Mobilities were according to Work Programme for Vet Staff Mobility .The mobility in the field of juvenile delinquency included mainly practical tasks, conducted by Cypriot police officers and patrol joint actions, concerning:- applying of coercive measures towards the juveniles perpetrators (e.g. handcuffs, straitjacket), including restrictions and prohibitions on the use, - conducting the juvenile stopping (including tactical and procedural aspects), - leading the juvenile interrogation, - conducting preventive operations, including organization of meetings with all sorts of groups of recipients (taking their needs into account), e.g. with children, parents or the teaching staff, - planning both conducting operational activities and getting and the processing of information from personal sources of information (including tactical and procedural aspects) and situation analyses (cases) limiting or making it impossibleto apply choosen forms of the operational work.The mobility in the field of road traffic also mainly included the practica tasks, conducted by Czech police officers, and patrol joint actions, in the context:- undertaking test action towards the persons in breach provisions of the law, - carrying out checks in the road transport, - improving the technology of driving a car and riding a motorbike, - undertaking the activity on the spot events, - managing the road traffic, - work with test-measuring devices.Police teachers who took part in the project widened and increased their knowledge according to the topics of the mobilities, got latest experiences and abilities, raised the quality of the teaching workshop. Moreover they widened and enriched language skills in the professional vocabulary, abilities in the cooperation in the international environment and winded their knowledge about the partner country in the cultural aspect. The participation in the project raised the value of the international potential of Police Training Centre what will allow for carrying out next, international projects. Publications, placed in ""Kwartalnik policyjny"" (raising its essential value and are extending its international reach), as well as information about the project, on individual stages of his realization, materials about teaching character (CSP website /www.csp.edu.pl/ - the bookmark dedicated to the project and the Intranet CSP side) will enrich the knowledge in the area of the project of all interested in, as well as will enhance the image of our unit.Competences acquired by participants in the project will raise also a quality of the police training in our unit what is being transferred into the quality of the performance of tasks undertaking by officers of Polish Police. Our unit, but also partner institutions, through design joint actions, will become more recognizable on the international arena of the police cooperation, will get greater abilities of cooperation in the field of EU programs, as well as cooperation in other forms of nonoperating police tasks and challenges, which, at present, are being put before the police."

Through tried and tested methodology and training law enforcement and judicial authorities are facilitated in developing effective approaches to the various facets (sport, betting, virtual currencies) of the phenomenon against the criminals who commit sport manipulation. Developing tight co-operation between private and public organizations at national and transnational level is a key component of the project. Integrisport Next also gives practical support: the Peer-to-peer transnational meetings allow LEA and JA to discuss the use of appropriate investigative techniques and legal instruments at national and international level to be effective in the criminal procedure regarding match fixing. Additionally, the project creates a chance for law enforcement and judiciaries to invite experts to support their criminal procedures with their expertise of law, law enforcement, sport, betting and virtual currencies.The project is coordinated by CSCF Foundation for Sport Integrity and brings together the efforts of the Cyprus Police, Estonian Police, Finnish Center for Integrity in Sports, the Ministry of Education, Science, Culture and Sport of Georgia, Malta Police Force, Swedish Sports Confederation all with the partnership of GLMS and Leuven University, with FIFPro as supporting partner.

In accordance with the order of the Minister of Internal Affairs dated 19.06.2007 on the specific rules of the training and vocational training on the Police force, the local vocational training is conducted by the police officers having experience, knowledge and skills, and in case it is necessary the instructors certificates. The character of the work of the instructors requires a constant training, exchange of experiences and elaborating the effective teaching models. Recent incidents concerning clumsy police interventions, publicized by the media, provoked the discussion on the police environment, reminding about the necessity of improving the quality of the vocational training, and the results of the control conducted by the Highest Chamber of Control revealed the unsatisfactory realization of the tasks in the scope of improving the professional competences and skills by the police officers.Learning through the observation of the foreign instructors conducting the trainings is one of the most effective learning methods. The participants of the project in the direct contact get to know the work methods of the foreign instructors and the ways of using them in practice. Due to the limited financial means in the Police, the police officers have litlle possibilities to get to know the working methods of the police instructors from other countries, planning methods, methods of conducting the vocational training as well as innovative solutions in the scope of police tactics and techniques.The objective of the project was to improve the quality and effectiveness of the vocational training of the Lublin police as well as the vocational police training on the national and European level through:• improvement of the competences and skills of the police officers in the scope of vocational training thanks to the participation in the educational motilities, in accordance with the idea of the lifelong learning,• introducing the innovative practice learned abroad to the methodology of the trainings and use of the innovative training materials elaborated as the results of the project implementation,• improvement of the language competences and intercultural awarness of the project’s participants • facilitating the professional development of the police officers,• supporting the institutional development of the Regional Police Headquarters in Lublin through the improvement of the methods and techniques of the vocational training,• development of the co-operation between the project’s partners.Project aimed to exchange knowledge and experiences and improve the competences in the scope of methodology of the vocational police training through the organization of the educational mobility for 36 representatives of the staff responsible for the training of the Lublin police garrison officers, in cooperation with Czech, Estonian, Maltese, Cyprus, Lithuanian and German Police.Acquiring knew knowledge and exchange of experiences with the police from other EU countries in the scope of innovative solutions concerning the police training methodology and tactics and techniques of police actions enables to the Lublin police officers learn and then to teach and share the acquired knowledge on the regional level (cascade training), on the national level (seminar summing up the project) and on the international level (participation of six EU member countries)report sent to the liaison officers of foreign police forces accredited in Poland). It will improve the quality of the police vocational training, the effectiveness of the police work and in long term perspective it will improve safety on the regional, national and European. Moreover the realization of the project will promote the lifelong learning idea and Erasmus plus programme.

Such type of terrorism acts may open the door for the possibility of destabilization of the European Union and lead to undermining economic stability, public security and integrity in the EU community. CBRN-POL project was coordinated by University Lodz (Poland) and involved following partners: General Police Headquarters (Poland), Local Antwerp Police (Belgium), Cyprus Police (Cyprus), Belgian Nuclear Research Centre – SCK-CEN (Belgium), Industrial Chemistry Research Institute (Poland) and Center for the Advancement of Research & Development in Educational Technology – CARDET (Cyprus). Project activities primary focused on:(a) analysis of training needs of police officers (IO1)Analysis and elaborated report cover representatives of target group form Polish, Belgian and Cypriot police. The report includes information about gaps in procedures, training, knowledge and skills of police officers required for conducting duties related to CBRN incidents. It defines the range of CBRN knowledge and skills needed for police patrol units to allow them to carry on their duties at acceptable risk level despite of hazardous external conditions. (b) elaboration of educational materialsWithin the project following educational materials have been developed:- Good practice and partners capabilities report (IO2). The report include good practices applied by each partner and recommendation on how the system of training and reaction to CBRN threats in Poland and the world should be designed.- CBRN course curriculum (IO3). The course curriculum, covers all areas of CBRN knowledge useful and needed by police officers. The curriculum is constructed in an innovative and practical way. It is divided into 4 parts: (1) Knowledge part, (2) Reporting part, (3) Action on the scene part and (4) Practical part. Each part consists of teaching modules and each module is further explained in details through subject sheets. - Trainers Handbook (IO4). The trainers’ handbook is a tool designed for trainers who will be responsible for conducting the courses according to the CBRN course curriculum. The handbook covers not only relevant knowledge areas, but also, method in which the knowledge should be conveyed to policeman. Book also covers specialist scenarios of CBRN threats and possible countermeasure reactions.- Students Handbook (IO5). The handbook include educational material, exercises and tests covering all information necessary to improve knowledge and skills of police officers in CBRN field. The handbook also includes materials for individual CBRN threats, commanding procedures, securing of action as well as rescue procedures- Set of 3 instructing brochures (IO6). The brochures, which graphically enrich educational materials, contain operating procedures schemes for action in each type of CBRN threat.- 7 instructing videos (IO7). Instructing videos in easy and understandable way present most important aspects of: site recon, personal protective equipment, decontamination basis, example response to biological, chemical and radiological threat.- Guidelines for trainers selection (IO8). For the purpose of organization of train-the trainer event guidelines for the trainees selection have been elaborated, and used to select the trainees. (c) intensive internal trainings. Two series of intensive trainings have been organized. The first was dedicated to police trainers and higher rank officers. They have been provided with CBRN knowledge as well as with knowledge related to learning processes and teaching styles, so that they are prepared to run future CBRN courses themselves.The second intensive study courses were dedicated to first line police officers, and was executed by participants of first course. Two sets of intensive training allowed consortium not only to educate Police officers from Poland, Belgium and Cyprus but also to test elaborated materials and introduce required improvement First was dedicated to police trainers and higher rank officers and second to first line police officers. In total 51 police officers have been trained.CBRN-POL achieved planned goals. Project consortium analysed training needs of police officers, compared police response systems in Europe, elaborated tailor-made course curriculum and educational materials, conducted trainings for police officers and educated future training experts in CBRN area. What is also very important, the project allowed for intense cooperation of police officers form 3 European countries and has significant impact on the CBRN training of the police officers in PL, BE and CY but also other EU member states as being promoted through EC DG Home Advisory Group or developed further in EU large scale projects.

One of the main assumptions formulated in the internationalization strategy in the field of police vocational education and training is to intensify the participation of WMP in international educational projects. They are aimed mainly at the exchange of information, experience and good practices used by European police to regulate and balance learning processes and procedures. Training-teaching staff that participate in the training transmits the acquired experience and knowledge during cascading trainings to the WMP employees as well as towards non-police entities. The project takes into account the WMP internationalization strategy, which assumes that each participant will receive full support enabling them to take part in an international training project as well as further selfimprovement. The training activities of this project are also in line with the strategic objective of WMP, which aims to strengthen international regional cooperation, in particular, in the area of organized economic crime and combating cross-border criminal groups, which corresponds to the subject of the project. The exchange of experience and knowledge will ensure closer cooperation between project partners and will broaden the scope of international cooperation to a large extent. The following partner institutions expressed their willingness to participate in our project: Riga Municipal Police, Vilnius County Police HQ, Munich Police HQ, Police Academy of the Republic of Croatia, National Police General Directorate of Bulgaria, Hungarian National Police HQ, General Inspectorate of Romanian Police, Cyprus Police,Macedonian Police. The project assumes a cycle of 1-week visits of 6-person WMP trainer groups in the above institutions. Visits at partner institutions will be based on daily service observation (job shadowing), discussion of practical aspects of using tools and methods used in identifying people and verifying identity documents as a skill to comprehensively assess a set of traits and behaviors of a person - in particular in the psychological field aspects of identity verification, and to develop new forms and procedures for professional development in this area. Hence the main goal of the project - extending the offer of professional training of municipal police officers by raising professional qualifications at the national and European level in the area of identity verification - document control. Raising knowledge and competences of teaching staff in this area will also contribute to more effective fight against terrorism and organized criminal groups, including groups dealing with trafficking in human beings and significantly hinders their criminal activity. The main objective, directly related to the practice of the implementation of the tasks of the European police services, will be achieved by raising the participants' knowledge in the following thematic areas: - Identity control - ways of deceiving the controlling party, as well as organizational and psychological determinants of effective control; - Verification of the person's identity based on the data contained in the document - psychological reaction aspects of the controlled; - Control of the appearance and image of the person; - Verification of data contained in the document; - Comparison of the description data; - Evaluation of progression; - Questioning from data; - Forcing interaction of the controlled party; - Proceeding in the case of lack of orders understanding of or lack of reaction to orders by controlled person; - Verification of documents secured against forgery; - Specification of culturally conditioned behaviors; - Document in the light of law. The project will last 18 months. Although initially it was assumed that 3 mobility projects will take place with the participation of 15 participants, thanks to the wide interest in its subject, 9 partners have expressed their willingness to cooperate with the WMP training-teaching staff, dealing with organizing, coordinating and implementing various training projects for policemen and employees of the Warsaw garrison. Thanks to the exchange of experiences and good practices with the above-mentioned polices, a new vocational training program that takes into account changes taking place in Europe will be created, the implementation of which will have a direct impact on the security of citizens. This program will be a part of the "" Diversity of Vocational Training Program "", which was created during the implementation of the previous project implemented under the Erasmus + program; • traditional direct trainings and cascading trainings • printed teaching materials and information on IT site"
