FastTrack presents a suite of interlinking methods that provide local authorities with opportunities to learn from the best, capturing and presenting the experiences of those who have successfully accelerated transition. FastTrack’s twin-track core learning programme includes five separate FastTrack Capacity Building Weeks over 24 months: 1. Deep learning and exchange within the consortium, across four topic-based clusters guided by interests expressed by our 24 authorities. Each event will be led by an Ambassador (from Antwerp, Bologna, Budapest or Stockholm), supported by technical partners (WP2) 2. Meet the FastTrackers events, where 24 authorities will be introduced to skills and learning on cross-cutting topics (such as data, funding and governance) and will develop innovations with insights and inputs from external stakeholders recruited through a FastTrack database (including innovation networks, projects, funders, and end-users) (WP3) This programme will be informed by a rapid, intense review of innovation and exchange practices (WP1). An internal, competitive programme will fund small-scale “springboard studies”, rewarding outstanding innovation ideas with the most widespread internal interest and greatest potential for applicability and replicability across the EU. In culmination, programme pillars will be gathered in a performance management activity to oversee 24 deployment plans, as authorities rapidly refine, focus and develop innovations (WP4). Exploitable recommendations for process, and new solutions, technologies and approaches, will be supported by a further outreach phase, giving extra opportunity for on-the-ground deployment to be reflected in FastTrack’s final recommendations and results.

For that, CO-SECUR will follow a methodology of 4 phases: 1) Literature review of evidence in security and security perception; 2) Security practices mapping and selection; 3) Descriptive analysis of 72-180 case studies from 9 European countries and critical synthesis of results; and 4) Co-writing and validation of the SDP and tools involving the Quintuple helix + media through participative activities (i.e. hybrid seminars, national working groups, national workshops, public consultation at EU level). As a result, the SDP will contain a depth description of Social Innovation on Security in Europe, a compendium of good practices, and a roadmap of actions. The suite of tools will provide additional supportive material in terms of best practices on fostering smart local communities; policy recommendations on how to orientate security solutions towards RRI and social innovation involving the Quintuple helix + media; benchmarking for industry; and a summary of the innovative, transferable, and scalable Security Technologies. Partners will continue to disseminate and communicate the project progress and outcomes and organize a final Security Perception Conference. At the Conference, a Memorandum of Understanding will be launched and opened to be signed by any city/region willing to promote social innovation and RRI in the security solutions implemented in public spaces.

SPINE adopts an equity centred design thinking approach, leading the transition to a more efficient, sustainable, resilient, and inclusive PT system. A network of collaborative LLs is developed to foster transferability, while an intersectional view of the transport system users is applied. Four Lead City LLs in Antwerp, Bologna, Tallin and Las Palmas will be established, and a series of co-creation activities will take place where multiple stakeholders will be actively engaged in the development and demonstration of efficient, replicable, and socially acceptable innovative mobility solutions, advancing existing assets. The SPINE approach involves the creation of (a) innovative simulation and Digital Twining (DT) tools, along with open data and behavioural models, that will allow the building of scenarios combining different mobility interventions (push and pull measures along with supporting policies) and the implementation of the most promising ones; (b) data-driven impact assessment models that will foster the twinning, transferability and adaptation of the successful solutions of the four LLs in seven Twining Cities - Barreiro, Valladolid, Zilina, Sibenik, Hrakleion, Gdynia and Rouen-. SPIRE sets a high ambitious plan for the co-design and implementation of 55 smart greens inclusive mobility solutions. The SPINE consortium brings together a multidisciplinary team of 39 partners from 16 countries. The unique mix of experienced transport engineers, Public transport Operators, computer scientists, data analysts, transport modelers, social scientists, urban planners, policy analysts, software providers, within our consortium assures the comprehensive approach to the challenges, scope, expected impact and the successful delivery of the project.

In order to achieve these ambitions, the Ports of Antwerp-Bruges, Barcelona, Venlo and Constanta will implement green port innovation demonstrations across four main pillars: clean energy production and supply, sustainable port design, modal shift and flows optimization, and digital transformation. Actions include: renewable energy generation and deployment of electric, hydrogen and methanol vehicles; building and heating networks retrofit for energy efficiency and implementation of circular economy approaches in infrastructure works; together with deployment of digital platforms (utilising AI and 5G technologies) to promote modal shift of passengers and freight, ensure optimised vehicle, vessel and container movements and allocations, and facilitate vehicle automation. These demonstrations form integrated packages aligned with other linked activities of the ports and their neighbouring city communities. Forming an Open Innovation Network for exchange, the ports, technology and support partners will progress through project phases of innovation demonstration, scale-up and co-transferability. Rigorous innovation and transfer processes will address technology evaluation and business case development for exploitation, as well as creating the institutional, regulatory and financial frameworks for green ports to flourish from technical innovation pilots to widespread solutions. These processes will inform and be undertaken in parallel with masterplan development and refinement, providing a Master Plan and roadmap for energy transition at the PIONEERS ports, and handbook to guide green port planning and implementation for different typologies of ports across Europe.

The project underscores the necessity of local authorities making direct investments that impact vulnerable communities significantly. A recent workshop, "Digitalization for Climate Action: Co-Creation, Collaboration and Just Transitions," highlighted the importance of co-creative digital activities for inclusive participation, activism's role in digital and climate spheres, the engagement of political actors in prioritizing climate measures, and the support for sustainable innovations in cities to prevent the exclusion of vulnerable groups. This project aligns with the EU Mission Adaptation to Climate Change, promoting a comprehensive approach to inclusive adaptation to climate change.
