The objective of PoliRuralPlus is to foster a sustainable, balanced, equitable, place-based and inclusive development of rural and urban areas through improved connections, governance arrangements, and integrated territorial policies that prioritise experimentation and innovation in domains that favour bi-directional urban-rural synergies and the development of a well-being economy. Key focus will be driven by Foresight, planning and implementation of integrated urban-rural strategies. The PoliRuralPlus project aims to improve the quality of life for people living in urban and rural areas across the EU by promoting coordinated and collaborative development within the regions. The project will support 9 pilot projects (including 8 from the previous PoliRural project and 1 new project) that focus on developing rural-urban partnerships. The aim is to increase the resilience and interconnectedness of urban and rural areas. In terms of financing, the project will demonstrate successful application of funding mechanisms to support these partnerships, including public-private partnerships, crowdfunding, and other innovative financing models. The goal is to find sustainable financing solutions that can support the long-term development of these partnerships. PoliRuralPlus will validate an EU-wide regional-driven integrated territorial planning & implementation Action-Foresight Process & Tool Box, by extending the latter’s Innovation Hub through the European Digital Innovation Hubs using open-source System Dynamic Modelling & a GIS collaborative online service called Map Whiteboard, enhanced by up-to-date Artificial Intelligence and Deep Learning (AI/DL) applicable algorithms. The project has an ambition to become an integral part of the New European Bauhaus due to its lighthouse success of gradual buildup of hands-on experience using up-to-date tools supporting decision-making process based on foresight principles.

SKIN is an ambitious initiative of 20 partners in 14 countries in the area of Short Food Supply Chains (SFSCs). It intends to systematise and bring knowledge to practitioners, promote collaboration within a demand-driven innovation logic and provide inputs to policymaking through links to the EIP-AGRI. SKIN will build and animate a community of about 500 stakeholders, with the strategic objective of setting up, at the conclusion of the project, a European association permanently working for the improvement of SFSCs efficiency and for the benefit of stakeholders and growth in the sector. The community will be built and animated around the identification of good practices in short supply chains across Europe. Partners will scout, analyse and classify a significant number of cases in different countries. “Best practices” (at least 100) will be systematised, processed into highly usable formats (including video and page-flows) and made accessible to stakeholders via the web (following the EIP AGRI formats) and through the set-up of regional nodes, to allow a deeper penetration of existing knowledge into practice. The work on good practices will also allow identifying key issues (hindrances or opportunities) around SFSCs. Such issues will be the main themes of 6 “innovation challenges workshops” the purpose of which is to stimulate stakeholders to propose new ideas for innovation based research or innovation uptake. These will be supported in a coaching phase where consortium partners deliver guidance to stakeholders for the full development of those innovative ideas. SKIN puts significant efforts in dissemination, to reach as many stakeholders as possible, and exploitation, to plan post projects developments in the form of a permanent association that would give continuity to the activities launched with the project (community expansion, circulation of good practices, promotion of research based innovation and linkages with the EIP and policy making instances).

The INNOVEAS project is an initiative promoted by 10 partners, from 6 EU countries, to build and deliver a capacity building programme, aiming at addressing the major non-technical barriers that most often hamper the adoption the energy auditing practice, in particular among those actors, such as SMEs where such audits are not required by law. The ultimate goal is to consolidate a structured, permanent and expandable offer to help develop continuous self-sustainable services to raise awareness and build capacity in the field of energy auditing and related energy saving measures in SMEs. The project therefore aims at designing and deploying staff trainings and capacity building programmes to enhance corporate policy towards energy efficiency, energy culture (motivations, behaviour change, mitigation of perceived risks and barriers) and sustainable supply-chain initiatives. It therefore intends to: i) Advanced analysis of behavioural barriers to energy audits, to identify and analyse the enabling conditions and non-technical barriers hindering the adoption of energy auditing practice; ii) Delivery of self-sustainable capacity building programmes, in order to systematise awareness raising procedures to overcome the psychological and organisational barriers to energy audits in SMEs, deliver a training offer to SMEs and formulate a capacity building programme targeting stakeholders such as intermediaries, policy makers and financing institutes; iii) Create an institutional structure to sustain the project’s objectives and results and lay the basis for the creation and consolidation of a pan-European network of enablers likely to support in the coming years the growth and expansion of the training offer to on energy efficiency for European business.

Changes in rural areas, such as depopulation, land abandonment and the loss of biodiversity, may proceed very slowly yet are often irreversible. Policymakers can steer these developments in order to reduce their negative impacts but this requires knowing whether current policy instruments are effective, who is benefiting from them and in what measure, what driving forces will be most influential and how they will affect people, planet, profits and land-use. To be truly useful, this knowledge must transcend siloed thinking and be the corollary of a joint effort uniting different actors under a common cause. PoliRur will provide this knowledge by combining several key activities needed to design effective place-based, human-centric and forward-looking rural policies. These include actionable research that takes place within an inclusive learning environment where rural populations, researchers and policymakers come together to address common problems; an evaluation exercise that uses text mining to assess the perceived effectiveness of past or planned policy interventions; and a foresight study that tries to glean the development trajectory of agriculture and its allied sectors until 2040 using several scenarios in which the evolution of rural populations occupies a central place. As a result of these activities, PoliRur will leave decision makers at different levels of government better equipped to tackle existing and emerging rural challenges, rural populations more empowered and rural areas more resilient.
