members, leading to mutual trust and respecting each other’s contributions. This results in a greater sense of security, whilst contributing to an overall increase in the efficiency and effectiveness of securing all communities including those who are often considered hard to reach and engage. KOBAN’S Capability Model will identify proven methodologies, models, technologies, tools and best practices, and use them as a foundation for future proactive, co-active and reactive CP capabilities. This knowledge will help to build the AI Assistant as well as the App Factory for the development of further CP tools, methods and solutions tailored to the needs of stakeholders and adhering to social, legal, cultural, ethical and gender equality standards. These will be tested and validated in six pilot projects throughout Europe. KOBAN will support capacity building, embedding knowledge, skills and capabilities within organisations and communities leading to bespoke training for both police personnel, municipalities and citizens. In short, KOBAN will lead a cultural and organisational transformation that address current fundamental barriers to effective community policing. With its Capability Driven Approach, KOBAN is setting the stage for future-proof community policing, both online and in the real world.

The Call requires (a) to build a network of practitioners from security and intelligence services of EU MS & AC that has the objective (b) to support the needs of the security and intelligence services of the MS & AC for future security research programming. To address these requirements, NOTIONES consortium includes: (a) 15 practitioners from military, civil, financial, judiciary, local, national and international polices, coming from 9 EU MS and 6 AC. These practitioners, together with the other consortium members, grant a complete coverage of the 4 EU main areas: West Europe (PT, ES, UK, FR, IT, DE, AT), North Europe (FI, DK, SE, EE, LV), Middle Europe (PO, SK, UK), Middle East (IL, TR, GE, BG, BA, MK) for a total of 21 countries; (b) experts in security research programming. The NOTIONES’ S&T Coordinator is one of the 50 members of ESRAB and of the 64 members of ESRIF, the two Committees charged by the EC to outline its funding policy related to security research programming. In addition to that, the NOTIONES’ consortium includes 5 partners of PYTHIA and SOLOMON (Z&P, EXPSYS, ICSA, BDI, LESO), the two projects outlining the EDA/EC future defence research programming. The monitoring of technologies and the definition of requirements and recommendations for their industrialization will provide a great advantage to practitioners in the fields of intelligence and security. Through an iterative cycle, the output recommendations will be synthesized into specifications that can be provided to industry and academy across Europe, providing tangible benefits to those organisations engaged in intelligence and security. The results of the NOTIONES project, which has a lifetime of five years, will be presented to the broad intelligence community in workshops and conferences and will contribute to the definition of further security and intelligence research

From public health to climate change, it is of paramount importance to timely identify emerging disinformation signals such as content from known unreliable sources and new narratives, especially from online social media, to provide media professionals and policy makers with trustworthy elements to extinguish disinformation outbreaks before they run out of control. However, monitoring and analyzing large volumes of online content is well beyond the capacity of human ability only. In fact, regardless of the socio-psychological and behavioral reasons behind information forging, the rate at which disinformation is produced is much larger than the rate at which it can be analyzed and its effects adequately mitigated. AI4TRUST will provide a hybrid system, where machines cooperate with humans, relying on advanced AI solutions against advanced disinformation techniques to support media professionals and policy makers. Our system will monitor, in nearly real time, multiple online social platforms, filtering out social noise and analyzing multimodal (text, audio, visual) content in multiple languages (up to 70% of coverage in EU) with novel AI algorithms, while cooperating in an automated way with an international network of human fact-checkers who will be periodically triggered and who will frequently provide validated data to update our algorithms. The resulting quantitative indicators, including infodemic risk, will be inspected under the lens of social and computational social sciences, to build the trustworthy elements required by media professionals to create customizable and reliable data reports. We expect that the AI4TRUST's system, based on a human-centred approach to technology development that is aligned with European social and ethical values, will be integrated in the standard toolbox of data analysts working on disinformation.

As a result, enhanced investigation processes and methodologies will be derived through the capabilities provided by the developed tools and solutions, and the insights obtained though the proposed Environmental Crime Observatory. The capacity of end users (including Police Authorities and Border Guards) will also be improved and will enable them to tackle such criminal activities in an effective manner based on advanced tools and solutions and also on the innovative training curricula developed using physical and/or digital twins of relevant environmental crime scenarios. Moreover, improved international cooperation will be facilitated through improved data sharing enabled by blockchain technologies, while improved regulation shaping and tuning will be supported through relevant policy recommendations. PERIVALLON will be validated in field tests and demonstrations in four operational use cases. Extensive training, hands-on experience, joint exercises, and training material will boost the uptake of PERIVALLON tools and technologies. With a Consortium 5 Police and Border Guard Authorities, 3 authorities related to environmental protection, 6 Research/Academic institutions, 8 industry partners (including seven SMEs), one EU Agency, and one Foundation, PERIVALLON delivers a strong representation of the challenges, requirements and tools to meet its objectives.

It is built on the activities and results of previous and on-going projects and is driven by end-users within the consortium and their wider stakeholder networks. CORE will develop a harmonized vision of crisis management awareness and overcoming, through a transdisciplinary collaboration involving the environmental science and social science communities. In this way, human factors, social, societal and organizational aspects can be supported by the scientific results obtained in research on environmental and anthropogenic risks. CORE will identify and use best practice and knowledge/learning from certain countries with high levels of risk but where risk awareness is high and will provide optimized actions and solutions to help restructure and rebuild socio-economic structures after a disaster that is essential for the European society. CORE is a multi-disciplinary consortium across and outside Europe established to understand how to define common metrics with respect to the different natural and man-made disaster scenarios, and how to measure, control and mitigate the impact on the populations. Special attention will be given to vulnerable groups: disabled, elderly, poor, as well as women and children. CORE will lead to more efficient policies, governance structures and broad awareness and collaboration among citizens and rescue agencies. Best practices will be identified and reported to policymakers, end-users and disseminated to all stakeholders and NGOs. CORE will devote great attention to education in schools and the training activities are also intended to be an "awareness campaign" for young people about the vulnerability of the weak categories that cannot rely on advanced means of communication and of their importance. The young generation, used to the most advanced technologies, might become a sort of "prevention sentinels".
